>> good morning, everyone. i'm carolyn tyler. thanks for joining us on this sunday, july 28th. let's start with a quick first look at the weather with our meteorologist lisa argen. >> hi carolyn. nice and sunny. 57 degrees in san jose. so you are one of the lucky ones starting out with a bright sunday. most of us shrouded in the overcast. livermore some sunshine at 63, as well as los gatos. but we have plenty of cloud cover in the north bay from novato to napa and 54 in santa rosa. in the south bay today and the rest of the bay area, we will see more sunshine, but temperatures remain cooler than average with just low to mid-60s. maybe a few upper 60s around

oakland and san leandro. cloudy skies, mid-50s to low 670s at our beaches and inland today numbers just a few degrees cooler. we will have the sea breeze. very pleasant with numbers in the upper 70s to mid-80s. but still cooling for the first part of the work week. the second half of the work week when august begins, a different story. i'll have that for you coming up. carolyn. >> thank you, lisa. >> we continue to follow breaking news out of san leandro where police are on the scene of a fatal collision. two cars collided on washington avenue just before 3:00 a.m.. a woman was killed and the man in the car was taken to the hospital where he is in critical condition. the driver of the car that collided with them was also taken to the hospital nor moderate injuries. police say that driver had been traveling at speeds of 100 miles an hour at the time of the crash. police are now investigating if alcohol was a factor. >> in developing news out of san jose, police are looking for

a man who led officers on a chase that resulted in a patrol car crashing into a tree. it happened just before 9:00 last night on 11th street near santa clara street. police say they were trying to conduct a traffic stop of a wanted suspect when he drove off. an officer who tried to stop him with his patrol car ended up crashing into the tree. >> the suspect went out and fled on foot. he has a history of violence. we did a yard-to-yard search. we did not find him. we will be seeking a warrant for his arrest. >> the injured officer was taken to the hospital for treatment. >> in developing news out of the east bay there is one to two-hour delay on bart due to power issue. and single tracking. it happened just before 8:00 this morning. and a little more than a week we could be facing another

bart strike. talks resume tomorrow with the two sides still far apart. we have the latest on the developing story. >> reporter: with only one week left in the 30-day contract extension, bart and its two largest unions wrapped up a day of negotiation. they discussed some side issues, like worker safety, but not the major sticking points, including salary. >> we have been working on contract issues each day. we have not wasted the time. we have made progress. we just have some big items yet to finish. >> one item that cropped up again involved bart's chief negotiator, who was absent because he was on vacation. some union members wore hawaiian shirts to make note of that. the unions also claim that thomas hawk has a conflict of interest. while he's representing bart, he is also vice president of viola transportation, who were paid $30,000 to provide shuttle buses when the went on strike the beginning of the month.

the unions have filed a formal complaint with bart. >> these invoice's indicate that he has a financial interest in the occurrence of a strike, and perhaps could even gain, his company could gain, from a prolonged strike. >> i don't think that's a big issue. also, i'll say mr. hawk had nothing to do with planning our contingency operations, implementing them or choosing a vender. >> now thomas hawk, the mediators and negotiators for both sides, are expected to meet face-to-face again on monday. john alston, abc7 news. fed up with crime, a group of oakland neighbors want private guards to help keep them safe. more than 150 people met in the. maxwell park yesterday, signing up for patrols provided by first alarm security. one of the key selling points, oakland police admit the department is understaffed. >> i know they have their hands tied because they are caught in the budget.

but i do not think they are really doing a good job. >> it's not a replacement for an adequately-staffed police department, which is what oakland really needs. but it is a supplement. and i applaud these neighbors. >> yesterday's meeting follows two murders in the area. an 8-year-old was shot and killed after opening her front door on july 17th. she was at sleepover. and this woman, 66-year-old judy soloman, was shot to death inside her car on wednesday. an 11-year-old boy from china is back with his family this morning after disappearing in san francisco yesterday. he got lost after his father told him to go get change for the parking meter. but this story has a happy ending. tears of joy at the moment when father and son are reunited. here's abc7 news reporter with the story. >> reporter: the frantic search

was on for the 11-year-old boy. he and his father are visiting from china. they decided to park to sightsee. since he child knew a little english, he looked for a place to get change, but he never returned. >> absolutely worried. i mean, an 11-year-old child in san francisco, this is a big city for them. >> the boy's father searched the streets with a translator. he even left this note on his car for his son. it said, don't leave here, dad is searching for you. san francisco police in the meantime kept officers on overtime to help. finally, hours after the boy disappeared, police got a phone call. >> we gave him food and drink, yeah. and decided to call the police. >> this woman is the only one who noticed the little boy as he stood at the corner of jones and post. >> he was crying and i decided to walk to him and take him to the restaurant.

