good morning, everyone. thanks for joining us on this sunday, may 26th. i'm carolyn tyler. let's start off with a quick first look at the weather with our meteorologist lisa argen. >> good morning to you. low visibility, a quarter mile on the coast. you can see the fog here from our bay bridge camera. so with the clouds invading the area, we're looking at a little mist and drizzle around the south bay, santa cruz mountains and temperatures are beginning to drop. they were pretty mild earlier. 53 in napa. the clouds for the most part will scatter out, so we'll look for another sunny afternoon. but cooler than yesterday. we're talking about widespread 60s around the bay.

have to go way far out into our inland east bay to reach the 70s. we're talking about our cool weather through the end of may. that includes memorial day. i'll tell you when we'll warm up coming up. >> look for you later. thank you, lisa. continuing to follow breaking news near sfo where all southbound lanes of highway 101 have just reopened after being closed because of a fatal crash. here is video taken earlier of the scene south of the airport at the broadway exit in burlingame. the highway patrol tells us the driver of a red honda lost control and hit the center divider killing his female passenger. the driver has major injuries. another eight people in a party bus were injured when it collided with the honda. officers are still investigating exactly how that happened. two people on the party bus with moderate injuries, six others have minor injuries. a third car was also involved, but nobody was injured in that one. there are new questions

about safety in the east bay after a young boy drowns in an antioch canal. investigators don't think the boy was trying to go swimming or trying to play in the water. they think it was simply a tragic accident. here is abc 7 news reporter lisa amin gulezian. >> we found the child deceased in the water as a parent victim of a drowning. >> reporter: it is a sad ending to a 2 1/2 hour intense search of the canal in antioch. you can see from sky 7 hd as divers, police and search and rescuers work frantically to find a 13-year-old boy who fell into the canal while playing with two friends. adrian heinz's son was there when it happened. >> i believe he reached in to get his handle and stepped on a rock and fell in the water. i don't think he could swim. >> reporter: heinz says the boys were looking for lizards when they crawled through a hole in the chain link fence that surrounds the canal. no trespassing signs warn people to stay away.

when the teenager fell into the water, his 10-year-old cousin jumped in after him, but couldn't save him. that boy got out and called for help. those who live nearby know to steer clear of the canal, they also call the fence weak, and riddled with holes. >> we asked that if anybody has a report of any holes, we have crews that come caught instantaneously in order to repair those. >> reporter: as far as you know have the holes been reported? >> there are holes in that fence back there that haven't been repaired. >> reporter: police are investigating this drowning as well as the one on monday involving a man who was under the influence. in antioch, lisa amin gulezian, abc 7 news. we're following developing news out of texas this morning where at least two people are dead and a teenage boy is missing in those rising floodwaters. there have been hundreds of dramatic rescues near san antonio. more than 200 people have been pulled from the water, two women

were killed in separate incidents after becoming trapped in their cars. a record 10 inches of rain fell in just a matter of hours. submerging roads and homes. emergency crews spent hours helping stranded drivers and checking the submerged vehicles, making sure no one is inside. a bus was overwhelmed by the floodwaters and more rain is in the forecast. president barack obama traveling to oklahoma today for a first hand look at the weather disaster there. he'll view the devastating damage from a deadly tornado earlier this week and visit the victims' families. the community is trying to move forward. high school graduations were held yesterday in moore, oklahoma. grads say even though they're saying good-bye to the school, they won't say good-bye to their town. everything is set in san francisco for today's 35th an val carnaval parade. it kicks off at 9:30 from bryant street, it goes down mission to

