again, an amber alert is issued and we will bring you more as the information becomes available. >> we have developing news from the south bay where the car dealer accused of swindling dogs from their expensive automobiles and weighing up in jail this morning. amy hollyfield is live at the sunnyvale dealership where this took place. amy? >> police believe they got him, a good relief to the car owners would left their cars here a this lot and never saw them again. here is a picture of the man who is accused of doing this. he is charged with six counts of grand theft. he goes by the name of andy paul. he ran sunnyvale motorcars and promised people he would sell their high end car for them if they signed over the title. >> the money was kept by the car lot owner and not given to the

victims. >> at least we got a part of it. he is behind bars. >> he faces up to six years in prison and the bail is set at $500,000. he was not only accused by customers but some business owners here that surround his lot say they were stolen from, and they would fix up the cars so he could sell them and they say he didn't pay them but this lot here in sunnyvale now is a ford dealership, a pre-owned ford dealership so the area here is moving on. >> drivers using the central freeway in san francisco may not know which lane they are in because there aren't in. caltran tore up a myself the top lay we of the central freeway in mid-january. they wiped out the lane markers which have not been replaced. the "san francisco chronicle" reports cold weather has held

counterfeiters are making and selling illegal gear. enforcement have been conducting operation red zone, agents have seized 160,000 sports items worth $14 million, everything from hats to jerseys to shoes. >> my personal favorite is this counterfeit super bowl ring that is heavy and a better counterfeit than most. it just goes do show you the elements that people will go. >> they have shut down 300 illegal overseas websites and copycats getting more and more sophisticated, counterfeit tickets are a problem and the security measures include heat sensitive ink and art work. >> counterfeiters do not pay taxes or health care or provide pensions, they are criminal organizations. they are criminal parasites making money off of the hard work and innovation of others. >> during the operation, authorities have arrested 23

people in connection with sports merchandise counterfeiting. in new orleans for abc7. >> the coast guard and the national park service will be joined to educate dog owners of beach safety as part of the awareness campaign. there have been five drowning deaths at bay area beaches since november. in each case, the victim had their dog with them and some of them jumped in the water to save the pet at a wave swept them in the ocean. officials want to educate dog owners on hazards including what to do if their pets get swept to sea and how to swim out of a rip current. >> in sonoma, health officials are investigating the first confirmed rabid cat case in the county in 16 years. the domestic cat bit someone in glenn ellen and that person received a rabies shot. officials say the incident highlights the dangers of not

vaccinating pets. v.i.p. pet care will be offering $5 dog and cat vaccination for three weeks. >> this morning, you notice a difference in the air? >> it is chilly more so than yesterday but in frost on my car. mike? >> my car did not have any either, temperatures in the mid-30's but thicker fog. we have pretty complementary weather in new orleans with a lot of sunshine and mostly sunny headed through the weekend and near normal temperatures which is about upper 40's for highs and mid-60's for lows. for us at home, we have more fog but, still, bright at 7:00, and 37 is our cooler temperature inland and low-to-mid 40's around the coast and the bay. as we head to noon we will have temperatures in the mid 50's to 60 degrees and a great time to be outside. it will be sunny through the afternoon with low-to-mid 60's

oakland. there is an amber alert for a chevrolet pickup truck, gray, 7n79574 license plate. missing child is 18-month-old girl. she is believed to have been taken by her father. police are looking for a gray pickup truck. >> a new report questions whether millions of your tax dollars are wasted on bomb sniffing dogs that cannot find bombs. according to a government accountability office report the cost of keeping the dogs on the government payroll has almost doubled in the past two years, from $52 million to $100 million. the report finds some of the dogs are not getting the required monthly training and that the t.s.a. national k anyone program is in need of fixing. a full report is coming up on "good morning america" at 7:00. >> nasa aimed research center is

holding a ceremony today to remember the astronauts killed in the columbia shut disas test the ten years ago today it returned home from a 16 day science mission and disintegrated minutes from landing killing six members and israel's first astronaut. the cause was damage to the wing that occurred during lift off that allowed the plasma to enter the vehicle. >> prosecutors have to decide if they will seek a third trial for a crime laboratory technical negligence accused of selling cocaine. the jury said they could not reach a verdict. the first trial was a hung jury. the 62-year-old woman admitted she took trace amounts of the drug while working late at night. the jury actually could not agree if she use the deception or fraud so they could not reach a verdict forcing the san francisco police department to close the crime laboratory and institute new security

procedures. >> an attorney who won a court ruling validating a tax has sued eight other school districts alleging their taxes are illegal including school districts in west contra costa and several in southern california where voters approve parcel taxes in november. in san leandro owners with five or more units are taxed $19 a year while vacation and unimproved parcels are taxed at $39 a year. businesses will have to pay two cents per square foot of lot size and san leandro officials will collect the tax in december. >> the justice department says that budweiser and corono do not mix and are challenging a merger between the two companies. the justice department says that the prices go up and competition will go down should that merger go through. bud is the best selling beer and

one-year-old girl was taken from her mother. >> we are live in oakland with the latest on this amber alert. >> eric, one-year-old girl was take friend her mother by her father at 12:30 this morning on the east side of oak. the father is considered armed and dangerous. let me get to you his description. this is who authorities are looking for, 56 years old, a black man with black hair and brown eyes. he is 6' 4" and 270 pounds. he was wearing a plaid green coat with jeans. the girl was wearing a pink shirt with blue wears and holding an on and yellow blanket. the authorities believe he is driving a 1973 gray chevrolet flatbed truck, license plate

counts of grand theft. police arrested the 50-year-old would ran sunnyvale motorcars an auto consignment company. many victims gave him the title to sell the car. in december the cars disappeared from the lot along with the suspect. we will have a live report with more in 30 minutes. >> starting today the city of oakland becomes the first city in the country to launch an i.d. card for people who don't have an official form of identification. the oakland city i.d. prepaid mastercard program was introduced by the mayor and former council member which will provide i.d. to residents without legal immigration status and it do yous as a debit card. it will be available to oakland residents for $15 fee at the city center office as well as an office in fruitvale. >> independent monitor overseeing oakland police reform say the department is back sliding.

a report says that the officers are failing to report misconduct of other officers. he says that he has seen an increase in the unjustified use of firearms. the report details one incident in which officers pointed a gun at a sleeping toddler. the president of the oakland police officers union says that was taken out of context. >> they are serving a search warrant for narc its in a home in oakland and enter the home and were met with a family that included a small child. >> it is disturbing we are not going forward but we are, in fact, going backward. >> oak has implemented 11 of 22 reforms ordered by a federal judge. the city is hiring a compliance director to help implement the rest. >> the state committee has approved a plan to one day allow people to defend themselves in traffic court without actually going to court. the judicial council advisory committee recommends a pilot program for people to appear by two way video from a remote

emergency landing and no one on board was hurt. the pilot was taken to the hospital to be checked out. the plane took off again and landed in seattle overnight. >> the los angeles archbishop has relieved a retired cardinal of duties in response to the abuse sex scandal. in a move unprecedented, retired cardinal mahoney was relieved of duties last night by the man who replaced him, archbishop gomez after posting tens of thousands of pages of secret files on 122 priests accused of molesting children containing conversations between mahoney and other officials on protecting the priests from law enforcement. the cardinal led the archdiocese from 1985 until 2011. authorities are hot on the trail of a baltimore ravens began who scammed a 49er fan out of $5,900 for super bowl tickets.
