>> in the news this sunday morning, september 23rd, a criminal investigation of chevron's richmond refinery is reportedly underway by federal authorities. and the giants clinch the n.l. west with a win over the padres. now the giants can focus on the playoffs two weeks away. good morning, everyone. thanks for joining us. i'm carolyn tyler. let's start with a quick first look at the weather. here's our meteorologist lisa argen. >> hi there, carolyn. there morning, everything. we're are checking out the fog along the coast. it is really bringing some lee visibility from santa rosa down along parts of southern marin. if you are headed out, be careful with that. it won't make it all the way

across the bay, but we will see low clouds this morning and higher clouds later on w that an onshore push will bring the numbers down a few degrees today. we will see 70s and 80s and plenty of sun, but it will be cooler than the 90s we saw in the try valley. and by the afternoon the breeze continues and numbers dropping into the 60s and 70s and 50s at the coast. this begins a little bit in the dip of our temperatures, feeling somewhat more like fall. carolyn. >> a federal criminal investigation of chevron's richmond's refinedry is underway. officials are examining why chevron allowed hadron carbon gases to be by passed through monitoring equipment to be burn off or flared. the san francisco chronicle reports the u.s. environmental protection agency has launched a criminal probe over the 2010 discovery of a pipeline that routed sulfur dioxide gases around pollution controls. epa investigators want to know

who at chevron was aware of the by pass pipe, and whether company officials deliberately tried to deceive air callly regulators. chevron fixed the problem and agreed last year to pay a $170,000 fine for air quality violations from 2005 to 2009. tomorrow county, state and federal agencies will give an update on the investigation into the august 6th fire at that refinery. as you know, thousands of people went to hospitals reporting breathing problems. the investigation continues, but inspectors are blaming the fire on a failing pipe, saying it had worn down to only 20% of it's original thickness and it should have been replaced during a november inspection. that public meeting will be held from 6:00 until 8:30 tomorrow night at the richmond memorial auditorium at 3403 civic center plaza. tomorrow morning fran police will hold a town hall meeting in response to friday's moving

where officers with the undercover gang task force shot a 24-year-old man they say point add gun at them. it will be monday morning in the mission district. for two nights in a row, thursday and friday, angry mobs hit several businesses in response to the shooting. this is cell phone video taken friday of more than 50 people protesting down 18th street. you can see someone breaking ag way from the group and pushing over tables and throwing paint balls at a restaurant. >> i was by the door and i hear something very loud outside. basically someone throwing a chair and table by the window and they also had a gun with a spray color. they started spraying all over the window. >> protesters also broke windows at u.s. bank and wells fargo. they even hit the mission district police station itself. and the san jose mercury news shows pinch and reform

efforts are doing very little to address double dipping, which is not illegal, but it can cost communities big bucks. double dipping is when retired safety workers receive both a pension and a paycheck. former san jose police chief, william, is one of the biggest beneficiaries of the practice. he's earning a total of $400,000 a year in retirement pay from san jose, along with his current salary of san diego's police chief. and he's not alone. redwood city's former police chief grossed $350,000 last year by double dipping from a san jose pension. and contra costa retiring clayton police chief daniel lawrence combines his salary with a pension earning $282,000 last year. big sales are predicted for apples knew i-phone5 which win on sale friday. more than 10 million expected to be sold by the end of the month. but some of the shine has

already worn off the smartphone. abc7 news reporter tells us why some new owners are complaining after waiting in long lines to get one. >> sales are still brisk here at the apple store on university avenue. new i-phone owners aren't shy about showing off their new buy. some found a tiny chip on the phone just after he left the store. >> that's no fun. >> one customer was quickly which is beinged into the store by an employ' after he showed our camera a chip on his phone. we heard them saying they would take care of the problem. on the facebook page there's more than 50 comments. paul b writes, if it's that easy to chip and scrap it in the box it came in, sorry, apple, about you just made up by mind with the upgrade.

>> welcome news for anyone who relies on san francisco's great highways to get around town. the management project that's closed the southbound lane from lincoln avenue near golden gate park, all the way to skyline boulevard, past the zoo, is going to wrap up tomorrow, four days ahead of schedule. here's more from abc7 news reporter heather ishimaru.

