storm is moving so slowly and just sits and continues to dump rain. good morning. i'm kristen sze. and i'm eric thomas. first up, isaac's path. good morning. hurricane isaac category 1 still winds 80 miles per hour tracking slowly to the northwest at about six miles per hour as it jut scrapes along the southeastern -- just scrapes along the southeastern coast of louisiana the eye is 40 miles

southwest of new orleans. that's where the calmest weather is in the eye wall we fan the most devastating rain and winds that's lashing at new orleans right now and why you could barely see on that tower cam we just showed you as scald lines continue to move through. this is impressive compared to yesterday the rain most devastating the next 24 to 48 hours it takes all thursday to move through louisiana then arkansas that area is going to get a lot of rain on friday. in fact we could get another 7 to 14 inches of rain out of this system over the next 48 hours. isaac causing a lot of problems now close to half a million people remain without power in louisiana water is already going over one levee. our live team coverage continues with katie marzullo. >> reporter: right now the worst spot appears to be plaquemines parish, louisiana which is south of new orleans. we have a live look first at

new orleans, we know it doesn't look like much here but that's what i hurricane looks like through a camera lens if you were there you would be soaking wet blown around in the wind severe conditions out there video the storm surge from hurricane isaac has gone over a levee in plaquemines parish. the water running over an 18 mile stretch of the levee which is eight feet tall, homes and roads flooded. deputies are going house-to-house looking for people who stayed to ride out the storm, people who ignored the evacuation orders. there are reports. of people on their roofs and in their attics not known how many people are trapped. hundreds of thousands are without power, just in louisiana. on the phone this morning, parish president said he is surprised by how bad it is. >> that's the same kind of damage we received on katrina. and i'm just blown away that kind of damage from this supposedly category 1 storm.

amy hollyfield is at the police headquarters with details. >> reporter: people in this quiet community are finding this upsetting. the victim herself was so scared she didn't report it for three weeks. here's a sketch of what the man looks like who did this. she describes him as a white man about six feet tall and 185 pounds. she said he was wearing what looked like a police-style hat and he a fake badge. investigators say he was driving colored sedan and flashed a light behind the woman and also let out a quick chirp that sounded like a police siren, so she pulled over. he handcuffed her put her in the back of his car and drove her to a secluded area he raped her and left her there. residents in pleasanton are stunned to hear this. >> scary, i don't know how i would react in a situation like that the. >> always call 911 within confirm if the stop is

legitimate. -- >> reporter: another thing you can do is always look for the solid steady front facing red light that officers are required to have, you should look for that if and when you are being pulled over. officers say it is smart to pull over to a well lit populated area especially if you are concerned. this happened on valley avenue it was about 3:00 in the morning to this woman in pleasanton. police say she physically is going to be okay, she didn't suffer from any life-threatening injuries. amy hollyfield, abc7 news. this morning oakland police are warning buyers to be careful when buying a car using craigslist after an east bay couple became the latest to be robbed at gunpoint during a transaction on a freeway yesterday. the tribune reports the couple met the so-called seller at the lake merritt bart station to buy a mercedes yesterday morning and were robbed during a test drive-by two men. the two stole several thousand

dollars before forcing the couple from the car on i-580 near fruitvale avenue. police have several tips, they recommend meeting in a public place, using a cashier's check or money order and making sure the vehicle has license plates. the man accused of murdering morgan hill teenager sierra lamar is due back in court today. antolin garcia-torres was arrested in may and is being held without bail. he was supposed to enter a plea july 31st, that hearing was postponed. police say they have dna linking him to the 15-year-old, she disappear on march 16th. her body has not been found despite numerous searches. a 7-eleven store damaged in sausalito after an suv plowed inside. you can see where the ford explorer ended up lodged in the store only bridgeway last night. police are looking for what caused the driver to ram into the store. nobody was hurt, luckily.

isaac lashes louisiana with heavy rains this morning, hovering over the region unleashing damaging strong winds and causing widespread flooding in new orleans and other coastal cities in the gulf coast. good morning i'm kristen sze. i'm eric thomas. here's the latest on what you just saw hurricane isaac. the storm surge in some places is set to be at 10 feet that is testing the recently upgraded levee system in new orleans which you recall failed seven years ago today when hurricane katrina made landfall. overnight a levee was overtopped sending water into some homes. right now isaac remains category 1. 400,000 remain without power just in louisiana. let's get to mike and see where the eye of the storm is. never good news when a levee gets overtopped or topped, i guess i should say many plaquemines parish only has 24,000 residents a lot of

those evacuated not like the levees around new orleans have been breached. hurricane isaac 40 miles southwest the eye s that puts new orleans right in the heart of the squally weather this is moving northwest slowly six miles per hour inland flooding going to be a big issue as it continues moving northwest at six. pulling the moisture off the gulf of mexico, very impressive-looking storm more than it was yesterday. tornado watch in the red, we are going to have dozens of tornadoes out of this storm, going to take all thursday to get through louisiana, friday they are looking forward to it in arkansas because they desperately need the rain. tonight the east contra costa fire district will act a -- will accept a multi-million dollar federal grant. last friday the fire district was informed it will get 7.8 million dollars from fema as

well as the department of homeland security. weeks after closing half of its stations and laying off fires. voters rejected a tax measure that would have raised more money to maintain staffing. several san francisco families still waiting for word on when they can get back into their homes after a massive water main break late yesterday morning at sunnyvale in the city's visitacion valley hood. crews have been working to restore water to 14 evacuated homes. we are looking at a live picture of that area gas and y has been turned off. the next to the school was also flooded, classes have been -- the church next to the school was also flooded. classes have been cancelled. in less than a half hour demolition will begin to make way for the new bart station

in milpitas. crews will start demolishing one building and part of another. this video is of earlier work. today's work will run until 7 p.m. and continue weekdays as well as some weekends. united airlines says its computers are operating normally following major failure that left thousands stranded. the pang reservation system went down 2 1/2 hours yesterday, fog forcing the airline to ground flights across the country. united still trying to figure out what caused the glitch. united says it wouldn't charge customers extra if they had to change flights due to the meltdown. the republican national con continues today following speeches last night from ann romney and new jersey governor christie. t.j. winick joins us live from florida with reaction to those speeches and a look at what is being planned for tonight

foot of the maze. stall reported i'll let you know if i hear more about that. they said it might be in the fastrak lane. heavy traffic southbound 101 through san rafael, no accidents as you head southbound that have been reported, traffic just jammed out of novato towards the 580. a controversial new book by a former navy seal is raising questions about the waiter leader osama bin laden died. the former seal took part in the raid that killed the al-qaeda chief. in his book he saysvrwo bin ladn was shot in the head, as he looked out his bedroom door. that seems to contradict official accounts that say bin laden was killed after he ducked back into his room and possibly reached for a weapon. the white house is not commenting on the assertions in the book which goes on sale next week. queen elizabeth will attend the opening ceremonies of the paralympics today.
