>> good morning, i'm terry mcsweeney. big story this morning is the weather. rain on some people's windshields this morning, such as mine. here's meteorologist jeff martinez with an explanation. >> good morning. scattered showers out there earlier this morning. still going on. a live look from our roof cam from the bay bridge here. quiet conditions in the city for now. pretty much all morning long looking for the same trend. hit-or-miss scattered showers elsewhere. mainly up to the north bay right now and further off to the north and east as you head up further north of there, sacramento

valley some thunderstorms earlier this morning. a closer look, napa valley had a thunderstorm. napa earlier this morning and all of that continues to push 20 the east. light activity, most of it starting to dissipate at this hour. and as we head further to the south here in the city things are clear. some clouds but no precipitation. down toward san jose, light precipitation. we will zoom in closer to the south and you can kind of see the cell near morgan hill. this morning light scattered showers and i'll have more on the weekend forecast in a few minutes. >> thanks very much. derek is a wanted man after escaping from a mental health facility. he's a high risk sex offender. >> he's a parolee.

he has violence in his history. he has a prior sex offense in his history. the fact he also has a sex offense with minors is definitely a high risk in our community. >> sanders was placed there by parole officers. it's a locked facility, but it's a treatment center. the company that provides the care describes it as a rehabilitation center. >> there's ways to leave this facility without going through the elevator shaft. >> growing up here i never heard of anybody escaping or seeing anything weird. but knowing about this is kind of scary. >> she likes to bring her one and two-year-old daughters to her childhood home so they can see their grandparents. the house is just down the street from the facility. >> i'm afraid for my children. i don't know how often i want to come back here to my parents' house because they are so close. >> she doesn't normally go by the facility but other neighbors do. it's right next to the open space preserve. >> once in a while you see one of the patients walking around, and i think they let him out for

that purpose. >> the trail-goers i spoke with aren't too concerned about the escape. >> there's a mourn taken lion every so often and that's what i'm more cautious about than a lose parolee. >> but authorities want sanders back in custody as soon as possible so area agencies have been notified. >> he's basically a transient. he has some family here in the county and also in oakland. we believe that he's probably walking away from this area. >> and sanders is 5'11", 165 pounds. take another good look at him there. he was last seen wearing a red polo shirt and blue jeans. police want to stress that you should not approach this man. if you do see him or have any idea where he is, be sure to call police right a way. in redwood city, abc7 news. >> tragedy in san jose as a three-year-old girl drowns in a family swimming pool. it happened on blue jacket way

about 7:30 last night. police say the child simply went into the pool, went unnoticed. there's no evidence of any foul play. the investigation does continue. she was taken to regional medical center where she was pronounced dead. >> this morning police in arizona are investigating a shooting outside the raiders-cardinals game last night. it happened in glendale just outside of phoenix where a 30-year-old man was shot in the face in the parking lot. the shooter didn't leave the scene. in fact he called 911 and waited for police to arrive. shooting victim was rushed to a the hospital and is expected to survive. both men are arizona residents. no word what led to the fight other than an argument between football fans. a device used to make illegal narcotics was blown up in palo alto last night. the threat forced residents of maplewood drive to shelter in place for nearly five hours."

the bomb squad blew up the device just after 7:30. earlier residents reported seeing what looked to be a soda bottle wrapped in tape and gauze in a driveway. police sent in a robot to check things out before deciding to detonate the device. new this morning the panel that found suspended san francisco sheriff ross mirkarimi committed official misconduct now says it will not make a recommendation as to whether he should keep or lose his job. the san francisco chronicle reports that comes from city ethics commission executive director. the ethics commission decided in a 4-1 vote his domestic violence related guilty plea to a misdemeanor does amount to official misconduct. the sheriff's attorney said the committee should recommend to the board that he keep his job. and that rests with the 11 member board of area supervisors. >> this morning a congressman will be joining the search for sierra lamar at morgan hill. there have been weekly searches since her disappearance. the congressman will participate in the search starting at 8:00 a.m. even though her body has yet to be found, a man is charged with her murder. police say they have dna evidenc % misconduct. the sheriff's attorney said the committee should recommend to the board that he keep his job. and that rests with the 11

and they cross the line. there's not a lot we can do in light of the first amendment. >> the group behind the first pro israel adams is the american freedom defense initiative headed by a lady from new york who said she's planning another muni bus adams. >> they will be calling out the institutionalized and systemic antisemitism of the government of san francisco. they are picking sides and they should be running disclaimers on every ad, not just mine. >> and some welcome it as a step in the right direction. >> a lot of the damage has already been done. we've heard from many community members both in our organization and a number of other organizations across the bay area that they simply don't feel comfortable boarding the buses that carry these ads. >> the publicity has generated a few thousand dollars for her organization. >> we have seen an increase in fundraising, absolutely.

