situation is still under investigation. >> katie: we have an update on one-year-old boy that was shot in the neck in richmond. he is back home this morning. the child was on the could you please when bullets came through the window. family says they are moving out of richmond's iron triangle now. u.s. park police are investigating a shooting in the fort mason area last night that left a man wounded. victim who is in his 20s and from the east bay managed to make it to a restaurant to ask for help. he was taken to the hospital and treated for a leg wound. the national park service says it received calls around 9:00 from people who heard gunfire. so far, police don't have any suspects in custody. the two people who were killed in thursday's fiery crash on interstate 80 in davis were from petaluma. the crash happened when a big rig driver said he choked on food, passed out and hit three

cars. the couple that was killed were remembered last night at their buddhist temple. here is more from santa rosa. >> reporter: dozens of mourners gathered at buddhist temple where he and his wife worshipped almost daily. the couple were more than parishioners there. they founded the temple 11 years ago. the solos unimaginable. >> i feel like his work is not done. there is more. he needs to be with us. >> reporter: the couple was killed thursday in a fiery crash near davis when a big rig lost control on interstate 80 and crashed through the is center guardrail hitting their bmw head-on. big rig driver claims he choked on food and passed out at the wheel. a small flower and card were

left at the couple's home. neighbors say they were kind and loving. >> loved his church, helped the homeless, he loved the people. >> he and his wife came to california from laos 30 years ago and would help others navigate the immigration system. >> he knows the way of how the system in the u.s. works. so he helped us. >> she remembers a conversation with him last week as they were performing to mourn a temple member that just passed away. >> he was kidding with me, like saying, oh, i wanted you to help me with my funeral. i say sure, but he says it's not going to come anytime soon. >> reporter: according to buddhist tradition, the funeral for the couple will last seven days. the big rig driver who hit them is from fresno. dmv says he was caught driving with a suspended license in 2009

and according to his facebook page, he is recovering substance abuser. he has not been charged or cited in the accident. >> katie: an east bay family is saying a final goodbye to the daughter they lost in a shooting in virginia. a delta plane carrying the casket landed at oakland international airport yesterday. sky7hd was overhead as a group of military veterans escorted her body to her home in the oakley area. 19-year-old was one of two marines killed by an instructor last week in quantico, virginia. the gunman is from pacifica. a navy seal killed in a train accident was a member of the elite unit that killed osama bin laden two years ago. he died after colliding with another navy seal midair during a parashooting accident. the other sailor survived, the

sailor that died was a member of field team six but it's not clear if he took part in the raid that killed osama bin laden. >> ten bull information were saved from a house fire in concord. firefighters were called to a home on hillsborough drive around 6:30. they found a small fire, a bunch of smoke and all those bulldogs. the flames came from a pot on the kitchen stove. nobody was hurt and the dogs are just fine. we're learning more this morning about how a college student who lied about being raped suffered real injuries. 20-year-old morgue triplet claims she was raped last month on u.c. santa cruz campus. prosecutors now say she placed ads on craigslist one asking to shoot her in the arm. the other looking for someone to punch her in in exchange for sex. she has pleaded not guilty to misdemeanor charge for making a

false police report. she has been ordered to continue mental health counseling. >> a small girl and a young mother are alive and well this morning thanks to special training by the california highway patrol. you may not know that every chp officer is a certified medical technician. they use their skills to save two lives in the past few months. a motorcycle officer helped dislodge an object stuck in throat of a small child. a few weeks later he revived a woman that stopped breathing after a minor car accident. >> everybody knows what to do. but everybody wants to act but i would suggest to take a cpr class because it could be family it happens to. >> katie: he is an 18 year veteran of the highway patrol and he says his emt training has never been more important than the last two months. nice to hear a good story life

everyone with 54 in napa. here is what you can expect for today. we've got the clouds and fog again this morning. not quite as thing as yesterday morning's fog. chance of showers mainly coming tonight. that is changing. we're pushing the showers back into overnight hours, as well. wet unfortunately for easter sunday. here is an area of low pressure. this is slowly moving towards the bay area. that is what is going to bring in the rain tomorrow mainly. that is when we'll see the heaviest rain. the timing of it pretty good for today. if you have plans outdoors. check it out. by lunchtime, just cloud cover but areas in green looking fairly dry for a lot of outdoor activity. even by 5:00 tonight it's dry. then we have the chance of light rain showers moving in late tonight and overnight we'll see more of the heavier rain, areas of yellow hitting parts of the north bay coast.

