striking distance of gulf coast we are talking isaac, already caused flooding in florida. we have the latest from new orleans >> reporter: winds starting to pick up in new orleans you can see the clouds in the distance still tropical storm isaac is just shy of becoming a hurricane. it is expected to hit new orleans tonight. the gulf coast is bracing for isaac. >> it brings great danger with it from flood waters. >> reporter: the storm is gaining strength as it moves across the gulf, heading straight for louisiana. >> everybody leaves, no staying. >> reporter: families in the lower 9th ward are boarding up and moving out with potential for flooding. >> 6 to 12 inches of rain potentially 18 inches. >> reporter: a state of emergency has been declared in four states with 5,000 national guard troops on standby. >> starting to open shelters in the panhandle area. >> reporter: isaac has made its mark on parts of florida

strong winds toppled trees and the heavy rain is flooding schools. >> sandbag the doors but the water came over. >> reporter: this is what families throughout the gulf are planning for. >> this is grocery store for four station. >> reporter: in louisiana many have hurricane katrina on their minds with the seven year anniversary tomorrow almost every levee has been reabout it and reinforced. we feel confident about the system. >> reporter: many families don't want to be here when those levees are tested by isaac. there are some mandatory evacuations louisiana also mississippi. the airport in new orleans is also now closed. brandy hicks, abc news. we are going to meteorologist mike nicco tracking the storm and when it might become a hurricane. >> reporter: over the next 12

hours as it still continues to be disorganized a little more convection northeast side this continues to wrap around it will increase and tighten the wall lower pressure which will increase wind speed heaviest of the rain has fallen offshore that's been good news the flooding i'm worried about right now tropical storm isaac winds 70 miles per hour, moving northwest at 12, i think it is on top of new orleans by midnight. look at this 10 to 18 inches of rain in southern mississippi that going to be more of a problem than the storm surge. right now the next archbishop of san francisco is apologizing after being arrested forever drunk driving over the weekend. bishop cordileone was in san diego at the time and was driving with his mother. terry mcsweeney is live in san francisco to tell us more. >> reporter: bishop cordileone

is scheduled to become the archbishop of the san francisco diocese here at st. mary's on october 4th, five days later he's scheduled to be in court for that dui received in san francisco, over the weekend. take a look at the man currently the bishop of the oakland diocese, cordileone the 56-year-old arrested in san diego early saturday morning at a d ui checkpoint. he spent 10 hours in jail posted $2500 bail and released. his was in the car at the time of the arrest she said they had been at a party the wine was flowing and the people at the party kept filling the bishop's glass with wine. she said she didn't want to seem like a pushy mom. now she says she wished she had said something. >> he was diving good, we went through the check point, -- he was driving good, we went through the checkpoint, he was driving and walking fine his

alcohol level was higher than it should have been. >> reporter: cordileone is a conservative on social issues supported prop 8 the measure that bans same-sex marriage he contributed $6,000 to the effort. the bishop released a written saying i apologize for my error in judgment and feel shame for the disgrace i've brought upon the church and myself. this does not mean there is going to be a delay in the ceremony scheduled for october 4th. the final decision does rest with the vatican. terry mcsweeney, abc7 news. oakland's explicit academy just graduated the largest class ever. the police chief believes the training they've received will have a major impact on the city's crime rate. the 45 spent 14 weeks learning police work from the scene of the crime to the crime lab. oakland's chinatown is

gang violence. police made three arrests over the weekend they point out, no deaths dubrovnik to street crime. two bank robbery suspects in custody thanks to quick action by san jose police. officers searched a car one of the armed suspects at i-880 and brokaw road yesterday. the manhunt began after the wells fargo branch was robbed of an undisclosed amount of cash. schools with were temporarily locked down. no one was hurt. speed frequent killer wesley shermantine has been transported to help locate the graves of victims. they took a -- it took a passage of a special late law to do it, authorities confirm he was brought to several remote places to point out places to dig. investigators are trying to narrow down the exact locations so remains can be found and returned to their

families. not everybody in state corrections like the idea of taking a convicted killer off death row. shermantine maintains he only helped dispose of a dozen victims. the santa clara valley water district plan to discuss a propose -- a proposal to give pensions for life. the item was pulled yesterday after a reporter asked about it. the district provides drinking water to nearly two million the plan would have allowed the district's seven board members who serve part-time to receive the same benefits as fulltime employees. the district will ask voters to approve a 548 million dollar parcel tax. time to check the weather. >> i'm driving in didn't see too many clouds, any fog, drizzle, anything like that >> visibility unlimited

that's america's money. -- good morning. burgling game company issued voluntary recall for mangos imported from mexico. splendid products says the brand could be contaminated with salmonella. an outbreak of the disease has been linked to the fruit the mangos are grown in mexico imported for distribution by splendid. dozens have been sickened the mangos were disputed in -- distributed in canada where 22 people have fallen ill. burning of qur'ans in afghanistan, soldiers ignored warnings from an afghan officer and interpreter before hand. investigators criticized u.s. military officers at prison and outlined how distrust between american and afghan soldiers lead to what they call a tragic mistake. the incident sparked days of deadly riots and attacks on u.s. troops, more than 30

killed, including six americans. the pentagon report confirms 474 qur'ans were burned more than previously known. u.s. soldiers, including four officers have received administrative punishment. four u.s. soldiers members of militia groups expense close to $90,000 on assault weapons and bomb components for a series of attacks that reportedly included a plot to assassinate president obama, according to prosecutors in georgia. the group planned to take over george's fort stewart and bomb a fountain and bomb a dam and poison apple crop in washington state. the plot was uncovered during an investigation into the death of a former soldier and his girlfriend. authorities say they were killed after learning of the group's plans. latest political battle over the u.s. capital democrats pressing for immediate money to repair the dome of the capitol building, it has 1300 cracks in it.

