good morning, everyone. thanks for joining us on this sunday, may 26th. i'm carolyn tyler. let's start with the quick first look at our weather with our meteorologist lisa argen. >> mild and clear in the north bay. look how much warmer we are. despite the cloud cover, we're 6 to 8 degrees warmer mountain view and san jose. a look at downtown san francisco, and you'll notice we do have the overcast conditions, 49 in santa rosa. upper elevation wind. and we're also looking at fog along the coast, reducing visibility down to a quarter of a mile. 56 in union city. 55 in los gatos.

mostly sunny conditions, cooler today, mid and upper 50s at the coast. upper 60s around the bay. few 70s inland. giants again today. and a look at perhaps memorial day rain coming up. carolyn? >> thank you, lisa. we have breaking news near sfo where all southbound lanes of highway 101 are closed because of a fatal crash. this video is just in from the scene south of the airport at the broadway exit in burlingame. the highway patrol tells us the driver of a red honda lost control and hit the center divider killing his female passenger. the driver is hospitalized with major injuries. another eight people were injured on a party bus that collided with the honda. officers are still investigating how that happened. two people on the bus have moderate injuries. six others have minor injuries. a third car was also involved. but nobody was hurt in that one. the crash is now in the clearing stages and the southbound lanes are expected to reopen sometime

this hour. we will keep you posted. there are new questions this morning about safety in the east bay after a young boy drowns in an antioch canal. investigators don't think the boy was trying to go swimming or play in the water. they think it was simply a tragic accident. abc 7 reporter lisa minglese has more. >> reporter: you can see from sky 7 hd as divers, police and search and rescuers work frantically to find a 13-year-old boy who fell into the canal while playing with two friends. adrian heinz's son was there when it happened. >> i believe he reached in to get his hand in and slipped on the rock and fell in the water. i don't think he could swim.

>> reporter: heinz says they were looking for lizards. no trespassing signs warn people to stay away. when the teenager fell into the water, his 10-year-old cousin jumped in after him. but couldn't save him. that boy got out and called for help. those who live nearby know to steer clear of the canal. they also call the fence weak and rittled with holes. >> we ask if anybody has a report of any holes, we have crews that come out instantaneously to repair those. >> reporter: as far as you know, have the holes been reported? >> i know we reported them once. there are definitely holes in that fence back there that haven't been repaired. >> reporter: antioch police are investigating this drowning and the one on monday with a man that was under the influence. lisa amin gulezian, abc 7 news. two people are dead in texas, a teenage boy is missing. there have been hundreds of

dramatic rescues near san antonio. more than 200 people have been pulled from rising water. two women were killed in separate incidents after becoming trapped in their cars. a record 10 inches of rain fell in just a matter of hours. submerging roads and homes. emergency crews have spent hours helping stranded drivers and checking submerged vehicles to make sure no one is inside. a bus was overwhelmed by those floodwaters. more rain is in the forecast. president obama will travel to oklahoma today for a firsthand look at the weather disaster there. the president will view the devastating damage from that deadly tornado earlier this week and he'll visit with the victims. the community is trying to move forward. high school graduations were held yesterday in moore, oklahoma. grads say even though they're saying good-bye to their school, they will not say good-bye to their town. everything is set in san francisco for today's 25th

annual, 35th annual carnival parade. it kicks off in the mission district and goes down mission to 17th and ends up at harrison street. there is also a festival and hundreds attended latin and caribbean cultures. it continues today from frozen drinks, kettle corn and tacos to live music and craft booths, there is something for everyone to enjoy. carnival runs today until 6:00 p.m. a search for suspects and answers in four brutal cases of animal abuse. all four dogs are now recovering at san francisco's animal shelter. abc 7 reporter sergio cantana has more. >> reporter: this pit mix is called tiny dancer. you can tell by her hind leg limp she's not doing very well. the shelter vet says this dog survived some serious injuries. >> from the x-rays, it looks like she us is continued a couple of bouts of blunt force