lunchtime starts to move east but throughout the afternoon hours, we'll see a chance of a sprinkle or shower around the bay area with even a possibility of a thunderstorm clearing out by sunday night with a possible leftover sprinkle by morning. the end of sunday night, mainly a tenth to half an inch and up to an inch in the north elevations of the north bay -- higher elevations of the north bay. low 70s in san jose. 69 santa clara and upper 60s along the peninsula with low 70s around not view and 65 degrees in san francisco. if you are hitting going to the extravaganza at the park, 56 in petaluma. upper 60s to near 70 degrees in fremont east bay and interior valleys coming down a few degrees to low 70s. 71 in pittsburgh. if you are heading to the coliseum for the last game of the bay bridge series, do have

low clouds, still not reaching the ground. we will see rain move in later on today. most likely tonight. a live view shows peeks of the sunrise, 6:57 coming up. low clouds and patchy fog near the coast. temperatures in the upper 40s to near 50s. cooler today with more cloud cover. low 60s to near 70 degrees. temperatures are about five degrees cooler compared to yesterday. showers more likely this evening with temperatures dropping down to the mid 50s to low 60s. i will show you the timing of how the rain moves through the bay area this weekend and how that may affect your easter weekend plans. >> katie: thank you. it was 40 years ago that u.s. troops came home from vietnam. veterans in san jose are making the occasion by unveiling a new war memorial honoring local troops. live down in san jose where a ceremony will take place. >> reporter: 142 local soldiers

will be honored forever that n this monument behind me. it will be unveiled a little later today. it's called the sons of san jose. we have video from a few weeks ago when crews were just finishing their final touches to the six-foot tall, 13-foot long monument. the names of the 142 soldiers that lost their lives fighting in vietnam are nechd black granite and it also lists one soldier still missing in action. so veterans and families, the families who lost those loved ones will know their sacrifices will be remembered. >> the guys who came back from vietnam war were not recognized the way they are today. we want to make sure they get that recognition, that people understand that the men who went to fight and women went to fight in that war did so for their

country. volunteers raised $75,000 to help build the memorial. for the unveiling, more than 300 people are expected to attend, local leaders and the mayor will be here. its special dedication that starts at noon. it goes until 2:00. we are just east of hp pavilion at guadalupe park. >> katie: thank you. new this morning, president obama is wishing a happy holiday weekend to everyone in his weekly address. the president says the easter and passover holidays give millions of christians and jews the chance to slow down and recommit themselves to loving their neighbors. >> this weekend i hope we're all able to take a moment and pause and reflect, to embrace our loved ones, to give thanks to our blessings, to rededicated ourselves to interests larger than our own. to all the christian families

celebrating, michelle and wish you a blessed and joyful easter. >> terry rilee is calling for the approval of the keystone xl pipeline that will bring oil from canada to gulf coast refineries. he says it would create tens of thousands of jobs. obama administration is considering whether to approve it. >> you have seen video of devastating tsunamis like this one that hit japan two years ago. experts say it's only a matter of time before a big one hits california. today is the last day of tsunami awareness week. this morning at 10:00, san francisco residents and emergency management officials will walk along the city's evacuation route. in this morning's report, meteorologist mike nicco tells us about the round the clock watch for the one that could be coming our way. >> reporter: tsunamis in the south pacific have shown us the

destruction that can come from powerful earthquakes. buildings ripped from their foundations and pulled into the sea. hundreds of thousands dead. sbievs left with no place to go. but tsunamis don't just happen in the far pacific. they happen here. in 1964 a devastating tsunami hit crescent city. another one hit the same here 50 years later and locals knew was coming. >> what the center does it monitors all the earthquakes on the planet 24/7 and it issues tsunami warnings if an earthquake magnitude is large enough to warrant concern. >> they collect data from buoys to see if a tsunami is heading our way. >> so california could easily experience a damaging local tsunami with anything in the 7 above.

and pacific rim including the alaska trench, japan, russia and south pacific, chile even. >> the threat is real. this map shows what could happen if a tsunami hit the bay area. airports may have to close. ports would be sho shut down. homes would have to be evacuated. inland, stleems and rivers may flood. in 2011, santa cruz harbor was warned about the japanese tsunami. that saved lives, but did not prevent millions of dollars in damage. even larger tsunami could devastate the heart of this beach town. >> some of the modeling we looked at specifically for santa cruz indicates the maximum height could be 25-30 feet. logan is with the national weather service in monterey. this office is responsible for relaying tsunami warnings. >> we are looking at warning of ten minutes or less. [ siren ] >> air sirens will sound and many low lying cities, signs

warn you of how to get away them. >> you don't have time to figure out exactly what you need to do. >> san francisco could be hit by a tsunami on three sides, from ocean beach and the marina district even the financial district could be flooded. for that reason, emergency services review their plans every year. >> you can plan for it all the time but nature will still blow that completely out of the water. >> katie: to find out what the tsunami threat is where you live go to abc7news.com and look under see it on tv. there we have links to some maps. >> in santa cruz, meanwhile, people are breaking for a long and dry summer. city water officials are proposing restrictions on nonessential water use from may to october because of historically low precipitation over the winter. it would mean no watering lawns during the day and no draining or filling swimming pools.

