parking lot at matrix casino is already packed. inside what people will find is a 50 million dollar reinvention of the old guard den city casino card room. they had their soft opening yesterday. they said people just showed up and they opened the doors. the matrix initially hoped to open in april but this trouble getting formal permits and approval from san jose. now that is done, the casino will officially open at 8 a.m. this morning. it is not your tip vegas-style casino. you won't -- you won't find slot machines, plenty of card tables only two card rooms in the city owners hope this one will attract more than just poker players. >> we have restaurants, karaoke, banquet. we wanted to make this a cool place for people who don't

like to play cards to come and hang out. we like to consider it an entertainment spot not just a card room. >> reporter: it is a revenue two card rooms in this city bring in 15 million dollars a year. it is a nice chunk of money. when the official opening happens later this morning at 8 a.m. you can bet there will be a lot of city leaders here. sue thompson, abc7 news. many east bay residents believe chevron did not do enough to warn them about monday's fire at its richmond refinery. hundreds packed a meeting last night, tempers flared. some claimed warning sirens didn't work others say they never received calls advising them to shelter in place. many worried about the long term health affects after the

fire. >> does my grandchild -- [ unintelligible ] a lot of horses out there are getting cancer. where is it coming from? >> i offer an apology for the disruption and concern that we caused you as our community. >> contra costa county pollution officials report the early indications show the fumes from the fire did not exceed health standards. local hospitals and health department report nearly 950 people got treatment for breathing problems after the fire broke out. abc7 news has obtained copies of some of the 911 calls made after the fire erupted. they convey confusion by neighbors.

>> officials issued a shelter in place order for richmond, north richmond and san pablo that lasted hours. police advised residents in the oakland hills to stay inside because of the thick dark smoke. fire's impact on gas production will likely mean higher prices at the pump. the refinery produces 16% of the daily consumption. analysts expect within a week or so gas prices will rise above $4 and climb higher at stations that are already at $4. the price set before gas is delivered to stations already increased yesterday by 36 cents a gallon. analysts say the largest one-day increase on record. stay with abc7 news for continuing coverage on the chevron fire. we posted the 911 calls from residents on the front page of abc7news.com. you can get latest information on twitter and facebook. firefighters put out a fire at a home in santa rosa.

this fire broke out 1:45 this morning on price avenue west of downtown. neighbors woke up two people, nobody was hurt. investigators believe the fire may have started outside the home and flames spread inside the house it took crews 45 minutes to buy the fire under control. officials in hawaii are investigating a personal watercraft crash that killed a bay area teenager. the 16-year-old of vacaville was rushed to the hospital in critical sunday after a jet ski she was riding was hit from behind by another personal watercraft. she died the following day. investigators say it appears a 20-year-old rider rear-ended the teen they were both taking part in aloha jet ski tours. a homeless man arrested by san francisco police with a small arsenal of weapons in his car is scheduled to be arraigned.

robert jones was arrested july 21st, after people called police to say he he was harassing them. the weapons were found when officers stopped his car and he couldn't produce a driver's license. police say they included a sawed-off shotgun, semi-automatic pistol, over a dozen knives and 5,000 rounds of ammunition. stop and frisk is out preventive policing in. san francisco's mayor unveiled new strategy to cut down on recent spike in violence. mayor lee says the city will try a different approach after complaints that stop and frisk unfairly targeted minorities. the new plan relies on technology and crime data to predict where crimes may occur. police will track 200 parolees likely to commit crimes. >> if you are on parole or probation, plan on seeing a police officer, probation officer or parolee every time we see you, we'll be knocking

