good afternoon, everybody, i'm larry beil. >> and we are following breaking news this afternoon out of hayward. sky 7 hd is live over the shooting involving officers. you can see a lot of officers down there. police officers have guns drawn and they're on the scene ask taking cover aiming at the suspect or another one.

and this happened near jackson street. one of the main arteries through hayward that began just after 2:00. police were called to the area on the report of a shooting near a dmv office. abc 7 news confirmed that office has been closed. >> we'll keep you posted throughout the course of the newscast as well as on our web site and on twitter. we have breaking news in oakland. police chief has stepped down today, sent a letter telling officers and employees he's leaving effective immediately and will pursue a quote medical retirement. the skmair city administrator are getting ready to hold a news conference in oakland. >> public safety is a major issue in this city. to be without a police chief,

>> cheers from a neighborhood. a young woman is now back with her family. gina dejesus gave a thumbs up as she was welcomed back home by crowds of loved ones and neighbors. she was one of three women rescued from captivity on monday. her mother spoke to the crowds outside of the house. >> and i believe i want to say to them even the one that's doubted, i still want to thank them the most. they're the one that's made me stronger and feel the most that my daughter was out there. >> amanda berry is back home with her family. the fbi escorted berry and her 6-year-old daughter to her sister's home this morning. we arey's sister thanked the crowds but asked for privacy until they're ready to speak. the women were rescued after berry kicked out the bottom portion of a locked screen door and used a neighbor's phone to call 911. the third victim, michelle

knight is hospitalized but in good condition. she was reunited with her mother today. >> kidnapping and rape charges against aerial castro. his brothers are also in custody but no charges have been filed against them so far. we're learning about what those three women endured. they were kept in a small basement without access to the rest of the house, often bound with ropes and chains, the women only left that house twice, they were in disguys and briefly moved only to the garage. authorities continued to search the home for evidence but say no human remains have been found there are unanswered questions including how they were taken and who fathered berry's 6-year-old daughter. >> firefighters in oakland demanding more protection after a fire station was hit by gunfire. >> the department tweeted out a picture showing bancroft

avenue. abc 7 news reporter amy holeefield with the stri firefighters had just returned from a fire, suddenly they had to duck underneath to avoid being hit by gunfire. >> they dove underneath the fire engine. upstairs they can hear the bullets zinging by. >> bullets hit two window paynes. they -- panes. they dpraim a murder in the 5000 block of mel rose avenue. a 19-year-old was killed just before 9:00 last night. >> so the no firefighters were injured and only thing damaged was the upper floor. >> i think it's a sad common teary right now when firefighters and the fire house is kinld of our save haven. >> firefighters union

president says fire stations in oakland have been shot up before. the problem so bad at station 23 that thaer they're working on making it safer. >> bullets have come into the fire house into the kitchen area. so we're trying to get them to put a a safety rather than just something to protect the fire house. >> a fire at oakland's bakery that started inside of an office toward the inside of the building. nobody was hurt. that took about 45 minutes. investigateors trying to figure out what sparked this fire. the bakery is a local landmark. this is the second fire in recent memory of the bakery. >> warriors take the court

as i just stated his absence is effective immediately as with any other absence with the department. we have in contact with the compliance director. they're aware of the events. we're working closely with them on steps towards seating a permanent chief. and as new information develops, as always we'll continue to keep you informed. i do want to take a moment of personal privilege. he lives values of the oakland police department he is professional, carrying value was pride and committed to the department. i also want to thank the opd safe. i know they will serve us well

and they will lead our work force as we police the city of oakland. i want to acknowledge our work force out there for our great city. we're a family z we'll stick together during this transition. thank you. >> good afternoon. well, as city administrator says this is not the press conference we thought we're going to have today. i was skad saden asked surprised to hear of the decision this morning. but i tuft he's doing what is best for himself and for his family. i met howard jordan when he was a young lieutenant the city assigned to the oakland public schools help us professionalize our police force. and we needed to have a board

professional that, could protect children and keep campuses safe in unsafe neighborhoods. what i learned then, which i have been happy to see is that this is a man that could talk to young people. who would walk the walk. first week that i was there i noticed a tall man wearing a wind breakerment it took me a while to realize it's howard. and it was just knocking on the door like other volunteers. he had had a great career. he's come up from the ranks. and is serving the city well. i'm sad to lose him, however, as mayor we know we'll have to continue to move forward and had a chance to speak with the staff today, we're on the verge of implementing

substantial reorganizations moving more policing for the community level, more investigations specialized units. so those can be more effective to be closer tied to the community. i'm making a commitment to could do a national search and we'll be letting you know about that. we have not had time today to talk to anyone and we'll make those announcements. as i said today we plan to roll out the bratton report that will strengthen investigations impacting robberies and burglaries. you may remember in december i went to the council and said we needed to have the best given our numbers, best advise to make improvements that

numbers of officers were not enough. we needed to reorganize, it's been a real pleasure to work with the bratton group. and watch them work and our force feel they're improving and getting better. i'd like to introduce assistant chief who is going to talk about that and how we, as the city and police department don't plan to skip a beat wex plan to put the plan into action to try to improve policing in the city and to bring down crime in every neighborhood. >> we're going to continue to monitor this news conference in oakland. howard jordan stepping down

a beloved east bay landmark is gone this afternoon. >> crews demolished the old dome movie theater this morning. the 46-year-old theater will be replaced by a sporting goods store part of a plan to overhaul the shopping center. >> we're live in pleasant hill with a story new at 4:00. >> monday night a city council meeting and folks trying to save the dome here hoped to win an appeal that was rejected at 2:00 yesterday morning.

murder. prosecutors say she shot him in the head and stabbed him 30 times. the defense claims self-defense. >> a teenager in utah now faces homicide charges stemming from an attack on a soccer rev reechl the referee went into a coma and died on saturday. witnesses say the 17-year-old boy hit him after the referee called a penalty on the youngster. the boy remains in a detention facility. >> motional testimony on capitol hill about the dead lay tack on the u.s. consulate in benghazi, libya. u.s. ambassador stevens and three other americans were killed. one said his jaw dwlopd he heard how the obama administration was describing this attack.
