further to the south we look at the san mateo bridge we have a high wind advisory and expect to see some delays starting tomorrow for the next two weeks with automatic toll plazas installed. >> new this morning, san francisco police chief is dropping a controversial plan to arm some officers with tasers. he made the announcement at the police commission meeting. katie marzullo has the latest from the newsroom. >> this is surprising. the chief had been pushing for the tasers not for the entire force but for about 70 officers specially trained in crisis intervention. this morning, the "san francisco chronicle" is reporting the chief is taking his proposal off the table. he says after taking public suggestions under advisement and changing the policy for how the tasers could be used, usage was so restrictive the less lethal weapons were no longer viable and tells the chronicle that officer would give so much pause

middle schoolteacher is on leave after a video surfaced showing the teacher striking one of her students. the cell phone video shows the middle schoolteacher with a long object which according to another teacher was a foil roll of wrapping paper. the teacher is accused of hitting one student and threatening others and was recorded by a student before spring break. >> the video came to your attention when? >> on monday, april 8. >> you saw it online or a student showed you? >> student brought it to my attention. >> your reaction? >> we want to do everything we can to make sure the students are safe and we are protected and that is our priority. we investigating. >> the parent says the teacher has struck other students in the past and some kids are afraid of her. >> in antioch hundreds of students will be tested for tuberculosis today after a student was diagnosed with the

illness. contra costa county officials say a student at deer valley high school was confirmed to have active tuberculosis on march 25 but no longer is infected. letters went to parents to let them know any student who shared a classroom will be tested as a precaution. 200 students will be tested today. >> four cities in the silicon valley are being considered as the permanent home if a new regional patent and trademark office. our media partner, the "san jose mercury news" reports shows, santa clara and mountain view and sunnyvale are in the running with a temporary office in in mo park. a group of parents, educators and community members are planning a protest this afternoon against plans to build a drive through mcdonald's after developers wanted to add

the chairman of the joint chiefs will face lawmakers determined to cut pentagon spending. hagel and army general dempsey will testify before the house armed services committee on president obama's 2014 defense budget. the hearing comes a day after the president proposed his $526 billion spending plan. the budget calls for steps that congress has rejected in recent spending fights as another round of domestic base closures and an end to weapons systems and an increase in health care fees for military retirees. >> major league baseball commissioner says he will not meet with san jose mayor reed after asking for a meeting to discuss plans to move the oakland a's to san jose. in a letter, he referred to additional litigation over the move. the san francisco giants claim they have territorial rights in the south by. the a's dispute that. he says discussing possible litigation would not be productive and the commissioner appoint add committee more than four years ago to study the a's plan for a san jose ballpark.

as far as mount tamalpais you can see just how clean the air is, with the bay bridge and way down here that is the san mateo bridge and that is pretty significant significance from 2,600'. santa rosa is 53 and napa is 49 and fairly is 52 and 51 and hayward and los gatos are 52 and 51, so, pretty mile. while you were sleeping, the cold front raced through the neighborhood and high pressure is in between with the clockwise flow bringing in the cooler weather today. now at look at temperatures, especially down in the south bay where morgan hill and los gatos are the warmest at 73 and milpitas and sunnyvale in the upper 60's. a lot of mid-to-upper 60's on the peninsula where it is breezy. we will have clouds more stubborn on the coast and temperatures in the upper 50's with mid-60's around downtown south san francisco more high clouds and sunshine and you will see that through the north bay with low-to-mid 70's.

crashing into a fire hydrant, a building, and a bus. abc7 news reporter cornell bernard has the latest. >> the two carjacking suspects are likely injured crashing a nissan into the side of the apartment building at union and van ness. believe it or not they took off running and took out a fire hydrant. look the at the video shot moments after the crash. an incredible sight with water gushing 20 or 30' in the air. it was carjacked, the vehicle, flee days ago. the suspects took off when they were spotted, and they hit a bus and hit a hydrant and then slammed into the side of the apartment building. look at the side of the suspect car.

wounds four people, one seriously. police are trying to figure out how it began. abc7 news reporter amy hollyfield is live at the police department with the latest information. amy? >> we got a briefing from an officer who was on the scene. he tells us that at least 30 rounds were fired in this gun attack. he says it happened about after 10:00 last night in north vallejo. four people were shot. they were all inside one car. they believe the gunman or more than one gunman was in another car, they were chasing the victims and shooting at them while rolling through a neighborhood. >> it is very dangerous. generally the people that get hurt in these situations are the citizens. we were fortunate we did not have any residential properties hit or did we have people who were inside the houses injured by any of the gunshots.

