along the san mateo coast here. down to the salinas valley. elsewhere, nice and sunny around the bay but looking for cooler temperatures from 10-15 degrees cooler with numbers anywhere from the low 70s to near 80 around the bay. low to mid-60s around the coast. starting out in the north bay, sunny and clouds moving inland, not as warm as 98 in livermore. >> as new red flag warnings are posted in the north bay, fire crews in san jose are watching a brush fire they put out to make sure it doesn't flare up again. here is the aggressive response that kept homes from burning. >> we looked down over the brush fire that burned more than 30 acres across the street from eastridge mall. >> parts of the bay area we are at a red flag warning. the weather conditions are

almost extreme and this fire was spreading rapidly. >> reporter: a crowd gathered to see what was happening as the flames spread coming dangerously close to a mobile home park. >> my mom lives in the first mobile home and it's ten feet from the fence line. i started wandering down the mobile homes and it's really scary. >> reporter: two people were treated for smoke inhalation but no structures caught fire. at least, not this time. >> we have fires here every year. usually we have multiple fires. >> this has happened three times last year. i understand it's already happened one time. in a way i'm glad it's over. >> you heard the fire captain the fire spread very quickly. and when it is this hot and dry outside. call 911 at the early sign of

smoke. developing news out of southern california, new containment on the estimate on the spring fire. massive wildfire is 30% contained. up from 20 and increase in humidity should help firefighters help get the higher. it may take a week to bring it under control. the spring fire has tripled in size since yesterday. it has burned 28,000 acres, 15 homes have been damaged. flames continued to threatened 4,000 more homes. fire has moved toward the ocean since it broke out thursday. flames jumped the pacific coast highway, more than 900 firefighters are on the front lines in steep coastal terrain. >> nearly a dozen strike teams are either in southern california or on their way there to lend a hand in the spring fire. they participate in a system in

which aide is prois provided to a county whose county is overwhelmed. >> the dryness and weather. temperatures, humidity, wind, all of those things play major factors in our success. mother nature is really who controls our success. >> nearly 250 men and women from the bay area are pitching in to help the fire fight. >> a prior to broke out in hillsborough and started just before 5:00 in the back of a house on black mountain drive. the owner tells us his family and pets got out safely, but they weren't the only ones affected. flames damaged the house next-door and flying embers caused fires on few other homes. the cause of the fire is under investigation. >> it's not quite time to celebrate but the bay area is very close to hosting the 2016 superbowl. that after competitors in miami fumbled late in the game.

to make them acceptable in a marine environment. more than 2300 installed on the suspension bridge only 32 have broken. now caltrans have reviewed quality control tests and done additional testing. caltrans updated the design specifications or manual banning the use of this type of bolt. they were installed four years later. caltrans says using them was perfectly acceptable. >> manuals get updated often, sometimes they get updated annually. if we stopped and changed the material, every time there was an update there would still be designing the bridge. >> review of the rods is series that would seem to threaten the labor day weekend opening, but that decision hasn't been made yet. >> vehicles will not be put on the structure until we have determined it's hundred percent

safe. >> a spokesman and bay bridge consultant says it's not just the contractor and caltrans monitoring the work. there are third party inspectors, as well. caltrans should be able to the taxpayers what happened. >> there has been thorough specks on this. what the agency has to answer why. >> he is not an inspector but a writer. he wrote a best-selling book about boston's big dig. this is mock june of the bay bridge book he has researched and hopes to write. he says what is happening on the bridge now is typical of mega projects. big dig was done in segments. opening day for every one of them was delayed. >> california is pioneer in technology, this bridge and caltrans as the owner of it pushing the edge of engineering on a magnificent scale.

it's been a week since a little girl was stabbed to death in our home in the town of valley springs remains on edge since her killer has not been identified. they are close to releasing a sketch. purple ribbons are wrapped around every post and tree in town. she was murdered last saturday afternoon. the sheriffs are awaiting test results for the killer's dna. they say it's been a tough case to crack. 12-year-old brother is the only key witness. >> i feel like we're getting closer and closer every day. we'll have to rely on some of the physical evidence, the dna prints. based on my own experience as an investigator, sometimes these cases can be frustrated but you get a break. >> yesterday, workers cleared away tall grass around the home

a sign that investigators are still combing for evidence. they have declined to say whether murder weapon has been recovered. >> they arrested a man following a series of bizarre attacks including a bank robbery at a local shopping center. sergio quintana says the crime spree unfolded in a matter of minutes yesterday afternoon. >> police say two men drove to this chase bank and one woman went inside for cash. when he went back to the car, he and his buddies started fighting. >> the passenger in the front passenger seat pulled out a knife and stabbed the driver. it was the victim. >> police tell us the man with the knife hopped out of the car and ran off into the parking lot. witnesses went over to the victim and they called 9/11, but this story doesn't end here. police say the suspect then ran all the way back over to the chase bank and demanded cash

