new this morning, community leaders will lead a walking tour of blighted areas in san francisco's ocean view neighborhood. supervisor john avenue low and the mayor's director of community services, joaquin torres, will take part. mayor has identified the ocean view business corridor as one of 25 areas worthy of the invest in neighborhoods initiative. ocean view leaders will focus on supporting current businesses, cleaning up blighted buildings, and better protecting munis and lines. well, welcome to the neighborhood. santa clara city leaders are considering a massive entertainment district across the street from the new 49ers stadium. the silicon valley business journal reports hotels,

restaurants, retail and residential are all on the table for the 230-acre former land phil that is currently a city-owned golf course. next week the city council will consider an agreement with a global developer. if that partnership moves forward, the developer would have five months to analyze the site's potential uses. president obama's $100 million initiative to research the human brain is being hailed as a first for any administration. for the head of neurosurgery at ucsf and a man whose wife has brain disease, the president's proposal is a very big deal. more from abc7 political reporter mark matthews. >> reporter: president obama says $100 million will help researchers ways to treat and maybe prevent ailments like alzheimer's and epilepsy. >> we can study particles smaller than an atom but still haven't unlocked the mystery of the matter that sits between our

ears. >> reporter: mitch berger is the chairman of neurosurgery. he says the president's challenge will lead better understanding of how the parts of the brain react. >> what areas work together in normal function and when there's a disease like alzheimer's disease, we can understand which piece of that puzzle is not firing. >> reporter: to illustrate brain connectivity, dr. berger shows me this picture of a brain wired to show which areas are activated when the subject is asked to think about what you do with a ball. >> you think about saying hit. you then open up your mouth and you say hit, and you hear the word hit. >> reporter: it happens in a second or two when the brain is working right. when it's not, joel can tell you about that. >> my wife has no discretion. she can't read a menu anymore. she can't tell one noun from another. >> reporter: his wife of 45 years has semantic dementia, a disease of the brain that is

taking away her ability to understand. >> she can't find where to put things. she doesn't know the names of things anymore. >> reporter: for him, it's been a heartbreaking 2 1/2 year, and he understands that today's proposal from the president comes too late for his wife, but he thinks the $100 million, that's a drop in the bucket. >> i don't know anybody -- i can't imagine anybody who isn't touched either from parents, children, who haven't been touched by brain disease of one sort or another. that's why research is so important. >> reporter: joel panzer volunteers at the va on a research project investigating traumatic brain injuries. he says when you think about the number of soldiers coming home with brain injuries, the president's proposal seems like a pretty good deal. in the newsroom, mark matthews, abc7 news. it's 5:15. new this morning, bank of america and merrill lynch are running a promotion this weekend called museums on us. cardholders will have free

access to several bay area museums today. bank of america and merrill lynch picking up the tab. the spins and space center, the contemporary jewish museum, the deyoung museum and the legion of honor all through tomorrow. baseball is back in san francisco. business was booming around china basin for the giants home-opener yesterday. a sea of orange and black flowed through at&t park where the giants hoisted their new championship banner before the game. the team returns after making big off-season investments in star players like buster posey and matt cain and fans coming to the ballpark are finding they have to do some big spending as well. san francisco's metered parking around the stadium now tops out at $7 an hour. >> $7 an hour? >> yeah. >> that's like a little too much per hour. minimum wage is only $8 an hour. right? the u.s. government, state government -- >> well, the giants made it

worth the expense, hopefully. they shut out the cardinals 1-0. we'll have highlights from the game in our next half hour. today catcher buster posey will receive his 2012 mvp trophy and the game begins at 1:05. tomorrow the giants will receive their brand-new 2012 world series championship rings during their game against the cardinals. that game also starts at 1:05. everyone's going to need to know the weather for start of game days but also just for whatever they happen to be doing this weekend. >> it's going to turn out to be a nice weekend overall, though it will be wet at times. we'll show you exactly when and how much you can expect. so we'll go to live doppler 7 hd to show you some of the sprinkles hitting the ground. we've had a few hundredths of an inch reported in san francisco over the last 24 hours. but you'll notice most of the green north of the golden gate bridge. and i'll put it in motion. over the last few hours we've had some rainfall, again,