>> the victim's car crashed and two of the victims were found inside the car, a man and a woman. two others were running away knocking on people's doors trying to get people and they clapped. police say all of the victims remain expected to be okay. one was shot in the head. officers say all four of them are expected to survive. police say the victims are not cooperating with police. investigators don't have a lot to go on. they say though believe the shooter was in a white small car and they are not sure if it was american made or foreign made. they do believe there could have been more than one shooter because they say the casings were from different caliber guns, handgun and a rifle or shotgun. they don't enjoy would they are looking for or how 19 people, possibly more than one shooter, possibly in a small white car. they don't know, also, if the victims were shooting back at them and they don't know why this happened.

this morning, a 30-year-old man is if jail in martinez after allegedly assaulting a man on a bart train and being taken down by fellow passengers. police say zachary mccabe seen here in a backing go to from another arrest last month, was lying across two seats as the train pulled into the bart station yesterday morning. investigators say he started fighting with a 62-year-old man who wanted to sit down and other passengers jumped in to break it up. police arrived three men were holding mccake -- mccabe down after a woman used her stun gun on the suspect. >> i laud that woman who used her stun gun. it sounds like that was appropriate. >> stun guns have less voltage than tasers and people do not need a permit to carry one. >> speaking of tasers, san francisco police chief is no longer asking that some of his officers be allowed to carry a

taser. the "san francisco chronicle" reports the chief has withdrawn his proposal that specially certified officers carry tasers. these wanted the less lethal weapon so officers could use them on suspects they could not reason why, such as those who are mentally ill or drunk but after so many restrictions were added, suggested by the public, he says the taser would have been useless. we will explain the restrictions coming up in a live report. >> east palo alto police are searching for the person who shot a man walking down the street. it happened before 8:00 last night on azalea drive. police say the 29-year-old victim was walking down the street when he was shot in the head by someone in a passing car. the only description police have so far of the vehicle was it was dark in color. investigators say the victim is in stable condition this morning. on capitol hill the senate is set to vote today to start debating gun control

legislation. a bipartisan agreement would expand background checks to gun shows and online sales. some have threatened to filibuster the vote. president obama welcomed the agreement saying it represents significant progress but he wishes parts of it were stronger. the national rifle association says the focus should be on mental health and the sources of violence such as gangs. >> developing news from the midwest, a state of emergency has been declared for missouri after a string of tornadoes ripped through the area overnight. tens of thousands of people still don't have power. authorities say a tornado touched down last night in the st. louis suburb ripping the roofs off several homes. there are reports up to six tornadoes touched down in all and one of those is blamed for damage in northern arkansas and van buren county where it left dozens of homes damaged. drivers were hit by the strong winds and some cars and trucks remain overturned. >> that certainly has hit close

>> coughing benicia, san ramon, and all the bay area this is abc7 news. >> this morning, a pharmacy company has launched production of an antimalaria drug, 12 years after a breakthrough discovery by a uc berkeley professor. they announced they will start producing a partly synthetic version of a chemical critical to making the antimalaria drug based on the cal professor's discovery. he hopes to save the lines of hundreds of thousands of people in developing countries. each year, 650,000 people die great malaria. most of them are children. >> governor brown spoke at china's major universities this morning calling for unified action to combat climate change.

he told students, we have one big problem and we have to work on it together. the governor is on a trade commission in china and has signed symbolic agreements to boost trade between california and china and to help the world's most populated nation to improve their air quality. and they will create up to 10,000 jobs here in the area. sponsors of burningman festival have won a round, with the nevada legislature approving a bill preventing the county from trying to hit it with new regulations. it is held on land owned by the federal government but the county officials slammed organizers with a $1.50 fee to pay for law enforcement. burningman is suing to overturn the fee which it says would cost $600,000. burningman is a counterculture festival that draws 50,000 people a year to the nevada

desert. >> do men walked in a grocery outlet in san leandro if january and a robber pulled a gun on an employee and demanded money. they fired shots in the cerealing to scare people. the men are suspected in seven recent robberies. there is a $20,000 reward now to help track them down. >> there is great excitement in the south bay over the discovery of a colony of beavers in downtown san jose. it has been 150 years since beavers have been seen there. the past two weeks video cameras with night vision lens have captured the mother and two babies feeding in the dark. a willow tree truck was a sign they had settled there. the beaver habitat is along a park trail and the guadalupe weather is used to teach schoolchildren about nature and ducks and guess get along fine with humans and the hope is that