17th and ends up at harrison street. there will be some street closures. there is a festival also, hundreds attended yesterday's celebration of latin and caribbean cultures. it continues today from frozen drinks, kettle corn and tacos to live music and crafts. there is something for everyone to enjoy. 400,000 people, carnaval runs today until 6:00 p.m. there is a search for suspects and a search for answers in four brutal cases of animal abuse. all the dogs are now recovering at san francisco's animal shelter. sergio quintana has more. >> reporter: this gentle mannered pit mix is called tiny dancer. you can tell by her limp, she's not doing very well. the shelter vet says this dog survived some serious injuries. >> from the x-rays, it looks like to me she sustained a couple of bouts of blunt force trauma. >> reporter: she was found starving and tied to a tree in

golden gate park. a notice is posted where she was found in case everyone wants to claim her. but officers say she's one of four dogs that are recent victims of serious abuse. this pug mix is tory. she's blind. >> she is blind. she has blunt force trauma to the head. and she had a lot of neurological damage. >> reporter: what's worse, the vet says tory has bruising that suggests sexual assault. she was left at this pets unlimited store in philmore and the staff called the shelter. this tibetan terrier was badly beaten and officers believe this pit bull named purple was injured after being hurled out a second story window. all four of these cases have officers shocked and concerned. >> this is a huge public safety issue because people who would commit violent acts against helpless animals are very likely to commit the same acts against a human being. >> reporter: animal cruelty arrest has been made in scrappy's case as $2,000 reward

has been posted for information that might lead to an arrest in the other cases. in san francisco, sergio quintana, abc 7 news. caltrans has a difficult decision to make. should the new bay bridge open as scheduled on labor day or should the opening day be delayed to answer questions about the integrity of more than 2300el rods. this week caltrans is due to tell the commission what it plans. caltrans says every day the opening of the new bridge is delayed is a day drivers risk their lives using the existing bridge. it partially collapsed during the 1989 loma prieta earthquake and engineers know without a doubt it is not safe and they say there is no feasible way to fix it. long time kgo radio host gene burns has died. he joins kgo am in 1995. his nightly talk show from 7:00 to 10:00 was ritual listening for many fans.

it ran for 16 years. burns also hosted a popular weekend program called dining around with gene burns. he was 72 years old. a bay area congresswoman wants the strongest action possible taken against those in the military who commit sexual assault. representative jackie speier spoke at a memorial day event yesterday in san bruno. she agrees with the remarks made by defense secretary chuck hagel during west point's commencement. she said reports of sexual assault are a scourge on the military. speier says it is time now for more than just talk. >> not good enough anymore to trot up to capitol hill when there is a scandal and say we have zero tolerance. it is not good enough to just create prevention programs. we have got to prosecute and convict and drum out of the military those who are sexual predators. >> a pentagon survey estimates 26,000 sexual assaults happened

in the military last year. history of sorts will be made today as a woman is ordained as a catholic priest in the san francisco archdiocese. however, the ordination will take place at a lutheran church because the catholic hierarch ay does not recognize the ordination of women. she will be ordained at 3:00. lisa argen is here talking about a really chilly, kind of crummy weather actually. >> yeah, warmest day yesterday and today despite the absolute sunshine, we'll have the cool on shore winds and look outside our foggy roof camera with low 50s now. mist and drizzle in parts of the bay. rain drops for holiday monday. still cool through may. and when does june start? we'll talk about that coming up. a group paying tribute to the victims of the boston marathon bombings. event they put on to remember the victims.

due to live coverage of the indy 500, "this week" will air this afternoon at 3:00. general george allen talks for the first time about the toll it took while trying to ru war. plus, the creators of homeland and the powerhouse roundtable. don't miss abc's "this week" with george stephanopoulos at a special time today, 3:00 right here on abc 7. authorities are asking for your help in finding a missing teenager, 19-year-old sean sidi has not been seen since tuesday. that's when he told his dad he was going to the park. his family says sean has a medical issue. >> he had a bad injury. he fell on his head. and he ended up with a traumatic brain injury. he had a good recovery. and pretty sharp kid, in problems there.

