>> good morning, foggy along the coast with visibility near zero and over san francisco we have a good deck of low clouds and fog and in the north bay great our valley, napa, santa rosa and some of it moving across the bay so be careful, down to 44 in napa and 50 in livermore. we have clear conditions but we should look for fog along the east bay as well, along hayward and oakland. you can see the visibility is down to nothing at half moon bay and six miles at the san carlos airport. headed out this morning, look if clouds and dense fog in the valleys and along the coast and mid-60's to the upper 70's around the bay. a big warm-up today and the fog comes back tonight and we have a rainy weekend. >> good morning, everyone, we will check on our commute. >> good morning, everyone, happy friday, right now we have a live look outside at the tolls on the bay bridge. it looks like the follow is blanketing the area and traffic is moving through pretty well

over there. the golden gate bridge shows fog cleared. now as we head over to menlo park we have an accident involving a couple of cars and deer unfortunately northbound 280. we do not see any slowing and it has been pushed to the right shoulder. >> thank you, leyla gulen. developing news, the richmond police department is offering a $25,000 reward for information leading to the arrest of a gunman who shot a baby boy in the neck. the investigators say someone sprayed mac donald avenue with bullets and a one-year-old boy was inside the house with his grandparents when the bullets pierced the wall and one hit the boy in the neck. the boy had emergency surgery yesterday and is expected to be okay. abc7 news reporter amy hollyfield will have a live report next half hour. >> tensions are at a high between the united states and

north korea after the communist country sent thousands of troops marching into the capital today in support of their leader, kim jong-un, and his call to remain as. he is threatening to strike the united states ordering the country's forces to be on stand by. this morning's developments are after the u.s. senate two stealth bombers to south korea after the north cut off communications. the plans dropped dummy bombs on a bombing range. >> we have to take seriously every provocative bellicose word and action this new young leader has taken so far. >> experts say north korea is not capable of nuclear strikes but the united states is taking the threats seriously. the pentagon has already taken steps to strengthen missile defenses on the west coast. >> hayward police could use your help to identify the man who robbed two bay area toys 'r us we. cameras showed pictures of the

two. police say the men asked a clerk to help them with ipods and a new case of products was open, showed him a silver revolver and took some of the ipods and walked out. authorities say the same two men robbed a toys 'r us earlier in the day. >> controversial filmmaker polanski will do a live interview from paris for san francisco audience. the examiner reports he will do a skype interview for an event april 6. then the 1988 movie "frantic "oil be screened. it is not known what he will talk about in the interview. he was arrested in 197 and accused of having sex with a 13-year-old and fled to london to avoid prosecution. four years ago he was arrested but he fought have a addition to the united states and was released. >> san francisco officials hope a plan puts the city in front of putting important data in front of the public in a timely

manner. the city has not been keeping up with the open data website where you should find the latest crime stats or restaurant health scores. a board of supervisors committee has approved legislation to create a new chief data officer and each city department will have its own coordinator. the full board votes on it next week. city departments will be required to disclose data they currently maintain and adopt a schedule for release to the public. >> we will see where the foggy areas are on this friday morning. >> how about your drive? >> i didn't see much fog physical i got here. >> where is it? >> it is nut in concord, livermore and hayward. elsewhere, we have fog. the coast has visibility from the north bay to the shoreline, really impaired with zero vitessessibility at half moon bay so san mateo coast is one of the roughest spots and the north bay with quarter-mile visibility at novato and six miles at san carlos airport.

napa is not too bad but we have fog in oakland. you can see on this shot, we are in the mid-40's to the mid-50's around the bay. this afternoon you will not need the jacket, we are warming up quickly by noon and 60's at the coast and upper 60's with the fog dissipating this afternoon and mostly sunny and upper 60's to the mid-and-upper 70's. enjoy it because look what happens tomorrow, scattered showers possible and thunderstorm on sunday but it is all over by monday. >> as we take you over to oakland, we have construction with the cones to be picked up shortly. northbound 880 between 66 and high street we had a few lanes blocked, but, again, the cones should be picked up and traffic is moving okay in that area. i will take you outside. here is a look at your san mateo bridge making the drive away from hayward, and it will be clear conditions out this with a few extra tail lights in the westbound direction and hold lights are moving east and everything is all clear.

this. we will tell you how it is affecting your drive into school or work coupling up. >> officials in washington state are tallying up damage from a powerful land slide saying up to 20 properties on whidbey island were damaged including structural damage. but some lost part of their backyard. the island is north of seattle by 30 miles. four are under evacuation, and the slide area is part of a larger landslide complex that could date back as far as 11,000 years. >> former south african president nelson mandela is in the hospital after a second night of treatment for lung infection. everyone is concerned about his health but the current president is asking people not to panic. doctors say the 94-year-old is responding well to treatment. the antiapartheid hero contracted tuberculosis in prison and has had recurring

lung problems. he has not appeared in public since 2010 when he was honored at the world cup finals. >> a zookeeper is recovering after coming face-to-face with a tiger at at zoo in quebec, the 51-year-old worker entered the enclosure to clean thinking the animal was in the sleeping quarters. a female tigers attacked the zookeeper and knocked hip unconscious. officials say the tiger has been put in an isolated pen and is not expected to be put down. >> in oakland, closing arguments are set for today if a federal civil rights and wrongful death case filed by the widow of a barber shop owner killed by oakland police. the 37-year-old was shot dead by two oakland police officers who responded to a domestic disturbance call at his barber shop in november of 2010. he ran when officers tried to question him and they fired six rounds thinking he was in the process of pulling out a gun.

