will lead the embattled roman catholic church. what he will not do today is seeing his predecessor, pope benedict xvi, the vatican says that meeting occurs in a few days. pope francis began the morning as pope with prayer. this is video this morning, arrives at st. mary behalf sill ask with a flower arrangement and sets it on the altar before kneeling in prayer. later he will celebrate mass with the cardinal whose elected him. in the bay area the celebrations began last night gathering in san jose and most members of san jose's argentine club are happy saying he is intelligent and a man of principle. one man is caucus with the praise. >> i have a wait-and-see attitude because he has a reputation for being ultra conservative so that is not necessarily the remedy of what ails the catholic faith. >> pope francis is known as a

champion of the poor. he rode the bus in argentina and cooked his own miles and will be officially installed on tuesday. next tuesday, vice president biden is going to lead a united states delegation for the installation. this afternoon in san francisco there will be a mass of thanksgiving at st. mary's cathedral at 12:10. the archbishop is encouraging other parishes to do the same. >> surfers and fishermen will breakdown a fence that breaks access to a half moon bay that is blocked off to keep the public out. abc7 news reporter, cornell bernard, is there with that story. is it legal to block the path? >> that is the question. the fight is on. surfers on one side, property owners on the other. a lost surfers around here will tell you the waves at martin's

beach, not too far from here are a perfect surf spot but it is foggy this morning. accessing the beach has been tough since it was sold to a private owner who does not want surfers around. now a fight is on to re-open access to more tin -- to martin's beep. a lawsuit has been filed against the property owner who put up a gate and hired security guards. scores of surfers and fishermen will bust through the gate and take back their beach access. >> this would be no different than someone buying the houses around golden gate park and putting up a fence. >> the suit says the owners violateed california law by cutting off access to the beach with a gate. owners of the property say the beach road access is private and the protest is scheduleed for 10:00 a.m. today.

we are live on monetary beach this morning for abc7 news. >> thank you. this morning we are learning a registered sex offenders traveled with students of two high schools on a field trip. police have confirmed to abc7 news that they are investigating the incident that happened february 13 during a field trip to a college. students at the two high schools traveled on buses to the college and a sex offender was on the bus with the andrew hill students. a letter went to the parents saying the man knew a district volunteer on the trip but did not have contact with students. abc7 news reporter, amy hollyfield, will have a live report in the next half hour. >> police are expanding the investigation into a preschool teacher accused of spiking toddler's drinks with an over-the-counter sleep aid and is charged with felony endanger ment. parents met at the facility in morgan hill last night to discuss the incident.

the officials say no child actually drank from the cups. police say more than 30 parents with children at the preschool have contacted them. she is free on bail but is expected back in court in two weeks. >> regents of u.c. will talk about finding a new president when they wrap up the meeting in san francisco. a special committee to consider selection of a new president will give the report during the opposition this morning at the mission bay campus. a resignation was announced in january after serving two years at the president. he will stay on until august to give the board time to find a replacement. he plans to return to teaching law at uc berkeley. >> a group of san francisco city college students plan to march and rally to protest cuts being made by the school to balance the budget. city college officials have until tomorrow to prove to a commission that they are more financially secure. organizers of the protest say the school should pursue funding from state and local sources

rather than making severe cuts and hope san francisco mayor and other elected officials will ensure the community college is affordable and accessible. the commission that acredits the colleges will decide on the fate of the school in june. >> did you break out your short sleeved stuff yesterday afternoon? >> i did. that is common even when it is cool around here. >> we will check with mike nicco, our meteorologist. shorts and short sleeves no matter the temperatures? >> and sandals. >> hopefully you have a comfortable commute. here is the visibility with fog in the north bay and along the coast and in the central valley. the weather service thinks the bay will fill up with dense fog so they issued a dense fog advisory but the bay is clear. the bay bridge is there, and