he's extremely fragile. and any knock on the head could be devastating. >> sean's last call was traced to within a two-mile radius of baker beach. his family wants to know which bus he last used his clipper card in the hopes of getting the direction sean was heading. another search for a bay area runner who has been missing for seven days has come up empty. beau rasmussen of emeryville was in the bay to breakers race, one week ago today. but no one has seen him since. >> talked with him last thursday. we made plans for me to pick him up at the airport in portland. he was at the top of his game. he ordered a new car from a dealership there in portland and was going to pick it up and drive it back to california. rasmussen told friends after the race he was going to the beach. his passport and clothes were found across from ocean beach. san francisco was one of hundreds of cities all over the

world holding rallies against genetically modified foods. the protesters marched against monsanto incorporated yesterday. a u.s. company that bioengineers seeds. protesters say the gmos are dangerous to eat. monsanto says the seeds help conserve resources. more than 200 veterans are being honored this weekend at at&t park. a special section is reserved for active personnel, veterans and their families. yesterday fans received patriotic prizes and veteran cheer cards. it is all part of at&t's love a vet program. a special tribute to victims and hero of the boston marathon bombings. thousands of athletes joined victims to run and walk the last mile of the race, reclaiming the triumph of crossing the finish line. here is abc news anchor david muir. >> reporter: those boston bagpipes, thousands of runners determined to finish the

marathon. some of them running with injuries. others unable to run, still returning. >> i can't run, but i can walk so i'm here supporting the whole cause. >> reporter: officers cheering the runners on.this runner carr american flag, determined as ever to cross that finish line. a mother and daughter boston strong on their t-shirts, couldn't hold back the tears, six weeks after they tried to finish the first time. the children singing the national anthem. ♪ o say can you see >> reporter: tears from those looking on. the children lining the route, keep running, boston strong their signs read. hand and hand as they made it across the finish line. boston tonight proving that no one will ever steal their marathon from them. several people were injured in a road collapse in southern missouri. it happened when two freight trains collided early yesterday morning. one crashed into a pillar on a highway overpass, causing it to

collapse. two cars on that overpass came down with it. five people in the cars were hurt as well as the two train conductors. the national transportation safety board is investigating. lots of people are hitting the roads this memorial day weekend according to aaa. more than 34 million people are traveling 50 miles or more this weekend. sounds look a lot, but it is actually a decline from last year. air travel is down significantly about 8%. experts say more people are driving to avoid the increase in airline fees. and there is some good news, if you are behind the wheel this weekend, the price of gas is going down. the national average dropped a cent to $3.64 a gallon. the most expensive gas in the nation right now, hawaii, $4.36 a gallon. in the bay area, now $4.13 a gallon. that's down a penny from a week ago. a penny here, a penny there, it all adds up. >> sure does.

meteorologist lisa argen here, talking about the weather numbers. >> yeah. not too much to get excited about. yesterday, warmer at half moon bay than san francisco. 62 there. 59 in the city. going again for the upper 50s in san francisco. live doppler 7 hd. we have fog, a little bit of mist and drizzle around the bay. and it is certainly gray out there. started out clear. the temperatures were mild. now coming down and we will see the winds kick up. so tomorrow, looks like we could pick up a few returns here by late in the afternoon. the evening hours. here is a look at beautiful lake tahoe where it is nice and sunny, but we are looking at a chance of showers here, later on today and a better chance tomorrow for memorial day. 57 in mountain view. 56 in san jose. 52, half moon bay. yesterday, 75 in santa cruz. today, 70 in san francisco. below average, should be in the mid-60s and folks headed to the beach today. and it will take a while, but

will see some sunshine. santa cruz is nice and sunny yesterday early. you can see it is overcast, 56 over into the east bay. the livermore valley, 55 in union city. and dropping through the 40s in santa rosa. forecast highlight, clouds and drizzle here and there this morning. will become mostly sunny this afternoon with cool on shore flow. we'll see winds up to 20 and 25 miles an hour. so it will be a little cooler than yesterday. weak system is moving through the area. and we have a couple of these to get through before temperatures rebound memorial day. and couple of days after memorial day we could see a few areas of light rain. it is going to be trending cooler right on through the end of may, which is friday. that's when things turn around. 7 degrees warmer in mountain view. 41 minutes at sfo. our friend, this area of low pressure has been with us all week long, providing the cooler than normal temperatures.

