>> good morning to you all. it's 6:00 a.m. on saturday. i'm katie marzullo. let's start off with a quick first look at the weather a lot of stuff happening out there. here's meteorologist lisa argen. >> hi, katie. we are looking at the winds pickingping in the north bay. right now relative humidity is still high, 85 to 89%. with those dry, north winds it will be dropping quickly. and the gusts anywhere from 40 to 50 miles an hour, allowing

for high fire danger right on through 3:00 above 1,000 feet. so later on in the afternoon, these winds are going to switch around. they will subside. but this morning the risk is there right into the next several hours. elsewhere we are looking at a little bit of patchy fog along the shoreline. temperatures coming down today. no records, but a very comfortable afternoon. the last day where we will see numbers in the mid-and upper 80s in the inland east bay. along the coast 60s with breezy winds, 70s to the upper 70s around the bay and we will talk about rain in the next couple minutes with the latter half of the weekend upon us. it's going to be very, very different tomorrow. katie. >> lisa, thank you. as new red flag warnings are posted this morning in the north bay, fire crews in san jose are watching a brush fire they put out to make sure it doesn't flare up again. the fire burned through a large field yesterday. just south of the eastridge mall. abc7 news reporter showed us the

response that kept homes electric burning. >> sky 7hd looked down over the brush fire that burned 30 acres just across the street from east ridge mall. >> we are in a red flag warning. the weather conditions are almost extreme and this fire was spreading rapidly when fire crews arrived. >> a crowd gathered to see what was happening as the flames spread coming dangerously close to a me bile home park. >> my mom lives in the first mobile home. the cloud of smoke was coming at us and it was about ten feet away from the fence line. i started watering down the mobile home. it was really scary. [helicopter] >> two people were treated for smoke inhalation but there were no other injuries and no structures caught fire. at least not this time. >> we have fires here every year. usually we have multiple fires here in a year. >> this has happened three times last year, and i understand that it's already happened one time. so in a way i'm kind of glad

it's over. >> you heard the fire captain say this fire spread very quickly. that's what happens when it is this hot and dry outside. they say the best thing people at home can do is call 911 at the earliest sign of smoke. in san jose, abc7 fuse. nearly a dozen bay area strike teams are either in southern california right now or on their way there to lend a hand in the spring fire. county fire departments throughout the state participate in a system in which aid is provided to a county whose resources are overwhelmed. you are looking at live pictures right now of the springs fire which again is burning in ventura county in camarillo. they say the fire challenges down there are fierce. more on the springs fire. right now firefighters are hoping an increase in humidity today will help them fight. it it has burned at least 43 square miles. an area almost as big as san francisco. it has damaged 15 homes.

but the flames continue to threaten 4,000 more homes. the fire is 20% contained this morning. firefighters believe it might take more than a week to actually bring it under control. more than 900 firefighters are on the front lines in steep coastal terrain. the fire has been moving toward the ocean, but it did jump pch, the pacific coast highway, the highway is closed. bay area firefighters are helping in that effort. a fire broke out in hillsborough last night. it started just before five in the back of a house on black mountain drive. the owner tells us his family and his pets got out safely, so that's good. but they weren't the only ones affected. flames damaged the house next door and flying embers called small spot fires on a few other homes. the cause of the original fire is under investigation. well, it's not quite time to celebrate, but the bay area is very close to hosting the 2016 super bowl. that, after competitors in miami fumbled late in the game. abc7 news reporter alan wang

said a huge break came yesterday when flaherty lawmakers failed to come up with a big play. >> the confidence is flowing. but santa clara mayor jaymee matthews isn't popping champagne corks yet. >> i have taken the foil off the corks and inserted a twist, the release. but i have not put my thumbs on the bottom of it. hopefully after the 21st i will have a good reason to do so. >> that's when the nfl owners vote on the host city for super bowl 50. the new stadium is still under construction but the odds for santa clara just got better after its only competitor, miami, dropped the ball. at the end of its session the flaherty state legislator failed to vote on an nfl request of $350 million in renovations to sun life stadium. south flaherty super bowl bid committee chairman rodney tweeted, i'm optimistic by nate but talk about fourth down on the 4-yard line with 4 seconds

