>> in the news this saturday morning more than 20 people are recovering this morning after a party on the san francisco bay takes a wrong turn. the coast guard had to rescue everyone from a sinking boat k and the officers association is promising is night. we have the findings of a new internal report that finds fault with dozens of oakland police officers during last year's occupy protests. >> good morning, i'm in for terry mcsweeney this morning. we will start with a first look at the weather. here's meteorologist indicate arrange. >> good morning, katie. plenty of low level moisture and that means a lot of cloud cover. there's a funnel band moving through the bay area and that should disrupt the low cloudiness and get us back into

sunshine and a warmer afternoon. numbers are cool in the north bay, mid-40s to the mid-50s and by the afternoon we are talking about low 60s for the half moon bay pumpkin festival up into the mid-70s into the inland valleys. we will get a few clouds during the evening hours. if you like today this is the beginning of a big pattern change for the bay area. i will have all the details of a much warmer forecast come up. >> thank you. this morning the coast guard is investigating how a chartered body ran into rocks near alcatraz last night with 22 passengers and crew on board holding a bachelor party. everyone was rescued from the boat taking them yack to pier39. a navigational error put the neptune on the inside of a buie when it should have stayed on the outside. it hit rocks known as little alcatraz and began taking on water last night. two one foot by one foot holes

were punched into the boat and crews had to tow it back to san francisco. we will have a live report from pier39 coming up in half-hour. the oakland police officers union promises to vigorously challenge disciplinary action to be taken against more than three dozen officers in the weak of last year's violent occupy protests. abc news reporter john alston has the just released internal investigation that finds fault with 44 officers who clashed with demonstrators. >> almost a year after this violent confrontation between officers and occupy oakland protesters, police are assigning blame. chief howard jordan confirmed it was one of his officers who fired a beanbag at protester scott olson, seriously injuring the iraq war veteran. >> personally i don't think losing a job is nearly enough. i think that you committed a crime and should be put in jail. >> no one is saying what will happen to that unidentified

officer, but a just released independent investigation claims 44 oakland officers broke department rules over several protests over the past year. violations are mostly minor like officers failing to turn on their jody recorders, all the way up to false arrest and excessive use of force. >> i think it might be the first step in the right direction for opd towards accountability. >> without naming names, the chief is recommendation termination for two officers, window motion, 15 suspensions, counseling and training for three officers and written reprimands for 23 others. >> this is very tough for howard jordan to do. it is very tough to discipline officers who you are asking to go out in violent situations oftentimes but he's a good could be cop and i think he's trying to be fair. >> the head of the police union is furious. blaming city hall for botch the occupy protests and making officers the scapegoats.

>> these officers never asked to be put on the front lines of occupy oakland multiple times. city leaders failed through their indecisiveness when it came to dealing with occupy. >> oakland is coming up on the one year deadline to investigate the complaints and the officers could be facing some hearings and arbitrations and the union is promising to defend them vigorously. in oakland, john alston, abc7 news. >> right now in hollister police are in a standoff with a person connected to a missing mother. 25-year-old heather carroll hasn't been seen since wednesday morning when she dropped her son off at school. her car was found burning. police went to her house to interview a man about carroll and it end up with a s.w.a.t. team being sent out from the santa clara office. we will bring you knew information as it becomes available. a couple whose crime spree started with a jailbreak is

expected to be charged with a hercules murder next week. a neighbor found susie dead in her home eight days ago. police near seattle spotted her car wednesday. they arrested two after a chase. the pair is accused of a crime spree that includes a jailbreak, the shooting of a los angeles county deputy, two carjackings, the chase near seattle and then the murder in hercules. san jose safety personnel claim longer response times due to the lack of police officers and putting people's lives in danger. it's a story you will only see on abc7 news. earlier this month police sponged to an officer-involved shooting at a caltrain station. hours later they were called to an altercation as a check cashing business where someone was injured but no police were available to go. pair medition had to wait for the police to secure the scene and the victim died. >> it's extremely frustrating. we are trained. from the day we start you want

to help people and to sit there with idyll hands is excruciating at times. >> fire regulations dictate crews may not enter a potentially dangerous scene until police declare it secure. there a a warning. cooks are knocking on doors wearing orange public safety vests or security workers and it's a ploy to rub you. it happened once in oakland and in san francisco. never open your door to someone you don't recognize and always ask for identification. coming up next, sometimes you see some strange things on roads in los angeles. here's one of of the strangest. the late effort on the moving space shuttle that's going inch by inch through the city streets on its way to its final destination. it took more than 50 years but a 93-year-old south bay