confined to the north bay, ukiah right now. this is a current radar reading, reporting some light rain at 5:17. here's a live look from emeryville looking out towards the buildings, the bay, and part of the state bridge. the approach there, temperatures right now in the upper 40s to some upper 50s in fact. san francisco at 53. santa cruz only at 49. and also we'll check out the san mateo bridge for you. visibility is not a factor, although we have some low clouds, gray sky, and some drizzle. here's a look here at the san mateo bridge. you can see clear across the span, santa rosa at 52 degrees, fairfield at 54, livermore at 55. here's what you can expect for today, and i have the game forecast as well. spotty showers this morning, so some sprinkles. more showers early tomorrow morning, and then warming up monday. we have a big pattern change coming up for the workweek. if you are headed to the game, sprinkles are possible. but not very likely at this

point. so 1:05 as katie mentioned at the giants take on the cardinals, temperatures near 61, 60 degrees by the time the game ends. here's a look at satellite/radar image over the last 12 hours. we have a couple storm systems heading to the north of our area, and we're getting kind of the south end of this. that's why we're going to see possibly a few sprinkles this morning. then we've got a few more systems headed to our north again, and that brings us an unsettled pattern through tomorrow with a chance of sprinkles as well again tomorrow morning. in fact, the forecast models starting this morning shows that even by lunchtime, mainly just cloud cover and not a lot of rain or sprinkles, possibly a little bit of -- you saw some light green in the santa cruz mountains. you may get some drizzle even this afternoon. then into tomorrow, morning is where we start to see a little bit of the light rain showers. again, you'll notice mainly confined to the north bay once again, but we might see some get into the bay.

and then drying out by 10:00 tomorrow morning. so here's a look at the high temperatures for today. we're fairly near normal. san francisco, 64, near 70 degrees in fairfield, concord, 68 in oakland. and here's a look at the accuweather seven-day forecast. we have this body of showers, the drizzle, the sprinkle here and there during the morning. mainly gone by lunchtime. and then a chance of showers again early tomorrow morning. we'll see cloudy conditions, but you'll notice we'll get some breaks of sunshine this afternoon and also tomorrow. then check out the warm-up starting on monday, getting into the 80s on tuesday, and then even upper 80s. wednesday, yeah, we've got high pressure building so, we'll see that through the workweek. abc7 news has another great weather resource for you. follow live doppler 7 hd on twitter for the latest bay area

welcome back, everyone. an event in san francisco has been drawing hundreds of struggling homeowners with the promise of meeting their lenders face to face. abc7 news reporter jonathan bloom explains why events like

this are still in the ban even while the economy recovers and why they're so effective. >> reporter: rachel is hanging on by her fingernails. it's no mystery why she's having trouble making her house payments. >> i'm a real estate broker. >> reporter: housm has the economy impacted your income? >> tremendously, like 50% to 60%. >> reporter: she's been stuck in an adjustable rate mortgage since 2008, borrowing from family after wells fargo refused to modify her loan. that's why she came to this event put on by the neighborhood assistance corporation of america, or naca, in downtown san francisco. >> a lot of folks have tried and failed on their own with their lender and didn't get anywhere. and they can probably not get the same deal they can get here. >> reporter: the biggest mortgage lenders are here ready to meet with borrowers face to face. they've made agreements to lower rates for those who can't pay. >> do you have your mortgage payment with you? >> yes. >> reporter: now, the key to naca's success is the binding

