electricity to 2100 customers for a few hours. workers went under the street to make repairs. it was almost eight years ago in san francisco when a trance former explosion burned a woman. she was above the trance former whit blew. the explosion lifted the sidewalk six inches and started fires. pg&e blamed the explosion on a gasket. >> tonight chevron is ready to return it's richmond refinery to full strength. the approval today nine months after a disastrous fire. >> well, yes that came from osha. and it just is the same day there was a meeting with east

bay legislatures. the federal agency investigating the accidents in the nation told those east bay legislatures that the whole regulatory system in this state and nation needs an overhaul. the fire led to a handful of fines by a variety of agencies today, cal osha gave chevron the all clear to restart i -- restart a crude unit. legislatures called the meeting to focus on changes they might pursue to improve prevention of the kinds of accidents. the chemical safety board told them in no uncertain terms the state and nation's regulation of oil refineries focuses too much on reacting to problems and not enough on requiring companies to demonstrate save practices before being allowed to operate at all.

chevron knew about the pipe and chose not to do anything about it. >> the whole system needs improving. there is no one component that doesn't need improvement to be part of a package. the life blood of safety is continuous improvement. >> chevron says it's been given the all clear it has not done that yet and is not giving out a date for when it for a fix of battery problems. the aircraft maker says the new battery system performed as intended. boeing will then analyze the test great subordinate material for the government. officials will be deciding whether the battery fix is good enough for airlines to safely fly the dream liner again.

>> stork market took it on the chin today. despite this, the rate dropped from 7.7 to 7.6% because nearly 500,000 people stopped looking for work. all of this was bad news for a wall street. sheer lk at the final numbers. the dow dropped 40 points and nasdaq fell 21 points to finish just above 3200. s and p lost six points to 1553. >> fiskar automotive laid off 75% of the work force today. it's struggled to find a backing for building its clean cars. the energy department is already frozen payments to fiskar and reports are out the company is preparing to file

for bankruptcy. some of the 160 worker who's lost jobs today said they had no warning and were told they'd receive no severance. >> bay area homeowners struggling with mortgages are getting help this weekend. naca is hosting a five day mortgage relief program in san francisco. the event offers free assistance. >> there are no knees and it's open to everybody. when they're gone from the area there is still assistance to help them with the process. >> naca says it often helps people lower payments to up to a thousand dollars per month. the event runs through tuesday at the marriott marquis on 4th street. >> a federal judge rejected california's bid to regain control of the state prison from oversite. the governor served notice but

the judge found failures persist in antisuicide measures and other mental health care needs. california has been ordered to reduce it's inmate population to 137 p..5% of capacity. >> a san jose man is recovering from two gunshot wounds to the chest after he was targeted in a drive by shooting early this morning. family members tell us that 34-year-old ricky gonzales was shot walking home from a 7 clrb 11 around 4:00 a.m. he walked to the home of a friend. police were not called for three hours. police say the wounds are not life threatening. in the north bay a school back down is over. but the search continues for a possible car thief authorities describe as armed and dangerous.

deputies launched a search into that area you can see it's wooded. the suspect led authorities on a chase through sonoma and marin counties before running into woods on foot. the man is wanted in knowledge calistoga and santa cruz on burglary and robbery charges. the search continues. san francisco police looking at video from a stolen cab to try to identify the person who led them on a chase this morning. a man jumped into a parked cab and took off. police chased hit from the city along highway 280 through pacifica. the guy then drove back, then took off after dumping the cab. >> an oakland group prides itself for keeping the

neighborhood clean and bought banners to encourage that. someone came and took them down. abc 7 news is in oakland diamond district with video of the theft. tick? >> good evening, this is the beautiful diamond district. volunteers here are on the lookout for things out of order wh. banners they have that remind visitors to stash trash or squash went missing they turned to a digital seft eyes to find the answer. take a look an ann business captured this. volunteers say this happened just before 2:00 a.m. tuesday. a great van drove around the district and stole three of their community litter banner.

the volunteer capturing the video immediately took evidence to oakland police. >> i turned information over and filed a report yesterday on behalf of the association that owns banners and it's been turned over to investigators. >> volunteers simply want their banners back. the slogan part of a campaign that area businesses came up with. back here live you can see the cameras. they know that oakland police have crimes of a higher priority and are hoping having turned over materials to picture and video it may help in their investigation. in the diamond district nick smith abc 7 news. >> the superintendent of the

oakland unified school district announced his resignation today, tony smith cited family reasons for stepping down. >> a lot of pressure. expectations are high and resources not as high as they could be. that leads to pressures and you know difficulties. >> smith is a cal graduate and moving his family to chicago at the end of june. and good news for two and a half student -- million students attending colleges. summer classes are coming back. a number of campuses now looking to add classes instead of cutting them. a nice change thanks to tax increase from proposition 30 and additional $210 million expected by colleges in the coming years. >> fans of the world series

evening at which point we'll see mainly cloudy skies. and tomorrow mosh morning and mid morning hours a weak band of showers arrives. that will break up, clouds overnight into sunday morning and another week system works his way through. again they won't be very heavy and that will pass through. some portion of the weekend will be sunny. overnight tonight, cloudy skies and a threat of sprinkles low temperatures mainly into low 50s. a nice mild afternoon, high temperatures into mid to upper 60s to about 70 around the bay area and inland.

one person is in the hospital after one suv slammed into another. police still not sure who that s.at fault or whether alcohol played a part. the condition of the injured person has in the been released. >> facebook is apologizing tonight after banning a mother from it's site for posting bred feeding photos. she manages a support group page on facebook. she was furious when realizing the social media site pulled several pages, breast feeding images and blocked her from the page. >> this is not right. i'm getting kicked off for posting pictures of the most beautiful act a mother can do for their kid. it's not right.

>> well, facebook's current policy says images are loued images where a breast is fully exposed and child isn't actively nursing are not. >> it appears singer chris brown's legal problems aren't over just yet. a judge ordered brown to return to court june 10th attorneys want more time to investigate an additional discovery linked to his probation violation case. but prosecutors say he hasn't properly completed his 180 days of community service and that issue could send him back to jail. >> if you're angling for salmon, sport salmon season starts tomorrow and reports point to good conditions. recreational anglers allowed to catch two salmon two feet long per day. commercial salmon season opens next month when local markets should put more local fresh salmon on shelves.
