this morning. >> not so much to me. is it spotty, mike? >> the closer you are to the coast or the higher elevations you are running into the drizzle falling from the clouds. i had a few sprinkles or drizzle on top crossing the bay bridge but not enough to turn the windshield wiper on. there is no organized area of wet weather this morning. as we head into the afternoon hours, downtown san francisco, we will have 68 to 72 with clouds inland and less sunshine along the bay, 62 to sunday and clouds at 9 coast. temperatures are cooler than yesterday. the morning commute, leyla gulen? >> drive so far in san francisco. we are looking at a picture of our san mateo-hayward bridge with the drive from hayward to foster city we have clear

conditions. we do have pavement work on the golden gate bridge. it started yesterday. they have laid down some new asphalt coming off as drivers ride over it. we have lanes blocked in both directions until 5:00 am so we have half an hour until it is cleared. in burlingame an overturned big rig at bay shore boulevard. it is being uprighted. >> caltran is expected to announce a new eastern span of the bay bridge if it will open labor day weekend. officials are expected to reveal why steel bolts snapped and how they will fix them and the cost. in march, engineers discovered three dozen cracked bolts on the pan. state and local authorities and bay area lawmakers are pushing for an independent review of any fixes. cornell bernard will have more next half hour.

>> tomorrow officials will consider a toll increase on the bay bridge for the next fiscal year. the bridge spokesman said the toll could go up by 45 to 55 cents. no word on when toll hike goes into affect. the bridge has not raised tolls since 2008 when fares increased by a dollar. >> police are investigating a fatal shooting in east oakland where 20 to 30 rounds were fired just before 9:00 last night near 50th avenue. the victim was driven to a local hospital and pronounced dead. police and crimestoppers are offering $15,000 reward for information leading to an arrest of the gunman. >> a fire station two blocks away from the shooting was hit by bullets. firefighters stationed at engine company 18 on 50th tweeted these pictures around 9:45 showing a bullet home in the

front window of the fire station's door. police have not said if the bullets are related to the fatal shooting. >> richmond has postpone add decision whether to take chevron to court after being scheduled to decide whether to hire a high powered law firm to sue chevron for the fire. no workers were killed in the fire but after a cloud of black smoke covered the east bay, 15,000 people went to local hospitals complaining of problems. the city council worked until 1:00 o'clock this morning, 1:30 this morning and never took up the issue of whether or not to hire the law firm. the city council voted to increase safety standards in their industrial safety standards law. >> chevron is not and has not been a good neighbor over this last period with documented

important safety decisions to be made and chevron ignored them and moved on to keep the profits flowing. >> the richmond city council is now scheduled to decide whether to hire the law firm in a potential suit against chevron on may 21. >> a peninsula legislature will introduce a bill to make limousines safer following the deadly fire after the limousine burst in flames carrying nine passengers, one more than the limo was allowed to carry. those with fewer than eight people are not required to have fire extinguishers. san mateo state senator wants to change that. >> we will introduce a bill in the next week to require fire extinguishers at least at a minimum to start out in looking at the industry to require a fire extinguisher in the passenger compartment of every limousine in the state. >> he says he is looking at lack of safety inspections for limos carrying fewer than ten

including reports of other pregnantties. >> there will be an update on the investigation of a murder of an 8-year-old girl. her family laid her to rest yesterday. she was stabbed to death 12 days ago inside her family home in the small town of valley springs in calaveras county. the sheriff dive team resumed the seven of two ponds. f.b.i. ats could be first indicated several items from the home including a large tv with no word on why. >> the city of oakland is now the robbery capital of america. that is according to our media party, the oakland tribune analyzing f.b.i. statistics and found more than 4,300 robberies, the most since 1993 or an average of 12 robberies a day. oakland's robbery rate was 36 percent higher than cleveland because of cell phones.

>> sutter health says hospitals will remain open when nurses are on strike, a one week strike against half a dozen east bay hospitals affiliated with sutter health. it is scheduled to start may 17 and end on may 24. that includes in burley and oakland and san lore republican dough, the ninth strike since 2011 over wages, benefits, and patient care issues. >> workers at ten health centers could be going on strikes as well. union representing 13,000 uc hospital workers announced members authorized a strike over stalled contract talks. the employees which you surgical technicians, and patient care assistants and nurses have been working without a contract since last october. officials say the strike tote is an attempt to divert attention from the union refusal to sign

covering santa clara, san francisco, east bay and all bay area. >> in italy a half dozen people are missing after a cargo ship slapped into a control tower with four people killed in the crash. the ship was leaving court and the motors jammed making it uncontrollable. authorities fear that there are people tranned inside the elevator of the control tower which now is submerged. the crash happened during a shift change making the accounting of people more difficult. >> pedestrian is in the hospital in critical condition this morning after being hit by a car in berkeley. police say the accident happened around 8:30 last night in a across walk at university avenue and 10th. a block of university was closed for more >>jonathan: hour while police investigated the accident. the driver is cooperating with

the investigators. >> a popular north valley art festival is facing a financial crisis that could force the speaker event to be canceled. the marin art festival is a lawn party for the arts and is considered one of the most beautiful outdoor festivals in the country and has been going on for 16 years. the independent journal reports that the festival producers are short $50,000 to put it on this year. money that would go to tents and security and other production costs and organizers cannot raise the cash the june festival could be a no go. >> agoers -- organizers want an army private accused of releasing classified documents and wants him re-instated. tempers flared during a meeting over bradley manning last night. police had to be called in. manning faces criminal charges in connection with the wikileaks case, and a release of classified documents. the pride parade rescinded his

drive on 87 as you come past the julian off-ramp is clear into downtown san jose by help pavilion, we have some heavy fog so we want to slow down the speed, and along highway one we have pavement work out here and this is between moss beach and we have one-way traffic control in affect and in brisbane we have an overturned big rig at bay shore boulevard which is off the freeway. a look into the east bay, the highway patrol is moving along at top speed and the drive over the altamont pass alongside 80 does not have any issues out this. kristen and eric? >> a study finds gun crime has plummeted in two decades but most americans believe the opposite is true. an analysis of f.b.i. statistics finds that the rate of violent gun crimes has plunged 75 percent in two decades.

however, 56 percent of americans surveyed thought gun crime has jumped, and 26 percent of machines believe it has stayed the same and only 12 percent of americans think crimes with tire arms have declined the past two decades. researchers are not sure why the misperception but the shootings in colorado and newtown are the stories most chosely followed by americans. >> the f.b.i. is asking the white house for more authority to wiretap e-mails and other intent communications because criminals are turning away from the telephone and increasingly toward e-mail and social media. mueller wants silicon valley giants to build an access points to the systems to make it easier for agents to tap in when they have authorization to bug. companies that don't comply could face fines of $25,000 a day and the white house must still sign off. >> voters are giving a second chance to the former governor, mark sanford is going to
