good morning i'm katie marzullo in for eric thomas. and i'm kristen sze. let's begin with the latest figures on the lake county wildfires. both fires combined have burned 6,000 acres, 20 five% contained this is sky 7 hd video from yesterday of the fires burning at clearlake. evacuation orders have been lifted for spring valley area of clearlake oaks. residents were allowed to return home last night. two buildings destroyed, one damaged. 480 homes are still threatened. 358 firefighters are battling the flames. the flames continue to spread. the good news is that the fire has been heading east away from life and property. triple digit temperatures are not helping, firefighters try

to gain the upper hand. last night they were counting on cooler temperatures overnight. >> we saw temperatures get up to 105° coupled with the low humidity and dry conditions have allowed this fire to continue to burn. we hope as temperatures go down humidity may come up that's when we'll make progress. >> calfire says there's still a lot of work to do especially east near the walker ridge area where the most active flames are. right now we check in with meteorologist mike nicco monitoring changes in the heat and wind. you heard them spay if humidity would come up it would be better. >> but it won't, it going to be as high as it is right now. humidity levels only 49%, winds as slow as they are going to be out of the west at two miles per hour, temperature 73°. as we head into the afternoon hours we'll jump up into the low 100s again. possibly 102 to 105 winds out

of the south to southwest 10 to 15 miles per hour humidity levels will drop to around 15 to 20%. it is going to be bone dry again during the afternoon. under that brutal sun with fires and their gear going to feel 15° warmer than the outside temperature. pretty brutal conditions. in san jose this morning, two people are dead and a third person suffering from life-threatening injuries. three separate incidents. the most shocking, a woman killed with a samurai sword. sergio quintana is at the walgreens where the stabbing happened. >> reporter: bizarre attack. witnesses tell us it happened yesterday afternoon around 6:30 at this walgreens. the woman was killed by a man swinging a samurai sword. police have not made an

arrest. witnesses say the victim is a homeless woman who frequents this area. people say her attacker hopped off a city bus and started swinging that samurai sword at her. bystanders chased the man around the walgreens. he rrpbled and stabbed her several more times. earlier in the day one witness tells us they over her the attacker saying the victim put a hex on him and that may have prompted the attack. >> bam, bam and slit her throat with a samurai sword. >> even though she wasn't that friendly she was still a big part of the neighborhood. >> reporter: the violence in san jose continued with two different incidents involving gunfire earlier gun violence erupted in the first occurred in north san jose police say a man in his 30s was sitting in a car when someone shot and killed him. two hours later police were

called to another shooting in east san jose, the man there was shot in his driveway. his condition is not yet known. police have not arrested anyone in either of those incidents. still a lot of work to be done by investigators. i'm sergio quintana, abc7 news. state lawmakers sending the governor a bill that would ban government agencies from if disrupting cell phone service without a cord order in response to when bart shutdown cell phone service to stop demonstrators a year ago. yesterday protesters met in oakland and marched to bart headquarters to mark the anniversary. bart says the safety of passengers and workers remains top priority. august left -- august 11th, last year the protest attempted to shutdown bart service. bart responded by cutting off cell phone service in the station to try to disrupt

communications. that stirred outrage and controversy over whether that threatened public safety. today senator who chairs the senate transportation committee will hold a public hearing to address caltrans' testing issues. engineers have uncovered a broader range of problems with the safety testing of state roads and bridges. that comes after the sacramento bee exposed falsified data in safety tests of the new span of the bay bridge. the team found problems extended beyond a single employee who was found to be falsifying data. 23 cases identified involving testing done on the bay bridge, benicia, dumbarton and richmond bridge. new safety program begins today at napa state hospital. some workers say put them at risk. they will begin wearing emergency alarm tags around their necks on lanyards some worry they could be a strangulation hazard.

realignment has created overcrowding at san mateo county jails. it says the number of inmates transfered from state prisons to the county jails 15% higher than what state corrections officials projected. 170 inmates who would have served time in state prison have been sentenced to county jail. later this morning, a flex alert will take effect. managers have declared the alert to stay ahead of a heatwave forecast for central valley and southern california. the alert will be in effect between 11 a.m. and 6 p.m.. we are going asked to conserve energy in the usual ways, keeping air conditioner above 78° and only using heavy appliances before and after that alert. interesting when you look at the big picture the demand is going to be high there's that concern. locally, -- [ talking over each other ] >> hard to imagine a heatwave

the serenity house has been around for 17 years but has fallen on hard times. women who have abused drugs or alcohol come to the facility to get clean. some just attend meetings. others are housed and fed by the non-profit. clients claim the shelter has lost some state funding and doesn't have enough grants to pay the bills. the director did not talk on camera. the owner of the building where the women meet has not collected rent in more than a year. >> we are willing to forgive the rent and we are willing to for give part or some of i, all of it, but -- of it, but she still needs to pay rent. she hasn't. i don't know what she is thinking. to come up with the $30,000 in back rent the shelter is asking for public donations. some clipper card customers who have been accidentally getting free rides since the fall of 2010 now have to pay up. nearly 8,000 customers will be getting a bill for about $29