trauma. >> reporter: her legs are badly broken. she was found starving and tied to a tree at a park. officers say she's one of four dogs that are recent victims of serious abuse. this pug mix is tory. >> she's blind. >> she is blind. she has blunt force trauma to the head. and she had a lot of neurological damage. >> reporter: what's worse, the vet says t ory has bruising that suggests sexual assault. she was left at this pets unlimited store in the philmore and the staff there called the shelter. this tibeten terrier was badly beaten and they believe this pit bull was injured after being hurled after a second story window. all four of the cases have officers shocked and concerned. >> this is a huge public safety issue. people who would commit violent acts against helpless animals are very likely to commit those same acts against a human being. >> reporter: an animal cruelty

arrest has been made in scrappy's case, a $2,000 reward has been posted for information that might lead to an arrest in the other cases. in san francisco, abc 7 news. the metropolitan transportation commission have a difficult decision to make. should the new bay bridge open as scheduled on labor day or should the opening be delayed? to answer all those questions about the integrity of more than 2300 steel rods. this week, they're due to tell the commission what it plans to do. cal trans says every day the opening of the new bridge gets delayed is a day that drivers risk their lives using the existing bridge. you may recall it partially collapsed during the 1989 earthquake. engineers know without a doubt it is not safe and there is no feasible way to fix it. long time kgo radio host gene burns has died. he joined kgo am back in 1995. his nightly talk show from 7:00

to 10:00 was ritual listening for many of his fans. it ran for 16 years. burns also hosted a popular weekend program called dining around with gene burns. he was 72 years old. a bay area congresswoman wants the strongest action possible taken against those in the military who commit sexual assault. representative jackie speier spoke at a memorial day event this weekend in san bruno. she agrees with remarks made by chuck hagel during west point's commencement. hagel called reports of sexual asa assault a scourge on the military. >> not good enough anymore to, you know, trot up to capitol hill when there is a scandal and say we have zero tolerance. it is not good enough to just create prevention programs. we have got to prosecute and convict and drum out of the military those who are sexual

predators. >> a pentagon survey estimates 26,000 sexual assaults happen in the military last year. and history is going to be made today as a woman is ordained as a catholic priest in the san francisco archdiocese. but maria ice's ordination will take place at a lutheran church because the catholic hierarchy does not recognize the ordination of women. she'll be ordained at 3:00. lisa argen is here talking about the memorial day weekend forecast. >> clouds around, mist and drizzle as well. parts of the coast and cool ocean breezes will be with us today. another cool afternoon and, yes, we have been talking about rain, still on tap for your holiday monday. i'll have that forecast next. >> thank you, lisa. also ahead, a group paying tribute to the victims of the boston marathon bombing, event they put on to remember the victims. and veterans all over the

live coverage of the indy 500. abc's "this week" will air this afternoon. general john allen cleared in the petraeus investigation talks for the toll it took while trying to run a war. and the creators of homeland and the powerhouse roundtable. don't miss abc's "this week" with george stephanopoulos at a special time today, 3:00, right here on abc 7. authorities need the public's help finding a missing teenager. 19-year-old sean sidi has not been seen since tuesday when he told his dad he was going to the park. his family says sean has a medical issue. >> he had a bad injury, he fell on his head, and he ended up with a traumatic brain injury. he had a good recovery. and he's a pretty sharp kid, no problems there. but he's extremely fragile. and any knock on the head could be devastating.

>> sean's last call was traced to within a two-mile radius of baker beach. his family wants to know which bus he last used his clipper card. they hope that will give them the direction that sean was heading. another search for a bay area runner who has been missing for seven days has come up empty so far. beau rasmussen of emeryville was in the bay it breakers last sunday but no one has seen him since. >> talked with him last thursday. we made plans for me to pick him up at the airport in portland. he was at the top of his game. he ordered a new car from a dealership there locally in portland and was going to pick it up and drive it back to california. >> rasmussen told friends after the race he was going to the beach. his passport and clothes were found across from ocean beach. more than 200 veterans are being honored this weekend at at&t park. a special section is reserved

