of where the pipes were dumped on the road we have clear conditions but we are seeing traffic building. eric and kristen? >> san jose police officials and neighbors gather to tackle growing crime concerns as investigators reveal the identities of who teens shot to death on sunday. abc7 news reporter is at shooting scene near a kohl's department store. >> the teens were shot and you can see a people has been set up for them. police have identified the victims as 15-year-old and 16 -year-old, friends and family say they are students at independence hive. officers were looking if a person person seen riding a bicycle away from the shooting scene on rhinehart drive behind the kohl's department store four hours before another homicide in south san jose. a 0-year-old justin walk kins was shot to death on hayes avenue putting the homicide

total at 19. police union leaders blame a dwindling numbers officers for the rising crime, but a police spokesman isn't sure more officers would have stopped the most recent homicide. >> depleted staffing does not help but when you ask what more officers would prevent that homicide, that is a question that is impossible to answer. >> police say they trying to find a pattern to the 19 homicides but they are spread out across the city and only two are confirmed to be gang-related. the city council member is hosting a crime prevention meeting tonight at the library in south san jose that starts at 6:30. all san jose residents are invited to attend. >> develop news this morning, caltran is facing more criticism after another bolt problem, to time with a new bay bridge bicycle path railing, officials say the problem was discovered over a year ago and has already been repaired, they say the bicycle railing is bolted in the

twister was on the ground for more than an hour. there was 4" hail if some places. at least one home was destroyed in kansas and several willings damaged but no report of injuries. >> we were taking pictures and my husband was taping and he was like, get down there, now. we were under there and prayed and it hit. it was as loud as they say. >> this are reports of a rare tornado in eerie, pennsylvania, with media reporting one person hurt when the mobile home was hit and reports of power lines down and trees down and flooding. forecasters expect a significant outbreak of tornadoes later today in parts of oklahoma, kansas, and nebraska. >> new this morning, in maryland, officials say a fire is finally under control after a crash between a freight train and a garbage truck.

the collision set off an explosion that could be seen for miles. the crash had a domino effect and people could feel the explosion and 15 train cars carrying chemicals derailed and ignited the blaze and the fire department says it had to let the blaze burn out. the garbage truck driver was hurt and the ntsb is investigating. >> the union representing 168 berkeley police officers will release the results of a new fay on the use of tasers. to march the berkeley police association asked voters their opinion on the use of tasers and berkeley and alameda are the only two cities in alameda county with police departments that do not currently use tasers >> swedish music streaming company will move into a willing famed for a rock concert on market street in mid-july. the company will use flee --

beyond that. right now this is the san jose drive northbound along 280 away from 17 and it looks like a clear drive and access free but traffic is building. >> we keep a close eye on the pay bridge toll plaza and developing news a new embarrassment surfaces for caltrain's over the new bay bridge over broken bolts on the bicycle path. abc7 news reporter amy hollyfield joins with the latest. >> if you have your bolts scorecard mark to down as the second bolt problem the new bridge is having to deal with. this is different from the first one you heard about. this issue involves the bolts that hold the bicycle railing in place. they have failed. caltran knows about there and say they have fixed it but the public didn't necessity until now. caltrain officials say they will take reporters on the bridge and show the repairs. this is the second bolt problem

caltrain has dealt with. in march 32 bolts cracked on the bridge essential to the stability of the bridge. the fix is going to cost $5 million to $10 million. they not sure how long the repair will take or if it will delay the opening. >> it is hard to commit to a timeline because of a baseline on may 20 and they went right-to-work is everyone asked that question but it is hard to tell you. >> officials say they have to do the repair and they have testing, not sure if they will make the labor day deadline. we will ask about that today. >> at 6:33, the driver whose crash killed three people in colma over weekend will be arraigned today. police say the 25-year-old paul diaz was intoxicated and speeding when the mustang rear

a shooting that left two teens dead over the week. matt? >> just talked to a man who lives in the neighborhood and he said there have been a lot of car thefts the past year but nothing like this double homicide of two teens on sunday. you can see a memorial set up by family and friends at the sight of the shooting. police identified the two victims at 16-year-old and 15-year-old boys. friends and family say they were students at independence high school. police say they were shot and killed on sunday in the parking lot behind a cold's -- kohl's department store on rhinehart drive, four hours before another homicide in south san jose. a 24-year-old justin walk did the -- justin watkins was shot to death.