what do you think is going to pay for my counter ads to the discrimination ads that are running counter to my ads. >> this is someone who is thriving on creating fear of millions of muslims across the world. >> she said her muni adams -- ad campaign costs about $5,000 and is her first amendment right. today the council on the islamic american relations said the money be used for countering hate speech. abc7 news. the state's lead investigator into the chevron refinery fire accuses federal investigators of bias media grandstanding and scaring the public with half truths and misleading information. cal osha and the chemical safety board said they agreed to preserve the accident site while their investigation continues. they said the damaged area remains two toxic and unstable to enter. but some are openly critical of federal investigators who have intervened in this case.

11th largest. 14 million people live there. it struck at a depth of 13 miles. no reports of damage or injuries. no reports of a tsunami as well. >> forecasters say another round of fast-moving thunderstorms could strike today in southern california. heavy rains from thunderstorms caused flash flooding through parts of san bernardino county. look at the video from this community of forest falls near victorville. i think those falls were unplanned. evacuations were not ordered but the flooding blocked access to roads in the area. >> we're not getting anything remotely close to that but we got some rain this morning here and there. >> also up toward lake tahoe yesterday. a big thunderstorm near northstar was really coming down and even carson city they shut down highway 395. a thud slide shut down the road for a while. it's open now. >> that's good knowledge. >> yeah, i'm full of knowledge. and some fog, too, out there this saturday morning.

hope you are enjoying your day so far as we take a look outside again. some foggy conditions. patchy fog along the coast and some light, scattered activity around the area as we've been seeing all morning long. starting to wind down somewhat as we take a look at our live doppler 7 in high definition. again, heaviest activity was earlier this morning. starting to wind down but still scattered showers. mainly as you head further up to the north, north of fairfield and the sacramento volley. notice the north bay things are calling down a little bit. napa, odd thunderstorm earlier today and you have your art festival today and car show as well in napa. check it out today. again, precipitation winding down. novato, a cell north of you. and we will head further down toward san francisco, san jose and light precipitation toward gilroy. further to the south i'm looking at a cell toward morgan hill. right here. most of this light precipitation

along the mountain areas. it should start to wind down as we head into the late morning, early afternoon and things start to clear out nicely. temperatures are going to be pretty good today. we will start to cool things down the next few days. out there right now 58 degrees in oakland. good morning, concord, 65. your temperature right now mountain view at 62. half moon bay, 55 degrees. and up there in napa, 61. so your weather highlights, a few light showers out there, scattered in nature. maybe an isolated thunderstorm up to the north it looks like and areas of fog along the coast. then we clear things out nicely by tomorrow, sunday, into monday skies clear out and temperatures stay cool. cooler than certainly what we've been seeing f you are looking pour something fun to do today, check out the san francisco street food festival. that kicks off today, goes on pretty much all day long from about 11:00 to about 7:00. now looks like beautiful weather for that. partly sunny conditions, a little breeze by.

>> topping our news this half-hour, next month begins a whole new world for e-tailers in california. most will have to started charging you sales tax. a move that will not only swell the state's income but could lead to a stampede in online buying before it kicks in. here's the details from nannette miranda. >> the days of skirting the

sales tax for most on line purchases are numbered for most californians. there's a new state law that will take effect september 15th when out-of-state e-tailers must start collecting the sales tax. a big annual boost to california coffers. >> the estimate the state will receive from the collection of the sales tax is low end $250 million, up to $500 million. so that will be great in this time of deficits. >> most californians don't know that if an e-tailer doesn't collect the sales tax, they are supposed to pay it on their own when they file their income taxes. this bookstore owner fought for nearly a decade to level the playing field. she said the stores have lost sales to internet competitors who don't charge a sales tax. >> people look for a lesser cost would naturally gravitate to that source. we felt it was an unfair

advantage. >> with an army of lobbyists, amazon has been squashing efforts on states that are forcing them to collect sales tax on companies that don't have a presence in california. the deal made with california leaders was a seek a federal internet tax and if that failed the state tax would go into effect. what the state got out of the delay was amazon promising to open facilities in the area and hiring thousands of people. one is already in production. mr. clark is fine with paying the sales tax. >> it's just crazy to have these large retail outlets escape taxation. everyone is concerned about the survival of downtown, the survival of local customers. or local commerce. >> opponents, on the other hand, are upset they can go longer get away with a deal. >> i think it's going to make me do a lot of shopping before september 15th. that's not good. >> it's unclear if it will change behavior and drive people back to stores.