for active personnel veterans and their families. yesterday fans received patriotic prizes and veteran cheer cards. it is all part of at&t's love a vet program. a special tribute to victims and heroes of the boston marathon bombings. thousands of athletes joined the victims to run and walk the last mile of the race, reclaiming the triumph of crossing the finish line. here's abc news anchor david myrrh. >> reporter: the boston bagpipes, thousands of runners determined to finish the marathon, some running with injuries, others unable to run, still returning. >> i can't run, but i can walk so i'm here supporting the whole cause. >> reporter: officers cheering the runners on. this runner carrying the american flag determined as ever to cross the finish line. a mother and daughter boston strong on their t-shirt, she couldn't hold back the tears, six weeks after they tried to finish the first time. the children singing the national anthem.

♪ o say can you see >> reporter: with tears from those looking on. the children lining the route again, to keep running, boston strong their signs read. they made it across the finish line. boston tonight proving that no one will ever steal their marathon from them. several people were injured in another road collapse in southern missouri. it happened when two freight trains collided early saturday morning. one crashed into a pillar on a highway overpass, causing it to collapse. two cars on the overpass came down with it. five people in the cars were hurt as is well as the two train conductors. the national transportation safety board is now investigating. the summer grilling season kicks off officially this memorial weekend, we can expect to see beef prices rise. the wall street journal reporting wholesale choice grade beef prices hit an all time high

this past week. $2.11 a pound. analysts expect retail prices will soon break records as well. the reason, years of drought in major cattle producing states. the nation's cattle herd has been reduced to its smallest level in six decades. if you happen to be grilling this memorial day weekend, fire departments are reminding all of us to be extra careful of fire danger because of dry conditions here in the bay area. lots of people are hitting the road this holiday weekend, according to aaa. more than 34 million people are traveling 50 miles or more this weekend. that's actually a decline from last year. air travel is down significantly, about 8%. experts say more people are driving to avoid the hike in airline fees. it is a good time to stick around the bay area. pretty nice weather. lisa argen here with accuweather

forecast. >> we'll cool down from yesterday's highs. we'll see some sunshine. we are going to trade off the cooler weather for some clouds overnight tonight and that could lead to some rain, which could let up this live doppler 7 hd right now. we're looking at low clouds and fog moving across much of the bay, except for the north bay. we haven't had those gusty on shore winds. we had some lighter winds in parts of the bay area. that's why we're so mild. i'll show you that in a moment. temperatures ranging from the low 50s in san francisco to the upper 50s. that's mild. 57, 56 in san jose. 52 in santa cruz. and from our bay bridge, you'll notice that numbers too in parts of the cooler locations are still running a little warmer than average. santa rosa at 50. 53 in 1/2 napa. 55 in los gatos. our forecast highlights calls for the clouds to clear on out today. so it will be sunny, but between

now and 1:00 we could see a little mist and drizzle with the low cloudiness and then by the afternoon, the sea breeze picks up. cool, temperatures coming down further, another 3 to 4 degrees today. and looks like we could see some showers by tomorrow afternoon. the holiday memorial day. this is where we sit. you notice the yellow on the map. that indicates the temperatures warmer than he were 24 hours ago. anywhere from 2 to 13 degrees warmer. 6 to 8 degrees warmer on the peninsula and the south bay. couple of areas of low pressure influencing our cooler than average weather for the end of may. this system has been sitting here all week long. so that has enhanced the on shore flow. but there is another weather system that will allow for not only still cooler air, but the possibility of some rain drops headed our way by midday tomorrow. not a huge possibility, but if we do see any rain, could be as much as a quarter of an inch of rain in parts of the north bay. the coastal hills, not everyone will see it. this is the way it times on out

tomorrow afternoon. so about noon time, notice light returns from maran county up towards sonoma and napa and takes until 6:00 where we could see more light rain from san francisco, perhaps in the east bay, and the mountains if you're headed to the sierra nevada. by tuesday overnight, things begin to settle down. a few isolated rain drops. earwise, cool and breezy. tuesday afternoon, still a couple of weak weather systems wanting to press through the area before we warm back up. the end of the upcoming workweek, which, of course, really ends july -- may and starts june. 68 in san jose with mid-60s from red wood city to palo alto today. certainly cooler, mid-50s at the coast. 59 downtown with carnival. should be pretty cool out there. 62 south city. north bay, highs ranging from the 50s at our beaches with some sunshine, bodega bay, 70 in santa rosa.

