abc7 news reporter cornell bernard has the latest and will join us next half hour. >> richmond police have increased patrols after a brazen daytime shooting that left a man dead. the jogger was killed yesterday at 28 and virginia streets targeted in a group of people 20 running as part after vocational class. two others were wounded. police do not have a custody but they found the get away vehicle reported stolen early in the morning. >> a man is in custody after driving the wrong way on highway four during a high-speed chase after 6:00 last night in baypoint. when the deputies tried to pull the man over for driving recklessly he took off at one point driving into oncoming traffic. officers arrested the man a short time later after he went off the road in pittsburg. he had several warrants out for his arrest. >> the body of a soldier from san jose is back on u.s. soil after he was killed over the weekend in afghanistan.

the 24-year-old specialist was among five americans killed when a suicide car bomb detonateed sunday. also kill was a 25-year-old state department diplomat. the family is heartbroken. >> we honor him as a soldier myself and as a brother and all the other soldiers that have done their sacrificing for the country. >> he did not fear, he said if i am going to be gone, this is my mission, this is what i have to do. i'll accepting the fact. if it happens, it happens, mom. >> he was on the second deployment after joining the army in 2007 previously serving in iraq. four other americans were killed in the explosion. >> this morning, we will learn why steel rods on the span of

the bay bridge broke. caltran will address the transportation commission. caltran is expected to answer questions on whether testing protocols were followed after three dozen steel rods snapped beneath the bridge deck last month. engineering experts and a private consultant criticized caltran saying that the failure was preventable. caltran's estimates it will cost $1 million to fix the problems. the span will open labor day weekend, 145 days from now. >> it is 4:34. the city of santa clara is moving closer to having a large scale entertainment hub built next to the 49ers stadium. on tuesday the city council agreed to let a developer launch a $200,000 study of building options on the 230-acre site that would have paved city own land near great america parkway to make room for shops, housing and restaurants. the project would be five times

larger than san jose's santana road. >> governor brown is meeting in beijing with trade officials after signing an agreement to strengthen economic ties between california and china. the governor is leading business leaders from across the state including the bay area on a week-long trade mission. their signed memorandum of understanding establishes a working group made up of dozens of business and government leaders from california and china. they will meet regularly to discuss trade and investment opportunities in infrastructure, agriculture, energy, and tourism. >> president obama's budget is on the way to congress guaranteed to anger both ends of the political spectrum. the president is looking for a deal to reduce runaway deficits that topped $1 trillion in the last four years. the left is bashing the plan saying the poor and elderly would suffer from the proposals to slow down the growth of social security and medicare,

reform. students at jefferson elementary school are trying to bring attention to their campaign to bring their friend and classmate home. ten-year-old guzman was visiting family in mention cone when the visas expired and they were denied entry in the united states in january and told they had a five-year wait to re-apply for new visas. >> in washington there is a tentative deal on allowing farm workers in the united states, one of the key issues that has been standing in the way of immigration reform measure. lawmakers are not offering specifics on the deal but a bipartisan group of senators is hoping to come up with a sweeping reform bill by the end of the week. >> april is sexual assault awareness month and students are taking an honest look at rape with personal and eye opening accounts that have students talking. abc7 news has more from palo alto. >> this month's issue of verde magazine has everyone talking at palo alto high school.

>> people are saying positive things. >> the subject matter is weighty, the issue focuses on the topic of rape. >> this is something that everyone who is in high school, who is going to college, who ever drinks who will ever have sex should read. >> the magazine dedicated six stories to rape. the cover story focused on two palo alto female students who admitted they drink too much and were then raped. >> this is a reality at college. >> lisie sabbag interviewed the victims and wrote about campus reaction. >> if someone says they are raped people will say, they are just looking for attention or they got drunk and it is their fault. >> the magazine conduct add nonscientific online student poll and found 57 percent agreed that certain women are more likely to be raped because of their behavior. 26 percent agree that if a woman gets drunk and is then rained, she is responsible for what

happened. >> we are a liberal community but some of these statements were certainly: if not ignorant, not very well thought out. >> students found the issue eye opening. >> it was surprising to know that this kind of thing is happening at our school. >> students picked up this issue of verde magazine today on campus, parents will get their copy in the mail on thursday. in palo alto i am here for abc7 news. >> san bruno police are asking for your help in finding the armed robber who held up a chuck e. cheese restaurant. these are from surveillance video and this man robbed the chuck e cheese on monday and the robbery took place at gunpoint inside the manager's office away from customers. police say that there were 15 children and 15 adults in the restaurant at the time. they did not know the robbery was happening.

the man drove away in a silver newer model toyota prius. >> the warriors are going to the playoffs for only the second time in 19 seasons and for the first time since 2007. the warriors clinked the playoff berth in front of fans in oakland last night by routing the minnesota timberwolves 105-89. the warriors are seeded six out of eight playoff spots in the western conference and only have four games left which ends next season. it is amazing and six years ago only fine of therm currently in the team in the nba and five of them were in high school. >> they have confident now. that is the number wing thing. >> the second most important thing, the lakers are almost out of it. >> they are not a young team. >> exactly.

gatos about 52. check out the temperatures, they jump another two to eight degrees and we go from the 70's and near 80 yesterday to the 70's and mainly 80's in most of our neighborhoods. here is what is happening, high pressure is moving right over the top of us and that is the calming affect on our weather which is why it will be so warm today. in fact, this warmth reaches the height today until tomorrow when it returns the sea breeze to us and cools us down. today, though, there will be a touch of summer in some areas with upper 70's to mid-80's in the santa clara valley. gilroy is 84. up the peninsula we are at 75 in san mateo and mid-to-upper 70's look the coast and low-to-mid 70's around downtown and south san francisco and sausalito and low-to-mid 80's through the north bay valley and mid-60's at the beach and mid-70's to near 80 degrees along the east bay

life with the number of cases now at 28. the first case is of h7n9 announced last week all reported in shanghai and three eastern provinces. people are contracting the virus through direct contact with infected birds. >> a poll is out on how americans feel about paying taxes with five days to go until the april 15 filing deadline. the latest washington post/abc news poll shows 85 percent supporting taxpayers doing what they $legally, to trim what they owe the government. they are almost evenly split how they see the internal revenue service. 49 percent view it fairly and 48 percent view them unfavorably. >> guess what? california is looking for a new gold rush, powerball is getting off to a strong start in the first week here. tickets for the lottery game generated $3.1 million in the first 24 hours after they went on sale on monday morning. it was closer to $4 million last

achievement gap between the rich and the poor. according to the state department of education in 2012, 78.5 percent of high school seniors graduated with their class. that is up 1.4 percent from the previous year. at richmond high, a third of the seniors did not graduate with their class. a nonprofit program called college is real helps students graduate and get to college. >> we are all in the same boat. it was the money. we were scared of going somewhere we would not be able to make it. >> locally, santa clara, san mateo, and contra costa counties graduated a higher percentage of seniors than the state-wide average. education officials say more funding to restore counselors would help prevent dropouts. >> next at 5:00 a.m., the mystery police are trying to solve after firefighters discover a burned body. we have new developments on that story. a local man accused of taking