but, you know, we started out with the sunny conditions, really mixed out the marine layer. but now it is back and we're looking at temperatures coming down even more so as this area of low pressure rises. the jet stream and visits us tomorrow. so that will bring the possibility of rain showers. here we are at noon time, just a lot of clouds around for memorial day. by 6:00, how about noon, we'll look for light showers, just in the north bay. it is 6:00 where we'll look for san mateo coast, perhaps into the east bay. a little heavier rain from point reyes and the late afternoon or evening hours, things clear on out. by tomorrow morning, tuesday morning, sunny, breezy and cool. and we'll look for the temperatures to stay cool right on through the middle of the workweek. 68 in san jose. as much as 11 degrees below average. 67 in santa clara. breezy winds on the peninsula, 63 san mateo. upper 50s in san francisco. sunny afternoon, 65 in petaluma.

giants, but against the food and beverage subcontractor centerplate. workers haven't had a pay raise since 2010. the san francisco giants say the protest did not cause a major disruption in service. electric carmaker tesla is fighting to stay in business in north carolina. the bay area carmaker wants to find a compromise to allow online car sales in the state. a new bill in north carolina would prevent direct online sales to consumers. instead it would require carmakers to have a physical presence in communities. tesla argues that gives car dealers a monopoly. still to come, changes in yosemite after a deadly outbreak. what the park is doing to keep the problem from happening again. are you one of the 400,000 people expected to come to the mission district today for the carnaval grand parade? if so, i'll tell you what to expect and if you're trying to avoid all the road closures.

welcome back, everyone. we are starting this half hour with a quick look at the bay area weather. here is our meteorologist lisa argen. >> good morning to you. if you think it feels warmer out there, you're right. we're anywhere from 3 to 9 degrees warmer across the bay. we have fog and that is allowing for delays of 41 minutes at sfo. nice and sunny here in the sierra nevada. we'll be cool with increasing clouds and chance of rain in the mountains. and that really duplicates our forecast as well for tomorrow. 56 in san jose now. 52 half moon bay as well as san francisco. the clouds will scatter out throughout the afternoon and it will be cooler today, mainly in the 60s. winds are going to kick up and then we have got a weather system that will be visiting us for the holiday tomorrow. couple of weather systems before our temperatures rebound and begins to feel like the season. i'll explain coming up. it is not too cool to impact a celebration of all things latin. it continues a two-day festival

in san francisco today. carnaval's highlight is the colorful parade that is kicking off later this morning. kira klapper joins us live from the mission district. kira, it is always quite the party. >> it is, carolyn. and this parade is a spectacle to be sure. it starts at 9:30 this morning. 400,000 people are expected to attend. if you want to come, if you want to aroid it, we have the parade route. look at this. 24th and bryant, the parade does a sort of half circle west on 24th, from harrison to mission. and then north on mission all the way from 24th to 17th. we have video from previous parades as a dazzling display showcasing latin american and cribbial cultural arts and traditions. it is the largest celebration on the west coast, now in its 35th year. eight blocks of the mission district are closed in addition

to this parade route so you should know harrison street is closed from 16th all the way to 24th for a street fair hundreds if not thousands of people crammed in there yesterday for food, music and local arts and crafts vendors. this year's theme is carnaval harlem shake. and all the fun and festivities end at 6:00 tonight. come down and take advantage. it is free. and open to the public. reporting live in san francisco, kira klapper, abc 7 news. the state senate has approved legislation that would make it a crime to harass or secretly photograph the children of police officers, judges and other public officials. the penalty up to a year in jail. this measure comes in response to the february killing spree by former l.a. police officer christopher dorner. his first victim was 28-year-old monica quan, the daughter of a former lapd captain. dorner's manifesto named her among 50 potential targets. dorner died in a burning cabin after killing four people including two police officers.