next weekend's weather. the official start to summer is almost here. sun which sunscreen offers best protection? consumer reports partners with michael finney to find out. >> reporter: we count on sunscreen to protect us from the sun's harmful uv rays. the higher the spf, the better the protection, right? not necessarily. consumer reports tested a dozen sunscreens, both lotions and sprays. this test measures sunburn protection from uvb rays. that's why spf is supposed to tell you. >> most of the sunscreens we tested provided less protection than the spf listed on the container. >> reporter: these days you'll see the words broad spectrum on many sunscreens. >> that means sunscreens are supposed to protect not just against uvb rays but uva as well. >> reporter: both can cause skin cancer and uvb can wrinkle and age your skin.

at&t park concession workers will be back on the job today after hundreds walked off yesterday. 750 employees took part in the one-day strike against the out of state food and beverage subcontractor centerplate. workers haven't had a pay raise since 2010. the san francisco giants say the

protest did not cause a major disruption in service. the oakland archdiocese has a new bishop. 59-year-old michael barber. the one in the center there, was installed as oakland's fifth bishop in a ceremony at the cathedral of christ the light yesterday. barber, a former navy chaplin, was named by pope francis as the bishop designate. the fourth bishop is now archbishop of san francisco. changes in yosemite after a deadly hanta virus outbreak. what the park is doing to keep the problem from happening again. it is carnival time here in san francisco. and the grand parade is this morning. i'm live near the parade route. coming up, i'll tell you what you need to know if you're coming down to the mission district for it and i'll have more road closures that could affect you if you're trying to

welcome back, everyone. we're starting this half hour with a quick look at our weather with our meteorologist lisa argen. >> good morning to you. clouds are invading the bay area and with the south wind, we are pretty mild to start out. anywhere from 2 to 13 degrees milder than we were yesterday morning. that will change, though. starting out warmer, ending

cooler with those pretty good strong on shore winds throughout the day. here is a look from our roof camera. temperatures all in the 50s from san francisco, 52, 56 in oakland. mountain view in the upper 50s with mid-50s san jose and low 50s half moon bay and santa cruz. the rest of the day, the clouds continue to scour out. the winds will kick up, keeping it cool. mid and upper 50s coast. plenty of sun around the bay. we'll need it. low 60s to upper 60s in a few upper 60s to mid-70s inland. we cloud up again tonight. perhaps some rain for your holiday tomorrow. carolyn? >> lisa, thank you. a celebration of latin culture continues with the festival in san francisco today. carnaval's highlight is the colorful parade that kicks off later this morning. abc 7 news reporter kyra clapper joins live from the mission district. kyra, carnaval almost did not happen this year. >> reporter: almost didn't, carolyn. good morning to you. it almost didn't happen because

it is so popular. i know that sounds counterintuitive, but it grew so large that organizers didn't have the million dollars it takes to put on the two-day event. luckily they were able to make some phone calls, scrounge together the money and the two-day party is happening. it started yesterday and it continues today with the grand parade starting at 9:30. they're expecting more than 400,000 people to attend. this is a look at the parade route. floats set up at 24th and bryant. the parade sort of does a half circle. west on 24th from harrison to mission. and then all the way north on mission from 24th all the way to 17th. so watch out for those road closures today. we do have video from previous parades. it is a dazzling display. you can see showcasing latin american and caribbean cultural arts and traditions. it is the largest multicultural celebration on the west coast. this year's theme is carnaval harlem shake. eight blocks of the mission district will be closed in addition to the parade route.