>> like on steroids, dump trucks have been rim up and down the beach for a month, taking sand are the north where winds piled up too much to move it to the south where there wasn't enough. this man has been watching the shifting sands for the biggest years. >> this was one of the biggest sand drifts in the world, down here a few miles. >> it still it, despite man's attempt to pave it over. but the tides of drifting sand and the erosion that comes with it is threatening to wash away the highway and the water pollution control plant. damage there could be a public health and environmental disaster. >> with the storms in 2009, there was a lot of erosion and part of the roadway actually wash away. they did some temporary measures, some rock preventive things and this was another measure. >> it was equivalent of 30

olympic size swimming pools of sand and spread it across many feet of coastline. the highway has been closed weekdays from six to four more the last month so the trucks could have exclusive use of the lanes. the project will wrap-up four days early this coming monday. agencies will be monitoring what happens with the newly-placed sand as they consider a long-term solution. something called the ocean beach master plan does offer a vision of what should happen out here over the next 50 years, but that vision would be very expensive, and right now there's no telling where that money would come from. at ocean beach, heatherrish mary, abc7 news. well, lisa argen is here now on the way in to work lots of fog. >> yeah, i had that too. >> driving through cotton candy or something. >> you must live somewhere by the coast or something? >> i live in san francisco. >> oh, yeah, that was it.

definitely some fog in parts of the bay. but elsewhere we are look at clear conditions. this morning the fog is pretty dense with a shallow layer hugging the shoreline at about 1,000 feet. so that is make for some dense fog. do be careful if you are navigating near the coast or across the golden gate bridge. here's a look from our sutro cam. you see some of the marine layner the bottom portion of the stream there. we are looking at live doppler 7 hd right now showing a few more clouds. these, of course, are the infrared clouds up in the north bay. and the higher clouds will be passing through parts of the bay today. we do have a weak system offshore that will bring a bit of a sea breeze and cool parts of the bay down. right now temperatures are in the 40s. once again, cooler in the north bay valleys, 46 santa rosa, good morning napa, 49 with you with upper 40s from the coast to half moon bay. even san francisco on the cool side at 49. 56 across the bay in oakland. the forecast with coastal clouds this morning, some of you waking

up to the gray. otherwise we will have more sunshine. a mild to warm day today. the weak offers some subtle changes and that begins with today with a little bit of cooling. you will notice that i think in the inland valleys and across the bay with more of a sea breeze. here we go with the fog. it quickly retreats, but we do have a system to the north that will offer a few higher clouds. and that will bring the temperatures down from the upper 80s to low 90s in our inland valleys, to the low and mid-80s. here's the culprit. it's off the oregon coast. no rain associated with this, but it is enhancing the marine layer and that breeze later on today. so temperatures will still be in a comfortable, it should be very nice out there once again. but it was kind of warm yesterday and the next couple of days before we warm up again. we will bring the numbers down. some of the cooler readings coming the middle of the week, say wednesday and thursday. but otherwise, we are looking at a nice afternoon today. if you are headed to the giants game, numbers starting out in

the lower 60s. also the raiders i playing and we are looking at low 70s by the afternoon. temperature will a couple of high clouds. and around the bay, notice you go farther north and upper 80s, 82 santa rosa. south bay, a little cooler, 79. san jose, and 86 in livermore. by the monterey bay a lot of dense fog right now with visibility about a half-mile, quarter of a mile. by the afternoon we will call it partly cloudy. 73 watsonville and 75 in santa cruz. here's the accuweather seven-day forecast. you really have to study this hard to discern any differences between each and every day. really with the low clouds, the fog, maybe some overcast in the morning, a little better sea breeze, keeping the numbers mid-70s bay, mid-80s inland. a slight cool down but it's really by the end of the week we see a significant change. looks like an offshore flow and numbers could be back up again, some very warm readings. >> this is the first full day of fall, is that right? >> yes, that's right.

emmy. >> live from the kgo broadcast center, this is abc7 news. welcome back, everyone. there is a new way to register to vote by signing up on the internet. thousands have already used the state's new online voter registration system since it went operational just a few days ago. we get more now from abc7 news capital correspondent nannette miranda in sacramento. >> this is the old-fashioned way of registering to vote, filling out a paper form. this is the new way. filling out the voter registration application online and sending it via computer or smartphone. the california secretary of state launched a new online voter registration system a month before the deadline to be able to vote in the presidential election this november. >> the main reasons people don't

register to vote is simply because they were never asked. now asking will just take a click, e-mail or text message. >> online voter registration finally brings california, ground zero for high-tech, into the 21st century. for your signature the state will simply pull up your driver's license record or california id already at the dmv. >> this newly-built system will allow us to digitally transfer an image of the voter's signature to their voter registration application. >> nearly 24 million californians are eligible to vote. more than a quarter of them or 6.5 million are not registered. new signium message is expected to boost the voter policy among the young, who are already doing a lot of things online. some say it will boost the possibility of fraud where anyone can register to vote. >> we have such a beautiful system. i don't know why we need to muck it up more than it already is. >> secretary bowen assists the

