>>. >> carolyn: in the news august 12th, two people are dead after a multi-car crash on 680 in san ramon. right now in the southbound direction, one lane is open. preliminary findings show a corroded pipe may have caused the fire at chevron refinery. i'm carolyn tyler. let's start with a quick first look at the weather with meteorologist lisa argen. >> lisa: good morning. here is hd emeryville camera. pretty gray. low clouds and fog not making a push inland yet. we will be looking at pretty much the same pattern we saw yesterday. starting out temperatures are in

the 50s and 60s with visibility reduced to just over a mile around half moon bay. upper 70s and lots of sunshine and fog will pull back from the coast. we'll see a little sun in the city but the hot temperatures remain inland. near 100 degrees again. fog pushes back to the shoreline and early in the evening. we'll look a stronger push in the days ahead. >> carolyn: we are beginning with breaking news in san ramon. chp is now telling us southbound lanes of 680 have reopened after a fatal wreck this morning. now there is a new accident in the same location. two people were killed in a three-vehicle crash around 1:30 this morning near the crow canyon road near the east exit. two cars veered into the construction zone slamming into a work truck. no workers were involved but gasoline spilled out and one of

the cars caught fire. victims were trapped inside. the highway patrol immediately shut down the freeway. pg&e says it will pay to replace appliances in about two dozen livermore homes that were fried by a power surge last week. a contractor's mistake sent way too much electricity ripping through 18 homes on hudson way. tomas ramon talked with livermore residents who suddenly to have spend all kinds of money and then bill the contractor to get reimburse today are repairs. >> the fridge, the stove, the tv stereo, electric toothbrush, fan that kind of stuff. >> those things went poof when a power surge sent twice the voltage to the homes in livermore. a pg&e contractor hot line was switching service from 12,000 volts to 21,000 volts.

all smartmeters were replaced. this one shows the charring from the surge. she showed us the things she has to get replaced and get life back to normal. >> at this point i haven't replaced it because i wasn't thur sure how they are going to reimburse. i haven't heard from anyone. >> across the street, they piled up all the items that were toasted by the surge. the only thing she has raced so far is the washer. >> i got my washer machine replaced. i have to wait a week for my drier. my credit card is max'd to the limit right now. so i can't get the rest of my things that i've lost. >> reporter: all these neighbors have to buy the items and bill the contractor. they have lost hundreds and thousands of dollars to the mistake. it ko all could have been

avoided by a flick of switch. >> when the contractor was switching over to the new line. they forgot to switch the transformer over. >> reporter: residents are wondering if appliances are the only damage. they are worried about the inside wiring. >> are we really safe in our house after the power surge? is our house going to burn up in a month from now. >> pg&e apologizes and make sure that everyone gets could compensated. this happened on wednesday and some people are still without air-conditioning. the contractor at hot line has not returned our calls. >> carolyn: now, to massive fire in richmond. it appears a corroded pipe might be to blame. they released a preliminary finding yesterday. federal inspectors called the fire one of the most serious incidents in recent years. they inspected the same section

of pipe and replaced the connector line because of corrosion. richmond residents want to know if more could have been done to prevent the fire. >> we've had, how could that not be monitored? >> this is part of an ongoing investigation. for on us to comment on this report are premature. the facts will bear themselves out in a investigative process. >> carolyn: federal investigators plan to conduct more tests on the failed pipe this coming week. they are also asking chevron for last year's inspection records. >> chevron has told people filing liability claims they have to makes appointments after the walk-in center they set up closed unexpectedly. they said there were too many people wanting to file claims. they closed the doors an hour and 15 minutes early. some of those in line thought it was a way to prevent people from getting help even they are

promising to assist them. if you want to make an appointment call chevron's claim hot line. they have a toll free line set up. we have both the phone number and address for that center. nevan community center at abc7news.com under see it on tv. a pedestrian is dead after being struck by a taxicab in san francisco's tenderloin neighborhood. it happened around 7:00 last night eddy and larkin streets. a minivan hit the cab. the cab struck the pedestrian. the victim died after being rushed to san francisco general hospital. no one else was hurt. police are trying to determine if either of the drivers involved is going to be cited. tonight at 6:00 they'll be a candlelight vigil in vacaville for a 16-year-old girl who was killed in a set ski accident in

hawaii. she was riding a rented jet ski and authorities say she was only going about 10 miles an hour when an australian tourist slammed in to her from behind going more than 40 miles an hour on his jet ski. witnesses say 20-year-old was standing up on his seat just before the crash. he is now being charged with third degree negligent homicide and appeared in court on friday wearing a neck brace telling the judge he is very sorry for what happened. the stepfather is not convinced. >> the way i felt, he wasn't sorry for what he did to my child. he was more sorry that he was involved. >> he is being held on 100,000 bail. tonight's vigil is open to the public. it will take place in vacaville andrews park. >> a new wildfire east of fresno

has forced the evacuation of 200 homes. it's burning on highway 168 in fresno county. that is on the way to shaver lake. this morning the fire is just 20% contained. about 400 firefighters face hot, dry conditions in steep rocky terrain. they are getting help from four air tankers and two helicopters. straight ahead on the first day of republican presidential candidate mitt romney's running mate. paul ryan goes on the attack. >> and the outside lands music festival winds up today but some neighbors are not fans of the weekend long concert.