agreements it has with some of the biggest banks requiring them to negotiate with their borrowers. how they got those agreements could be called a bit unorthodox. >> we are naca! >> reporter: this is video shot three years ago when they marched from the new york headquarters of chase bank. they even demonstrated on executives' front lawns. goal -- to be a nuisance and a fountain of bad publicity until the banks caved in. >> not easy. we fought the banks in courts and on the streets. >> reporter: they've been doing these events for several years but they're seeing a different kind of problem. >> my house is under water so they won't give me a lower rate. >> reporter: sonja garcia has a fixed rate mortgage, a good loan she can't afford now that bad loans have dragged the economy down. >> your current interest rate is 5.5%. >> reporter: they say they can lower that rate sometimes to 2%. >> if you have all the documents and your mortgage is unaffordable, there's a great chance you can walk out with a lower rate. >> reporter: jonathan bloom, abc7 news. the mortgage release event

continues today through tuesday. it's at the san francisco marriott marquis from 8:00 a.m. until 6:00 p.m. now to a controversy in the air. a family of four that objected to an in-flight movie was removed from a united airlines flight and questioned by the fbi. the parents complained the tv-13 film "alex cross" was too violent for their young boy, ages 8 and 4. they asked if their monitor could be turned off, but the flight attendant said it could not. the captain then diverted the denver to baltimore flight to chicago and had the family taken off the plane. the airline called the incident a disturbance and conducted a review of its in-flight entertainment. coming up in our next half hour, brewing tension on the korean peninsula. the north's warning for diplomats living inside the country. and a man on a mission. governor jerry brown's trip to the far east and

good morning, everyone. thanks for being with us at 5:30 on this saturday morning. we want to start you off this half hour with a quick look at the weather with frances dinglasan in for lisa this morning. hi, frances. >> hi, katie. good morning, everyone. a lot of sprinkles hitting the ground, even some drizzle, most confined to the north bay as we show you the loop over the last three hours. we have had a few hundredths of an inch reported in some locations. san francisco up in the hupts. here's the latest radar return, 5:29. i'm going to zoom in to american canyon, rain falling over the cordelia junction. 680. keep that in mind. we'll see sprinkles in the forecast and possible light showers throughout the morning. a live shot in emeryville shows low clouds and even some patchy fog in some locations. skrizability not a huge factor yet. temperatures will be in the

upper 40s to mid-50s during the morning with a chance of showers. this afternoon, a chance of sun and cloud, upper 60s, and this evening more clouds return, dropping into the low 60s and mid-50s. katie? >> thank you, frances. it has been months in the making. next wednesday, governor brown will make his first trade trip to china and wine country experts are going with him. abc7 news reporter sergio cantana says the government hopes the state will be able to cash in on billions of dollars in exports. >> reporter: when governor jerry brown makes his first trade china next week, california wines will play a central role in all the dinners planned. napa and sonoma have been recognized as the best in the world but in china they're relatively unknown. >> they don't know we make wine and we're the fourth largest wine producing region in the world. >> reporter: to chinese consumers, california is recognized as the home of the golden gate bridge, disneyland and movie studio, all of the

signature industries part of the governor's delegation of more than 100 people who will be traveling with him to several cities in china, including beijing and shanghai. and for wine country, it's another chance to make further inroads there. >> it's a high-growth market. there's an emerging middle class there. they're starting to be able to afford watches and purses and other luxury item, and we want to make sure that california wine is part of that luxury consideration set. >> reporter: many chinese tourists discover california wines when they visit, but wine country has a lot of growing to do in china. that's because two other countries dominate the market there. >> that would be france number one and australia, number two. and so the rest of the wine producing world is sort of in a pack trying to catch up. france has been act nich the china market for a very long time. >> a series of lunches and formal dinners will be a major part of this trip. some of them serving as many as 500 guests at a time. so right now, there are hundreds of cases of california wine being shipped to china to

accommodate those events. in the newsroom, i'm sergio quinta quintana, abc7 news. the government of north korea is advising foreign officials to evacuate their embassies stat saying their safety could be at risk. british embassy in pyongyang confirms the advise riz and russia says all foreign embassies have been warned. north korea says notification was made in the event of conflict on april 10th. the government led by kim jung uni unirv issued the advisory. this week president obama was in san francisco raising money. now he's preparing to send his new budge tote congress. first he's trying to sell it to the american people. he says it balances the need for deficit-reducing spending cuts with investments to create american jobs. >> my budget will reduce our deficits not with aimless, reck legislation spending cults that hurt students and seniors and

