building. it happened at the alleg grow student apartments in beverly park. here's the details. reporter: this white fence was broken when 19-year-old tyler glen fell three stories. his fall was captured on surveillance video we were able to watch. apartment managers did not let us use the video on air but helped the police determine what happened. >> at one point in the video, a dark subject that evidently fell, broke the railing here, and landed basically where we're standing right now. >> police believe the sonoma state college student was hanging from who pieces of wooden rail that came loose from the third floor. police say alcohol was involved. >> the subject indicated he had been drinking, but i can't indicate how much he had been drinking. we are not going to do a toxicology report. >> residents we talked to said glen's fall caused a commotion.

>> cal osha records show workers at the chevron refinery in richmond says the company was ignoring corrosion problems a year before a major fire erupt erupted. inspectors learned about the corrosion from two workers. last month chevron revealed a section of the pipe had a thing pipe issue. >> san francisco's first target store celebrating its official grand opening today. the first few hundred customers walked away with door prizes, including gift bags. the new city target is different from other targets in that it won't sell bulky items and is tailored to urban customers.
