a major development in the case of a five-year-old boy shot and killed in front of his parents. 1k3* you are looking at it. i'm dan ashley. carolyn johnson has the night off. the surveillance video along with sketches of the suspects may bring the boy's killers to justice. the shooting happened in front of the family's taco truck just after christmas. these are the sketches of the two people police believe are responsible. alan long is live in oakland about this developing story. alan?

>> now police have solid information to show the public. the suspects are still out there tonight, and they are asking you to help identify them. police believe this is the vehicle used by the gunman who shot and killed gabriel martinez last december. surveillance video shows the car leaving the crime scene. gabriel was with his mother and father who were running the family business, a taco truck. it was in a parking lot at international boulevard and 55th avenue. gabriel and his father were walking through the parking lot when the boy was shot. suspect number one is described as an african-american male between 20 and 29 years of age. he is 6 feet tall and poun pound with short black hair and brown eyes and he was armed with a handgun. here is a sketch of the same suspect wearing glasses. suspect 2 is described as a female african-american between the ages of 20 and 25. she is 5 feet 7 inches tall and 140 pounds wi dark hair.

the suspect vehicle is described as a 2006 and 2009 chevrolet i'm paula four doors, silve light in color. again police are looking for these two people in connection with the shooting death of five-year-oldbriel gabriel martz on december 30th of last year. there may have been other people in the vehicle during that crime. and there is a reward up to $25,000 for information leading to an arrest. we have the phone number for the police posted at our website. go to abc7news.com and look under see it on tv. i'm alan wang, reporting live in oakland. abc7 news. >> thank you. san francisco police are interviewing people who at l lands concert after women reported being sexually assaulted there. the music festival at golden gate park finished on sunday. more than 200 people turned out for this event.

the victims were assaulted by three separate attackers at three different locations. police do not believe these incidents are related and no arrests have been made. and there is shocking video of a vicious mugging as it happened in san francisco. watch now, the victim was siting in his car outside his home at about 6:00 yesterday evening on maynard street in the engel side district when this man approached him. the video was shot and up loaded to youtube by a neighbor who did not want to be identified. the bandit asked for directions and then dragged him out of his car and punched him in the face and stole his wallet and them took off running. he is still on the loose. crews are going uphills and mountains and the homes. the buck fire kicked up today in river side county and it is at 600 acres and growing. but the largest is where more than 30 ichs -- 36,000 acres have burned so far. more than 200 firefighters are

at work in riverside county. they are trying to prevent an 1800 acre wildfire from going into the forest. one nearby home has been destroyed and others are threatened. mandatory evacuations have been ready ordered. you have seen this home utterly destroyed by the flames. no injuries have been reported. no word on the cause of the fire. cal fire says the two fires burning no, sir clear lake in lake county are now 60% contained. both fires broke out around 20 minutes apart on sunday along highway 20. fire fighting efforts are being hampered by high heat. on by heat by heat exhaustion. two structures have been destroyed and one damaged. and a 58 square mile wildfire is bearing down tonight on the west shore of the lake. at least three camp grounds have been evacuated. authorities say more than 900 homes and structures are

threatened by the flames. some mandatory evacuations have been ordered. tonight is your first look at the pipe that failed at the chevron refinery in richmond. the fire that followed sent toxic smoke into the air and hundreds into the hospital with breathingish you yous. -- breathing issues. they are trying to pinpoint what lead to the spark that lead to the fireball. john alston is live at the refinery with the latest on this. john? >> dan, officials officials say they may never know what sparked a huge fire. although they are looking at a couple of suspects after the pipe started leaking and caused a huge 200-foot high combustible vapor cloud. >> as you can see here there is a section missing from the pipe. >> this is our first look at the pipe that failed last week leading to the huge fire at the richmond chevron refinery. 2* started with a leak that grew bigger and then caused a large vapor cloud that could be seen on surveillance video. in just two minutes it ignited into a fireball and possibly

after the cloud came in contact with a hot pipe or a nearby diesel rig. >> do you know the source of the ignition? >> no, and that is not a major focus of the investigation. there was at least one running diesel engineer by according to witness statements. we are going to try to confirm that via some additional observations. >> the u.s. chemical safety board which investigates industrial accidents released ectorsideo of getting about 10 feet away from the damaged pipe. they are looking into whether chevron workers removed insulation when it started and whether that had any impact. >> there is some information that we have that the insulation was removed while investigating the source of the leak. the insulation is to retain heat and other protection. >> chevron replaced a 12-inch pipe, but not the eight-inch

line that failed last week. >> this line was not replaced and we are very much interested in understanding it is -- the decision about why to keep this line in service. i'm sure everybody wishes it turned out differently. >> they removed the broken pipe and there was so much structural damage. the heat melted a number of steel support beams. and investigators have talked to more than 50 employees. they say chevron has been cooperative. abc7 news. >> john, thanks. and one more note on this. we learned that more than 9,000 people have reported to emergency rooms for symptoms associated with the refinery fire. the contra costa county fire director revealed new details about the number of people who sought medical treatment. it now appears that several people were hospitalized including a little girl with asthma who had trouble breathing because of the smoke.

