about equipment swap at the southern california nuclear plant. the plant was taken off line in january of 2012 after small radiation leak led to the discovery of unusual ware in tubes that carry radioactive water through generators. boxer says the 2004 internal letter shows the utility tried to get around a costly review of the generators. southern california is asking for a government permission to restart one of the plant's reactors. >> the city council of san carlos is considering an increase in wastewater rates reporting the city needs to raise $64 million to cover the cost of improvements to the aging sewer collection system. homeowners are paying $53 a month. the rates would go up to $67 a month in july and up to $88 in two years. >> a san francisco firefighter is recovering this morning after being injured during a fire. he sprained his ankle while

fighting a fire yesterday afternoon. he was taken to the hospital and firefighters say an electric meat smoker started the fire. it spread through the house and took half an hour to put out. no one other than the firefighter was injured. >> it has been a busy holiday weekend for the california highway pa trot with c.h.p. reporting 15 traffic deaths four more than last year. six were not wearing a seatbelt. more than 1,100 drivers were arrested for d.u.i. down slightly from last year. in the bay area there have been 165 d.u.i. arrests and two faith crashes. the judge in the colorado movie shooting case will decide whether to accept the plea of not guilty by reason of insanity. holmes is accused of opening fire on a packed movie theater in denver in july killing 12

people. his attorney say state laws on insanity and the death penalty that prosecutors are seeking violate holmes' constitutional rights. >> this morning, the supreme court could issue a ruling in one of several major cases that it is considering and being asked to decide whether the ban on same-sex marriage is constitutional. it is considering a challenge to the federal defense of marriage act. the justices are weighing whether public schools can consider race when admitting students and a challenge to the 1965 voting rights act which requires federal clearance for any changes in voting procedures for several southern states. supreme court decisions are usually released on tuesday's and wednesday's at 7:00 a.m. >> big on for the martinez boy injured in the boston marathon bombings. aaron hern will throw out the first pitch today at the giants and a's game at the oakland coliseum. the 12-year-old was injured in the blast while watching his mom

southbound 280 to eastbound 380 blocking one lane so the transition road could be a tight squeeze. it looks like we are seeing volume moving look in the westbound direction along 380. we will look at the drive time track, 580 coming from tracy to dublin at 24 minutes and 880 northbound coming from san leandro to the tolls on the bay bridge, 20 minutes. and 101, northbound, away from highway 85 to the san jose airport you are looking at 12 minutes. this is the drive in san jose 280 coming away from 17 and it looks like the roads are on the dry side. we have clear conditions with no citizens and certainly no construction to report today. kristen and eric? >> we have breaking news in san francisco where several people have been shot in the mission district near a bart station. abc7 news reporter amy hollyfield is at the scene. amy? >> three people were shot, this

just happened right before 4:00 this morning, so look behind me, a very active seen, police are still out here looking for clues. you can see the white on the sidewalk, those are marking where they have found bullet casings. when they got here they found three people were shot. they have all been taken to the hospital. all survived the shootings but it is unknown how they are doing right now. police are still working this scene but they say there is another scene happening right now in the city, as well, in another district. some people have been taken into custody and it could possibly be related to this shooting. they could possibly be suspects. the two different districts still needing to compare notes and get it all together and figure out what they are dealing with but two active scenes are working right now here in san francisco after the triple shoot ing.

if there are traffic problems coming up. >> san francisco is planning to set up the bicycle sharing in august and has released potential bicycle stations. the "san francisco examiner" says it will include 350 bicycles at 35 stations as part of the initial rollout. most are downtown. they extend from chestnut in the north to 8th street in the south. there will be nine stations on market street alone and officials will discuss the proposed bicycle station locations at city hall on thursday at 5:30. >> two robbery suspects saw their plans crumble in a bizarre way. one victim drove away in the get away car. the police say they have never seen anything like what happened at this burger king, two men pointed guns at the cashier and demanded cash during a robbery. another burger king employee snuck out the back, saw the suspect's car with the engine running and drove it around the