[ female announcer ] pillsbury chocolate chip cookies. let the making begin >>. >> welcome back. space shuttle endeavour and very slowly rolling toward it's final destination. it was delayed several hours as they prepared to cross over interstate 405. shuttle had to be transferred to a special lighter towing dolly to use the overpass. crews also had to take down power lines, leaving about 400 homes and businesses without power. but it finally got rolling again around midnight. it's expected to take until at least 8:00 this morning to reach the museum. such a sight to see. last night as it passed a toyota dealership, a toyota truck was filmed towing the vehicle for a

tv commercial. eric and justin, both 24-year-old law students, were arrested in las vegas for be heading an exotic bird. police say surveillance video shows the two. they chased a 14-year-old bird into trees at the flamingo hotel's wildlife habitat and they came out with the body and the severed head. the bird was a helmeted begin any fowl like you see her. they are charged with killing wildlife. this morning a woman along with three generations of her family will be celebrating her graduation from college. at age 93 the woman has finally earned her bachelor degree from san jose state. as abc7 news reporter sergio tells us, it's a degree that has been 72 years in the making. the balloons are up, the clay student is in his spot, and 93-year-old olive chandler is a bit giddy. she will soon be celebrating her

graduation. >> i sort of want to wrap my brain around this. [laughter] >> it's something her youngest daughter, donna, has been trying to help her mother finally accomplish after all these years. >> i just had always felt that was it something that she wanted, something that she had earned. the botchler's degree issued by san jose state was granted after her daughter contacted the university. she was hoping they might send a nice letter to her mother recognizing how close they came to graduating in 1959. instead the school sent her a degree. >> you just got this three weeks ago then? >> about that. >> all right. who is this? >> that's me when i graduated from compton junior college in 1941 -- 1940. >> back in 1940 the plan was to ten her schooling and earn a teaching degree, but events kept delaying that plan. >> pearl harbor started? >> yeah, and i got married and left school.

after a year and a half at santa barbara state. >> she eventually returned to school and continued taking classes even as she raised her five children but she never collected a bachelor's degree until now. it's a big deal for someone who always encouraged her children, especially her daughters, to get an education. >> you educate a man, you educate an individual, you educate a woman, you educate a family, and that's what i feel like. >> in santa clara, sergio quintana, abc7 news. >> the degree is dated august, 1959, and it's in home economics. a discipline that doesn't exist at san jose anymore but faculty in the food sciences department did some digging and figured out she had earned enough credits so they granted the degree. barry manilow is hitting the winning note for san jose public schools e has donated a yamaha piano to launch a musical instrument drive for the school.

has filed for bankruptcy, claiming it's weighed down by a $23 million lawsuit filed by learning annex, which was one of his early backers. an unusual heist in philadelphia. someone stole what authorities are calling a large amount of newly-designed 100-dollar bills right at the airplane from the international airport. the bills aren't in circulation yet so they will be pretty easy to spot. they feature a bright blue security ribbon and a disappearing security bell. there is an early start with holiday deals. best buy offered a policy if you see something online with a lower price, it will match it. and amazon is testing same day delivery. and get this one, ebay is going a step beyond all of that, testing a new app promises

delivery within the hour wherever you are, even if it happens to be a park bench. or what about the anchor desk in a tv studio? >> like a pizza? do they do food? delivering good weather today. >> yes. it's been rather gray the last couple days and now high pressure is taking over. that will mean seasonal condition and then above normal and then beyond that we are talking offshore winds. it's really changing right now. here's a look outside from our high definition emeryville camera. 7:17 the sun comes up, setting at 6:31. so it should get sunny around here i would say around 9:00, 10:00, and then it should really again to warm up. live doppler 7 hd right any not picking up any precipitation. we've had a little bit of sprinkle activity here and there over the last couple days. there is a weak frontal ban that is pushing through the bay right now but it's also allowing for some of the cloudiness to mix on out.

