hydrant gushing 20', 30 feet into the air and the nissan was carjacked in modesto three days ago. c.h.p. spotted the car this morning. there was a short chase. the weres, according to police, hit a bus and hit the fire hydrant and slammed into the side of the apartment building and ran away. neighbors say police have been asking a lot of questions. >> i was sitting on the bench and next thing i saw the hydrant slowing and i saw maybe, like, five police officers and three c.h.p. and i saw the c.h.p. i was lick, well, that is weird. next thing you know they were asking a question and did i see anyone runaway. the damage to the side of the suspect car, airbags remain

deployed and it is hard to believe anyone could walk away let alone runaway. that is what happened. they are looking for two male suspects. they were wearing black t-shirts and are very likely injured. there were no passengers on the bus that was hit by the suspect vehicle, the driver was shaken up but not hurt. the investigation continues. we are live if san francisco for abc7 news. >> more developing news, vallejo police are investigating a shooting that left four people wounded last night. detectives say 30 shots were fired from different caliber handguns and a rifle last night at 10:00. the four victims were taken to the hospital with non-life threatening injuries. police do not think it was random. it is lucky no bystanders were hit by gunfire. amy hollyfield will is a live report in the next half hour.

>> san francisco police chief is dropping his plan to arm some officers with tasers. abc7 news reporter katie marzullo joins us with the reason the chief is backing away. katie? >> the chief says that after tightening the policy for how the tasers could be use the, usage was too restrictive. the chief has heard a lot of public suggestions on how and when officers should be allowed to use tasers such as you cannot use a taser on an elderly person, a child, a very thin person or any person too close to traffic so when he added up the limitations he worried officers would give too much pause to if they should use the taser and it would put them and the public at more risk. the chief proposed the tasers in july after police shot and killed a man armed with a box cutter in the financial district. he was on the run after stabbing co-workers. in august he told the commission he wanted to prevent another deadly shooting like this.

>> you cannot do anything about the last person but my idea was to do something right now, tonight, about the next person. >> the police commission has rejected tasers twice over the past three years. out of the 20 launchest metro areas in the country, san francisco police is the only agency that does not use tasers and it is the only agency in the bay area that does not use tasers. the group, stores for justice, representing african-american. police officers was against the proposal all along saying the weapons would be used mostly on minorities and drug addicts. >> in the east bay a middle schoolteacher is on leave after a video surfaced showing the teach are striking one of her students. the cell phone video shows the oak grover middle school teacher with a long object which according to another teacher was a roll of foil wrapping paper. the teacher is accuses of

hitting one student with it and threatening other students. the video was recorded by a student before spring break. >> when did the video come to your attention? >> monday, april 8th. >> you saw it online? >> a student brought it to my attention. >> your reaction? >> we want to do everything we can to make sure the students are safe at oak grove and we are protected and that is our priority. we are investigating the situation. >> a parent tells abc7 news that the teacher has struck other students in the past and some of the kids are afraid her. >> in san bruno they are looking for a developer for lots left everyonety after the 2010 pipeline explosion. council wants proposals for 12 lots which remain left empty after homeowners decided against rebuilding their homes there. the city says it prefers the developer come in and build out the lots at the same time so new

homes can go in faster. there are 38 homes that were destroyed in the 2010 blast, 22 homes have been rebuilt or will be rebuild. >> in antioch, hundreds of high school students will be tested for tuberculosis after a student there was diagnosed with the illness. contra costa county health officials say a student at deer valley high was confirmed to have active tuberculosis in march but is no longer infected. any student who share add class or a club with that student will be tested as a precaution. 200 students are expected to be tested. >> in san jose, a group of parents, educator and communities members plan a roast -- protest against plans to build a drive through mcdonald's near a school in orchard farm shopping center on land that has been empty for 20 years. residents are concerned about the health implications and safety because it would be

hydraulic fuel that spilled on the tracks. everyone now has the delay only at 10 or 15 minutes. the metering lights are on, on the bay bridge, and it is very busy from oakland to san francisco. the good news is the sun is rising. as we led over to the drive in east bay we still have this accident blocking lanes and it is along westbound 580 to the northbound 680 transition down to 34 miles per hour as you approach that junction and as we jump to petaluma, a new crash out this in the southbound direction 101 at petaluma boulevard. we are starting to see a backup before 115. >> leyla gulen was talking about bart, imagine riding bart to work and a passenger pulls out a stun gun and uses it on another passenger. ahead at 6:30, police and other riders say the woman with the stun gun did the right thing.

vallejo a light night rolling gun battle sent to people to the hospital. abc7 news reporter amy hollyfield has been talking to investigators. >> police gave us a briefing and say they are still looking for the gunman and they don't have a lot to go on. they say the victims are not helping with the investigation. this happened about 10:00 last night in north vallejo, the gunman was in one car pursuing the victims in another car. at least 30 rounds were fired. this was an 10:00 last night. police are feeling relief that no one inside their homes were hurt. the victims car crashed when the driver was shot and the other car took off. >> male and female were inside the vehicle that we contacted and two other individuals fled from the scene and local resident called because they had

been backing on their doors and we picked them up. >> all four victims are expected to survive. police say they don't know the motive behind the attack or who they are looking for. the victims are not cooperating. the shooter was in a white small car. they say there likely could be more than gunman because the calibers, or casings came from different caliber, a handgun and a rifle. >> this morning a 3-year-old man is in james in martinez after assaulting a man on a bart train and being taken down by fellow passengers including one with a stun gun. police say zachary mccabe seen in a booking photo from another arrest was lying across two seats as the train pulled into the bart station. he started fighting with a 62-year-old man who wanted to sit down.

other passengers jumped in to break it up. when police got there three men were holding mccabe down after a woman used her stun gun on the suspect. >> i laud the woman who used the stun gun on him. it sounds like it was appropriate. >> police say stun guns have less voltage than tasers and people do not need a permit to carry one. mccabe is facing assault charges. >> contra costa sheriff deputies are looking for a gunman who shot a man would looked for help at a grocery store turning up a 8:00 p.m. at a safeway. police believe he was shot in richmond and driven there and dropped off. he is expected to be survived. the safeway stayed open while crews tended to the victim. >> governor brown is in china on the trade mission trip. he is on a five-hour long bullet train right. he spoke at a university and called for major action to

a bipartisan agreement would expand background checks to gun shows and online sales. some conservatives have threatened to filibuster the vote to keep the bill great moving failure. president obama welcomed the agreement saying it represents significant progress but he wishes parts of it were stronger . the national rifle association says it should be on mental health and the source of problems. >> three japanese automakers are having recalled including lexus models between 2000 and 2004 and honda is recalling civics and crv's and nissan is recalling top sellers and mazda says this affects different years and models with the airbags made by the same corporation in japan.