sausalito, and the san mateo bridge off in the distance. we will keep an eye on it. we know from past experience there is ebb and flow to the fog and it will be thicker in the next couple of hours. temperatures are mild, upper 40's to low 50's by noon we will be in the 50's at the coast and low-to-mid 60's and our other neighborhoods and upper 60's to low 70's by 4:00 with thicker and high clouds than yesterday. temperatures will take slow steps down but they will be above average away from the coast through the holiday weekend. >> speaking of the san mateo bridge we will look right now as you make your way from hayward and the toll plaza and the westbound direction across the flat section a few brake lights but a nice looking drive and relatively clear. hazy but for now it is clear between hayward and east bay and the peninsula. with road work, we will head to the sunol grade, northbound 680 from south mission to north mission with road work until 6:00 this morning. the drive from the central valley is starting to slow a bit

bay, and all the bay area, this is abc7 news. >> it is 5:11. a boost for the push to rename san francisco international airport after a civil rights leader showing it will cost much less-than-expected to rename sfo after harvey milk, the first openly gay elected official. airport officials originally said supervisor's plan would cost $4 million but caltran says it can change signs from $350,000 to $720,000. the supervisors will consider the name change in april. >> a bay area main tourist spots is starting to feel the impact of federal budget cuts. the golden gate national recreation area has to have 9 percent cut from the budget because of the sequester so the bat rooms will be dirty and fewer park rangers as the park service was supposed to hire more summer help.

there will be more closed signs and historic areas like the point will not be open so many days. >> hackers stole and published credit reports of first lady and the f.b.i. director and other stars. the criminal obtained private information through a website designed to give consumers a free credit report according to a spokesman saying the hackers used personal details to impersonate them and generate the credit report which then provided them with personal information about their targets. >> a state senator from san francisco wants to make last call at bars later under a proposal. cities and counties could petition to serve alcohol until 4:00 a.m. as in other major cities like new york. he says he knows the bill could raise concerns about public safety. he believes it could also benefit the economy. >> we compete not only

golden gate bridge, a little bit. san rafael, richmond, not much there. san mateo bridge, watching that bridge and they are cleaner than this time yesterday. live doppler 7 hd shows the lack of radar returns and a lot of cloud cover this morning. we will put this in motion and you can see above us there are a lot of high clouds and thicker high clouds and the fact that the high pressure is starting to move off to the east is a reason we will not be so warm as yesterday but, still, mild for this time of the year. the golden gate bridge shows the headlights coming in from marin county and temperature right now in san francisco and oakland is 49, and walnut creek is 50 and san jose is 53 and palo alto and mill valley at 48 and 46. from the east bay hills looking back at the fog that is developing along the east bay shore it is not hitting the reporting stations. you can see a little bit out there as we look to san francisco. santa rosa is 45 and napa is 48. 44 in fairfield. leaving your house in live more

or hayward dress for 50 degrees and 48 in san martin. as far as the forecast, high clouds are thicker so it will be cooler, and limiting for tonight and a dry weekend but it looks like wet weather next week. as far as today's temperatures in the south bay, still pretty nice from 71 in sunnyvale and cupertino to 76 in morgan hill and gilroy and los gatos. we will have mid-to-upper 60's in millbrae and san mateo and redwood city south around 70 to 71. upper 50's along the coast today to 60 in daly city and we will see more sunshine around downtown and south san francisco and mid-to-upper 60's. headed through the north bay valley we start at 71 in san rafael and up at 74 in napa and low 60's at your beaches. in oakland, richmond, 70 of the everyone else in the upper 60's and low-to-mid 70's around the east bay valley. tonight's temperatures are mild

with contract negotiations between union leaders and the board stalling the plan. the supervisors have to decide where the center will be located. there are propose l as for both richmond and concord. the center will bring at least 200 jobs to the area. >> scientists say a prototype earthquake warning system worked during monday's earthquake in southern california. it was centered near the desert town of anza near palm springs and the 4.7 earthquake was felt from los angeles to san diego. the warning system gave 35 seconds notice, which is value able time, enough to shut off the utilities and people to take cover. the system does not predict earthquakes but it detects the first pulses of the energy release of an earthquake. >> came it the real modern family, stressed out parents could be working harder than ever. >> here is jane king with the bloomberg business report. >> good morning, more moms and dads be hard at work and taking