from the teller. she refused so he demanded money from a customer instead. >> he held a knife to the back of his neck. the customer proceeded to hand over money to the subject and then fight ensued. >> broken furniture inside the bank marks where it happened. the man with the knife tried to get away but police were able to catch him quickly. he was taken to the hospital for injuries and is now at police headquarters facing felony charges including robbery and assault. lisa argen is keeping track of an odd forecast. >> temperatures are warming quickly. we are in the 60s and 70s around the bay. one reason, high fire danger, gusty winds and offshore flow and cooling temperatures around the bay adding in some rape for

>> katie: breaking news if afghanistan. five americans have been killed by a roadside bomb. u.s. officials have not disclosed the location but afghan spokesman said they hit it in the district of a spiritual birthplace of the taliban. 32 americans have been killed so par in afghanistan. they are among 47 coalition troops killed. governor brown is staring down the federal courts over the state's much maligned prison system. his administration has a new plan how to reduce the state's prison population. nannette miranda reports that prison critics claim the governor is breaking the law. >> it's not a good plan but the best of the worse. >> threatened with contempt of court, the brown submitted a 46

plan to are release prison overcrowding. they have shed 42,000 inmates since 2006. but the federal courts still demand that the population be reduced another 9300 by the end of this year. a move that could jeopardize public safety. >> i'm disappointed that the judges have not taken an in-depth look in all we have done. >> the plan is finding more beds by renting space at county jails or out of state prisons. it also increases good time credits so they could be released sooner and the state could expand the criteria. >> i think it's 46 pages. >> the advocates and attorneys say the prison healthcare system provides unconstitutional care and calls the plan inadequate. without a long term fix, they want governor brown thrown in jail for failing to address the problem. >>f any of rest of us had said

to the courts, go away, we're not going listen to you, he is in contempt. >> the brown plan admits it's about 4500 inmates short. they have to submit a list of low risk offenders over the next several weeks. >> it's an option that judges don't accept the plan. the problem is most low risk offenders have been shifted to county jails. >> the only remaining low risk people that are left in the system are people that you might consider serious offenders. >> governor is hoping to avoid all this by winning a separate lawsuit. cinco de mayo celebrations take place this weekend beginning with party today in san francisco. more than 10,000 people are expected to for the ninth annual cinco de mayo. it will showcase latin american

we're starting out warm and windy in the north bay with relative humidity dropping below 15%. looking at another hot day in parts of the bay with high fire danger, above thousand feet. here a lack at san francisco. look how sunny it is. mid-60s in oakland with lower 60s in san carlos and san jose. dense fog along the shoreline down to salinas and down to san mateo coast and half moon bay and hazy conditions, livermore as well as union city, 62 for you. really a lot going on with the day of transition as we start out warm but we're going finish cool where the fog sliding up from the south later on today. sunshine and temperatures still above normal today, but not as warm as yesterday. chance of showers comes in after midnight. it's an area of low pressure

that will stay with us through tuesday. we are cooler with the fog. half moon bay, a little cooler from san carlos to hayward and surge late today will cool everyone off and be back to regular temperatures in next several days. wind gusts up to 25 miles an hour. this is where we're concerned with the gusty winds and higher elevations. elsewhere, not bad in terms of winds, the temperatures are quite warm. >> things are changing. an area of low pressure moving in from the east will set up offshore and through tomorrow and monday and tuesday. a counterclockwise flow bringing up the clouds. subtropical moisture and possibility of thunderstorms in the sierra, nevada come late tonight into tomorrow. all helping to mitigated the fire concerns from southern california all the way up to the north coast. that is the good news. today war still looking at 90s from fresno.

