in the news august 12th, two people are dead after a three-car crash on interstate 680 in san ramone. right now in southbound direction only the right lane is open. >> preliminary finding show a corroded pipe may have caused the fire at chevron refinery. >> good morning. thanks for joining us. i'm carolyn tyler. let's check with the weather with our meteorologist lisa argen. >> lisa: good morning. waking up to plenty of clouds along the coast, but unfortunately not making a push inland. the marine layer at about thousand feet. we have dense fog from half moon bay into the north bay, from sonoma county beginning to push

eastward to hayward and livermore. we'll have the clouds. temperatures in the 50s and 60s. then by midday. we'll be looking at numbers close to 80 degrees in our inland valleys. it's going to be another warm one but we're talking about taking a little edge off the heat. i'll tell you when in a couple minutes. >> carolyn: breaking news in san ramon where four lanes are closed southbound after a three-car crash that killed two people. it happened an one-third this morning crow canyon road east exit. chp says a car veered into the construction zone and slammed into a work truck. no workers were involved but gasoline spilled and one of the cashes caught fire with the victims trapped inside. highway patrol shut down the freeway. one lane has since reopened but there is no estimate on when the other lanes will. investigators are waiting for

daylight to get aerial photographs so you can expect delays on 6780 through san ramon for a couple hours. we'll keep you updated as the situation changes. pg&e says it will pay to replace appliances in two dozen livermore homes that were fried by a power surge. a contractor's mistake sent way too much electricity into the homes. tomas ramon talked to residents who suddenly to have spend all kinds of money and then repairs. >> the fridge, tv, stereo, electric toothbrush, fan, all that stuff. >> when a power surge sent twice the voltage here in livermore. a pg&e contractor was switching

service from 12,000 votes to 21,000 voelts volts when it went to homes. all smartmeters were replaced. this one shows the charring from the surge. she has to replace and get right back to normal. luckily her air-conditioner were repaired but nothing else. >> i haven't replaced it because i'm not sure how they are going to reimburse. >> all the items minus her washer and drier that were toasted by the surge. her laundry on the line outside. >> i have gotten my washington machine replaced. i have to waik wait a week for my drier. my credit card is maximum today the limit right now so i can't get the rest of my things lost. >> all these neighbors have to buy the items and bill the contractor. there are thousands of dollars involved.

a spokesperson says it all could have been avoided by a flick of a switch. >> when the contractor was switching over to the new 21 kv line, they forgot to switch over >> residents are worried about their home's inside wiring. >> are we safe in our house after this power surge? is our house going to burn up in a month from now. >> pg&e apologizes and makes sure that everyone will get their homes checked. the contractor at hot line has not returned our call. >> it appears the corroded pipe may be to blame for the massive fire at chevron. chemical safety board released preliminary finding yesterday. federal inspectors called the fire one of the most serious refinery incidents in recent years.

chevron inspected the same section of pipe and replaced the connector line because of corrosion. this comes as richmond residents want to know if more could have been done to prevent the fire. >> how could that not be monitored? >> this is part of an ongoing investigation. for us to come in on this report or comment on them are premature. the facts will bear themselves out in the investigative process. >> carolyn: federal investigators plan to conduct more tests on the failed pipe this week. they are asking chevron for last year's inspection records. chevron has told people filing liability claims to make appointments after the walk in center in richmond closed unexpectedly yesterday. there were too many people wanting to file claims. the company closed the doors an hour and 15 minutes early. some of those who were in line it was a way to prevent from

after a woman died after she was hit by a highway patrol motorcycle. it happened friday night on west macarthur boulevard west of market street. investigators say the woman stepped off the curb and darted in front of the motorcycle as the officer approached an on-ramp to interstate 580. now, you can see some marks where the motorcycle skidded along the pavement in these pictures provided by the chp. the officer continues to recover after being treated and released for minor injuries. >> it's traumatic for officers who are involved in fatal incidents whether its shooting incident or vehicle collision because we take those things very seriously. we are trying to operate the highest level of safety. >> carolyn: victim's name has not been released. tonight at 6:00 there will be a candlelight vigil in vacaville for 16-year-old girl

who was killed that jet ski collision in hawaii one week ago today. 16-year-old girl was riding a rented jet ski. she was only going about ten miles an hour when an australian tourist slammed into her from behind going 40 miles an hour on his jet ski. he was standing up on his seat before his crash. he has been charged with negligent homicide. he appeared in court friday wearing a neck brace saying he is very sorry for what happened. the stepfather is not convinced. >> the way i felt, he wasn't sorry what he did to my child. he was more sorry to be involved in the accident. >> he is being held on $100,000 bail. tonight's vigil is open to the public. it will take place in vacaville's andrews park.