a search the scene failed to turn up any firearms. the widow is seeking damages from the city and his parents settled early this year for $225,000. >> bay area resident would live along the shoreline and the coast could be concerned about the global rise in sea level. a study shows three quarters of people say global warming and the rise in sea level will threaten the united states. researchers say people want to take action to prevent ever worsening storm damage but disagree over who should pay for protective measures. 39 percent of americans live in counties along the shoreline and a study shows that trend will continue to grow. >> good luck. seeing sea level with this fog. the north bay or the shoreline it is difficult to see. live doppler 7 hd not picking up rain drops but we will look at rain as soon as tomorrow continuing into easter sunday.

will it last beyond? looks like the next seven days featuring some unsettled weather and you can harley see from the camera where we have a thin ribbon of fog in the city. oakland is 51 and 52 with fog along the vince that but the san mateo coast is looking at patchy fog and 54 with clouds in san jose and the roof camera is hard to see but as the sun comes up after 7:00 or right before 7:00, we will see some of this deck erode but by 10:00, we will have sun and mid-40's in the coolest north bay valley so look for coastal fog this morning with warmer weather this afternoon, showers likely over the weekend, and here are the visibilities from three quarters of a mile at napa and santa rosa and quarter of a mile at novato with zero visibility along the coast. it is cooler this o. grab the jacket. it will be warmer, though, this afternoon. >> good morning, leyla. >> the fog is slowing it down

>> live from the kgo-tv broadcast center this is abc7 news. >> good morning, at 5:29. we married it to the end of the fog and so has the fog. >> thanks for joining us. >> more on weather from lisa. >> good morning to you. we are starting out with dense fog not only along the shoreline but in the north bay valley. it has been reduced, the visibility, to absolutely nothing along the san mateo coast. be careful out there. it is hanging over the city. quarter-mile visibility in novato. three-quarters of a mile from santa rosa to napa. a little in oakland. hayward is in good shape. so is the east bay valley. from the roof camera you can hardly see anything and temperatures are in the low 40's in napa and low-to-mid 50's elsewhere. depending where you are, it is not too chilly.

waking up to the dense fog that will not last too long with the sun coming up before 7:00. by the afternoon we are in the mid-60's with parts of the coastline with sunshine there and sunshine all across the bay and we are talking upper 70's in the warmest inland valley and the fog is back tonight with somewhat damp weekend with the details a little bit later. leyla gulen is here with the commute. is it light? >> it was. we have a brand new problem through santa cruz mountains because of a motorcycle that went down northbound 17 at upper glenwood drive. we have slowing out there and we hear there could be patches of fog in the area is reduced visibility in the santa cruz mountains. a live look at the drive through san jose conditions are clear out there in both directions. >> leyla gulen thank you. we continue to follow breaking news from san francisco where a car loued into the front of a house.

witnesses saw the driver of the car get out and take off running. the people inside the home were awakened but not hurt. the car has been pulled from the house, and this happened before 4:00 this morning but you can see the damage as the car blued a hole in the garage of the home at this corner. >> a gun battle at a san francisco intersection has left one person injured. the shootout happened before 12:30 at oakland and scott street. two vehicles were shooting at each other. one of the cars ended up in front of san francisco job hospital. a machine in the car was taken inside the hospital and was shot in the arm. police are looking for the other car involved. >> developing news from the east bay. richmond police are offering $25,000 reward for information leading to the shooter who wounded a one-year-old boy in the iron triangle neighborhood.

abc7 news reporter amy hollyfield has more. >> the police department says this is not tolerated with the chief of police saying he is appalled, sickened and angry. a one-year-old boy named elijah what in his apartments with his grandparents when bullets were flying. he was hit by a fragment in the neck. his home was hit by at least four bullets at 1:15 in the afternoon on west mac donald avenue in the iron triangle neighborhood. his father was at work and three was horrified. >> that is part of living here. they need more stricter gun laws. it is not right. it sicks -- sickens me. >> the boy is going to be okay after surgery. a man on a bicycle on the street was also shot. he also is okay.