to go. >> i wouldn't count flaherty -- florida out yet. it's a long time. >> but they are clearly in the driver's seat to leave the championship in 2016. some local fans think it's just the beginning. >> i think if we have one super bowl here we will have many, many more here because people will fall in love with the place. >> but there's still a very slim chance that miami could get private funding, nfl financing or the state could call a special session and vote on renovating the stadium. alan wang reporting in santa clara, abc7 news. caltran's problems with the new bay bridge span appear to be getting worse. the failure of 32 rods back in march has led to an investigation of more than 2,000 of them. how that will affect the countdown to the bridge's scheduled opening is unclear. now just 121 days to go. we have more from abc7 news transportation reporter, heather ishimaru.

>> the galvanized high-strength rods are produced in a way that makes them susceptible to breaking in a marine environment. of the more than 2300 installed on the self anchored suspension bridge, only 32 has broken. but caltran is reviewing quality control tests for all of them and doing additional testing. in 2004 caltran updated their bridge design specifications or manual banning the use of this type of bolt. yet they were installed four years later. caltran said using them was perfectly acceptable. >> manuals for building anything, particularly bridges, get updated often. some get updated annually. and if we had -- if we stopped and changed the material every time there was an update, we would still be designing this bridge, not building it. >> the review of the suspect rods is the late heft a series of construction fumbles that would seem to threaten the scheduled labor day weekend opening. but that decision hasn't been made yet. >> vehicles will not be put on this structure until we have

determined it is 100 percent safe. >> former caltran spokesman and abc7 news bay bridge consultant, bart, said it's not just of the contractor and caltran monitoring the work. there are third party inspectors, as well. caltran should be able to explain to the taxpayers what happened. >> there has been thorough inspection on this and i think what the agencies have to answer is why were these type of bolts chose anyone. >> kyle mclaren nickel is a kind of third party. not an inspector but a writer. he wrote a best selling book about boston's big dig. he has a construction map of the $23 billion transportation project in his emeryville condo. this is a mockup of the bay bridge book he has researched and hopes to write. he says what's happening on the bridge now is typical of megaprojects. the big dig was done in segments. the opening day for every one of them was delayed. >> caltran is no longer a pioneer in land, it's a pinener

in technology. this bridge is the pushing edge of engineering on a magnificent scale. >> it's been one week since someone broke into a home and killed a little girl. her killer has not been identified but they say they are close to releasing a sketch. purple ribbons are wrapped around every tree in town in memory of the little girl who was murdered saturday afternoon. they are waiting for test results to come back on the killer's dna. it's been a tough case to crack with layla's twelve-year-old brother being the key witness. >> i feel we are getting closer and closer everyday. we have to rely now on some of the physical evidence, the dna prints,et set draw, et cetera. based on my own experience as an investigator years ago, cases get a little frustrating and then all of a sudden you get a little break. we will look for that one break.

>> yesterday workers cleared away tall grass around their home, a sign investigators are still looking for he have. they decline to say if the murder weapon had been recovered. almeda police arrested a man following a bizarre series of attack, including an attempted bank robbery at a local shopping center. the crime spree unfolded in a matter of minutes yesterday afternoon. >> reporter: police say two men drove to this chase bank and one went inside for some cash. but when he went back to the car, he and his buddies started fighting. >> the subject in the front passenger seat pulls out a knife and stabs the driver, who was the victim, in the area of the throat. >> police tell us the man with the knife hopped out of the car and ran off into this parking lot. witnesses went over to the victim and they called 911. but this story doesn't end here. police say the suspect then ran all the way back over to the chase bank and he demanded cash from a teller.

