workers traced ot oedor coming from a piece of equipment called a pressure release valve. one of many pieces used to process oil. workers were evacuated and they tried to close it off. and that took more than an hour. you can smell a heavy odor here. i certainly d people were not asked to shelter in place exsemt for those with respiratory issues. that has been lifted and now, they're investigating why it failed. >> it's a propane, butane mixture, similar to a household barbecue. we sent our air sampling team out to take readings so there is nothing harmful or anything so just the odor is bother some. >> yesterday, a small fire broke out in the light oil

processing unit. that was quickly put out and the cause is under investigation. we're being told that is not related to what happened here, today, shell is saying the plant continues to operate, and they would not tell me how this incident which happened today will affect output. live in martinez, abc 7 news. >> thank you very much. officials holding a news conference to talk about their investigation into the massive chevron fire in richmond. >> let's listen in live now to officials from u.s. chemical safety board. >> they say there are a number of parties involved in the investigation as well as ourselves. the united steel workers all parties are cooperating. and we appreciate the cooperation of all. we've been working together with cal osha over the past 24 hours or so towards a evidence

testing agreement and hope to include other parties in that as this move as long that will govern the continued preservation and testing of the site over next several weeks. our priority is to continue our witness interviews. we've conducted 50 interviews to date and those are ongoing at this hour. we've submitted document requests to chevron. we have made some entries into the advice nitty of the accident here on monday. and there is recently john and i went near the site yesterday and we'll show pictures of that entry. the site remains at this point hazardous for human entry. so no one from any of the

groups is able to approach closer to 10 feet. so just a recap what is known in this investigation so far. on monday there was a small leak from a pipe. a flammable or combustible liquid similar to diesel away from a tower. workers were sent in there to assess the feesibility of repair of the leak. and during that activity, the leak intensified. and there was a significant vapor cloud that formed. and i'll ask don in just a minute to describe that cloud. we've been able to view that in surveillance video provided by chevron. and there is a large unit.

the cloud engulfed a number of workers and all able to escape with minor injuries. shortly after the fire burned sometime as you know and fire damage within the unit. that fire damage -- sorry, damaged steel over the area of the pipe, that is one hazard we're now contending within terms of the investigation. there are one or more of these steel beams compromised by the fire. and the danger of collapse is one we're not willing to take. so there is don wanted to describe what we're looking at here. >> as you can see, investigators and other staff at the refinery, safety star are observing an aisleway in the direction they're facing

in the direction of the pipe that you'll see pictures of that failed. one was, we believe involved in this incident. i would caution everyone, in the area has not been fully assessed. so that is important activity. and areas made safe will assess the unit. and there is a water stream being applied to an area where there are still high drou carbons being emitted and concerns about flammable hydrocarbons. boy note dan referred to the vapor cloud observed back at the time of the incident prior to the fire and ignition.

we've seen a videotape of that. it shows original vapor cloud was very large and existed throughout the area of the crude unit including the height of the tower, which somewhere between 150 and 200 feet high. so very large vapor cloud enveloped and as we noted in our press release, there were a significant number of personnel initially enveloped by the cloud. it later ignited and the personnel were able to exindicate them selfs from that cloud. >> we'll continue to monitor this for you. and they do have a surveillance video that shows this large vapor cloud that

none of us have seen and is at the source of the combustion that took place and large fire that ensued. >> hopefully we'll be able to get to that at some point. and also, they say they can't get in there physically because there is so much damage to the beams. so they've asked for documents from chevron. and they were trying to assess, several workers injured but not serious lie they'll continue to interview witnesses. we're going to keep monitoring that news conference and if you want to follow along with us, you can do so. and anything else that comes up. we want to check in with nick smith on the latest on the health concerns.

>> we're surprised to learn 9,000 people have since reported to health-related services to say we're not feeling well and want to be checked out that. is what we learned today to health official who's gave an oral report to the board of supervisors. take a look. there is that pipe that leaked last week causing a massive blaze sending a thick cloud of smoke pouring over richmond could have been worse. they say the quick response by workers that identified the fire and moved in quickly to fight it. now, speaking to the board today was dr. wendel breuner, the county public health director. he said 9,000 people sought treatment from area hospitals. there are complaints and all being blamed on smoke from the refinery fire, he says the

particulate matter is the source of the irritant causing most to seek help for the discomfort they're experiencing. >> important issue to look at is how to prevent it from happening again. it's been a while since i had to go to richmond and explain to people what the health impacts were from these releases but it hasn't been nearly long enough. >> the intoord rs asking for a review of the early warning system suggesting the use of the new technology could be more he fekive for notification. and the pipe damaged in the fire is will need to be evaluated before anything else can move forward. that is what members are here to do now. this press conference is continuing and my colleague arrived and will have a live report focusing on the

high ranking department of justice officials are in san francisco to praise the city but the visit after a violent day. >> abc 7 news is joining us with more. >> timing of the visitors and violence yesterday is an unfortunate coincidence but didn't dampen the praise or enthusiasm for san jose's efforts on cracking down on gang violence. tony west is the number three man at the department of justice, from san jose and well known as a prosecutor here in the bay area. he's in san jose this week along with other