police are looking into whether this was gang related. they do not have any suspects but they will throw everything at this case and offering a $25,000 reward. his father says he plans to move the family out of that neighborhood. >> thank you, this were on, three people are in critical condition after a violent head on collision in richmond last night. it happened at 8:00 on 37th street, a car crashed hold on into a pickup truck that flipped over. at least one driver was speeding and a woman was ejected from the sports car and is clinging to life. one of the three people in the pickup is in critical condition. police are investigating where speed was a major factor in the crash. >> a 23-year-old american scan beyond man is in jail accused of robbing the same bank in the second month. an employee recognized the

robber. he is suspected of robbing the same branch in official. police arrested him in his car on 101 as he tried to get away. >> law enforcement agencies will soon have help testing rape kits in alameda county. a rape victim who started a nonprofit organization has donated $500,000 to the county to eliminate the backlog of untested rain kits. the justice project is pledging to raise $1 million more. the county has 2,000 untested kits sitting on shelves that will be sent to an independent laboratory for testing. the oakland police department and the sheriff will review the results. >> in the east bay drug sniffing dogs are running to dublin middle and high schools to discourage students from bringing drugs, alcohol, or weapons. the school system cut out the k-9 checks in 2007 because of budget cuts but school officials decided to bring it back a year ago.

the "contra costa times" reports the first dog began sniffing at wells immediate school. >> the world famous restaurant chez panisse in berkeley is not in business until june. it has been closed since an early morning fire we covered live on abc7 news that damaged the restaurant on march 8. the owner posted a emergency stating she is confident that the restaurant will be ready for customers the first week of june and will be the same save but include japanese and american craftsman style elements. waters has insurance and the staff will be paid during the rebuilding process. >> a federal report concludes that people in california would use the bullet train that is proposed between los angeles and san francisco. the state estimates are supported of how many would ride and how much money it would generate but that will not silence the critics who are

skeptical. the report raises questions of whether the $38 billion in federal money needed to pay for construction will really be there in an age of shrinking federal budgets. >> later this morning the brand new tom lantos tunnel at devil's slide tunnel will have lane closures through the tunnels today because of striping work. the work will begin at 9:00 in the morning and last until 3:00 in the afternoon. one lane will be only at all times. the $439 million project and the coast opens on monday after years of delays. >> speaking of the san mateo county coast and the other coastlines around here, they mostly foggy. >> a lost that this morning. lisa you have it covered with cameras? >> visibility is reduced to nothing at half moon bay and ocean beach and hacking over the city and moving into the east bay, and it is quite citizens from novato and santa rosa and

napa where the temperatures are dropped. we are 50's elsewhere, and hayward is looking good and inland but we will fire up the doplar over the weekend with showers returning. today, though, with mid-and-upper 40's starting out and 50's elsewhere with the fog, partly cloudy elsewhere around the bay and mid-and-upper 50's by noon and we are brightening up and talking upper 60's to the mid-70's in most areas by 4:00 with highs reaching upper 70's in some areas this evening and it looks nice. thing for will come back, though, so if you be headed to the game starting out nice and mild with the sun starting to set at 7:30, and the numbers control through the upper 50's and the clouds will allow for a chill in the air throughout the evening. tomorrow we will have scattered showers that are light with cloudy skies and cooler conditions, and more rain headed your way and the possibility of a thunderstorm for easter sunday

it is foggy. you can tell from this picture of the rooftop camera from the embarcardero. where is the thickest fog? lisa argen has the answer ahead. >> on monday you could pay more sales tax with rates in areas ands going up. in half moon bay, or albany, sales tax will go up to 9.5 percent. in san mateo, the sales tax will go up to 9.75 percent. and in orrinda sales tax is up to 9 percent. san mateo county is going up to 9 percent and santa clara county goes to 8.75 percent and marin county up to 8.50 percent on monday. >> gloomy outlook from state water officials saying the first part of the year will become the driest on record. the latest survey by the department of water resources shows the sierra snow pack is only 52 percent of average. rainfall is even worse. back in 1932 the sierra had only

from this morning and much of the work week with the coastal fog lifting and the fog evaporating bringer warmer and sunny conditions today and showers are headed our way tomorrow with clouds and it looks like not a total wash out but much different than we will have this afternoon. here are the visibilities from nothing at half moon bay and ocean beach to san mateo coast, and san carlos down to quarter-mile visibility and little bit of fog around mountain view and half mile visibility from napa and three quarters of a mile in santa rosa. with the clear sky early the fog shows numbers of four to six degrees cooler than yesterday with the subtropical system. we have a southern flow with sunshine we are warming up today and here is the next system, offshore, and as it heads to the central and southern california coast, we will look for the increasing clouds overnight with the rain at 1:00 o'clock tomorrow in the north bay, with

spotty showers in the afternoon, and over easter sunday much of the same, 50's, 60's, the scared showers activity and we clear out bit first part of monday. look at temperatures today, mid-60's from the pea soup now to half moon bay later on. 75 in oak, and upper 70's in antioch and a look ahead, calling for the scattered showers and maybe a thunderstorm on sunday and cloudy and warmer through wednesday and more rain by next thursday. leyla gulen, what is the word on the commute? >> it is not friday lite like we hoped in the santa cruz mountains we still have the motorcycle crash along northbound 17 but upper glenwood drive is causing slowing. the fog could be a reason why the accident took place because we have reduced visibility in many areas but where it is not so bad this is the drive through walnut creek. at 24 along southbound 680 we are looking at clear conditions, a few extra tail lights moving southbound you and as we take it out to san rafael we are looking
