ticket. >> paul ryan has become an intellectual leader of the republican party. he understands the fiscal challenges facing america, our exploding deficits and crushing debt. >> reporter: when governor romney introduced his new running mate, paul ryan had mysteriously jumped to the top of the ticket. >> next president of the united states, paul ryan. [cheers and applause] >> every now and then i'm known to make a mistake. i did not make a mistake with this guy. and i can tell you this, he's going to be the next vice-president of the united states! >> congressman ryan took up the challenge. >> we're in a different and dangerous moment. we're running out of time. and we can't afford four more years of this. >> reporter: paul ryan is a 42-year-old, seven-term u.s. congressman from wisconsin, a roman catholic, he and his wife are the parents of three children. he advocates major cuts in federal spending and changes to

medicare, making him a high profile target for democrats. ryan hits the campaign trail as polls show president obama opening a lead over mitt romney. in 2012, when the president met with'mans, it was ryan who called him out. >> he also said you want to take a scalpel to the budget and go it line-by-line. we want to give you that school pep. >> now we see if ryan moves the speed-o-meter on the republican vehicle. >> we'll unite america. >> the obama campaign wasted no time criticizing ryan-saying his budget plan is radical and places a bigger burden on middle class and seniors. >> california's g.o.p. leaders praised romney's choice. in a statement the party chair says, paul ryan has been a leader in the fight against president obama's failed policies in washington, dc, and i'm excited to see him continue that fight as the vice-presidential nominee.

democratic leader nancy pelosi said, quote, congressman paul ryan led house republicans in voting to end the medicare guarantee, which increases costs orr seniors and weakens america's great middle class. abc's world news will have much more on ryan. >> alan: developing news. b.a.r.t. trains just got back on schedule after a train struck a man and trapped him underneath it. it happened at the glen park station in san francisco this afternoon. rescue personnel had to get under the car and jack it up. it took more than an hour and caused a chain reaction of delays for trains running through the glen park station. b.a.r.t. says the man was on the tracks when the train pulled into the station, and an investigation is underway to find out how he end up on the track. today, federal investigators are saying the pipe that failed during monday's huge fire at the chevron refinery may have been

corroded. lisa amin gulezian joins us with more. >> lisa: federal investigators have still not been able to access the failed pipe because of safety reasons. but they said nearly -- newly gathered information, investigators have even more questions for chevron. in november of last year, chevron con kentuckyed its open maintenance inspection, not only on he line that failed but an adjacent connector pipe as well. at the time chevron replaced only the connector line because of corrosion. >> both pipes were look at and a decision was made to keep the pipe in service. that's a decision you can understand. i would say there was some reason for the decision. we just need to find out what it was. >> reporter: the u.s. chemical safety board is calling the fire among the most serious u.s. refinery incidents in recent years. the fire broke out in the number four crude oil unit. thick black smoke filled the sky above richmond. thousands rushed to area

hospitals complaining of blurred vision and breathing problems, and now the federal agency has learned chevron workers were also endangered that day. >> a number of people who were right nearby when the pipe gave way and were involved -- engulfed in a vapor cloud and that vapor cloud, when it ignited, could easily have caused death or serious injury, and that's a serious concern here report report federal inspectors already asked chevron for last year's inspection records and hope to begin testing the failed pipe next week. meantime, richmond city councilman jim rogers wants to know why the pipe in question wasn't replaced, especially if signs of corrosion were present. >> i know that accidents will happen. even a well-run facility. but i just have a zero tolerance policy if there's cutting corners, any slipshod work. >> chevron had very little to say about the chemical safety board's report. >> this is part of an ongoing

investigation, and for us to comment on this report or these reports coming out today are premature. the facts will bear themselves out through the investigative process. >> reporter: chevron also would not comment on whether the pipe that failed was in fact corroded. live in richmond, lisa amin gulezian, abc-7 news. >> ama: people filing liability claims with chevron over the fire overwhelmed the walkin center in richmond, prompting a decision to close it early. it was supposed to be open until noon but chevron shut it down before 11:00. some people are asking for compensation for things other than personal injuries. >> i'd like to see a cleanup in my backyard, a car wash. just minimal things that i think they're responsible for. >> the company will no longer accept walkins at the center. people must now register for appointments.