same safeguards used for paper applications will be used for the ones submitted online, cross checked with dmv, social security and death records. >> we try to catch dogs who are registering. so the safeguards don't change. this is not automatic registration. >> just in the first twelve hours along 3,000 people registered to vote online. the last day to register to vote to vote in the november election is october 22nd. in sacramento, nannette miranda, abc7 news. >> can carlos city leaders are set to vote tomorrow night on a contract for firefighters that includes a pay raise. last year the city dissolved the partnership with belmont in favor of starting its own fire department to save money. much of the cost savings was to come from paying firefighters in the new department 5% less than they made before. but the city has had a tough time holding on to firefighters and had to close a fire station. our media partner, the san jose

mercury news, reports the new proposal includes a 2% raise retroactive to when the new department opened last october. tomorrow a legendary san francisco comedy club is going to have one last laugh and then shut down for good. the poperanion in north beach hosted the smothers brothers in 1961 and have filled their walls with photos of now famous comedians. but after nearly 60 years of jokes and laughter, the building is being sold and everything inside is going to be auctioned off tuesday. tomorrow night they plan to hold one final comedy marathon. tuesday's auction will include all the furnishings and those autographed photos of the comic legends such as woody allen, phyllis diller and richard pryor. moviegoers in san francisco will have one last chance to catch a flick at our landmark movie theater known since 1967 for its independent films.

the lumiere theater on california street is closing for good. tonight it will show its last picture, the untouch ables. according to the san francisco chronicle, landmark theaters, which currently manages the theater, lost its lease and cannot come to terms with the landlord on a new lease. san francisco is always at the top of the list when it comes to tourist destinations. but now it has a ranking that is, well, rank. travel and leisure magazine ranks san francisco the 11th dirtiest city in the country, behind places like new york, new orleans, los angeles and miami. >> 18 million tour efforts visited san francisco last year. and the pace continues this year. they come for the beauty, but sometimes see the beast. "travel and leisure magazine" ranked san francisco was one of america's dirtiest cities, 11 out of 35 surveyed. it comes from an online poll of

some 50,000 readers, not at all scientific and not at all accurate according to most tourists retalk to. >> i grew up in new york so my threshold nor dirt is way up here. i see san francisco and i think i can literally eat off this sidewalk compared to new york. >> he's right, new york is number one or the dirty list. but back to san francisco. >> it's beautiful. i would not say it's a dirty city. it's not the dirtiest city. >> she's write. baltimore ranks third but san francisco deserves to be on the list too, according to some tourists, like this family from australia. >> yeah, it has been a little grimy and dirty. my son got spit on. >> the counter points in the not so pristine conditions. the magazine gave san francisco high marks for fine diving, ethnic food, tech savvy people and good transportation. >> those things really overpower the fact of the dirtiness.

the structure. abc7 news arts and entertainment reporter don sanchez gives us a preview. the bay bridge, as we know it, impressive. but take a look at what it will be like in six months. it will become bay lights. a light sculpture. the artist is creating the work using 25,000 high-tech led lights that will change in random sequence. >> i'm not creating a light show. ice a piece of fine art. i'm approaching it like an artist. it's almost like painting. >> he was showing off it at the people involved in the project under the bridge. crews will install the lights at night to minimize traffic impact. ben davis came up with the idea two years ago today. >> looking at this bridge and just thinking how could we get people excited about this bridge again. how could we get them to see it for what it really is. >> he headed the drive to raise $8 million in private funding to bring the work to reality. these are the led lights and this is the clamp that will hold

them in place, designed at the pressure island art complex owned by mr. child's. >> the clips hold in the data cable, as well as the power cable for the whole thing. >> the artist will fine tune the work on his laptop. >> i'm inspired by all the activity that goes on here, the motion of traffic, the water, the weather. >> it will bring together art, technology, culture. >> i don't want to be understating the impact it will have for the legacy for others to be inspired to do more with the public realm, public art, to celebrate our culture, our diversity, our unique identity. >> they will install it in october with a lighting ceremony scheduled for next march. the installation is supposed to be up for two years. but, you know, temporary art has a way of staying around for a lot longer time. in san francisco, don sanchez, abc7 news. in just a few hours people will be taking part in san jose's annual walk to defeat als, also known as lee gehrig's

awards. yesterday jimmy kimmel was joking as the finishing touches were being put in place. the seating chart is there and lights is staging ready for the all-star crowd at the theater in l.a. it's his first time hosting the emmys. >> i'm here to announce i've decided not to host the emmys. turns out it was a lot more work than i anticipated. >> well, that part of it is true. friday night the stars came out for the hottest ticket in tinsel town. the emmys nominee reception. first timers, like cast members from "downtown abby" cannot believe the fuss they have created across the upon. and they were dining on fantastic cuisine and mingle with competition. the coverage starts this afternoon at 2:00 with the on the red carpet emmy special, followed by the arrivals and that's 4:00 and jimmy kim mel hosts live at five and followed

