of the sequestration issue. we are going to see an uptick in the number of layoffs we see on march 15th. the effects of the cuts won't be felt until april. this morning, president obama is calling on congress to take action to reverse the cuts. in his weekly address. president says since not everyone will feel the impact of the federal spending cuts right away, there is still time for congress to come up with a plan. the president says both sides just need to compromise. >> here is the thing. none of this is necessary. it's happening because republicans in congress chose this out come over closing a single wasteful tax loophole to help reduce the deficit. the special tax breaks for well off is more important than protecting our military and middle-class families from these cuts. >> our plan .... >> for the republicans, kathy mcmorris rogers says the house

to 2:00 in the afternoon in santa clara fairgrounds in san jose. it was much different first friday in oakland. the evening art festival has been scaled back after a teenager was shot and killed following last month's event. now only five blocks of telegraph avenue are dedicated to the festivities from west grand avenue to 7th street. suzy decided to leave oakland's first friday event early because she says it's no longer the art scene it used to be. >> in the last few months, it's more of a party scene. it got to the point it was so crowded you couldn't walk anymore. >> crowds funneled in and this stretch of telegraph avenue took on a circus like atmosphere but oakland police were determined to maintain control. >> i received several emails to

good morning. welcome, thanks for joining us on this saturday morning. you are looking live from mount tamalpais and gorgeous morning that is developing neither the bay area. it's mild out there and a little bit cloudy which should help us all transition from the sunshine we saw in the last couple days what might be some rain in the forecast. lisa argen will have all the details for you coming up in just a little bit. rescuers say a giant sinkhole is too unstable for them to recover a man's bedroom that collapsed in tampa, florida. five other people escaped unharmed after the hole opened up. victim is presumed dead. his brother was there and tried to save him. >> we heard a loud crash. i ran in there, i heard someone screaming. my brother screaming. all you could see was a big hole and all the you could see is the

is appointed. a public official in the south bay has resigned and now faces charges he misused taxpayer money. sper george shiwakara is eulogizing in what he did to feed his addiction. >> mr. shiwakawa violated the law and faith that the residents of santa clara county had placed in him. >> they announced criminal charges against the county supervisor. >> four felony counts of perjury. one felony count of misappropriating money and seven miss demeaners and failing to file accurate campaign zbrorts they say he used taxpayer money as his own and some went to support his gambling go addiction. he says he suffers from

depression and apologizes for his actions. >> it's extraordinary action and the extraordinary measures is that she is resigning. >> the residents we spoke to say it was right move. >> i think it's a good thing. there is a lot of controversy around him, all the misappropriation of funds and campaign funds. it was like the icing on cake. >> the community looks like a black eye. it's best that he stepped down. >> in addition to his resignation he has agreed to plead guilty to the charges. he faces jail time. he must pay $50,000 in stated penalties. he was booked and released on his own recognizance. with the new vacancy on the board the supervisors have 45 days to either appoint someone or set a date for especially election. they plan to meet tuesday morning to discuss options and hear from the public.

in the north bay, still a beautiful day out there. live doppler 7-hd. we've been talking about how dry it's been. san francisco has had the third driest january on record with 1.34 inches of rain the live doppler 7-hd not showing the rain, but we will be picking up a couple areas of light precip through the overnight hours. by the early part of the week, tuesday and wednesday we're looking maybe a half inch of rain around the bay. live look frrnd the bay and numbers really continuing to stay defeated mild, upper 50s san francisco. despite the cloud cover and onshore push we are starting out warm. numbers will be very mild and 48 in half moon bay with 52 in santa cruz. and if i am terrified sunshine with low 50s in fairfield. fog not a problem like it was

>> katie: welcome back. it's 8:30 and starting with a quick look at the weather. here is lisa argen. good morning. we've been featuring mount tam because it's so pretty with the layering of clouds and filtered sunshine. temperatures this morning are in the 40s and 50s. pretty mild around the bay. in fact this afternoon, despite the high clouds. we still will see temperatures above average. 40s and 50s from the north and east bay, mid-50s to upper 50s downtown. for the afternoon we're talking about low 60s with a return of an onshore flow. clouds are holding on tonight that will lead to a chance of showers for some folks, but we have a better chance.

everyone should see rain a little later in the week. we have breaking news right now in san francisco where police have shot and killed a man. police say the incident began in daly city where police started chasing two men in a car that was reported stolen. police say two men judged out of the car. the car kept rolling and crashed into the back of a patrol car. officers fired and one suspect was killed. the second man was taken into custody. investigation is ongoing right now. we will bring you more details if and when they become available to us in this newscast. today the family of a hayward woman who had has been missing for more than a week now is going to search for her. she was last seen leaving her home on february 19. police say they ever haven't found any indication of criminal activity. they are offering a $3,000 reward leading to her safe

return. developing news out of washington. across the board, federal budget cuts known as the sequester are here. late last night president obama signed and order launching billing yons of dollars in cuts to reduce the deficit. in california it could mean unemployment benefits will be cut and children may be eliminated from certain programs. this morning, people are bracing for the impact. before president obama signed the order to start $85 billion in automatic spending cuts, people across the country prepared for the worst. at national memorial, that means no hiring for the busy summer season and no more traveling for park staffers either. a ft. bragg, small cutbacks on energy and office supplies are already in place. >> kind of like the sun is setting. you will see it slowly goes down you will see changes gradually. >> thousands of federal workers in central texas will feet the

>> for many americans it's not all bad news. sequester will not delay tax refunds, it may mean fewer audit it's. zblrk audits. >> new this morning, today about 30 low income patients will receive free medical procedures at kaiser. the nonprofit operation access is partnering with kaiser as part of a campaign to help the uninsured. patients will undergo free procedures such as hernia repairs and cataract removals. they are donating their time and hospital is making its operating rooms available at no charge. >> a commercial space flight carrying cargo from the bay area is back on track after a less than perfect launch. the privately owned space x rocket lifted off in cape canaveral yesterday morning but when the unmanned capsule separated from it, three of the four thrusters failed to fire.

there is plenty of subtropical moisture with these high and mid-level clouds that continue to stream up from the south. as we check out live cameras around the bay, you'll notice from the roof camera, we are looking at some clouds around but some sunshine with mild temperatures. upper 50s, mid-50s oakland. low 50s san jose with 50 in half moon bay. santa cruz, 53 degrees. here is a look from very vollmer peak. you can see the higher clouds, filtered sunshine, but we are talking about those onshore winds cooling us down at the coast. that will bring us down from 2-4 degrees. wow, already 50 in santa rosa. it's ten degrees warmer this morning in parts of the north bay. 5 degrees warmer in san francisco and 53 in gilroy. with the cloud cover around today, it won't be as sunny but starting out with peeks of sunshine and numbers will warm