it would even regulate restaurants serving water to customers. longtime residents have an idea what to expect because they have been through it before. >> we went through it like the '70s and '80s. it's ongoing. >> if we have to restrict, fine, but things are going to die and lots of brown lawns. >> katie: it's estimated the restrictions from may to october could save00 million gallons of water. >> more than 180 volunteers will go bald for a good cause. children's hospital is hosting a head shaving event with the goal of raising $250,000 for a foundation. foundation is the largest private funder childhood cancer research grants. shaving starts at 11:00 this morning at the hospital on 52nd street. >> coming up next, danger on the crime beat. >> katie: welcome back. it's 6:41. you are looking live at heavenly mountain resort courtesy of lake tahoe tv. big event going on this weekend especially today has moved up events because of storm that is rolling in tomorrow. they will be hosting the free style championship. people including olympic hopefuls showing off their stuff. it's at the bottom of the mountain. park and watch. it should be incredible and weather looks gorgeous out there. >> in oakland, police have complained their radios weren't working properly and now we know why. "abc 7 news" has learned an independent report confirms that cellphone towers are the culprit. vic lee has the story. >> the problems surrounding the police radios were magnified last july the day president obama appeared at fox theater. a large contingent of police

were outside to handle problems that could arise from protestors. many of the officers said they had trouble communicating on their two-way radios. there have been numerous complaints before about the glitches of the new radio system that had been installed the year before. it had been riddled with glitches right from the start. barry donalin heads the police officers association. >> the mic doesn't work for a variety have different reasons. you don't know the time nor the place where it's going to break down. >> this report confirms what an internal city investigation found after a month after the president's visit that cell sites were affecting the public safety radio system, that the signals were bleeding into radio channels causing sporadic interference. as of two months ago, 43 cell sites have been tested. a little over half of them resolved. most were at&t's towers. he says communication may have

improved but officers still have no confidence in the system. there was another failure wednesday night. >> once again the system went down. specifically, on the eastern end of our city the system wasn't working for a few minutes again. >> reporter: city councilmember is encouraged that there has been progress. >> the system is working better than it was before, but the fact we are still having failures of this magnitude is just not acceptable. >> this memo says overall reports of trouble from the field dropped 85% after many of the cell towers were modified. the poa and councilmember believes oakland ought to look into the regional radio system that contra costa and alameda counties use. vic lee, "abc 7 news". >> katie: frances dinglasan is in with weather and good news, decent news. whatever you need to get done outside, do it now.

bay and parts of the coast. live view top of the bay bridge, you can't see it in the distance. it's also 54 in napa and union city. here is what you can expect for today. good news, it does look like the rain and showers will hold off until tonight. cloudy with some fog. then the shower chances tonight and then unfortunately looks wet all day easter for tomorrow. here is the loan. we have an area of low pressure moving towards the bay area. that is going to bring us the showers into the evening. i'll show you how it plays out. you see a lot of cloud cover this evening and even lunchtime starting from this morning into lunchtime. just cloud cover. in the afternoon we might get a chance of a shower but it's looking less likely at this point. if you are hitting to the coliseum, looking pretty dry then 9:00 we'll start to see sprinkles move into the coast. increasing clouds overnight with

heavier rain sunday early morning into the afternoon hours. you see the areas of yellow there. so lunchtime it does start to move east, but that doesn't mean we won't see a leftover shower in the afternoon hours. the system gets out of the bay area by sunday night with a leftover sprinkle sunday morning. when this is all done by tomorrow night 11:00 expect anywhere from half an inch to an inch in the north bay around the central bay and south bay, anywhere from tenth to half an inch tomorrow. there is the possibility of a thunderstorm sunday. keep that in mind for easter activities. highs today, 68 in santa cruz. 70 in san jose. look for upper 60s san mateo, redwood city. 70 in palo alto. downtown, 61 degrees and cloudy conditions in the north bay with 66 in san rafael and vallejo. cloudy conditions in the east bay, upper 60s to 70.