to set up an appointment call 1-866-260-7881. kole toll free to reach the claims hotline. we have the phone snub address at abc-7 news under "see it on tv". >> alan: in oakland, investigators are looking into a fatal collision involving a chp motorcycle officer. the officer struck a 45-year-old woman pedestrian last night around 10:00 on west macarthur boulevard, west of market street. the chp provided these photos to abc-7. the woman was taken to a local hospital where she later died. the officer was treated and released. the chp says the woman stepped off the curb directly into the path of the motorcycle. the woman has not been identified. a san francisco fire department ambulance was involved in a crash in the city's south of market neighborhood today. it happened around noon at mission and third street near the center. the ambulance was not traveling with lights and siren on when it collided with another car. no one was hurt.

>> ama: today was another "spare the air" day for the bay area. >> alan: some part0s the bay area saw some unhealthy air. >> leigh: you can see behind me for the unhealthy conditions, mainly out towards the inland, east bay, where poor air quality measured there today. we had good air quality in the north bay and the coast and central bay thanks to a little bit more of an onshore wind flow, scouring out par continue hat matter. south bay moderate and santa clara val area. >> we had high pressure bubble over the bay area, and it's bringing us singing air. it's hot, and all that sinking air is trapping the air pollutants closer to the surface. the good news is they have not issued a "spare the air" day for tomorrow. we'll update you if it in fact they do issue that "spare the air" advisory for your sunday. but definitely you can see just why we're having all the

foster kid program. >> ama: golden gate park in san francisco is jam packed with people having a good time at the outside lands music festival. here's scenes from yesterday. metallic ca and nora jones are headlining tonight. that's lots of food a alcohol for everyone to enjoy and this event benefits the san francisco parks department through the tax revenue paid by the organizers. >> alan: triple digit weather in some places. >> leigh: everyone going to the concert tonight, bundle up because you're going to have mist and drizzle and you can already see from the mt. tam mt. tamalpais cam the arm of fog making is wait through the bay, heading over towards berkeley and oakland, a good sign that things are going to be changing for us a bit in the next 24-36 hours as more of an onshore wind component willle cause temperatures to cool down. you can see where the fog sat

right near the coast today. not going to take much of a westerly wind to push it through the bay. we had 60s at the coast, and as am ma -- amia mentioned, another hot day, 102 in antioch. 101 in livermore. 92 in fremont. concord, 97. you're actually down four from this time yesterday. 62 in san francisco. 93 right now in los gatos. here's a look at the highlights. we'll continue with the fog near the coast. it will move further inland overnight and will be mild and with overnight temperatures remaining in the 60s, it will be another hot day inland. on sunday, cooler at the coast and bay and then look for the cooling to begin, a little heat relief'd, tuesday and win. temperatures tonight mild. 50s coast. the fog, a chance of mist and

drizzle. tomorrow, it the mist will be in the north bay. and as we work through the afternoon, it's going to sit nor the coast. once again, pretty good range from 60s coastside to 100 plus degrees again tomorrow inland. the cooling will take place coast and bay. probably going to notice that. the bubble of hot hair is sitting over the bay area. mainly the east bay locations. it's going to slowly shift towards the east. we'll look for much cooler conditions, more onshore winds, more fog and low clouds moving inland as we head into monday, tuesday, and wednesday. so, inland, just hang on. you just have another day or so before you'll get some relief. speaking of maybe you need some relief of your own. going to the outside lands concert tomorrow, 11:00 a.m. fog and drizzle. look for the wind to pick up at 3:00, and at 10:00 the pogue will be with you and cool.