as it does, temperatures have dropped 43 in fairfield this morning. good morning santa rosa, 45 there with 52 in mountain view and 50 on the coast, half moon bay. definitely a colder start out there. you are feeling it anywhere from no change in the city to ten to twelve degrees colder this morning compared to yesterday. from santa rosa to the delta, and six degrees of cooling in the last 24 hours from mountain view and san jose. so our forecast then partly cloudy skies this morning. then partly sunny and mild today. we are looking at the temperatures to come up a little bit each and every day for much warmer weather. in fact, i think wednesday, thursday we could be looking at 90-degree warmth in our inland east bay. here's a look at our satellite radar composite. this system that just sat offshore for over a week finally heading out of town. and you can see this is the low level moisture that's been with us. but also is associated with the frontal band right now.

what that is doing is allowing some of the cloud cover to be mixed on out. that's what we need, a mechanism to provide some of that clearing. look what happens about 8:00. we are looking at much. marin and alameda county clearing. then we have sunshine from the coast to our inland east bay, and that allows for a little bit of a warming trend. although it will keep us around seasonable normal today. temperatures at about 9:00, half moon bay, cloudy skies. what you would expect there. mid-50s, upper 50s by noontime. so nice looking afternoon for the pumpkin festival with plenty of sunshine there. low 60s for a high temperature around 3:00. mid-60s around the city today with upper 60s across the bay in oakland. so we will call it partly to mostly sunny out there today. 74 in napa, 72 palo alto, 73 in san jose. really a nice autumn day with 76 morgan hill, and 71 in saw lanai's, and the accuweather seven-day forecast, notice we

afternoon 17th-ranked stanford travels to south bend indiana. and cal state plays at washington state. last night the giants found out they will host the st. louis cardinals in game one of the national league series. here's the highlights of the cardinals big win over the washington nationals in this morning's sports. >> good morning. after beating the reds the giants spent last night watching tv in ohio wait to go see exactly who they would play in the national league championship series. amazingly the giants are coming home to host the cardinals on sunday in the series opener. in the nation's capital, reds and nats in game five. this game appeared to be early over. nats led in the forth. bryce harper crushes it off of adam rain wright. 4-0, nationals. and then 6-0 nats. wainwright gave up three homers in two innings but the the defeg world series champs do not die. stop of 8, 6-4.

♪ ho ho ho ♪ green giant >> live from the kgo tv broadcast center, this is abc7 news. this morning the coast guard begins investigating the near sinking of a charter bachelor party boat last night in san francisco bay. abc7 news reporter cornell is live with reaction from the passengers and crew. good morning, cornell. everybody is okay, right? >> yeah, everybody is safe again after that bachelor party on the bay took a very scary turn after their party boat started taking on water near alcatraz. after it nearly hit a rock or actually hit a rock. hours ago this was the scene at pier39. eighteen men in life vested that just been regulation skewed from the neptune, a 40-foot party

boat. but the san francisco fire department said it hit a rock near alcatraz about 8:30 last night, putting several holes in the hull of a boat about a foot long and giving bachelor matthew rice the shock of his life. >> we were just hanging out. we were only on the boat about 20 minutes or so and all ever a sudden like we were coming around alcatraz checking it out and it was like, boom, a big jolt. the next thing we knew the coast guard boat came in and got us off. >> they were put on your life vests, go up to the bow and the captain was starting to head to pier39 but it was clear it was going down and they were saying it was taking on water. >> with open were off course navigation error. we were dentally on the inside of the beuy instead of the outside and we hit what we call little alcatraz. >> the coast guard said little alcatraz, the rocks underneath the water are near the bouy.

