>> live from the kgo-tv broadcast center this is abc7 news. a desperate cry for help. a state lawmaker is renewing a push for the c.h.p. to step in and assist san jose police dealing with rising violent crime in the city. good morning, everyone. >> the san jose police chief is saying "thanks but no thanks" despite recording five homicides in the final week of may. abc7 news reporter matt keller is at police headquarters. >> this is the speaker pro tempore's letter to the police chief urging him to ask c.h.p. for help patrolling the city. >> the most recent crime wave

sparked an old debate: the speaker pro tempore wrote another letter to the police chief urging him to ask the c.h.p. to help patrol the city. she wrote that she is concerned the five homicides last week is just the beginning of what could be the most violent summer in years. her brother and san jose city council member think police chief should ask for the help in light of the recent violence. >> it is strapping our police department. we put all resources to the incidences, and it leaves other parts of the city vulnerable so when we have a department that is less than a thousand officers when we are budgeted for 1,100, we want to make sure that all areas of the city are covered. >> the speaker pro tempore wrote a similar letter last summer after a bad stretch of violence saying the mayor and the chief rebuffed the officer insisting they had crime under control only for san jose to reach a 20-year high in homicides.

the police spokesman said they currently have no immediate plans to reach out to other law enforcement agencies to assistance. he says the department has enough resources to combat the crime problem and points to the arrests over the weekend of gang members in a rival neighborhood carrying a stolen gun. >> with our staffing restraints we have the capability to have 40 to 50 officers on the street, high caliber, highly trained gang suppression officers that worked criminal street gangs with experience. >> the mayor feels the decision on whether to accept the c.h.p. help is an operational issue and is leaving it up to the police chief whether he wants to accept it. >> a man is dead and two hospitalized after someone fired into their van in oakland minutes after the shooting, then, the van crash into a power pole and the driver died from

gunshot wounds and a man and woman in the epa were also shot and wounded. power was knocked out to 700 pg&e customers and all but 20 got their power back. pg&e says the rest should be restored this afternoon. >> palo alto police will release a sketch today of a man wanted for attacking a jogger on the preserve trail. the woman says the man groped her on the trail sunday morning and she fought him off as two bicyclists came to her aide. >> opening statements are underway in the trial of a second man accused in a gang rape of a 16-year-old richmond high school girl. the prosecution says witnesses will testify they saw the 22 -year-old defendant sexual assault the victim and his d.n.a. was found at the crime scene. the girl was severely wheaten and robbed outside the homecoming dance. six men and teenagers were arrested but up to 20 watched and did nothing. the defendant is on trial with a

will take control of hundreds of acres that have been after for a decade. what is the plan for the old air station? abc7 news reporter amy hollyfield has more on the base. >> how about 9,000 jobs and 1,400 homes? right new you look out he and you can see a lot of neglect but the city of alameda sees a lost potential. >> we are excited the it has been a long-term going and a big milestone for us and we can develop the rot with shovel in the ground. >> the spot where the old run down build education sit will be transformed into a new community, you will see condos, houses, retail shops, and restaurants. 510 acres that used to be the naval air station now belong to the city of alameda and the city has big dreams. >> the city lost over 14,000 jobs when the base closed and one of our big goals is to attract jobs here so we have

plans over 9,000 jobs in stroam office development so it is a big component of the project. >> this is a free transfer from the navy in part to compensate for the lost jobs. the base closed in 1993 but it has taken a while to reach this day switching ownership. >> 20 years we have been working, the navy has been working on cleaning up the property, spending millions on clean up, we have worked with the navy to make this transfer happen and the community has been putting their vision in place so it has been a lot of work. we are glad we are finally going to receive the properties. >> right new, you are looking at area they have designated for commercial use, about 5.5 million square feet. i asked what it looks like? like big box stores and she said no, research and development companies, maybe a company that has overground its campus and looking to relocate. call alameda, think of alameda, that is what they want out here.

