>> clearly head fed up with a case in which the state had been defying court rulings, a three-judge panel ordered release of nearly 10,000 california inmates and must do so by the end of the year. investigations concluded packed cells have contributed to substandard mental and health care. >>. >> in a statement the governor said the state will seek a stay of the unprecedented order to release almost 10,000 inmates bit end of the year. california shed more than 40,000 inmates since 2006 when governor brown submit aid population reduction plan for courts this year, it was roughly 9300 inmates short whaft court wanted. and governor brown insisted further releases will endanger safety.