she refused, so the knife wielding robber demanded money from a customer instead. >> and he hold a knife to the back of the customer's neck, demands money from him. the customer proceeded to hand over money to the subject and then a fight ensues between the customer and the suspect. >> some broken furniture inside the bank marks where the fight happened. the man with the knife tried to get away but police responding to the earlier 911 call were able to catch him quickly. he was taken to alameda hospital for injuries he suffered in the scuffle and is now at police headquarters facing charges, including robbery and assault. abc7 news. it is 6:11 and lisa argen is keeping track of our forecast works i is all over the place. >> yeah. last summer-like day today. in fact just the first half if you are in parts of the north bay and the coast. because changes on the way. here's a look from vollmer peak. a little lazy out there. still looking warm.

changing. some good news for firefighters and for people with wildfire concerns because things might cool down and we might even see some rain. lisa argen will break it all down for us coming up. >> governor brown is staring down the federal courts over the state's much maligned prison system and neither side is breaking. he has a new plan to reduce the state's population, but nannette miranda reports prison critics claim the governor is breaking the law and they want him arrested. it's not a good plan, but it's the best of the worst. >> threatened with contempt of court, the brown administration submitted under protest a 46-page plan to relieve prison overcrowding. >> the state says california has already shed 42,000 inmates since 2006 and that the prison healthcare system is up to constitutional standards. but the federal courts still demand that the population be reduced another 9300 by the end of this year, a move that could jeopardize public safety.

>> i'm disappointed that the judges have not taken an in-depth look at what all we have done. >> the plan mostly relies on finding more beds by renting space at county jail or out-of-state prisons. it also increases good time credits so offenders can be released sooner and the state can expand the criteria for paroling the sick and elderly. >> i think it's 46 pages of excuses and whining. >> inmate advocates and attorneys say it still provides unconstitutional care and calls the plan inadequate. without a long-term fix, they want governor brown thrown in jail for failure to address the long-term problem. >> if any of us simply told the courts go away, go away, we would be in contempt. he is in contempt. >> the brown administration admits they are about 25 inmates short. the next key, the state has to submit a list of low risk offenders over the next several weeks. judges can use it to order early release.

it's an option if the judges don't accept the plan. the problem is most low risk offenders have already been shifted to county jail. >> that's a good point because the only remaining low-risk people left in the system are people you might consider serious and violent offenders. >> governor brown is hoping to avoid this by winning a separate lawsuit that seeks to regain control of the prison system. abc7 news. >> cinco de mayo festivals continue today. there will be food, music, dance and artwork. a family friendly event. no alcohol allowed and it typically draws more than 10,000 people. visitors are encouraged to take bart or muni or ride your bicycle to the celebration. san jose will celebrate

cinco de mayo tomorrow and police are closing major streets to keep everyone safe. fourth street and downtown market street will be closed, along with major sections of king road for traffic control. while the celebration is taking place, sharks fans will flood the shark tank for game three of the nhl playoffs with the sharks up two games to none over vancouver. both events plan on extra security. you will want to plan on taking more time to get wherever you are going tomorrow. weather-wise what, do people need to know as they are out and about this weekend? >> ten to fifteen degrees cooler, for one. we are still look at gusty winds, higher elevations of the north bay. live doppler 7hd right now not pickingping any precip or clouds, but the clouds will beheaded to the north from the south today. we are talking about low clouds. then mid and high-level clouds tomorrow. as an area of low pressure and upper level low moves towards the coast. that will allow for some subtropical moisture and the chance of showers as soon as

tomorrow, lingering guy the next couple of days. here's a look from our exploratorium camera, where san francisco is sitting quite comfortably in the mid-50s right now. oakland 55. good morning, san carlos. 59 for you. 58 in san jose with cooler numbers at the coast. mid-40s for half moon bay. santa cruz in the 90s yesterday. how about upper 60s today? from our sutro camera you see the sun coming up. a beautiful shot. temperatures are pretty comfortable. cool and breezy. relative humidity 85 to 89% up in the north bay right now. with the winds blowing it drops quickly, only to about 15, 20, maybe 30% this afternoon. that's why there is the red flag warning for the higher elevation of the north bay. 56 in union city, 55 los gatos. by tonight the relative humidity comes up and it will be a much different story tomorrow. clear skies this morning, sunny and cool today. a chance of showers comes our way with the upper level low tomorrow. lengers into monday and tuesday. the fire danger, although it's