harrison is closed from 16th all the way to 24th for a street fair. hundreds if not thousands of people crammed in there yesterday for food and music and local arts and craft vendors. the fun and festivities all end at 6:00 tonight. be sure to come down and enjoy it while you can. it is free and open to the public. reporting live in san francisco, kyra clapper, abc 7 news. >> thank you. the state senate approved legislation that would make it a crime to harass or secretly photograph the children of police officers, judges and other public officials. the penalty would be up to a year in jail. this measure comes in response to the february killing spree by former los angeles police officer christopher dorner. his first victim was 28-year-old monica quan, the daughter of a former lapd captain. dorner's manifesto named her among 50 potential targets. dorner took his own life after killing four people including two police officers.

new this morning, a new traffic barrier to prevent head on collisions should be in place on the golden gate bridge within two years. the bridge district has received more than $20 million in federal grant money from the metropolitan transportation commission. the journal reports final paperwork and reviews are being done now. that moveable barrier should be in place by early 2015. also new this morning, as the summer tour season gets under way in yosemite this weekend, park officials say they have done a lot in the off season to keep the hanta virus at bay. the park spent millions of dollars working to make lodging rodent proof. hanta virus is a rod end borne illness that killed three visitor and sickened six others last year. all nine were staying in tent cabbens at the curry village campgrounds. workers have done everything possible to seal up those tent cabins.

the best and the brightest are fighting to get into this university. it is not an accredited university, but many believe it will be the birth place of future innovations. and this assignment 7 report, we introduce you to singularity university. >> reporter: robots that can take your place in meetings, plants that can light up a room, leather grown in a laboratory. >> it is the beginning for the mainstream fabrication industry. >> reporter: these are all ideas created by students at singularity university. its goal, to improve the lives of a billion people. the school is the brain child of google executive and best-selling author ray kertzwile and peter demelendez. >> a level of conversation is taking place unlike any place else in the world. >> when our brains evolve, we didn't have information technology. so people's intuition about what is possible is really governed

by a linear expectation. and the profound difference. 40 steps, 40 steps. >> reporter: the university was created in 2009 based on the theory of technological singularity. he believes that emerging technologies like nanotechnology and biotechnology will massively increase human intelligence over the next two decades and fundamentally reshape the future of humanity. the school is at the nasa aims space near mountain view. >> we have about 1300 alumny in over 85 countries. the best and brightest can be found anywhere on the planet and so we actually cast a wide net. >> reporter: su hosts an executive training program like this one to help corporate leaders understand how quick changes in technology will impact tomorrow's businesses. it costs $12,000 a person. it always sells out. the university uses that money to host a ten-week graduate studies program in the summer. 3,000 people applied this year.

80 were accepted. >> we're targeting the next generation of leaders in the world. these are post graduate students, average age around 31. the range has been 18 to 58. so incredibly diverse. >> you wake up 8:00, you study or go to classes and activities from 9:00 to 7:00 and little gap for dinner and then back in activities until very, very late at night. >> singularity university shaped the way i view the world. it really created my world view. and going to class there was a multiple paradigm shift. >> reporter: students at the graduate program come together to form companies. 20 are currently up and running. another ten are about to launch. >> you're learning about technology that is moving very, very fast and that's very cutting edge and learning to take that and apply it to solving health care in developing countries or how to think about energy and environmental issues around the

welcome back, everyone. those tracking trends say oakland is getting hot. it may have started with oakland's emerging restaurant scene, but perhaps the buzz created by those first friday art gathering. alan wang found the city on the list of the most attractive cities for tech startups. >> reporter: in the shadow of oakland's occupy riots and violent crimes, the city has been quietly gaining accolades as the place to be. >> the attraction is the diversity of culture. >> reporter: the national venture capital association ranks it the 11th most attractive city for tech

startups like power high. the solar startup is electrifying remote villages in africa with microgrids. >> i don't think we would be able to be in silicon valley in an office space that we are today and afford the space we have today. we would be working out of our garages. >> reporter: also this month, online real estate company movoto named oakland the most exciting city in america. home sales are thriving and young professionals are flocking here. >> oakland changed a lot. times have changed. it is real nice. >> reporter: the bond, a modern classic condominium reflects the fast-selling pace of homes in oakland that begin selling five days ago and already sold four of these condos. the new york times called oakland the fifth most desirable travel destination. >> there is a tremendous shift going on now.
