sunny. high pressure once again is in command of our weather. it still sits offshore and because of that we have some northerly winds that are keeping us quite cool but a northeastly wind picks up this afternoon. that will bring temperatures out of the 30s and 40s this morning, and by this afternoon mid-50s to the lower 60s. winds coming up just a couple degrees today. winds will get quite gusty tonight in the higher elevations so that playoff set some of the freezing temperatures in our valleys. we will talk about how long this extended dry outlook is going to be with us and a look at valentine's day. that's coming up a little bit later. carolyn. >> thank you, lisa. a surprise development this morning in the case of former lapd officer christopher dorner. on the run after allegedly killing three people. clayton sandal has the latest. >> we are coming together today to catch mr. dorner. >> overnight the lapd announced

that the 2007 case that got christopher dorner fired from the department for allegedly lying is now being reopened by the police chief. >> it feels dorner's anger over that firing that apparently prompted his alleged rampage this being week. but the la police chief insists that has nothing to do to investigate the case. >> i'm not doing this to appease him. i'm doing this so that the community has faith in what the police department does. and i'm going to make a rigorous inspection to either validate or row future his claim. >> abc news has also learned that thursday a man claiming to be dorner calderon daily kwan, the former police captain who represented corner in his legal battle against the department. he's the father of monica kwan, anssi sis distant basketball coach that police say was shot to death last sunday. dorner called the grieving father to opportunity him. according to a federal warrant

emergency. it's a disaster drill. kira klapper joins us live to explain how this training can protect you. good morning, kira. >> good morning, carolyn. this drill called operation rolling chaos started just about an hour ago. as you said, fire, police, military personnel are here. it's to simulate how they react immediately to a disaster such as you said a damn break. we are here at often tech college. they are about 500 people here right now. they are fine-tuning their skills on how to respond to a mass casualty, a potential disaster and how to identify survivors, people who can walk and talk and separate them from people who need to be immediately hospitalized. organizers cited a 2009 study by the water district that shows a break in the anderson dam near morgan hill could unleash 30-foot high waves, walls of

water, sag it could happen and we all need to be prepared. >> there are some things on the books that has to be done. earthquake will take a dam away or take a levy away easily. don't forget sacramento is actually built 12 feet below the level of the river. if the levy breaks, sacramento will be flooded in twelve feet of water. >> they say during hurricane katrina that was a disconnect between the first responders and the military and that sometimes hindered rescue efforts. the goal of this simulation this morning is to get different emergency responders on the same page before disaster strikes. organizers tell me people have been telling them there's no way to be 100% prepared for a disaster, but they tell me that won't stop them from trying. reporting live in fremont, kira klapper, abc news. >> an extensive drill. thank you, kira. new this morning san francisco police are investigating a fatal shooting. officers arrived to find a man with a gunshot wound at hayes

last year which did accuse them of covering up the scandal. jerry sandusky cass sentenced to 30 do 60 years in prison on convictions of 45 criminal counts. katie couric will have an interview with sue paterno tomorrow at 3:00 p.m. >> barry bonds will turn to court on more than. they will here bids on him to overturnos felony conviction. he will try to convince the three judge panel that he was convicted for simply giving a rambling answer that had nothing to do with the sear provided probe he was facing. prosecutors will argue bonds intentionally give misleading or evasive or vague answers to the grand jury when he testified back in 2003 about his use of performance-enhancing drugs.

concerned i guess about the lack of precision. it's nice to have the dry days but not really. >> we have an outlook that goes out 100 days and it's showing very little precip in the days and even weeks ahead. as we start out this morning it's been very cold and it's beginning to warm up. boy, here and in some of our valleys north and east bay down below freezing early on. right now in the mid-30s in santa rosa. this, of course, is a view from mt. tam. nice and sunny out there. the high elevations today above 1,000 feet will be experiencing some perhaps gusty offshore winds from time to time but that will mix the atmosphere and allow for a little warming today, just a the bit. a couple degrees today and a couple degrees tomorrow. clear conditions across the bay area and with that the calm winds right now allow for still very cool numbers. redwood city 35. 36 in santa rosa but with a little sunshine. in the mid-40s in palo alto.

37 santa cruz. near 50 in monterey. so it will be a cool afternoon but with plenty of sunshine. we will look for a pretty nice-looking day today. temperatures just a few degrees below average. breezy this afternoon late in the day. the high elevations in the north and east bay w that mix questioning will get into lower 60s in the warmest locations around the bay. tonight it will be cool but some mixes may allow for the numbers to stay up above freezing just for the night because we are back for the freezing temperatures monday night. the look ahead, warming conclusions through the middle of the week, and that includes next weekend with dry weather, president's day, the holiday for most phoenix, featuring no new snow, no new rain in the forecast. getting concern with rain call. a percentage of normal flipping to about 92% in san francisco. we are looking at high pressure still anchored offshore. and in the days ahead it continues to build closer to the

coast. but for now we are looking at that cold start, the northerly flow and through the days ahead we will look for this offshore flow to allow for temperatures to come up in some of the mid-and upper 60s around the bay. and further south we could see about 70 degrees with numbers well above average wednesday, into valentine's day, even friday the ridge is holding strong. so still ahead some stubborn rain in southern california, higher elevation snow. recovering from that with numbers still cool, 58 in san diego. 58 fresno and numbers on the other side of 60 in sacramento. we are down to 11 earlier this morning in lake tahoe. 35 for an afternoon high. plenty of sunshine. and back home we are lacking at numbers about two to three degrees above yesterday's reading. so with those northeast winds a little cool in the higher elevations to start and then we will have that warming in the afternoon. 59 in antioch with 61 down around san jose. look for 60 today in gilroy.