with us always this time of year, significantly less tomorrow and right on through the upcoming work week. here's why. an area of low pressure will beheaded toward the coast, setting up along the shoreline tomorrow into monday. tuesday it finally heads out. where's the high? the big area of high pressure that brought the excessive heat moving up to the north. that is allowing for the low to take its place and bringing up not only the subtropical moisture, the clouds, the breezy winds and the much cooler air. so we are talking about a big change in our forecast. today the last day where we will be looking at temperatures in the 80s. in fact san jose today about 82. by tomorrow we are talking 70 degrees, upper 60s monday and tuesday with a chance of showers through tomorrow, monday and then the numbers go back up slightly through the end of the work week. temperatures will be just around normal by the time we hit tomorrow. 83 in morgan hill. look for 81 in santa clara. so temperatures on the warm side

welcome back, everyone. we are starting this half-hour with a quick look at the weather. here's meteorologist lisa argen. >> good morning, katie. a red flag warning in the hills of the north bay above 1,000 feet where relative humidity this afternoon continues to be dangerously low with gusty winds anywhere from 40 to 50 miles an hour out of the northeast. so right on through 3:00 we are

looking at dangerous fire danger here, and then we will look for the winds to subside. relative humidity will increase. in fact, fog will be along the coast by the later evening hours. we will get that wind shift obviously. but elsewhere around the bay this morning, temperatures are cool and pockets of the valleys of the north bay. mid-and upper 40s with the clear sky. temperatures climbing all the way through the 70s and 80s today. much cooler than yesterday. no records expected. we are looking at 60s on our coast. upper 80s inland and fog returns. an area of low pressure bringing the threat of showers for the next several days. we will talk about that in a few minutes. katie. >> all right, lisa. thank you. also new this morning santa rosa fire stations are staffing for red flag conditions, including stations of that been partially closed over the past two years.

the "santa rosa press democrat" reports $2.6 million in federal grant money will staff station 10 in southwest santa rosa and station 11 year santa rosa junior college. also nine new recruits will help man those two stations every day. a reopening ceremony and open house is planned for 11:00 this morning. berkeley city officials are calling for a halt to the sale of berkeley's historic post office. the postal service has approved the sale of the downtown berkeley building as part of a series of cutbacks to reduce costs and generate revenue. nearly 3500 post offices across the u.s. have been slated for closure or sale. opponents fear it's only the beginning. >> this is ridiculous. it will lead to the privatization of a constitutionally mandated, basic public service in this country. >> berkeley mayor, tom base, and other elected officials signed a letter to the postal service calling for a moratorium on the sale of all historic post offices across the country. >> about 160 new wal-mart jobs are coming to the east bay. the giant retailer is opening a

new neighborhood market in pleasanton in july and another in vallejo sometime this summer. temporary hiring centers have opened up near each location for full time and part-time positions. the pleasanton store has a hiring center. and the vallejo store is under construction where a mervin's store closed. the hiring center for that location is set up across the street. wal-mart plans to open two more neighborhood market stars in vacaville by fall. president obama gave his weekly address from mexico city where he's calling for stronger economic and trade ties with southern neighbors. this morning he's in costa rica where he will speak and take questions at a growth and development forum. in mexico this week he talk about expanding u.s. trade in latin america, including proposed changes in u.s. immigration policy, which was the subject of a recent senate bill. the bill provides a pathway to citizenship for immigrants already living in the united