down, no injuries. due to that fire, highway 29 closed in both directions in calistoga between myrtle and washington until 6:30, berry an alternate. the traffic one-way control will continue after that. expect it to be busy during the morning commute. highway 29 itself is fine in napa. 101 through san rafael from santa rosa southbound fine through the cotati grade towards 580, golden gate bridge, no other trouble spots, no other accidents. pretty easy ride across the san mateo bridge now westbound past the toll moving along at the speed limit. drive time from 880 to 101 is 14 minutes. where it is slow is westbound 205 out of tracy. with the waze traffic app, you can find out the exact speeds, 36 miles an hour as you head past 11th street and under 40

5:29. good morning i'm kristen sze. i'm eric thomas. a suspect is dead and antioch police still on the scene following a chase and armed confrontation that led to the suspect's death. amy hollyfield is live in antioch with more on what took place. >> reporter: the chase started a few blocks from here. the suspect ran through several backyards trying to get away from police. officers say he then khraoeuplted on top of a random roof. that is where they say they shot and killed him. officers say once he was on that roof, that he pointed a gun at police. that's when at least one officer, maybe more, fired at him and he was shot and killed. he not only ran from police, but investigators say he also tried to escape by car. police say he a child in the car and that he did ram into several police cars before he

crashed. police say the child is fine, that he left the kid behind when he took off running. he was definitely ter -- it was definitely terrifying for the neighborhood. >> sounded like firecrackers, but i knew it wasn't. i seen him running didn't street with the gun. >> reporter: police were originally called for a domestic violence dispute involving a again 11:15 last night. they -- a gun, 11:15 last night. they haven't said who the man is. they expect to be here throughout the day. they did evacuate the family who was living inside that home where he was -- the home where he was standing up on the roof where he was shot and kill. the family has been cleared out of there. their home is surrounded by police. officers think they will be here investigating this scene throughout the day. amy hollyfield, abc7 news. tropical storm isaac is

getting stronger this morning on the verge of becoming a full blown hurricane headed across the gulf of mexico, with a bull's-eye near new orleans. katie marzullo is live in the breaking news center with the latest. >> reporter: state of emergency has been declared in four states, louisiana, mississippi, alabama and florida. 5,000 national guard troops on standby. this is the scene lake pontchartrain in new orleans we have been watching all morning it has changed so much all that water in the parking lot was not there before, rough surf you can see how severely the camera is shaking because of the wind out there. the latest information tropical storm isaac making landfall southeastern louisiana tomorrow morning it is gaining and could hit as a category 1 hurricane. officials in new orleans have not ordered evacuations in st. charles parish more than 50,000 have been told to leave. hurricane warnings in effect

sustained getting close to becoming minimal hurricane 1, moving to the northwest at about seven miles per hour. i still believe it will hit new orleans about midnight, with a storm surge of four to five feet, there will be flooding around, but i believe the levees will hold all the new levees they've developed many the rain i'm concerned with especially in mississippi could have 10 to 18 inches of freshwater flooding that means not the storm surge that cause the flooding, all the the rain that they can't get rid of in such a short amount of time. 5:34. mitt romney due to arrive the republican national convention today which gets underway after a one day delay caused by sick -- by sick. his wife is set to speak tonight. his big address is thursday night after he is formally nominated.

the bay area. yesterday an official say the hydrocarbon leak has been isolated and will stop as soon as today. some 18,000 residents filed health claims with chevron and another 3,000 have reportedly signed up to file legal claims. chevron faces daily fines of up to $25,000 for violating air quality standards. this morning park rangers at yosemite trying to track down visitors who may have been exposed to the rare hantavirus, a second person has now died. two other people have become sick. all four stayed in except rent tent cap bins at curry village in mid june the cabins have been sanitized the virus can remain in the air even after a cabin cleaned. symptoms mirror the flu and can take weeks to develop after exposure to rodent droppings or waste. the -- a bill giving drivers

give bicyclists a three foot buffer zone from cars and trucks. governor vetoed a similar bill last year this would allow fines of $35 for drivers who impinge on the buffer zones. divers would be allowed to cross double -- drivers would be allowed to cross solid yellow lines to provide room. now back to the senate for approval of minor changes. seismologists say a swarm of small earthquakes rattling imperial county could continue for days if you are looking at an earthquake being recorded now on a seismograph at our affiliate in los angeles, kabc the quake happened near the up county town of brawley on the receiving end of nearly 400 quakes that hit the area since sunday this is one. that's the strongest swarm to hit that area in three decades. seismologists have no idea why. 5:44.

"good morning america." . >> security very tight at the republican national convention in tampa florida this week. new high-tech security system is being used in addition to national armed guards patrolling the perimeter outside. the fbi, secret service and tampa police will all watch video screens inside beaming back real-time pictures from cameras around the city. the technology will be enhanced by artificial intelligence software designed to pick up abnormal movements. an official with the company spoke to mark matthews. >> if somebody falls at the bottom of an escalator we are going to alert on that. if there is a crowd and everybody is moving in a direction that is uncommon or fast or from a central spot, moving away, we are going to alert on those kinds of things. >> that same computer software set to be installed in san francisco later this year linked to cameras at muni stations. >> mark will be live in tampa with reports all this week.