on your door, seeing if you are compliant with your conditions. >> the mayor's plan reaches out to churches and community organizations to provide alternatives for at-risk youth. san jose police officers aren't giving up on their boss question. yesterday members of the police officers' association decided against taking a no-confidence vote on chief moore. union leaders say it would have been an unnecessary distraction from more pressing issues. they say moore needs to step up and show more support for his officers. >> i'm hopeful maybe we'll see more backbone out of 'em and step up and really get the message out to the community, out to the citizens of san jose how dire our situation is and how dire it is becoming. >> union officials caution their decision should not be viewed as support for moore's leadership or the city council. moore says he understands his

officers' frustrations and planned to try to effectively communicate the way he fights for them jail >> a bill that would have required a 60 waiting period before california cities could file for bankruptcy is being held up in the state senate opposed by a group of big city mayors. the senate president tabled it. he says it is too soon to make changes to bankruptcy guidelines that were hammered out last year. this measure is backed by public employeerz unions who want the 60 extra days to find ways to save pay and benefit packages before the cities file for bankruptcy. officials in santa clara and san jose argue they need new taxes to restore public services. only santa clara county supervisors voted to put an eight cent county wide sales tax on the november ballot. in san jose, a separate half

the team did not say when he would return to practice. san francisco transportation officials proposing new plan to raise more revenue by charging more for taxicab owners to get an operating permit. the examiner reports the municipal transportation agency wants to increase the cost of a medallion sales to $300,000 and collect a 50% transfer fee. in 2010, cab drive allowed to skip a waiting list and purchase the medallion for $250,000 and 15% transfer fee. critics say they are use the medallions to prop up other services like muni. across the nation and here in the bay area neighbors came together last night for national night out. with budget cuts and increased crime organizers say this is more important than ever. neighbors in san jose realize the importance of community involvement. the city's police department

burning at a meeting about the accident last night. katie marzullo is live at the refinery with more. >> reporter: officials and residents both, everybody keeping the pressure on chevron this morning. as you mentioned the controlled burn still burning here behind us. that to burn off residual chemicals keep them from hitting the ground, accumulating or reigniting. there is plenty of talk about fining chevron. residents are yelling. take a listen. some 700 people showed up, shouting down the refinery ceo as he tried to apologize for the fire. county health officials were trying to explain the warning system that wasn't met with much reception either. many saying they did not get that shelter in place call if they did they got it late, in some case cast hours late. others are concerned for their health, the health of their kids, grandkids, animals, even

their crops. one man stood up for chevron. >> this was just a bunch of jargon. >> tell them about the good stuff how your kids go to school and get the opportunities they get. they give us money, without chevron in richmond, we would be just like vallejo, broke! >> reporter: we know the epa and other state and federal local agencies are investigating what caused that fire and why it happen. epa saying yesterday its investigation could lead to stiff fines against the company. saying that chevron has a history of vials. for its part chevron has said it will compensate those who have been victimize by this fire. i have reached out to chevron but have not heard back. katie marzullo, abc7 news. the bay area air quality management district says the fire created virtually no air

pollution for us. air samples showed levels of toxic pollutants were below federal health standards even for the children and elderly. ethanol and acetone were detected at levels typically found around the refinery. neighbors flocked to hospitals to get treatment, most for respiratory problems. >> i still don't have my balance correct, burning in my throat. >> air quality officials say weather conditions were favorable during the incident an -- allowing the smoke to rise and disperse. we posted the air report on abc7news.com. click on see it on tv. if you drove past the toll booths on the richmond san rafael bridge during monday's fire expect a bill in the mail. toll takers sheltered inside a building, signs flashed a message read reading toll-free. cameras snapped pictures of plates that passed.

he's a 27-year-old who police say should be considered armed and dangerous. he was let out of prison last year under a law releasing low level inmates convicted of a domestic violence charge. he is wanted in connection with sunday night's shooting of a 16-year-old. the kennedy high junior was shot while walking with a friend on west mcdonald. reports say the shooting may have been gang-related. the other suspect is a 29-year-old of antioch realized sunday on a parole violation while leaving the scene. lawyers for kidnapping victim jay sigh -- jaycee due guard want to