i told him do not leave. stay here, i'll take care of you. >> soon police picked him up and brought him back. we were there for the emotional reunion with his father. the 11-year-old was speechless. his father was a man of few words, but wanted to say this. >> i want to thank the san francisco police department for all their efforts and for caring a lot about him and concerns and helping us find our son. >> it was a trip to san francisco this family will never forget. abc7 news. despite the best efforts of family and friends, there are still no clues this morning in the search for 21-month-old daphne webb of oakland. flyers were passed out yesterday in the neighborhood where the girl's father lives. daphne was last seen july 10th. her grandfather said daphne's disappearance is weighing heavy on the family.

>> this has been a week. it's almost like we are in a stalemate and can't move forward or anything until we know where she is and how she's doing. we would very much like to get her back home. >> daphne's father said he came out of a convenience store to find her missing. several berkeley residents are waking up inside tents this morning after plans. they spend the night to protest plans to sell the downtown post office to private developers. the postal service plans to close the berkeley post office and others across the nation to save money. protesters hope their campsite makes the building unattractive to prospective buyers. >> it's a loss to the people. we say and we feel it cannot be grabbed for private profit by a handful of people who are only interested in feathering their own nest. >> the building is on the national register of historic places. the mayor and also others oppose the plan to sell it. four men are in custody

after police found what is called a suspicious find on a santa cruz beach. yesterday they noticed a boat landed on shark tooth beach. four men ran away after they saw him. they were taken into custody. the boat contained several bundles, but the ranger is not telling us what was inside. the department of homeland security has been called in to help with the investigation. >> bird watchers, you might spot an unfamiliar sight when looking out on to the san francisco bay. a flamingo. our media partner, "the san jose mercury news" reports the pink bird is usually found in tropical areas thousands of miles away, but it has been spotted several times this summer. nobody seems to know where it came from.

local officials and other bay area wild animal facilities say they aren't missing any flamingo. authorities say the bird does not have a tag on its wing or clipped wings, meaning it could be part of a private owner's collection. what in the world is it doing here? >> we are used to more sunshine around here. we expect the cool and gray, but how about a little sun? emeryville numbers in the mid-and upper 50s. a sunny afternoon, upper 60s. how about the same today? we have a bit of a warmup on the way. that's when august arrives. between mao and then, that's cool. i'll tell you how cool when we return. >> also ahead, a cat stolen right out of a car in san francisco is back home this morning. how she was reunited with her owner. and it's shaping up to be an early harvest in napa's wine country. how the seasons affect the character of the wi

police in florida still don't know why a man living with his mother in a south florida apartment complex set the unit on fire and went on a shooting rampage friday night. six people were killed. 42-year-old pedro vargas was fatally shot by police after an eight-hour standoff. he had no known criminal record. this morning a chp officer is on administrative leave accused of sexual misconduct at a sacramento mall. security officers at arden fair mall say these are pictures of officer jeffrey clawsen hurrying to his car after the alleged encounter. investigators accuse him of inappropriately touching a 22-year-old disabled man in a department store bathroom while off-duty. >> you have the car when it was coming in initially. we have the license plate. we pretty much had an idea who the individual was the very first day. >> i just can't believe that a police officer or someone that's supping people

would come out and touch someone. >> clawsen, a 25-year department veteran, has also said to have exposed himself while assaulting his victim. a happy reunion in san francisco. a woman has her cat home after someone snatched it from her car. a surveillance camera captured the crime. you can see a man pulling a cat carrier through a broken car window. this was broadway and poke street. it happened on thursday. on friday a good samaritan called animal control after finding the cat friday. officers cared for the kitty, named roxy, until carolyn adamson arrived at the shelter on 15th street. >> this is the best birthday present i could ever ask for. i cancelled my vacation and had to fix my broken window, but it was all worth it to be able to find my baby. >> the first time we have heard of somebody actually break into a vehicle to steal someone's beloved animal.