the one advantage e-tailers still have is convenience. as kids get ready to head back to school not all will be able to afford the backpacks and school supplies they need not -- in the classroom. johnathan bloom went to one east bay community where help is arriving on a big yellow bus. >> hello. we are stuffing the bus with school supplies to help kids get started for the school year. >> whether or not you came near or here to buy school supplies, the schools need them. that's why this lady and her daughter are passing out flyers in front of the union city wal-mart and that's also why the big yellow bus is here. >> we are collecting school supplies and the folks who care to purchase supplies, bring them to the bus and we stuff the bus with the school supplies. >> here you go. >> thank you very much. we really appreciate it. >> sure. >> sometimes a handful, other times a cart full. every little bit helps. >> i can't believe that the parents have to supply this stuff now these days.

needy and the ones that really need the help. >> we appreciate your generosity. thank you so much! >> the bus will be here until sunday night. in union city, johnathan bloom, abc7 news. a back to school event from eleven to three today will help out more than 3,000 bay view school children by giving them free backpacks and school supplies. it's going on in san francisco. the bay view back to school event in san francisco made possible this year by a $40,000 grant from lowe's charitable foundation. it take place at the bay view opera house at third street and the joseph lee recreation street on mendel street. professional race car driver and bay view native mike henry is going to be there and he's bringing his car with him. that's going to be a pretty cool event. in the south bay, santa clara unified school district teachers will be handing out free school supplies to kindergarten to eighth graders.

it take place from nine to 12:30 in santa clara. located right behind the franklin mall. school starts monday in the santa clara school district. a group of little leaguers from indianapolis have stepped up to the plate to help out a competing team in williamsport at the little league world series. the team learned their roommates from uganda didn't have enough clothes and shoes to go around. so the kids called their parents to organize a donation drive and collected more than enough for them. fantastic. and you can watch petaluma's little league's team against goodletsville, tennessee. you can see had right here on abc7. petaluma won their earlier game this week. coming up next, the radiation is contaminating treasure island more than anyone realized. what about the plan to put thousands of new homes out there? and a live look from the camera above the roof down here at the abc7 studios.

>> a landscaper in the south bay is accused of abandoning projects and leaving homeowners heartbroken. michael finney follows the trail of accusations. here are his findings. >> i have never won anything in my life. >> this is a picture she submitted to win an ugly backyard contest. she won a $9,000 garden makeover for her san mateo home from wemco landscapes. eleven months later this is all that's been done to her yard. it remains as appealing as an abandoned lot on a neglected street. >> i am really angry. but this was an advertising ploy that really disappointments me. >> she didn't pay anything to enter the contest, but 7 on your side has learned other paying customers of wemco have seen their projects stall out as well.

>> i spent $27,000 and this is what i got to show for it so far. >> mike said the work on his san jose home was scheduled to be completed in just one month. five months later, materials are left scattered all over the yard. the sharp-pointed end of screws are exposed. and their back door leads to an incomplete deck and a big drop. they say all this poses a potential danger. so much so that the family was forced to cancel their young children's birthday party. the kids are disappointed. >> he was like, mom, you promised me. and, you know, why? why can't i have -- you know, i don't understand. >> the contractors say the license board is expressing serious concerns about wemco. >> we have a number of complaints filed against them, a few in the last couple weeks. there is concern on our part about his ability to continue with work at this point if he's not completing jobs. >> the company has been stripped

of its license for letting its workers compensation insurance expire and for failing to pay a $3,700 small claims judgment. wemco has since paid that judgment and said it's in the process of renewing its worker's comp insurance. the spokesman for the family-run business told us he takes full responsibility for the half-completed work. quote, we should have gotten it done. i'm not going to dispute that, close quote. he says, as soon as he gets his license back, he will complete the work. some of his customers say they have heard these types of promises before. >> you know, they are laughing, they are laughing with our money right now. all we want is our backyard done so we can share this home with our family. we will stay on top of this and let you know if there are developments. to protect yourself, state regulators say always get all promises in writing, including the start and end dates and never pay more than 10% or $1,000 up front, whichever is less. and don't pay the balance until

all the work is completed. i'm michael finney, seven on your side. >> meteorologist jeff martinez is here now talking about the weekend forecast. it started off strange in morning with little pockets of rain. >> even lightning out there in the sacramento valley, up toward napa, and further to the north. scattered showers and thunderstorms. most of it is starting to wind down. if you are headed up to lake tahoe, yesterday they had big storms on the north shore up around incline village, tahoe village. northstar had a big thunderstorm over the area, pea-size hail and an inch of rain in about an hour. you can see that again today around the lake and around the sierra, too, if you are headed out that direction. in the meantime looking pretty good. the skies starting to clear out a little bit, the emeryville cam. you see the fog and the clouds hanging on at the coast as we look back toward the east.

