>> 100 people, plenty children, remain in local hospitals. tens of thousands are without power. >> that was a report from moore, oklahoma. >> mike nicco the meteorologist has more to see if the same ingredients exist today. >> they do. there is a moderate risk, a slight moderate and high risk is how the storm prediction center categorizes the conditions. they are under "moderate." there is a good possibility we will see damaging thunderstorms and hail and tornadoes again. yesterday, the storm was into arkansas ravaging the northern part of that state. you can see this bow echo so there will be damaging straight-lines winds opposed to tornado. if it hooks in a comma shape, then we have the possibility of tornadoes.

here is what is south of oklahoma city right now, keep your fingers crossed, it could keep the deepest moisture and energy down to the south. as we go through the morning hours you can see the system push off to the east. on the back side, though, another chunk of energy and the possibility of another round of tornadoes. kristen and eric? >> president obama will deliver an address from the white house at 7:00 our time this morning getting frequent updates and has already signed a disaster declaration. president obama called oklahoma governor to pledge help from washington, dc. the emergency declaration means people and business owners can apply for federal aid and temporary housing and property losses. >> there are numerous cell phone videos of the tornado surfacing going viral on youtube. look at that. some of the images were captured as people were escaping the

deadly oklahoma tornado with the latest developments on air and online at abc7news.com. we are sending out frequent updates on twitter, as well. >> our weather here has been calm. the big headline this morning is it is cooling down. >> pike has more. >> we do have a cooling trend on the way. today, as we get at look at the day planner, the country conditions show we are going to see with the current temperatures fairly mild conditions out there temperatures running mostly in the 50's right now. we do have the possibility of a few 40's as the sky is clear in some areas opposed to other areas. in the east bay we have 50's to near 60 degrees. the day planner shows we will top out only in the low 70's inland and around mid-60's at the coast. rather, around the bay.

ocean beach to look for a man who disappeared after the bay to breakers race. the 27-year-old was last seen around noon on sunday after running the race. his friends believe he may have gone for a swim because his clothes, cell phone, and i.d. were found on the beach. searchers spanned the ocean beach and the edge of golden gate park and the coast guard brought in a helicopter. coming up next half hour we go to abc7 news reporter amy hollyfield for the latest in the search. >> in the past half hour, thousands of health care workers went on strike at uc san francisco and four other centers involving x-ray technicians, radiation therapists and pharmacists. officials say the work stoppage could cost up to $20 million in lost productivity. hundreds of elective surgeryies and chemotherapy sessions have been postponed. 100 workers who do critical task could not join the strike.

schools getting hit. you look at the damage and you can see it was serious, probably ef maybe ef5, one of the strongest tornadoes out there. we will keep an eye on that and go back there live several times during the morning. we will focus on behalf -- what we are doing at home. it is quiet. it is dry. we had clouds coming in with the cloud front, mid-and-upper level clouds and we will not get any wet weather. the bay bridge from our exploritorium camera and the forecast cycle shows clouds this morning. when the breezes kick in they will bring in the dry and cool air so increasing sunshine and breezes. we are getting close to the threshold of having wind advisories but not quite there and we will be up around 30 or 40 miles per hour. cool breezes through thursday and we turn the fan on and it stays on for 72 hours and when

we get rid of that the weekend is calmer and slowly warmer. temperatures are going to run at average if not below for the better part of the week with a cold front coming while you were sleeping and tightly packed lines of pressure and the closer the bars are together the faster they funnel through and it is coming straight from alaska so that is why below average highs come today and hang around for a while. upper 60's in milpitas and low-to-mid 70's for everyone else. mid-to-upper 60's for the peninsula, and barely making it to 60 at half moon bay and everyone else along the coast will be brisk and the upper 50's and throw mid-60's downtown and south san francisco and sausalito and mid-to-upper 50's at your beaches while we struggle in the mid-to-upper 50's for the east bay shore with a few areas getting to 70 including richmond in the

road work there that will last until 6:00 and this is the bay bridge toll plaza with a few tolls on the right-hand side that are shut down until 5:00 a.m. and the eastbound traffic from san francisco a few lanes will be blocked until 2:00 this afternoon so plan ahead and give yourself extra time. >> behind-the-scenes changes could be coming to yosemite national park to prevent another outbreak of the deadly hantavirus. officials will have to approve any design updates to privately run lodging inside the park. three people died during last year's outbreak after staying in tents. the company that runs the village made construction changes without telling the park that gave mouse more places to hide. investigators recommend they test monitoring in all lodging at yosemite. >> the san jose city council considers tapping another source of income, the extra money that

>> welcome back at 4:52. a disturbing trend in san francisco. animal control officers are seeing an increase in dog abuse crimes this is a ten-month-old pug that was brought do an emergency pet hospital suffering from severe trauma. according to the "san francisco chronicle", the female puppy was in a state of shock to the point of blindness. animal care and control officers are searching for whoever beat the job and they say this case

is just the latest in a string of dog abuse. >> san jose's city council will vote today on whether to increase taxes on pot dispensaries. the marijuana tax could jump from 7 percent to 10 percent bringing in an additional $1.5 million in revenue to help pay for staff and oversee city services and street maintenance and youth and senior programs. >> the san francisco airport commission is expected to vote today on a major expansion of fog, the mayor revealed the ten year master plan yesterday including a 400 room luxury hotel right next to the international terminal. the master plan calls for complete makeover for terminal one and improvements underway to the concourse and security checkpoints at terminal 3. the project is expected to generate 36,000 jobs. a luxury hotel at the airport and you do not even have to go off campus.
