and that means there is no threat to the surrounding community but there was some flaring in an attempt. a spokesperson says the crews established what was a small blaze. and in richmond investigators looked into the cause of the chevron refinery. they're getting a glimpse after engineers determined it's safe to enter the burned out site and take a look around. there is focusing on possible pipe corrosion as the cause. and it ballooned the leak and the high pressure and gas oil formed a flammable crowd and -- cloud. >> there are three columns

about the condition and police looking for two suspects. about two hours earlier another shooting took place on charles street. police say the victim was gunned down as he sat inside of a white chevy impalla. he died at the scene. a daetdly shooting set off an alert after a man opened fire on police blocks from texas a&m university today. the gunman killed an officer and another man before police shoot shoth him to death in college station about 90 miles northwest of houston. investigators looked at a rifle and at least 100 gun at the scene and and another ended up in the hospital after being wounded. classes not in session at this moment. >> california not complying with a court orderer to relieve prison overcrowd sog there are judges giving a new deadline or else.

>> the governor's plan to divert criminals to county jail is leveling off, raising questions whether california can relieve prison overcrowding. after being ordered by u.s. supreme court to reduce the prison population, california admits it probably won't be able to meet the mandate by the june, 2013 deadline. six to 6,000 inmates too many. instead the agency will ask to raise the cap to 145% defending the move saying it's not the number that counts. >> we're making great progress towards improving quality of health care in the prison system that. is what the courts were interested in. >> the prison system is famously overcrowded and inmates were dying because

they couldn't see a doctor. reducing the prison population seen to bring health care up to constitutional standards. the fact that the state can't bring down numbers angers the attorney representing president nor autos after they lose and after the supreme court affirms a ruling saying reduce the population to about 110,000, the state still keeps fighting it. >> the governor's realignment plan began sending low level criminals to county jails isn't relieving overcrowding enough. spector says one answer stands out. >> material shows that cutting a few months off doesn't affect public safety. >> crime victim action alliance says the group points out residents are paying the price of sending low level criminals to the county and will get worse if it happens.