the captain had no comment and the coast guard is investigating. the neptune was towed into shore. we are attempt to go locate the neptune. the coast guard said it is not revealing where it was towed this morning. let's talk about the bachelor party, though. matthew rice's relatives came as far as ireland for the wedding. they will be returning to ireland with a story they will likely never forget. live at pier39 this morning. abc7 news. >> thank you, cornell. president obama is highlighting his highlights on the economy by showcasing how the auto makers are doing. he said critics told him to just let detroit auto makers to go bankrupt and not intervene. he is telling people a few weeks before the election day that he made the right call saving america's jobs. >> we refuse to let them go

bankrupt. i bet on their ingenuity and three years later the bet is paying off in a big way. today auto sales are the highest they have been in four years. gm is back. ford and chrysler are growing again. together our auto industry has created more than a quarter million new jobs right here in america. the response said the obama administration has pushed regulations that make it difficult for businesses, saying the economy doesn't need more meddling, it needs more certainty. the next presidential debate is tuesday from president obama and mitt romney meet at hofstra university in new york. this one will have a town hall format. abr7 will carry it live tuesday at 6:00 p.m.. speaking of american jobs, today san jose city leaders hold the fifth annual youth job fair from 9:00 this morning until noon in the nordstrom rap courtyard. city council members have partnered with a mall to use the

opportunity to find work. local employers will conduct on site job interviews and provide career information to candidates who are 16 to 21 years old. the california public utilities commission is blaming pg&e mismanagement for its rejection of a plan to have ratepayers foot most of the bill for fixing its pipelines. pg&e said it's customers should pay 90% of the cost. the plan cuts it to 36%. pg&e shareholders would also pay for any cost overruns. but a rate payer advocacy group claims the fine print on the deal would still have customers paying more than half the cost of the overhaul which stems from the deadly pipeline explosion from destroyed dozens of homes in san bruno two years ago. pg&e said it was disappointed in the decision and added its plan was designed to be as economy alfredo aceves possible >> the transformation of the old doyle drive into the new

prestudio parkway is entering hits final and second stage and this time without a full closer. the work is centered near the palace of fine arts. abc7 news transportation reporter heather ishimaru notes it will be years before it is finished. right now traffic flows in both directions on the new elevated section of doyle drive. phase two of the replacement project will build another elevated roadway alongside the new one where the old structure sets now. when completed, the side by side bridges, as shown in this caltran animation, will carry three lanes of traffic in each direction with shoulders. >> this is as good as a grand slam yesterday, i think. you know how long this has been in the cooker, so to speak. >> much of the old doyle drive was demolished in a speedy 57 hours in april. the remaining structure will be torn down beginning sometime before the end of the year and will take three to four months. phase 2 will also include construction of multiple tunnels

that will change the view of the bay and access to it from the presidio main post. this phase is a $1.4 billion project and it's being built only thanks to new state legislation allowing a public-private partnership. this segment of the project is the first of its kind. house minority leader nancy pelosi said the new parkway is the are about step following transare formation of the military base from urban to park. >> and you decide we get a new rug and then you have to paint and once we did this we thought doyle drive, we've been trying forever, long before the presidio to do something about doyle drive. it was not a save place. >> the 76-year-old roadway was an example of the state's aging and neglected transportation structure. much of money came from one time sources of stimulus money and the massive approved

approach of the b. these days transportation funding is hard to come by. >> we have to be very specific on the priorities that we attack, and we have to look and be creative on how we fund pro ex. public-private partnership will be a part of that solution. >> construction should wrap-up in 2015. heather ishimaru, abc7 news. speaking about getting around the bay area, there is a closer you should be aware of right now. harrison exit from the bay bridge is closed this morning until at least 8:00 a.m. due to caltran's work. and then coming up, eastbound highway 4 will be closed monday morning from midnight to 5:00 a.m. in antioch for a agreeing wide inning project. a detour will be provided, but drivers should expect delays, although in a noncommute direction. starting next friday, the san mateo bridge will be closed two weekends in a row. at 10:00 p.m. next friday the bridge will close in both directions for seismic repairs. caltran's crews will be

cashing office where a man was down. a police dispatch log obtained by abc7 news indicates no patrol units were available to respond. the log indicates the police were called at 8:26:00 p.m. a fire truck with paramedics arrived 8 minutes later and an officer was dispatched 13 minutes later, arriving 17 minutes later. while it took the police department 17 minutes to respond to the scene with a man here on the ground, the fire department got on the scene but had to wait 10 minutes before they could administrator cpr. they had to wait for the police officers to declare the scene secure. police officers and firefighters working that day talk to us on camera on the condition we conceal their identities. they stress that delays can take a follow on saving lives. >> and those survive acts increase with every single second and when you get to the minutes it becomes unrecoverable. >> it's a problem we've been seeing on the streets for quite some time now.

