capsized on treasure island at 1:15 this afternoon. we have team coverage with abc 7 news reporter in alameda but we start with amma live on treasure island where the boat was towed ultimately. >> you can actually see the catamaran right behind me and this is where it was brought to shore on treasure island after it capsized today. one crew member dead. swedish team racing was on the bay practicing for the summer america cup when tragedy struck killing 36-year-old crew member an draw similar soychbility he was trapped underneath capsized and. >>reporter: the catamaran capsized near treasure island. 10 crew members pulled to safety but simpson remained under water. >> person apparently submerged for approximately ten minutes. eventually rescued by crew members. >>reporter: fire chief's wife says san francisco police department boat responded fears and spent 20 minutes performing

lanes. environmentalist are suing saying much smaller project could do the job with less damage. >> this involves cutting down 100-year-old oak tree. filling in acres of wet land. endangering threatened salmon steel head. >>reporter: impact so significant cal-trans is required to do 50 million dollars of environmental improvement to compensate. this on line video shows the plan and cal-trans standing by it. the case goes to trial next month. in the mean time critic are asking more basic question. does willis even need a bipass. consolidate transsays yes and they have already got most of the money for the first phase. >> actual construction cost 136 million are funed by california voter approved proposition 1 b designed for congestion relief. >>reporter: bond money going to willis but could go to any congested traffic spot in the state paid back with your tax dollars with interest. so what will you be getting for your