they say it will take time to rebuild all of this and you will see shovels in the ground at the end of 2015 or maybe in 2016. thanks. new this morning, two south bay cities are competing over netflix, last night los gatos gave the company the green light to build 485,000 square foot campus near highway 85 but the site is less than the 550,000 square feet they wanted. now, a san jose councilman made a competing proposal asking a choice for build site elsewhere, and netflix will know in a few days whether to move forward at the los gatos site. >> santa clara has a special election to replace disgraced county supervisor who resigned in march and will be sentenced on friday on charges involving the misuse of campaign and taxpayer funds. officials are expecting low voter turnout and a only run off

for the district two seat. polls are open until 8:00 tonight. >> happening now, the most powerful men in the pentagon are on the hotseat over the rice number of sexual assaults in the military. abc7 news reporter amy hollyfield is in the news room. >> lawmakers have several ideas how to deal with an epidemic of sexual assault considering seven bills one taking away authorities from the commanders, and the top brass say it will not work. >> they agree that sexual assault in the military cannot be tolerated. >> the problem of sexual assault is such scope and magnitude it has become a stain on the military. >> creams of sexual harassment cut to the core of what i care most about, the health and welfare of american sons and daughters. >> the crimes are happening, a pentagon report found there are up to 26,000 sexual assault cases in the military last year

up from 19,000 the year before. senators say victims are hesitant to report assaults because they don't trust the commanding officers will do anything or they fear retaliation. >> we are acting swiftly and deliberately to change a climate that has become come placent. >> proposed fix from congress would prevent commanding officers from deciding which crime should go to trial. military leaders are opposed. >> commanding officers never delegate responsibility. they should never be forced to delegate their authority. >> a majority of the seats in the senate armed services committee are held by women and in fact new york senator introduced the bill that would change the chain of command. >> you do not have good order and discipline, you have arguably 26,000 attempts either unwanted sexual attempts, assaults or rape. that does not define by any your definition as stated today, good discipline. >> no victims are testifying today but senators will be given a written account of a soldier

plows into a home in the san francisco bayview district shortly before 5:30 this morning. he was awakened, david was, by the crash. >> i felt my bed move and i thought it was an earthquake and i ran downstairs and there was a lady if my house. she was trying to start the car. she said she was going to portrero hills. the driver was acting like nothing ever happened and he got her a blanket and waited with her until police arrived. the tow truck removed the s.u.v. and the home owner plans to stay somewhere else until repairs are completed. >> all lanes of southbound 101 in sausalito are open again after a rock slide that happened south of rodeo avenue coming down around 2:15 shutting down several lanes. the lanes reopened before 4:00 a.m. and a woman hit the boulders with her car and suffered minor injuries but it was a scary situation.

but walnut creek at 680, southbound, into the san a moment valley, you can see sunshine and it is taking only an hour, maybe two hours in some areas so with the slow sunshine we keep temperatures at average or below slightly. cloudy tonight and dangerous heat on the way for friday and saturday. here is how the roof camera looks, plenty of cloud cover around the bay and temperatures are close to yesterday if not cooler especially around the bay where we taking longer to see the sunshine. now the temperatures, specifically 72 in milpitas, cupertino and san jose at 75. possible up to 78 in los gatos. only 65 in santa cruz. a lot of cloud cover there. millbrae and san mateo, you have the breeze and the sunshine mid-to-upper 60's. less of a breeze and low 70's for the rest the peninsula. headed in los altos, 73. we will get to 60 at half moon bay. daly city is 58. on the bay side, low do mid-60's

in downtown, and low-to-mid 70's through the north bay and temperatures at your beaches upper 50's, mid-to-upper 60's from the bay more and further to the south and to the east castro valley and fremont and hercules, possibly 70 degrees. and up to 80 in the east bay valley which will be nice compared to friday and saturday when we are 20 to 25 degrees warmer. two games with the blue jays at at&t park at 7:15, 59 degrees and cooling to 56. throw mid-50's, another nice night over mostly overcast conditions. and livermore, a look at for san jose, 90 and 91 and three days of 90's degree temperatures and we could get two, back-to-back and the seven-day forecast,