by an encore presentation at 8:00. i love the red carpet stuff, of course, lisa. >> yeah. >> what about the weather? is that going to be something worth watching? >> you know, it definitely got warm yesterday. i don't think we are going to see -- feel the warmth around the bay. inland still warm, a little more of a breeze. a lot of sunshine and a few high clouds. here's the sutro camera. you can see the fog, the bottom portion of your screen. plenty of it. the stratus is hugging the shoreline. it's less than a thousand feet so where you do see it it is quite dense. back home the roof camera, the flags. not much of anything going on here. in fact, the wind is very light. but we are looking at a weak weather system offshore that will pick up that sea breeze. the sun is up just before 7:00. right now we are looking at live doppler 7 hd. there is an area of low pressure to the north and west of us that will be influencing our weather for your sunday afternoon. temperatures, boy, they have

cooled off with the upper 40s from san francisco. mid-40s santa rosa, 48 half moon bay and 56 in concord, as well as livermore. so clear skies inland. fog along the coast. some of it is dense. slightly cooler today. we will see numbers coming down anywhere from two to four degrees. and a mild to warm week ahead with the warmest weather to arrive by the end of the work week. if it holds, it looks like next weekend could be very warm want offshore wind. but you can see we have something going on to the fourth in and -- north and west of us. it's a weak funnel ban pushing on into oregon. with it it will bring some modest cooling, a sea breeze and a few clouds. still temperatures comfortable with 70s and 80s and we will look for the numbers rebounds once we get behind this system. but that will take until the middle and end of the work week. so if you are planning your day, boy, it looks pretty good out there, with temperatures climbing today into the valley,

about 90 sacramento. a beach hazard down around marina state beach on the central coast. keep that in mind if you are headed there. 90 yosemite. we are looking at pretty warm temperatures in los angeles, 86. so if you are headed out to the game this afternoon, temperatures will be in the low 60s. 1:00 at at&t park with highs into the mid-60s by 3:00, 4:00, and the winds kicking up a few high clouds around. and the raiders game, it should be a great afternoon. 81 napa, 72 san mateo. you will notice we will have some filtered sunshine from time too time with mid-70s on the peninsula. 9 san jose. and down by the monterey bay, the jazz festival, 65. if you are looking for something to do, lots going on with nice weather. temperatures tomorrow, very little change. a little breezy come tuesday and wednesday when we get behind the system and then the numbers

actually go up a couple of degrees. so looks very fall-like, very september-like. not much of a marine influence. just a few high clouds, a slight cooling today. >> what do you call that, status quo when it's day after day of same old, same old? >> yeah, you got it. >> thanks, lisa. over the summer we asked you to click the "like" button on our facebook page to raise money for bay area foster kids. the bay area sleep train dream campaign raised $30,000, one dollar for every new one. although the campaign is over we are still trying to raise awareness of the needs of foster children. this morning karina rusk reports on a program that's putting foster teens to work. >> reporter: for rachel, this job is more than a paycheck. it's the promise of a better life. rachel grew up in foster care and aged out of the system when she became an adult. she's now 20 and trying to make it on her own. >> right now i'm living in a

youth shelter. it's not specifically for foster youth, it's just from 18 to 22, i believe. >> rachel and other young adults with foster backgrounds don't have the traditional family support which often helps land that first job. that's where teen force comes in. it's a nonprofit here in the county two years ago to help teenagers fine work. last year it also started focusing on the needs of foster kids. the nonprofit has helped prepare nearly 200 young people to enter the workforce and match them with jobs. 19 year old michael is among two dozen who grew up in foster care. >> there's people out there that can help you and stuff like that. it gets a little better. you get on your feet. learn to, you know, do what you have to do, you know, to make it out there in the real world. >> john hogan launched teen force with help from private sector grant money. it follows a business model where employers pay the going

rate, generally minimum wage, for the workers and kick in a little extra to help sustain the nonprofit. >> we are putting all these youth to work without relying on any government subsidy. we make it very easy for employers to hire qualified and motivated youth. >> good will ceo michael fox is one of nine employers in santa clara county putting foster teens and young adults to work. rachael is a human resource assistant at good will and michael is in the recycling warehouse. >> i get some stability in their life and give them the job skill so they can go off and get much better jobs. >> in los gatos, this 19-year-old is one of those with a foster background and an example of why the company says the program makes good business sense. >> we work here with them. that's what i like a lot about this place actually. they give me credit for my skills and i'm grateful for that. >> she's also grateful.

her job will help her move beyond the youth shelter. >> it's a confidence booster to be able to say i'm a workingwoman. >> teen force said there are hundreds of young adults from foster care eager to work. they are not looking for a handout. they are just hoping for help up. in san jose, koreana rusk, abc7 news. >> up next, some new disney magic. we will show you the newest cruz
