helm. >> now to oakland police headquarters. nick? >> i am still getting information from my sources here with the oakland police department. we understand there is another major shakeup. in fact, the press conference is scheduled for 11:30 this morning at city hall led by the mayor and city administrator and are expected to announce the new changes within the department. two days ago, deputy chief anthony toribio was appointed interim chief in the wake of howard jordan's sudden departure. he was replaced on friday. today he will build replaced. that is what the press conference will be about. i spoke with assistant chief toribio to days ago and asked if this is a position he wanted. this is what he said. >> chief toribio, your last two spread setters -- last two predecessors have left quickly. is this a position you want?

>> the mayor will have a nationwide surge. >> it is presumptive to milk any type of comments about that topic. what i will tell you is i am very focused on moving forward with this department. we have start add lot of important initiatives and my focus will be to carry out those initiatives. >> now chief toribio is 23 help year department veteran and was named after jordan's abrupt announcement on wednesday that jordan was taking a medical retirement. now, jordan's departure came as a surprise. there was speculation he had been pushed out but the mayor pushed back against that saying it was a surprise to her. the chief requested a medical retirement. we understand there is a press conference scheduled at 11:30 today. you can follow us on twitter for the latest information at 4:00. we expect the mayor and city

catamaran, an accident which took the life of a star sailor. 36-year-old andrew simpson is a true superstar in the sailing world, from great britain, a two-time olympic medalist. he and his crew of ten were doing practice runs on the swedish rating catamaran artemis and something went wrong. it capsized and simpson was trapped under the water for 10 minutes. efforts to revise him were unsuccessful. the crew was pulled to safety. team is devastated. in a statement the group says "our thoughts are with andrew's family who suffered a tragic loss." artemis will conduct a thorough review of the accident. this is a picture of the room where we will hear from america's cup c.e.o. and captain from the united states coast guard investigating the

incident. it is no mystery, these racing catamarans are high performance, traveling at high speeds on the water, sometimes up to 45 miles per hour, often with little room for error. what caused the accident is still a mystery. the crew, seasoned professionals, and we hope for get some answers. >> they tweeted this picture an hour before the accident, before they took to the water reading "a small gathering before dock off, good breeze and sunny conditions on sf bay." >> simpson was very excited about the move to san francisco to compete in america's cup treated "moving the family to san francisco is hectic but the cup should be fun." he is survived by a wife and infant child. new this morning the head the international olympic committee is paying tribute to the olympic

gold and silver medalist. he died pursuing a sporting passion and our thoughts are naturally with his family and friends. the fellow crew members must be devastated by the tragic accident. >> the death of andrew simpson is renewing concerns by sailing experts of the state of the multimillion class of boats and the very challenging san francisco bay. abc7 news reporter joining us from sauce lady. oracle crashed last fall. >> that is right. this is crash number two. i spoke with a sailing expert who says it is not necessarily our bay. people sail safely here each day. this is an ex-extreme sport. look at this video from the website giving you an idea of how intense the competitors are^. they are pushing the limits and

doing it in super lightweight catamarans that have a shape like a wing. sailors and myself, we all want to point out we don't know what happened yesterday. it could be something as bake as hitting a log but sailors say this will continue the discussion that was already going on over how safe people are while racing these cat st. catharines -- catamarans. sailors sail year round and the bay fundamentally a great place to play, a great recreational spot but the thing is, it is like indy car racing, you can drive your t van around the speedway safely but if you head and get out there in an indy car it is very dangerous. here is video of the crash that happened in october, belonging

san jose overnight injuring the driver and the hospital employee. it happened before 4:00 this morning, santa clara county sheriff says a deputy was finishing up paperwork at the hospital and he heard a loud crash and he was at the scene in seconds and found the driver and janitor hurt. the hospital remained open using other entrances for paint, -- patients and staff and visitors. >> delays are still possible through burlingame on caltrain, a caltrain headed southbound hit and killed a young woman at oakland grove. she was dragged half a mile. her body was recovered on the track near burlingame high school and the cause is under investigation. >> and the waterfront at san francisco is closed after a restaurant was nearly destroyed at forbes restaurant located off