middle-class families, but through the balanced approach that the american people prefer and the investments that a growing economy demands. >> the republican response by kansas governor sam brownback calls for spending cuts and program reforms to focus on reducing the deficit. state attorney general pamela harris has accepted an apology from prob for a comment he made about her that some people thought was inappropriate. during a fund-raiser in atherton, the president said harris was, quote, by far the best looking attorney general in the country. well, that drew reaction all over social media. the head of the state commission on women says she's glad about the uproar. >> what ends up happening is the looks then take away from the accomplishments, and the idea is that you can be very accomplished but your looks make it that much better or that much worse. and men don't have to deal with that. >> others say it would be too bad if men didn't feel they could compliment a woman's

looks. harris was one of the first politicians to support president obama in his run for the white house. now to a crime that's on the increase throughout the bay area, and it's as simple as it is die diabolicadiabolical. someone knocks on your door and if you don't answer, you're the next victim, because that's when the band of burglars breaks in. vic lee has the story. >> reporter: the video shows a woman with an infant in her arms at the front door. she knocks and rings the doorbell. the homeowner told abc7 news a nanny is in the house but does not answer because the woman is a stranger. at one point she peers through the window to see if anyone is home. a little while later, two men appear in the back of the house after jumping a fence from a neighborhood's yard. the video shows them trying to pry the sliding glass door from its tracks. they use a metal bar as well as a shovel to loosen the door, but

they're having no luck. they suddenly dash off. they're apparently startled by the nanny, who looked out the window. moments later, one of the intruders jumps over the fence back into the yard again. he left something important in his hasty retreat. the homeowner says it looked like a store-variety radio scanner. san jose police spokesman officer albert morales. >> fortunate that somebody was home and was able to kind of basically scare them away and they took off and left. >> reporter: morales says it may have turned out differently if the intruders actually got into the house and continue fronted the nanny and the child. >> a 14-year-old boy had been shot and killed in a gang-related incident. >> reporter: ai.j. strong is a board member of the homeowners' association. he says there's not only gang activity and burglars but a rash of other crimes in this development of over 100 homes. >> i don't know of a home here that doesn't have at least one car that's been broken into since we've all moved in.

>> reporter: in 2012, home burglaries in san jose increased an alarming 23% from the previous year, and the numbers are still rising this year. >> the increase this year has been a 13% increase compared to the same time last year. >> the nanny in that particular incident called the homeowner and the homeowner then called 911, and police did respond immediately. we did check with other cities in the bay area and appears that these home burglaries are on the rise elsewhere. vic lee, abc7 news. still ahead, sending a message of their own. how neighbors are trying to catch whoever made off with expensive signage from an east bay community. and spay or neuter or else. the proposed rule that has dog owners of one particular breed fuming in a california city. and let's take a live look outside from our emeryville camera. kind of drizzly, kind of moist out there this morning. temperatures in the mid-50s in the east bay. frances dinglasan will hav

new this morning, riverside county authorities are considering mandatory spaying or neutering of pit bulls. it's in response to an increase in the number of attacks on people by pit bullterriers or pit bull mixes. there are opinions on both sides at county animal shelters. some people are in favor of it. others say it should be up to their owners. >> from our leaders at the county level, they're frustrated that too many people are getting hurt seriously, some almost near death, and they're frustrated. >> the owner's consideration to take that decision. >> animal control authorities have long advocated altering

dogs regardless of the breed because it makes them less likely to roam and to get into trouble. in oakland, new proof that some people will steal anything, even signs encouraging people not to litter. it happened in the diamond district between highway 13 and mcarthur boulevard and between 35th to just beyond fruitvale. we have surveillance video captured by an area business. banners reminding residents and businesses to stash the trash and squish and stash your cigarette butts. well, they were taken under the cover of darkness. volunteers say the this happened just before 2:00 on tuesday morning. a gray catering van drove around the diner district and stole three of their community litter banners. each weather-resistant banner costs as much as $600. the volunteers who captured the video and snapped pictures immediately took his evidence to oakland police. >> i turned the information over. i filed a police report yesterday on behalf of the diamond improvement association who owns the banners.