for the second day in a row they responded to the shell refinery. it started at 12:30 when butane and pro tan -- and propane gas caused caused a plume of smoke to go into the air. it is a procedure used to burn off excess gas and prevent an explosion. that was done deliberately. it caused a level two warning. meaning it had the potential to spread beyond the plant, and neighbors with respiratory problems should shelter in place. yesterday a small fire there resulted in a level 1 alert. there was another shooting in san jose in broad daylight today. that's the third in 24 hours. this one was in a parking lot off winchester boulevard. police say the victim who is expected to survive was confronted by a group of armed men. yesterday two more daytime shootings. one left a man dead and

is a matter of time before the next big earthquake hits, and we hope the local hospitals can withstand the jolt. the i-team has been checking out hospitals that are not on track to make important seismic upgrades. talks to one expert says if they can make the deadline, it may not be enough. we know the bay area is riddled with fault lines. it has some of the area's busiest hospitals. they say it is able to guarantee if they can function after a major quake. but we talked with an expert who claims that's virtually impossible. so many hospitals on bay area fault lines. >> you can run, but you can't hide. >> david schwartz with the u.s. geological survey says there is a 63% chance of a major earthquake in the bay area by 2036. >> it is simply critical that we have hospitals that people can go to and be taken care

of. >> after the 19interest in 4 -- 1994 northridge earthquake they required hospitals be built orrett trough fitted to remain -- or be retrofitted to remain standing. that was supposed to happen until 2008. >> compliance has been pushed off until 2013, 2015. >> through public records requests, the i team has uncovered at least 120 hospitals statewide. they will miss the 2013 deadline including the medical center in san jose. a portion of operations are in older buildings while a new hospital is being built. doctors medical center in san pablo is in the planning stage. marin plans to build a new hospital, but hasn't yet. california pacific medical center is in a fight with the city of san francisco over building new hospitals. the hospitals have applied for extensions until the year 2020. that's 12 years after the

original deadline. if the state grants an extension, it will come with a catch. >> they have to be capable of withstanding the forces of the earthquake and remain functional. >> state law mandates by 2030, and all hospitals will be capable of taking patients immediately after a quake. paul coleman with the office of statewide planning and development says hospitals that get that extension will have to be ready in 2020. 10 years earlier than the original 2030 deadline. one expert has doubts about the state's plan. >> it is based on history and based on my observation is practice particularly impossible. jay he studied the aftermath of more than a hundred earthquakes. too many things can go wrong during a quake causing a hospital to shutdown. >> it is impossible to think we can protect the dozens and dozens of miles of piping and stuff in a hospital. >> he points to the 20108.8

magnitude quake in chile. his own photo shows a hospital's exterior and glass is intact, but the inside is a different story. >> the ceilings have come down here. we can somewhat protect that, but not completely. >> on a visit to a los angeles hospital, he discovered a major problem. the equipment was not properly anchored. >> the piping is okay. the equipment moves three feet in the earthquake and rips out the piping in that end. >> the facts don't support that. >> coleman stands by the statement that they must be functioning after a major earthquake by the 20 went 20 deadline. he looked at this test from uc san diego. a five-story building built to current hospital building codes with medical equipment and put on a shake table to simulate a major earthquake. the building was standing and the nonstructural elements passed the test.ou do >> you do have good, strong

building codes, and they are properly enforced and complied with, and it is possible to withstand forces. >> they have always supported that goal. >> jan emerson shea says retrofitting or building new buildings will cost hospitals up to $110 billion. even then, no one knows if that will be a wise investment. >> we are really not going to know for sure if all of these building standards will prevent serious damage or allow the hospital to continue operating. >> and peter tells us, hospitals should spend some time and money working on agreements with each other to transfer patients if one should fail in the next big quake. we are posting the hospitals looking for a list of extensions at abc7news.com. dan? >> the frightening part of this is the hospital is what we will depend on. >> exactly right.

low clouds and high clouds. cooling continues tomorrow. partly cloudy this weekend. there may be more than clouds coming this weekend. we could be tracking some sprinkles. let me show you the overnight readings. low to mid60s in our inland valleys where the skies will remain clear other than the high clouds. along the coastline and over the bay it will be cool. look for the low to upper 50s. you might want to grab an extra layer as you head out the door to start your morning. this is what makes the weather coming up getting interesting. it is a weak upper level low. circulation around the low, counter clockwise. meanwhile we have a hot air mass over the desert southwest. clockwise circulation around that. it could pull up a stream of moisture late this week from tropical storm hector. hector is expected to weaken over the next few days, but the leftover moisture is expected to get pulled up. if all of the right factors come into play, we may talk about a few sprinkles and light showers friday night heading into saturday.