and usually it doesn't have such a glaring result. >> city officials acknowledge that 17 to 18 minutes is the typical response time for a priority 2 call such as this. however, the goal is the 11 minutes. but that doesn't take into account how firefighters must stage a block or two away until a police office every gives the all clear. >> it's extremely frustrating. we are trained from the day we start training to save lives, to help people. and to sit there with idyll hands is excruciating at times. >> while the firefighters waited, the victim died. and this underscores the fact that paramedics may be prevented from doing their job because of regulations. and the fire department rules bar them from entering into a potentially dangerous situation until a police officer declares the scene safe. in san jose, david louie, abc7 news. the federal government is accelerating the removal of decaying naval ships from the bay area. vessels so old they are an

it's 47 in concord. so definitely some cool numbers around the bay, much cooler we had the past couple days, even though we were laden with low clouds. 54 in redwood city. 52 in mountain view and 48. so chilly down in san jose. that is six degrees cooler than yesterday. so notice everywhere except the city we are much chillier this morning, anywhere from ten to twelve degrees colder this morning. in santa rosa, fairfield and another six degrees of cooling in los gatos and redwood city. overall partly cloudy this morning with more sunshine this afternoon. and the mild temperatures do return. and that will allow for not only a seasonal day today, but tomorrow we are warming up another five to seven degrees and then much, much warmer weather as we head toward next week. so, yeah, definitely has felt like autumn. the leafs are changing out there and it's been damp. but it's all associated with this area of low pressure that's been with us for at least a week now. this is finally pushing on out

and on its heels we have a weak cold front. it's not a rainmaker, but it is producing more low clouds and that low-level moisture, but it is also going to work to mix it out. look what happens about 8:00. we are looking at the clearing already in parts of the north way and the east bay. still holding on to the cloud cover through about 9:00, 10:00 the rest of the day but then we will break out into mostly sunny conditions and, yes, the warming begins for the beginning of your weekend. it will be modest and we will see temperatures just in the mid-70s from sacramento to the low 60s in the sierra nevada. and back home, yeah, pretty nice out there with sunshine. the pumpkin festival, low 60s. mid-70s concord. some of the warmer numbers out toward livermore. 76 there with hollister coming in at 76. 65 in monterey. and here's the accuweather seven-day forecast 60s and 7 toas today. 70s and 80s tomorrow.

process all over again. she ordered the part, another technician came out, this guy shook his head. >> he said, well, you know, it's not the timer. it's the door switch. >> josephine said the technician didn't have a switch for her drier but he did have one for a dishwasher. so he installed that one instead. >> well, it worked for two days. and then it quit. >> so another repairman came out. he had the most low-tech solution of all. >> he said do you have any electrical tape? he said the screw has come lose. >> the tape didn't help so the technician said he would be back in a couple of weeks. >> weeks? that was too long. >> oh, boy, at that point my patience was turning into anger. >> it had been eight weeks since her drier broke and during all that time josephine was putting her wet clothes in these plastic bags, driving them to her nieces house and drying them there.

she found out wet clothes are very heavy, especially after back surgery. >> i just have two towels and then do little things at a time. >> finally josephine called her own repair shop and paid her own repair. two days later the drier was working but she was out $150. >> that's when i went to 7 on your side. >> we contacted whirlpool and it stepped up right away. the company agreed to pay for that repair and refunded the cost of her warranty. within days josephine received this check for $256. whirlpool said it's always disheartening when a consumer issue is not able to be resolved quickly. and any appliance there can be several components involved with a given function and sometimes it takes more than one attempt to solve an issue. >> i'm so surprised and happy. and thankful that kgo could help me. >> josephine said now that the drier is working, doing laundry never seemed so easy. i would like to change whirlpool
