richmond with more. >> lisa: it is still not safe enough for investigators get close to the failed pipe but now temperature more questions about the pipe's history and stability. the u.s. chemical safety board today is calling monday's fire among the most serious u.s. refinery incidents in recent years. federal inspectors believe a corroded pipe may have played a role in the fire, and in november of last year, chevron conducted its own maintenance inspection on the line that failed and on an adjacent connector pipe. at the time chevron replaced only the connector line because of corrosion. >> corrosion is certainly why -- one of the failure mechanisms and one we'll be looking at. >> the fire broke out in the in number four crude oil unit. thousands rushed to area hospitals complaining of blurred vision and breathing problems.

and now the federal agency has learned chevron workers were engulfed by a vapor cloud. >> that vapor cloud, when it ignited could easily have caused death or serious injury. it's a serious concern here. >> reporter: chevron had very little to say about the chemical safety board's report. >> this is part of on jang investigation, and for us to comment on this report or these reports coming out today are premature. the facts will absolutely bear themselves out through the investigative process. >> reporter: federal inspectors asked chevron's for laughs year's inspection records and hope to begin testing the failed pipe next week. meantime, richmond city leaders and residents want to know more about the failed pipe and the possibility of corrosion. >> i know that accidents will happen. even a well-run facility. but i just have a zero tolerance policy if there's cutting corners, any slipshod work. >> why would that pipe corrode like that?

how could that not be monitored? >> reporter: by not replacing the pipe in question last year, investigators say that chevron assumed it was strong enough to last another five year, which is when the next inpeck would have taken place. live in richmond, lisa amin gulezian, abc-7 news. >> ama: chevron was forced to take a different approach to handleing the number of people filing claims. the walkin center was supposed to be open until noon but the numbers overwhelmed the facility and it closed its doors at 10:45. >> not good they're already closed. they should be open much longer. it's very -- it's crazy. something we have all been dealing with pretty much over -- >> ama: people wanting to file claims must now make appointments to make an appointment call 1-866-260-7881.

making they're way into this event. traffic in certain spots is tangled with buses, cars, and pedestrians. this is an event that has been attracting plenty of big named acts, like headliners, metallic ca, yesterday neil young took the dispaij neighbors say this event is wearing out it's welcome because it's growing beyond what they say is tolerable. one neighbor is okay with a one-day concert in the park. >> it was one afternoon or one full day, that's one thing. but we have the sound checks starting thursday afternoon, and then nonstop all day long until 10:00 at night, three days straight. >> reporter: the says the noise rumbles through her home all three days. some of her neighbors even leave for the weekend because of the noise and the nuisance of some of the festival-goers. it's too much to handle. they say the biggest concern is simply about the size of this festival. it's grown from one day to

'coming up at 11:00, we'll have further of the concerns as well as the acts who are being attracted to this event. reporting live, sergio quintana, abc-7 news. >> ama: there's a scary incident at the glen park b.a.r.t. station this afternoon. a man standing on the trachewas hit bay train and became trapped under a car. our cameras were there as emergency workers arrived. the power to the rail was cut. workers went under the car and jacked it up. he suffered a major head injury and is in critical condition. the accident backed up trains throughout the system and service is now back to normal. no word upon why the man was on the tracks. >> alan: the highway patrol is investigating a crash after a woman died after being struck bay chp motorcycle in oakland. on west macarthur boulevard on market street around 10:00 last night. investigators say the woman ran into the roadway into the path of an oncoming momentum.

lan police at uc santa cruz are trying to find man who attacked a campus worker with a metal pipe in a loading dock. at 11:45 yesterday morning. the victim describes her attacker as an african-american man who appeared to be between 30 and 35 years old, 6'0", weighs 170-pounds and wore all black clothing. campus police are asking you to call them if you know anything about this assault. >> ama: nasa continues to receive images from the curiosity rover after engineers make final preparations for it to cruise along the surface of mars. this video from nasa shows the final soaked the descent toward the crater on mars. the spacecraft began snapping pictures as soon as it landed. a little hard to see what we're looking at. one scientist says the crater