and it's been turned over to the investigators. >> the volunteers were cleared. they simply want their banners back. the diamond district takes its trash collection and litter program very seriously. oakland's newest city council member will host a neighborhood cleanup event today. noelle galo is organizing the event. volunteers will fan out across a piece of oakland to pick up litter and clean an area of the district. the cleanup event starts at 9:00 this morning. volunteers are meeting at 46th avenue and bamcross in east oakland and will clean part of bancroft avenue between high and 51st. gloves and cleanup tools are being introvided by organizers. hopefully they get a good turnout. might have to battle a few rain drops, though. we have a live shot from our roof camera looking out towards the embarcadero and the bay bridge. some sprinkles out there. i'll let you know how long they'll last and what to expect

they delivered the okay following an extensive study of chevron's repairs and safety system. it was last august, a massive fiber destroyed an essential crew distillation unit at the refinery. they've been running at reduced capacity ever since. the end of june appears to be the restart date. an unprecedented amount of cruise ship mishaps have happened over the past few months. so with the summer cruise season ready to kick off, how is the industry doing? "7 on your side's" michael finney has been looking into that and has this report. >> reporter: it's hard to forget these pictures of the carnival "triumph" or the conditions, passengers were forced to endure. in this home video, horror and panic on the concordia. >> people were pushing. it was chaotic. >> reporter: editor in chief of cruisecritics.com, carolyn spencer brown.

>> the industry has to be more sensitive to travelers, especially those new to cruising, will have about booking a vacation. >> reporter: an owner of a travel agency is baffled. >> what is the deal? >> reporter: despite the cruise issue, americans and bay area residents in particular are not foregoing cruise vacations. and the cruise companies aren't offering any spectacular deals. are there bargains out there because of this? >> there's not. surprisingly. you would really think that they would come out with give carnival another go, you know, come and sail with us, but we really haven't seen heavy discounts. >> reporter: she says other cruise ship companies aren't offering discounts either. >> they haven't felt the need. you know, the bookings are still there. >> reporter: still, there could be discounts later. >> i think what we're going to see later down the road in terms of summer, fall, maybe the holiday season, you may see an impact there where prices will

from emeryville. visibility has improved again within the last 15 minutes. currently 53 in san francisco, oakland, 57, half moon bay at 52. live look at the golden gate bridge. here a different story. we see the fog, low clouds move the and that's kind of the weather pattern for the morning. santa rosa, 52, napa 54, and los gatos at 49 right now. here's what you can expect for the day, some spotty showers mainly during the morning, mainly in the north bay. some more showers tomorrow morning, but in the early hours. then warming up monday through midweek. i'll show you that with the accuweather receive-day forecast. if you're heading to the game, sprinkles are possible, although unlikely at this point. temperatures near 61, 60 degrees by the time the game ends, so dress accordingly. here's a look at the satellite image over the last 24 hours. we see the tail end of this storm system move closer to northern california, and as it does it's going to bring us a few sprinkles.

we're getting the tail end of this. not a lot of rain. talking a few hundredths of an inch. then a few more storms headed to our north. we will be getting the tail end of it and that's why we'll see sprinkles possibly again and some showers tomorrow morning. our forecast model shows some rain, light rain falling over parts of the north bay, ukiah down towards the coast, a lot of cloud cover but by lunchtime mainly clouds and some breaks of sunshine. looks like a shower there off the coast. and then by this afternoon we'll even see more sunshine all around the bay area. the rain, light showers does return overnight into tomorrow morning. looks like we'll see better chances tomorrow morning, see the areas of green again, mostly in the north bay. then sunday afternoon, looking pretty good and drier, cloud cover in the early morning hours, but the pressure gradient will be tighter, meaning there will be a stronger pressure difference between the inland areas and the coast, and so we'll see stronger winds tomorrow afternoon. highs today really a nary v
