that rise in violence prompted a former city council person to send out a letter saying the police chief needs to ask for help because the department cannot protect the city and needs help from the state. the assembly member sent out a leter to chris moore urging him to request help by saying the rise in violence crime is beyond his control in current resources. this dramatic suggestion comes on the heels of two more shootings last night including one resulting in the city's 30th homicide of the year. that is three more than at this time last year, assembly member campos says there is no end in sight to rise in crime because city leaders and police chief have repeatedly acknowledged the department is under staffed and can no

longer respond to crimes. >> leadership has taken it upon themselves to broadcast across the bay area that the police can no longer respond to home security alarm systems. and i think when you send that message out there across the bay area, it's almost saying that there is an invitation to come into our city because of the police that will not be able to respond to those kinds of crimes. >> it has been done in other cities in the bay area on as add-needed basis. i don't think we're at that point yet. i acknowledge the receipter, we're prefering to have had a conversation head of time to know it's coming. >> and the chief says he will be the first to ask for help if he feels it's needed but he says that to request only made after a conversation with the