of pier 41 near the ferry terminal. firefighters had to call in a boat to get to the restaurant to put out the fire. it used to be a luxury house boat before being a floating restaurant. the cause of the fire is under investigation with in word open when it will re-open. >> the ohio state attorney general has released results of d.n.a. testing in the case against a cleveland man charged with kidnapping and raping three women for a decade. abc7 news reporter katie marzullo has the results. >> the test confirms ariel castro is the father of the six-year-old girl who emerged from his home along with three women on monday. that was the assumption as castro is charged with raping the girl's mother, ahand da berry and the two other women over 10 years. >> this is a picture of amanda berry and her six-year-old after they escaped from their can'tor. what is reported to have happened in his house his own mother calls him sick and his daughter said she is horrified.

for those that understand the america's cup or have been part of it for some time, you will know that the mechanic's cup really is a bit like a big family. yes, we bicker and we quarrel and all those sorts things but when something happens to one of our members, we all feel the loss. the reason we are here today talking to you is to give the team, artemis time to grieve. they have lost a member of their team. we are all feeling it and we want to be here to answer questions about what happened. between ian and i you probably have most are the bases recovered with regard to america's cup. i handle the stuff off the water and ian handles the stuff on the

water. without anymore, i would like to ask ian to tell us what he knows about what happened on the water yesterday. >> ladies and gentleman, let me start by saying...andrew was a very good friend...he...he has been one of the hads -- lads one

of the characters in the sport. like our friend who passed away many years ago at the wheel of a racing car, he is gone. he was doing what he loved. it was his passion. andrew --. this will not lessen the tragedy and of course we need to look at what has happened and understand the consequences.

we, and i have competeed if what would be perceived to be... [ inaudible ] we take safety very seriously. what happened yesterday was...artemis and oracle were out this training in what they have been doing for months and looking, frankly, quite good. it was to be the last day of trials. unfortunately, it is the last

day. as i said, they were training and at 1:00 o'clock they completed one of the normal maneuvers which is to bear away which would happen at one of the marks and is one of the more difficult maneuvers in any fast boat whatever time, a catamaran or whatever, that you change the direction and the wind flow across the boat. the (k) yesterday were normal, standard, san francisco, with flat water around 3 naughts at 1:00 o'clock and the wind was 18 do 0 knots with gusts possibly higher and the artemis and crews were doing what they do,

standard practice, maneuvers, trials against each other. [ inaudible ] >> if san francisco bay and other parts of the world, capsizing is part of the boats on many occasions, with the smaller boats righted and we have seen or a -- oracle capsize here last november so we are constantly moving to improve the way we manage the boats and manage them on-and-off the water but, also, what may happen in the circumstances. all we know from the maneuver is that the boat ended up upside down capsized, broken into many

pieces and all of the crew except for bart, were located immediately. it appears that bar was trapped under some of the solid sections of the yacht out of view and out of the sight to the myriad of people on board who tried to locate him including proper divers with apparatus and all of the crews on the boats had been trying to get under water and all carried oxygen and were meant to be prepared for the worst. andrew was located eventually and administered with both care and support on the boat, on the chase boats and later at the

has been warm or sunny for most of the day and temperatures in san francisco are four degrees warmer than yesterday and san jose and santa rosa are 8 and concord the neighbor to the north is six degrees normal so concord is in the same ballpark. 75 in san jose, and upper 70's in morgan hill and gilroy and los gatos and mid-60's from milbrae and san mateo and to the coast, a brick day, mid-to-upper 50's and low-to-mid 50's in downtown, south san francisco and sausalito and north bay beach in the mid-to-upper 50's but the vietnam is almost 20 degrees warmer in most areas. on the east bay shore inland areas will see rain, rather, a little more warmth and warmer in union city and fremont and 70 and 71 and everyone else in the mid-to-upper 60's. east bay valley mid-to-upper 70's. here is fat park from the south
