governor is about to announce one of the most significant changes in decades and how california funds education. abc$ 7 news reports that it will change the way that many special programs are paid for and the plan is already as you can imagine, drawing critics. >> in a bid to give districts more local control and boost funding for schools with low income andk-?t nonenglish speakg students, governor brown plans to change maybe even eliminate what is called is category funding restricted money the state gives to¡ schools that must be spent on certain programs like adult education and smaller class sizes. 56 categories costing nearly $12 billion a year. >> analogy is that if you buy a pencil, with money out of one program, you better not be catching a kid using it inside another program. >> under the new formula,