>>. >> carolyn: this morning relief efforts are underway in iran after two strong earthquakes jolted the country yesterday morning, they struck 11 minutes apart in eastern province about 200 miles northwest of tehran. officials now say at least 250 people are dead. more than 2,000 injured. there have been several aftershocks and many people are staying outside worried that more buildings may crumble. they usually experience one earthquake every day, a small one because the country is located on seismic fault lines. >> republican presidential candidate mitt lomdz and his newly announced running mate, wisconsin congressman paul ryan are beginning their bus tour this morning. they will start off in north carolina with the campaign stop

committee is finally doing something about it. assemblyman has gotten approval for an audit of every public school and every education center in the state to examine whether the bullying laws have been implemented. >> a survey in 2000 found that every year, more than 200,000 kids were harassed because they were gay or somebody thought they were. they point to the 15-year-old shooting death and suicide of 13-year-old as examples of how there might be some gaps. >> one student being bullied is too many. we've seen our students either commit suicide, murdered, we need to do everything we can to save every life. >> opponents say democrats shouldn't make state government interfere with local issues. >> they want to control bullies which isn't under the purview of government.

that is parents' responsibility. why don't they do an audit on why the educational system is failing. >> but an audit isn't important to kaylin. >> a lot of schools, i didn't find out about the laws until this year in april. >> it's expected to take nine months. nannette miranda, "abc 7 news". >> carolyn: the drinking water in martinez tastes and smells a little funny this morning but the contra costa water district says the problem should go away quickly. water officials say it's due to algae in the rest voluntarily. it sometimes grows there when the weather is hot. the water district has now treated the water and taste and smell should be back to normal soon. new this morning, marin county water officials are considering two plans to protect against wildfires on mount tamalpais by getting rid of evasive shrub that has threaten native plants.

one option is to use a controversial herbicide. it's been under study since it was suspended using it over health concerns. there is fears that it would leach in the reservoir and contaminate water supplies. they are considering a plan that does not use the herbicides but would cost much more to get rid of those pesky plants. marin independent journal reports the district plans to hire and environmental consultant this week to review the options. a new state of the art recycling facility is now operating in the south bay that promises to divert most of san jose's waste from landfills. it's billed as the world's largest. david louie takes us inside the milpitas plant. >> it is bigger and runs faster than any recycling center you have seen before. technology makes the difference. 170 people are needed to work

two shifts a day, they separate the waste. >> we apply light in the near infrared range to an object. each type of material has a unique signature. we are able to read that signature by using technology at very high speed. with we see the target material we are able to eject it. >> $55 million facility is financed by fees charged to 8,000 businesses. city officials say it's a cost-effective because reich go reduces what gets sent to landfill sites. >> the alternative would be having to haul our waste to distant landfill that would be very expensive and general raise more use of carbon fuels. >> reporter: right now 25% of the waste from san jose businesses gets diverted.

two years from now it will be 80%. residential waste will go up to 95%. plastic bottles and containers are part of the waste recycled here. they say a facility like this does not mean plastics can be recycled over and over. a plastic bottle is not going to be recycled into another plastic bottle but into something like carpet or some kind of textile. those things don't generally get recycled. >> this new facility is a major step forward if san jose implements the green strategy for the future. ultimate goal to divert hundred percent of it's a waste around turn it into energy. >> carolyn: coming up next, a true science wiz, a bay area woman who is trying to make basic science more user friendly. >> and here is a live look from

>> agnus is careful to protect the motor home. not only with this giant covering but with this extended service plan from good sam warranty. she has been paying $64 per month for the policy just in case something goes wrong. >> actually what happened the spring had broken. >> reporter: of course, something did go wrong. the jack that leveled the rv suddenly jammed and the bigger camper was leaning to one side. she took it directly to the repair shop and failed field claim for the repair. but something went wrong there, too. >> i didn't receive a letter that my warranty was cancelled. i couldn't understand why. >> good sam would not pay the claim saying she failed to pay the premium. ag nugs says not true. >> we can't found the money. i said how can you not find the money. >> there was paying mix-up when she saw an unfamiliar charge on her credit card statement. something called warranty

service plan charged her $70 for merchandise. she didn't recognize the amount. it turns out the charge was from good sam using a new name and charging a higher premium. >> every time i keep explaining my situation again. >> as soon as she realized it was good sam she paid the premium. still the company said her policy had been cancelled. agnus kept pointing to this document showing that it did go through but no response. >> i'm going to channel 7 because i'm not getting anywhere with this. >> we contacted good sam which took her indication to the board of directors. finally the company agreed to reinstated the policy. the situation originated when she disputed the automatic monthly payment putting her poi8 past due and ultimately cancelled. once we became aware of the situation we worked with the credit card company and ensured

rosa. temperatures around the bay today to be fairly similar, although numbers are going to cool back a little around the bay today. that is because of more of a sea breeze. the sea breeze will be more confined to north bay communities. right now live doppler 7-hd showing a quiet started. we are getting a southerly wind that will allow for the areas around marin to cool off a little more. it's when this big ridge breaks down we can spread the cooling to the east. mild in mountain view, cloudy skies. 61 in livermore. concord at 56. yesterday you were about 98 degrees. areas of morning fog and we'll look for cooler temperatures anywhere from 2-4 degrees cooler around the coast and bay. still looking at sun this afternoon in the city. in fact it will be nice for the giants game, cooler as we head into the workweek.