>> new this morning, a wildfire east of fresno has forced the evacuation of 200 homes. it is burning on highway 168 in fresno county on the way to shaver lake. this morning that fire is 20% contained with some locals being warned they will have to evacuate. about 400 firefighters face hot, dry conditions in steep rocky terrain. they are getting a bit of help from four air tankers and two helicopters. straight ahead on this first day of republican presidential candidate mitt romney's running mate paul ryan goes on the attack. and the outside lands must cal festival winds up towed but some neighbors are not fans of

that country yesterday morning. the earthquakes struck eleven minutes apart in eastern province about 200 miles northwest of tehran. they say at least 250 people are dead. more than 2,000 injured. there have been several aftershocks and many people are simply staying outside. they are worried more buildings will crumble. because the country is located on seismic fault lines. republican presidential candidate mitt romney and his newly announced running mate congressman paul ryan of wisconsin are beginning their multistate bus tour this morning. they will start off in north carolina with the campaign stop scheduled at 7:00 our time. 10:00 they will stop at high point, north carolina and campaign in wisconsin tonight. yesterday in front of the u.s.s.

neighbors that continue to raise concerns. each year she says some of her neighbors leave for the weekend. this year, 5,000 more tickets were sold than last year. >> we have no access to bart or caltrain or to the ferry. we have absolutely no parking. we're in a quiet residential neighborhood, why we have tens of thousands of people pouring into this event. >> reporter: promoters say they work hard to make sure the festival is minimal inconvenience as possible. >> a lot of ideas of what we are doing to mitigate impact has come from the neighborhood groups themselves. >> there is increasing parking enforcement and more tow trucks and promoters say they are open to any other suggestions of them also say 12,000 tickets were sold to people that live in the surrounding zip code. there are plenty of neighbors who support the event.

valleys. high pressure looks like it's going to hold on a little longer. each and every day, past couple of days we've had a little bit of sea breeze reach the north bay and fog along the coast. we're looking at today, numbers flirted go with hundred degrees. 6:23 is official sunrise. here is a look at emeryville and low clouds shallow at about thousand feet. barely reaching our east bay. as we started off this morning, live doppler 7-hd, nice and quiet. we will be looking at numbers on the cool side where the fog sits along the coast. 52 half moon bay with 49 in santa rosa. 62 in livermore and 55 in oakland. we'll look for oakland to become overcast and hayward but that is about it. we'll look for the sunshine once again today with temperatures just a little cooler around the coast and bay. main cooling for our friends in the tri-valley have to hold off

really until tomorrow and middle of the workweek. subtle cooling as we started the workweek because this ridge that has expanded from texas into the four corners region, right along the central valley. we have heat indices of over 105 degrees in the san joaquin valley. monday, tuesday and wednesday when the marine layer becomes tuabler and see the sea breeze spread inland. as for today, still looking hot. take a look at these temperatures from fresno to sacramento, it could be worse with 109 in fresno. 109 in sacramento. very hot here while we still have numbers in 70s at the coast. outside lands, you will see a little bit of sunshine briefly, numbers in the mid 60s and then the fog rolls back in by 4:00 or 5:00. then we'll notice numbers in the

50s by 7:00. it will be chilly by 10:00. elsewhere in san jose, numbers maybe 2-3 degrees cooler here. mid 70s by 10:00. mid 80s today. down a few degrees and cooler by 7:00 at 75 degrees. once again in san francisco a nice afternoon with upper 60s. mid 60s for about 4:00 in the afternoon staying nice and sunny. back home, 75 in oakland with 83 in fremont. notice in the north bay, still triple-digits you have to go pretty far to the north. our friends in the east bay valleys, quite warm, 102 yesterday. livermore, 98. 78 palo alto, a little cooler around the peninsula with the sea breeze staying within five miles of the shoreline. 88 in hollister. accu-weather seven-day forecast, it will stay hot inland perhaps

physically. i was called a lot of names. >> high school senior karen knows all too well what bullying is like despite years of tough anti-bullying laws, for more than a decade, she feels schools are doing a poor job of helping people like him. >> the joint legislative audit committee is finally doing something about it. an assemblyman has gotten an approval of an audit of every public school to examine whether anti-bullying and harassment laws have been implemented. >> a survey found that every year more than 200,000 kids were harassed because they are gay or someone thought they were. >> they point to the recent shooting death of 15-year-old lawrence king of oxnard and suicide of a 13-year-old as can examples of how there might be some gaps. >> one student being bullied or

one option is to use a controversial herbicide. they suspended using it back in 2005 over health concerns. there is fear chemicals would leach into reservoirs and contaminate drinking supplies. the district is considering a plan that doesn't use chemicals but will cost a lot more. marin independent journal the district plans to hire an environmental consultant to review options. >> a new state of the heart recycling facility is operating in the south bay. it's billed as the world's largest. david louie takes us inside the milpitas plant. it is bigger and runs faster than any recycling center you have seen before. technology makes the difference. 170 people to work two shifts a

filed a claim for the repair but something went wrong there, too? >> i didn't see the letter my warranty was cancelled. i didn't understand why. >> reporter: they would not paying the claim saying she failed to pay the premium. she says not true. >> we can't find the money. i said how can you not find the money? >> it was a big mix-up when she saw an unfamiliar charge on her credit card statement, something called warranty service plan charged her $70 for merchandise. agnus didn't recognize it. it turns out the charge was from good sam using a new name and charging a higher premium. >> now i have to explain my situation again. >> as soon as she realized it was good sam, she paid the premium. still the company said her policy had been cancelled. agnus kept pointing to this

document showing it did go through but no response. >> i'm going to channel 7 because i said i'm not getting anywhere with this. >> we contacted good sam which took her case to the board of directors, finally they agreed to reinstate the policy. the situation originated when she disputed the automatic monthly payment putting her policy past due and ultimately cancelled. once we became aware of the situation we worked with the credit card company and ensured that the claim was paid. soon after, agnus received this check for $237. >> i just really want to thank "7 on your side" because i know without your help it still wouldn't be solved. >> i would like to thank good sam for stepping up in this case. if you have a problem with a warranty or anything else, let me know about it.
