late friday night. please believe it was hernandez who drove away last month with the jeep with the baby inside. the baby's mom just stepped outside -- out of the car, area, to close the garage dar and left the keys in the ignition. a sketch of hernandez was circulated. police say witnesses and evidence tied her to the crime. hernandez is now in jail on drug and kidnapping charges. the baby was found unharmed. a split-second decision by a san jose teenager saved a boy from falling more than 300 feet. it happened last tuesday at yosemite. >> all ever a sudden you hear the mom screaming like bloody murder, oh, my god, save my baby, save my baby. after i hopped the fence i heard my parents screaming no, no, please no. >> i was no, no, and it was so fast and he was in just like that. >> alex smith and his family had just hiked to the falls it when a 9-year-old boy fell into the

merced river. alex jumped over the railing and held on to a rock and snagged the boy as he was going by in the swift rapids and then alex's dad came to help. i reached him and he reached me and he lacked up like the craziest look in his eye like please help me. >> then i have not only my son but my husband out there, as well. so that was -- it just -- terrifying. this is the only photo the smiths have of alex and the boy he saved. 9-year-old had just finished telling alex thank you. catching a cab in san francisco can be frustrating standing around, trying to flag one down a new study recommendation the city put at least 600 more taxis on the streets. we look at what is driving that need. you want to drive a cab, that's the way it is. >> reporter: howard has been driving the streets of san francisco for 17 years. in the last year he says he's earning about 30% less than

usual, and he says it's because of new rights or services like lifts. >> cab companies need to learn from other people because smart guys came in and said here's a need and they sold it. >> there's been plenty of friction between cab drivers and even limo drivers between the ride services. according to a study put out, the main reason the ride share companies spotted up is because the city should have more taxis. it's a problem cab users know well. >> when you have to hail a cab, is it easy enough? >> not always, it's difficult. >> the report was commission bid the san francisco mta. it recommends at least 600 more taxis be added over the next two years but not everyone is sold on the recommendation. >> it's unbelievable. it shouldn't be that much. it will kill jobs. >> he is a limo driver who subscribes to uber, an anderson that allows people to order limo

forecast. one person has died following a fiery accident in novato. witnesses say a car burst into flames after overturning last night just before seven. it blocked the connector ramp to eastbound highway 37. the chp closed the ramp while crews cleared that scene. chp investigators are trying to determine what caused a ferrari to go off the road along the sonoma county coast yesterday killing two people. the car burst into flames after it left highway 1 and hit a tree near genre. it appears bogey victims died on impact. the chp kept highway 1 closed until about 5:30 yesterday evening while investigators searched for evidence. a busy stretch of highway 101 in marin will see rolling closers this weekend. the highway patrol will set up traffic breaks along the southbound portion of 101 between marin city and the golden gate bridge.

tougher on smoking. the city could become the first in the nation to limit the number of retailers selling tobacco. it's the idea of a nonprofit youth organization that's spent years working on this idea. >> there are approximately 1,000 stores in san francisco that sell cigarettes and other tobacco products. it's where those retailers are concentrated that critics want to change. we don't think it's necessary to have four or five different stores that sell tobacco on one block. >> he is a member of san francisco's youth leadership institute which calls it a social justice issue. after spending four years doing research, the group found cigarettes are much more available in low income communities. forks, the south of market tenderloin neighborhood has 270 stores, while the marina has 51 and the inner sunset just 37. >> that's not fair. that's not just in our communities.

so we want to create a fair, even playing field, even amount of tobacco permits across the city of san francisco. >> they propose to do that not by taking away existing permits but by limiting the number. new ones. when a retailer sells or goes out of business, the new owner can't offer cigarettes if there are already too many in the district. >> that's not fair for the business. >> he said under the proposal the value of his small market in the mission will go down. >> if i want to sell it, this business, and you know these conditions are going to be enforced on you, you are going to change your mind about buying this business. >> and a smoking rights group says we are simply seeing a level of legs laytive bullying against those who exercise the right to choose or sell a legal product. but the youth group says it's not targeting smokers themselves. >> it's not that we are telling people to stop, we are saying maybe 270 permits in your little area is a little too much.

los gatos only 42 right now. so here's what you can expect. also for the winds right now, i just want to show you it's going to get pretty breezy this afternoon. but even already along the coast gusts up to 24 miles an hour in half moon bay. that's where we can see winds even up to 30 miles an hour this afternoon. so cooler compared to yesterday and breezy once again. even blustery conditions near the coast and even a chance of rain. i'll show you that with the forecast model. the pacific satellite image says a setup of high pressure, low pressure and with the type pressure gradients in the afternoon, that will give you the breezy conditions. we also have a cooler air mass moving through the bay area, bringing us temperatures a few degrees cooler compared to yesterday and even dropping some more for tomorrow. the forecast model does show a possibility of some light rain and showers tonight in parts of the north bay. but we are talking very light rain, maybe a few hundreds of an

we do have video from a march yesterday that happened in downtown san francisco. this was organized by the answer coalition. hundreds of people rallied at market and powell streets at the same time that thousands of other people protested across the u.s. they accuse the u.s. of using drones to kill more than 4700 people worldwide. the use of drones has increased during the war in afghanistan and in fighting terror targets in pakistan. the majority, when the pentagon is the cia don't even know who the targets are, they just look like terrorists. so we think it's high-tech assassinations, high-tech murder and we are trying to bring an end to that. >> those demonstrators also urged local governments to avoid using drones to keep tabs on american citizens. some local lauren forbes meant agencies have studied the ideas of using drones for surveillance purposes, including in alameda

as we told you a bit earlier, demonstrators protesting drones will be walking the span later this morning. we will have more details on that in our next hour. now to some news in sacramento that could impact a lot of us, if you have ever bought or sole event tickets you will be interested in what state lawmakers are doing. they are talking about a measure to make it easier to navigate both sides of a ticket transaction. abc7 news capitol correspondent nannette miranda explains. >> are you catching the latest rolling stones concert in maybe pink is more up your alley. for steve, his splurge is sports. nba season tickets. if i pay the money for the tickets they are my tickets and i can choose them however i use. they are mine. >> but when fans buy paperless or will-call only tickets, it's tough to sell them. consumers have to show id at the event or the same credit card

according to the conductor, the train was going about 15 miles an hour and he -- it was in his estimation that it was a track-related issue that caused the train to actually derail. >> railroad authorities continue to work on removing the derailed locomotive and make track repairs. by the way. mowry avenue has since reopen. a candlelight vigil will take place friday for a young woman who committed suicide after being sexually assaulted. 15-year-old audria potts committed suicide eight days after she was attacked during a night of drinking back in september. pictures of the assault were posted online. thursday sheriff's deputies arrested three sixteen-year-old boys on sexual assault charges. during the initial investigation they were only cited for misdemeanors. friday's vigil will take place at saratoga high school at 8:00 p.m. a 30-year-old woman from san