not so warm as yesterday. across the state, the storm track is well to the north around portland and seattle and we will see thick are high clouds from sacramento and monterey north so temperatures are cooler. we will be warmer in fresno at 86 and los angeles at 79 and near 97 in palm springs! and 63 in tahoe today! >> we are going to san jose with reports of a hit-and-run accident, a car hit and tanker truck in san jose and this is southbound 880 at the express way so the tanker truck is pulled off to the shoulder and the car has left the scene so there could be some slowing here and there is also in the same area with road work still in the lanes and we have both directions of 880 to the great mall in milpitas with road work out there now and checking in with your mass transit if you getting out this thursday morning, muni and bart and caltrain, everyone is checking in on time. a can way to go.

it is moving through with month fog -- with no fog and no delays. in san jose there is a hit-and-run with a tanker truck on the side of the road southbound 880 waiting for police to arrive to make a report. there could be slowing beyond the area there. the commute from the central valley is slowing and it is heavy at the altamont pass and it picks up from livermore to the dublin/pleasanton area. kristen and eric? >> 5:30. a 4.6 earthquake struck sonoma county this morning at 2:09 a.m. three miles from the border of sonoma and lake counties. it was followed by a 2.9 after shock. so far, no reports of injuries or major damage. >> parents of a high school have lots of questions for officials this morning after learning a registered sex offender was with their students for part of a field trip. abc7 news reporter, aim a; live

at andrew hill high school in san jose. >> registered sex offender was on the school bus with students. he is not allowed to be on the school campus or with minors. it happened during a field trip. the students went to a college. this letter went to parents of the high school students, telling them the registered sex offender was on the bus. he was not authorized to be there but the letter says he knew a district volunteer and was on the bus with the kids on a field trip to a college last month. according to the letter, he did not have contact with any students that day. the school district says that no inappropriate conduct has been reported. the san jose police department is now investigating. if you were -- a viewer toll us last night about this and wants to bring attention to this. we are waiting to hear back from school officials about what

damaged an old victorian in rivertown district. officials say the elderly woman who lives at the house was not home. it appears the fire started on the second story and spread to the at tick -- attic. no one was hurt. the man accuses of killing three members of the same family while driving drunk will be arraigned this afternoon. the 28-year-old had a blood alcohol level twice the legal limit when he hit and killed a mother and her two sons in daly city on saturday night. police say he was leaving the scene of another crash and he hit the family which sent another victim to the hospital. investigators say he was drinking with friends for five hours before the crash. he was also on probation for previous d.w.i. charge in santa clara county. >> a north valley bank robber tied to a string of robberies struck again. this time, in mill valley at the west american bank if strawberry

village shopping center. according to the sheriff, he gave the teller a note demanding cash but did not display a weapon and got away in a tan honda. here is surveillance video showing a man in a black sweat hurt with sunglasses and a 49ers hat. it is believed he is responsible for bank robberies in novato and sonoma county recently. >> a beach battle: surfers and fishermen will battle over closing of a popular access road. they are supporting a foundation that filed a lawsuit against the owner of the rode leading to the beach at half moon bay. they want it re-opened so they can get to the popular surf spot which is not now accessible to vehicles. it was bought in 2008 and the owner put up a gate and hired a private security guard but california law requires public access to the coast. abc7 news reporter, cornell

bernard, will have more next half hour. >> from the caribbean, there is trouble on another carnival cruise ship. "dream" is docked in st. martin in the eastern caribbean. passengers are saying the ship has no power and toilets are overflowing. they have been docked for more than 14 hours and are not allowed off the ship. the coast guard says they have not notified any, or been notified of any issues with the ship which is customary in a situation like this. this is a month after a fire on another carnival cruise ship stranded passengers for several days. >> pope francis started the first full day as the new leader of a billion roman catholic church. he is the first named francis. marci gonzalez is joining us for this historic time. he has been busy this morning, marci?