the live doppler showing things kind of calling down somewhat. it was a lot busier a few hours ago but we can see some pockets here. light showers up to the north bay, sacramento valley and up toward santa rosa clearing out right now. we had light precipitation right now. out toward san francisco and the bay looking pretty good. fog along the coast. further out toward the east some light showers. and down toward the south bay, morgan hill, light precipitation as you head up good toward sacramento, the san joaquin valleys. things starting to calm down and that will be the trend throughout this afternoon. a closer look from san jose heading out toward the east. a little shower right here just south and east of livermore. look out for those sprinkles here and there. light precipitation mainly through the morning hours. then we start to dry things out. this afternoon looking pretty good and especially as we head into sunday, a dryer forecast and looking great. so your temperatures right now, we have a warm 80 in antioch. >> 63 livermore, 64 concord, 66

san francisco and 54 down in half moon bay. so your weather headlines look like this. just an isolated shower throughout mainly the morning hours. fog along the coast and as i mentioned things clearing out by sunday and the week ahead, the seven-day forecast looking pretty good. so we have an area of low pressure just off the coast here bringing in the moisture. you can really see the showers, especially as you head up toward the mountains. this area of low pressure here providing the instability, the lift. area of high pressure further to the east, drawing in the moisture as well. so a combination of the two producing the instability and scattered showers. your forecast for this morning, then, some patchy fog along the post. mainly light showers. most of it again tapering off around noon, partly sunny and temperatures in the mid-60s. lower 80s inland. topping out the hottest locations around 90 degrees and about 70 degrees here in the city of so get out there and enjoy it. there's a food festival today in san francisco. that looks like fun. check that out.

your temperatures again today will be in the 70s up toward richmond, san rafael 78 degrees. and 76 in fremont. down toward monterey, 64 for you. 71 in watsonville and 84 in gilroy. your accuweather seven-day forecast, tomorrow looking beautiful. partly sunny condition and a cooling trend, terry. we will see upper 60s by the middle part of the week. so we go from 100s the last week to upper 80s. i'll take that. looks good. >> jim, thanks very much. katie couric's new show launches september 10th. but she and her staff are already in full production mode. abc7 news anchor carolyn johnson went to new york earlier this week for a one-on-one interview with katie on the new set of her talk show, "katie."

>> what's the biggest challenge now as you go forward in the last days? >> i think learning to work in a whole new venue. i had people out on the plaza when i did the today show but to have people staring at you the whole team you are doing a show. and i get a tremendous amount of energy from the audience and they are so nice and enthusiastic, but it takes some getting used to. sometimes when there's a commercial break i feel like i should be entertaining them or sing or juggle or tell a joke because i'm just standing there waiting for the light to go on and they are sitting there. i feel like, gosh, what should i be doing? so i'm just getting adjusted to having a studio audience. i think that's the biggest difference. and also just having an hour show where i'm the only person, you know. on the "today show" i had colleagues that i worked with every single day. on the evening news it was 22 minutes but it was very kind of structured. you know, one story after the other and very little cross talk with correspondents. but this is a whole hour.

and to figure out how much i can get in and i want it really to be packed with information so it's challenging. because you still have to pick, you know, the things that you are willing to leave out because 44 minutes, which is what an hour show is, is also slightly limited when you are tackling a big subject. >> is the idea that you are going to stay with one subject per show or might you be mixing it up or is it still a work in progress? >> i think the answer is c, a work in progress. but the show will be as long ago -- as the subject or the individual requires. if hillary clinton wants to come in and talk about her experiences as secretary of state, i'm not going to be like coming up next, divorce stats or whatever. obviously she has plenty to talk about. but there are some topics and maybe some interviews that can be done well in less time. so i think it really is going to be dictated by the topic and the person who is going to be on that particular show. sometimes we will have two segments, sometimes we will have three different subjects.

six-year-old giant panda has given birth to twin cubs. this chinese television station showed pictures of the birth of the male and female cub. the female was born first and that is important. the male 25 minutes later. each weighed in at 5.4 ounces. the male cub is being cared for by researchers because mother pandas can only care for one cub at a time, and they typically abandon their second-born. both pandas will eventually be released into the wild. at home somebody right now is saying aah and awe. for the panda cubs people go wild. >> i didn't know that. learn something new every day. >> we have some dense foggy guess you can see out there. foggy conditions along the coast but the radar quieting down. we had some pretty good showers earlier ton. your seven-day forecast will clear things out. by tomorrow it's looking beautiful and this afternoon not looking bad as well.