>> it appears that anti-bacterial soap does more harm an good. they are reviewing a chemical found in everything from soap to body washes could be harmful. recent animal studies suggest that it could increase the risk of hormone problems or cause infertility in people. the soap and detergent industry causes the concerns overblown. >> the fact is the chemical is safe. it's has an extensive human health and environmental safety. >> while the fda animal studies don't predict the effect in humans, advocates are questioning why it's being used at all. fda says the products aren't any better than regular soap and water. experts say don't use products

>> katie: welcome back. we're starting this half-hour with a quick first look at the weather, here is lisa argen. >> quickly warming temperatures, gusty winds all making for fire weather with a red flag warning in effect for about 3:00, 4:00 this afternoon. in fact relative humidity below 15% in some areas and temperatures are in the 70s already. so be very careful if you are headed to any of the parks because we're talking about tinder dry brush and gusty winds. that early on and then things will be changing. already upper 70s with north wind in fairfield with 50s in santa rosa. plenty of mid-60s and we'll be looking at cooler day for everyone. 10-15 degrees cooler and upper 80s for livermore valley.

warm there but not hot. we are not looking at any records, 60s at the coast. fog banked up to half moon bay down to salinas. sunny conditions throughout the afternoon and then around the bay, upper 70s in oakland. chance of showers tomorrow through a couple of days of next week. >> katie: don't be alarmed but do be prepared. in 30 minutes authorities in mill valley will commence with a drill so people can practice evacuating in case of a wildfire. keira is live in mill valley, some of the drills have been cancelled because of fires that have been burning right now? >> reporter: that is right. they were going to simulate a wildfire evacuation drill today, but because of those fires raging down south, there is a big group of firefighters from mill valley and marin county have gone down there to help battle the fire. still the rest of the drill will continue as planned.

it includes 800 homes along the molina corridor, panoramic highway and mountain home inn. those residents and about 9:00 a.m. they will get reverse 911 calls. they will be asked to evacuate by car, foot or bicycle. and they were asked to go to old mill school if a fire were burning. with so many mill valley firefighters now down south battling the spring fire, fire chief says it's a reminder that fire season has no beginning nor end. southern california wind events that is occurring right now, is just a reminder for us here that the communities that we protect face the threat of wildfire on a regular basis. so these drills are more important to help us stay prepared and to plan for the

eventuality of fire in our own community. >> the hope is out of the 800 homes, 20% will participate this morning and hope is the families that don't participate use this moment to update their supplies and make sure they are signed up for the reverse 911 calls. the families that participate will get a free usb drive with tips in how to prepare for emergencies like this. >> katie: also new this morning, santa rosa fire stations are staffing for red flag conditions including stations that have been partially closed over the past two years. santa rosa press democrat, $2.6 million will staff station ten in southwest santa rosa and station 11 near the junior college. nine new recruits will help man the stations every day. an open house is planned for 11:00 this morning. >> berkeley city officials are

calling for a halt to the sale of berkeley's historic post office. the postal service has approved the downtown building as part of a series of cutbacks to reduce costs and generate revenue. nearly 3500 post offices across the u.s. have been slated for closure. opponents fear it's only the beginning. >> this is ridiculous. it will lead to the privatization of a constitutionally mandated basic public service in this country. >> katie: berkeley mayor and other officials signed a letter calling for a moratorium on the sale of all historic post offices across the country. we have breaking news right now in richmond where a man has been shot and killed. police say the victim was shot while driving on chancellor avenue. he crashed his car into a vacant home. call came in around 7:15 this

morning. they found the man dead at the scene. they are not releasing any information on the victim other than that he was driving westbound on chancellor. we'll bring you updates on this story as soon as they become available to us. >> about 160 new walmart jobs are coming to the east bay. the giant retailer is opening a new neighborhood market in pleasanton in july and another one in vallejo this summer. temporary hiring centers have opened up for full and part-time positions. pleasanton has a hiring center on santa rita road. withdrawal mart also plans to open two more market stores in vacaville by fall. >> president obama gave his weekly address from mexico city where see calling for stronger trade ties with southern neighbors. this morning he is in costa rica where he will speak and take

questions. in mexico he has been talking about expanding u.s. trade in latin america including proposed changes in u.s. immigration policy which was the subject of a recent senate bill. that bill provides a pathway to citizenship for immigrants living in the united states. it would modernize our illegal immigration system so we can attract the highly skilled entrepreneurs that help create jobs and grow our economy. these are common sense steps that the majority support. there is no reason that immigration reform can't become a reality this year. >> the vast majority of the 11 million immigrants living illegally in united states are from latin america. >> it might be that a regular workout can go a long way in treating military veterans with

ptsd. researchers are using brain scans before and after workouts to measure changes in the brain. yesterday, they gathered a group of veterans for a demonstration. no drugs, just an hour of exercise three times a week for 12 weeks. they say the workouts can stimulated the growth of knew reasons and diminish the symptoms of ptsd. >> we can have a big impact. >> i feel better, mentally and physically. we can laugh and joke and talk about all the pain we are in. >> katie: john mayer showed up for the common station. he has adopted ptsd as a cause and been donating his time and money. researchers at ibm in san jose has created the world's