caltrans switches tracks to the new elevated san bruno grade beginning with the first southbound train at 8:30. kal train will stop using the track and switch over to the new elevated track. they say it will dramatically improve safety in downtown san bruno by eliminating two crossings. trains will now pass over san mateo and angus avenues, there might be delays during today's transition. passengers at the san bruno station will board from just one platform through tonight. new this morning, a in traffic barrier to prevent head on collisions should be in place on the golden gate bridge within two years. the bridge district has received more than $20 million in federal grant money from the metropolitan transportation commission. the marin independent journal reports reviews are being done now. this moveable barrier should be in place by early 2015. also new this morning, the

summer tour season gets under way in yosemite. this weekend park officials say they have done a lot in the off season to keep the hanta virus at bay. the park spent millions of dollars working to make lodgings rodent proof. hanta virus is a rodent borne illness that killed three visitors and sickened six others last year. all nine were staying in tent cabins at the curry village campgrounds. workers have done everything possible to seal up those tent cabins. there is an elite university in silicon valley that the best and bright rest fighting to get into. it is not an accredited university, but many believe it will be the birth place of future innovations. in this assignment 7 report, dan ashley introduces you to singularity university. >> reporter: robots that can take your place at meetings, plants that can light up a

city's emerging restaurant scene or perhaps it was the buzz created by those first friday art gatherings. abc news reporter alan wang found the city on the list of the most attractive cities for tech startups. >> reporter: in the shadow of oakland's occupy riots and violent crime, the city has been quietly gaining accolades as the place to be. >> the attraction is that the diversity of culture. >> reporter: the national venture capital association ranks it the 11th most attractive city for tech startups like power hive. the solar startup is electrifying remote villages in africa with these microgrids. >> i don't think we would be able to be in silicon valley in an office space that we are in today and afforded the kind of space we have here today. we would be working out of our garages. >> reporter: oakland was named most exciting city in america. home sales are thriving and

young professionals are flocking here. >> oakland changed a lot since i was here. times have changed. new bars, restaurants. >> reporter: the bond, a modern class ic condominium in the square reflects the fast selling pace in oakland. the new york times calls oakland the fifth most desirable travel destination and forbes magazine ranked the uptown district ninth among the top hipster neighborhoods. >> there is a tremendous shift go on in the bay area. oakland is the hot market. we see a large number of people moving from the oakland hills and san francisco into downtown oakland to take advantage of all the cultural diversity and excitement that is going on here. >> reporter: what about crime? >> as far as it goes, if you have a little bit of -- stay away from bad people, bad things don't happen. >> reporter: these people believe the pros outweigh the cons which could explain the recognition for the boom. in oakland, alan wang, abc 7 news. >> good story for oakland.

in breaking news, pg & e crews are working to cut power to power lines in burlingame. here is the problem. water from a broken fire hydrant is shooting about 40 feet into the air, making contact with those wires. the firefighters can't shut off the water because that could electrocute them. the hydrant and street sign were apparently sheered off by a driver who crashed into them and then left the scene. let's check out sports. the a's victory against the astros yesterday now makes them a perfect 8-0 against houston this season. and the giants experienced a

going for a high of 60 today. 56 in san jose. cloudy skies, half moon bay. quarter mile visibility, 52. san francisco, also 52 with airport delays of 41 minutes. and the bay bridge, this morning, you can see the low clouds deck here and sunshine on the way. cool 62 today for oakland. 49 santa rosa now. numbers certainly cooler than yesterday. cooler than average all due to the on shore flow and couple of areas of low pressure that just won't get out of town. some areas of drizzle this morning and sunshine and cool this afternoon with a chance of showers throughout the entire bay area tomorrow for the memorial day holiday monday. temperatures this morning are mild, especially the north, south end of the bay, 7 to 9 degrees warmer than yesterday. and we are looking at a cool finish and still the influence of this area of low pressure to

the north. it has been five days since it really hasn't moved and we are looking at temperatures today even cooler. not only are we cooler than that 77, we should see for san jose and santa rosa, but even san francisco should be about 65. it was 59 yesterday. and it was 62 half moon bay. on the heels of that system is this system riding in on the jet stream. our computer animation shows us by 11:00 tomorrow, we will be not only cloudy, but the chance of showers throughout the north bay from sonoma, marin, and then through the afternoon, look what happens. not a whole lot, but going to take until 3:00, 4:00, could get wet in the south bay. light drizzle, temperatures will be much cooler. here we are 7:00 tomorrow night with heaviest rain off shore. perhaps a quarter of an inch of rain along coastal hills. the north bay mountains. tuesday, 6:00. if you're headed back to work, maybe some coastal drizzle, santa cruz mountains and san mateo coast.