states. it also strengthens security at the border which republicans insist upon. and it would modernize our legal immigration system so we are able to reunite families and attract the highly skilled entrepreneurs that will help pay good paying jobs and grow our economy. these are the majority of steps americans report. there's no reason immigration reform can't become reality this year. >> the vast majority of the 11 million immigrants illegally in the united states are from latin america and-of them are from mexico alone. it might be that a regular workout can go a long way in treating military veterans with posttraumatic stress disorder. researchers at ucsf and the veterans health research institute are using brain scans before and after workouts to measure changes in the brain. yesterday they gathered a group of veterans for a demonstration. no drugs, just an hour of exercise three times a week for twelve weeks. they say the workouts can stimulate the growth of new neurons and diminish the symptoms of ptsd.

>> it's a new treatment we are trying to use, no drugs, no therapy, no side effects, but work outs can have a big impact on the veterans reaction. >> i feel better mentally, physically. i have a connection with my fellow veterans they work out with. we can laugh and joke while we are on this thing and talk about all the pain we are in, but we are all releasing the energy. >> singer songwriter john mayer showed up for the demonstration. he has adopted ptsd as a cause, donating his time and money. researchers at ibm in san jose have created the world's smallest movie. a product of moving individual atoms to tell a story. business and technology reporter david louie gives us an inside look. >> at first glance it looks like an early attempt at animation but you are looking at something truly revolutionary. the sticks and what appears to be a ball but is actually an at atom are made of single atoms being manipulated on an ordinary desktop computer. >> it takes days or months to

set up to move individual atoms but once we have it set up, it's easy, it takes just a few seconds. the click of a mouse, drag the atom to a new spot and let it go. >> scientists at nabm research >> scientists at ibm research in san jose valley have been studying how the small at comes behave. it used to be the number of atoms could be as small as twelve and manipulating more atoms could open more doors. they took a single at tom and magnified it 100 million times to manipulate it. it made it the equivalent of an orange but the orange would be the equivalent of the entire planet earth. moving an atom creates an interesting noise. it's kind of like a d.j. scratching movie tracks. they speculate the science behind this might lead to tiny mass storage devices.

>> i would like to visit the county jails and i would like to participate in our soup kitchens and in catholic charities by getting my hands dirty by handing out food, washing pots and pans. reverend barber will be installed on may 25th. women priests have been excluded from the catholic church, but in 2002 a movement went against vatican and began to ordain female bishops and priests. this afternoon a san ramon woman will be the first to be ordained in southern california. lyanne melendez paid her a visit. >> maureen mancuso of san ramon is like a teenager on prom night. trying on our vestment she'll wear when she's ordained in

southern california. the first female priest to be ordained in northern california. >> in nearly 2,000 years. [laughter] >> that's how long ago jesus selected his disciples. olivia is the bishop who will ordain her. she's one of nine female bishops in the world. and diane, also a priest, came from washington state to witness the whole ceremony. >> my whole joy about being bishop is to be able to ordain other women into the priesthood. that's like, wow, for me. >> whalen became a priest in 2010. >> it's right up there with the birth of my children and wedding day. it was an amazing, amazing time of coming into who i am. >> the movement to ordain women began 11 years ago in germany. today there are about 150 of them around the world. this is where mancuso will be ordained, the lafayette christian church. it's not a catholic church because that would go against canon law.

conditions, a little hazy, but we will get more wind throughout the next couple days. subtropical moisture and much cooler air filtering in. upper 40s napa. 56 livermore. numbers today will be much more comfortable but it's still going to be warm in our inland east bay. we will be looking at that fog coming up from the south today. the winds will be shifting and that southerly surge will be bringing up cooler conditions late tonight. then an area of low pressure. an upper level low will not only bring us a chance of showers tomorrow, it will linger through monday and tuesday. so here's a look at that low. it's going to retro grade and undercut this big ridge of high pressure that continues to move to the north and west of us. so with that notice the green on the screen. the counter clockwise flow bringing up the unsettled weather. the breezy winds and the higher relative humidity. so the fire danger will be mitigated tomorrow into early next week and in fact a look at
