>> live from the kgo-tv broadcast center this is abc7 news. >> we intends to implement the recommendations very quickly. >> oakland's new acting police chief, anthony toribio gets to work on the new crime-fighting recommendations that were supposed to be released today but the report was delay after the surprise resignation of the former chief, howard jordan. >> good morning, the report cost the city $250,000 and comes from the same time the numbers show

that oakland has the highest robbery rate in the country. abc7 news aim ail joins from oakland with a new plan to fight crime this oakland. >> the report is critical and finds serious problems with basic police work and says that robberies are skyrocketing in the city and they have to come down. here are the highlights, the recommendations from the report. first of all, it says that oakland needs to decentralize investigators and get them out from central downtown and get them into the districts. the report found that oakland doesn't even investigate burglaries. there is one part time worker to handling 0,000 burglary cases. the consultants think decentralizing how they investigate will help get the cases addressed. the new interim chief says he is ready to make the changes. >> i have started the process of identifying the personnel and the locations where we will

decentralize our criminal investigations division and put them out into the districts. we are committed to that and we moving rapidly toward that. the report is very critical of the police department in several areas. we welcome the criticism because we want to get better. >> the mayor was at the press conference that just wrapped up moments ago. she told us she is determined to make this city safe. she pointed out that she is looking if a new chief. she said that will not impact the new plan or slow them down. there was no mention of howard jordan who retired yesterday as he of police. he says he is doing it for medical reasons and he was not forced out. the consultants would were here today did not mention the shakeup at the top but did say that they have been working very closely and carefully with chief toribio to implement the changes

. berkeley police arrested a man suspected in a string of crimes across the bay area over the past two weeks. take a look at these mug shots, all of the same man. he was arrested just after 3:00 tuesday morning in better chicago on summit road. police say he was trying to steal vehicles and is accused of burglary and resisting arrest. authorities say storm is responsible for stealing cars in at least five cities. a resident took this video of what appears to be him in action. another resident took these photos of the man appearing to be prowling around his home. >> in san francisco, the police are looking if a bike thief after the annual "bible to -- bicycle to work" take as wrong turn with a man pedaling away at a pricey bicycle parked at the energizer station.

abc7 news reporter cornell bernard is at the scene. >> stunning turn of events at the brand new digital bike counter on market and 9th unveiled a few hours ago on the "bike do work day." cyclists stopped to cheer on the fellow bikers and you will only see this video on abc7 news a man rap up and grabbed a road bicycle and took off. a group of bikers gave chase running as fast as they could but the thief got away. it left so many of the bicyclists it stunned in broad day late by right in front of the new counter celebrating cyclists in san francisco. our news photographer captured the compelling video and another chase after the man because it was his bicycle that was stolen. >> i could not chase him. he was on a bike. my bike. i was on foot. i imagine myself so many times

but i couldn't catch up to him. >> police arrived moments later and got a statement from ramon and police said they would look out for the man. the mayor did not witness the incident but he was one of the cyclists who was counted by the new device that was installed here on market street as he biked to work at city hall today. the bike, victim said, was worth about $1,300 and he just could not get past the irony of the bike theft happening on this auspicious occasion. >> developing news from cleveland, he, the county prosecutor plans to talk to reporters soon about the kidnapping and rape charges filed against a man accused of holding three girls hostage for ten years. the 52-year-old ariel castro is

now being held prisoner. in the justice department. >> the may of cleveland gave a quick news conference basically asking everyone to be respectful and give the them and their families room to heal. ariel castro is held on $8 million bond and he have to come up with $800 to get out on bail and the attorney says that is not likely to happen. >> he kept his head down in court as the judge read the charges against him. >> kidnapping and rape, kidnapping rape, kidnapping of rain on the third, kidnapping and rape on the fourth. >> the prosecutor called the alleged crimes against the chimed, amanda, gina dejesus, and michelle knight, premeditated and depraved. >> they were bound and restrained and sexually assault ed, basically never free to leave the residence. >> further, the affiliate in cleveland is reporting that

michelle became pregnant five times by castro and each time he beat and starved her until she miscarried. also, he made michelle deliver amanda's baby and threatened to kill her if the back died. the baby did stop breathing but michelle saved the infant by breathing in her mother. a cousin of a women says he would give the women came on the anniversary of their abduction to celebrate. the women can celebrate for real now, they free and with their family. >> i am glad she is okay after what she have been through she sounded good. >> castro's family is speaking out. hit daughter was actually friends with gina. >> i am so sorry for everyone. >> the friend helped castro lure gina dejesus into the care and he was a stranger in the other cases who offered the girls a ride. >> the other two brothers have been released from custody and they were in court this only on misdemeanor open container and drug charges. pedro pled no contest and the

charges against onil were dropped. they are not charged in the case with the women and investigators say there is no evidence they were involved. we are just learning a fund is set up to help the women and the little girl with more detail on that later this afternoon. >> happening now, schools are closed and people are told to shelter in place in a small community as deputies search for a man who killed his wife and two young daughters. the sheriff found 45-year-old shane miller's pickup truck yesterday about 50 miles south of eureka. he shot and killed his wife and eight and four-year-old daughters on tuesday in their home in shingletown in shasta county. >> san francisco district attorney is asking for help in tracking down an ex--billionaire boys club member wants for vehicle manslaughter, previously convicted of kidnapping andcying

shows teenagers ate far too many calories, wherever they aid, mcdonald's or subway and did not find a different great ensure in calories consumed despite subway's healthy image. palo alto medical foundation said teens at subway consumed 95 calories on average which is only 80 less than 1,035 consumed by mcdonald's group. >> there are plans to modernize soccer fields in golden gate park by adding lighting and using artificial turf and they have approval of groups. the coastal commission is getting its say because part of the park falls in their jurisdiction, as well. there are concerns, though, of the potential impact of plastic grass on migrating birds recommending natural grass,

jose, at 60, and los altos hills at 60 and mountain view at 61 and up to 64 in los gatos and saratoga at 65 and sunnyville at 69. temperatures in east bay, warm there, too, with 66 in laugh yet and 63 in bentwood. if you are headed to lunch if richmond or freeway across san francisco, we are pretty much in the mid-50's right now, so what will happen today, it will be brighter and warmer, that simple. clouds will return tonight with temperatures the same tomorrow as they were this morning and our warmest days are this weekend. here is a beautiful picture. you can see what it looks like from south beach across the bay bridge toward the east bay hills, two degrees warmer in fremont compared to yesterday, and six degrees in san jose and santa rosa and that is where you will start to feel the we folks and san francisco had extra sunshine that makes it feel warmer than the cold and clam my day we had yesterday. temperatures in the south bay

the low-to-mid 70's and san jose topping out at 73 and on the peninsula, redwood city and palo alto and menlo park around that 70-degree mark. mid-60's for san mateo. upper 50's along the coast with the sunshine so you will be cooler than anyone else. low 60's around downtown and south san francisco and mid-60's in sausalito. check out the north bay valley, 69 in petaluma and up to 75 in napa but 15 degrees cooler at the beaches. headed over to the east bay clearly is 65 and hercules and castro valley, and fremont, at 70, and remain warmer if you head east, mid-70's in the east bay develop. we will hook around the state, thunderstorms are possible up in tahoe again, and 68, and yosemite is 76, and, really, in threat of climbing out of the maintains and headed to the central valley. they will probably fall apart. mid-80's through the central valley. we will bring it back home, four games with the braves, starting tonight, 7:15 at at&t park.