>> police say animal thieves usually target dogs, not cats. the burning man festival is being allowed to grow. federal officials have issued a new four-year recreation permit to the organizers of the event. it will allow 68,000 people. that's more than 7,000 above the previous cap. organizers have to comply with conditions such as security, and cleanup and safety. last year it peaked at more than 53,000. lights, camera, action, hollywood has come to san francisco's north beach this weekend. take a look at the wrecked police car. it's part of the scene of the new "dawn of the planet apes" movie. yesterday stage hands lined the curb along columbus avenue with other vehicles, debris and greenery. filming will continue today. if you are in the area you might encounter detours if you are driving or walking in north

beach. bargain-hunting brides-to-be are raising money to fight cancer in emeryville. yesterday nearly 1,000 wedding gowns went on sale thanks to the brides against breast cancer nationwide tour. last year they raised over $2 million to help cancer patients and their families. >> we are excited to be back. san francisco is very giving. you guys always come out and support the cause. we have tons of wonderful volunteers here helping the brides to be find their wedding gowns. >> if you are looking for deep, deep discounts, there are gowns selling for $99. this sale continues today from noon to four at the hilton garden inn on powell street. things are about to get busy, really busy, in the napa valley. grape growers say they are facing one of the earliest harvests ever. our reporter wayne freedman has the story. >> reporter: if an expert were

to guess the date only by looking at grapes ripening on vines, he or she would most likely say it is august, even based on what we are seeing in july. have you ever heard the french heard voratian? >> that's the turning of colors and signals ripening. >> here you see it. some still green, others turning red. according to this man who runs a winery in napa county, this is the warning bell and the start of a count-down to a harvest that may begin three weeks earlier this year all due to the weather. >> if we have an earlier harvest for the north coast, it's a good thing because this is a cooler climate area. if we can get the grapes in sooner, then we aren't backed up into late october, early november and that's when bad things happen. >> an early harvest is not unprecedented, but hardly normal. it happens about 10% of the time. the last early harvest in 2009 gave mark a little history to sell and taste. >> a little cherry. you get a little bit of olive, a

little bell pepper. >> and sometimes the misconception or two by consumers. >> i think the older is better. >> in reality, every wine from every season, even from the same vineyard, can be different. early wines from warmer seasons may be boulder with more alcohol. this cabernet from the cooler 2011 season has more subtle qualities. >> this was harvested at the very end of october. >> so what's that line about no wine before its time? it's all accurate, barring, of course, the unforeseeable. >> let's hope it doesn't snow between now and august. >> i don't think so. >> and if the red grapes seem to be ripening fast, we didn't even deal with the whites. they don't change color at this time of year, they just get soft. we are told by champagne growers, by the first week of august, they will be picking. wayne freedman, abc7 news. >> so the weather for them, the same for everyone else, a little below average this week? yeah, f

august is when we will be warming up and that's in the week ahead, the seven-die outlook. right now the live doppler 7hd painting plenty of low fog and clouds. most of us are gray except out toward san jose and livermore. and concord beginning to see some sunshine. the marine layer up to 2,000 feet deep. it has spread across the bay. southwest winds keeping it cool in the city today. here's the north bay where temperatures will be below average. this is mt. tam. right now 59 in oakland, cloudy skies. mountain view 53, the warmer location and 55 shrouded in clouds all day long half moon bay. and it's nice and sunny in san jose with numbers in the south bay in the upper 50s. 61 by the delta. but, boy, those southwesterly winds offsetting the mild reading because those winds are gusting to about 30 miles an hour. 63 livermore, though, with some sun.

napa is only at 56. here's emeryville where yesterday it climbed into the upper 60s with some sunshine, a little breezy. we will do it all again today. so it is overall another cool day, but the coolest day comes tomorrow with numbers coming down in some neighborhoods a few more degrees. a slow recovery by the middle of the week. this is downtown, of course. i want to give you a little bit of perspective as to where we should be this time of year. notice the first column average temperatures. we see plenty of 80s, in fact upper 80s, but we go to this column, high temperatures today and only one lone 830-degree temperature. that's in livermore at 83 with just six degrees below average. san jose, many 70s replacing these 80s. that brings us anywhere from four to eight degrees below average and even oakland today slipping into the upper 60s. so it has been that regime with the low clouds and fog dominating our forecast. here's the look ahead in livermore. so it's pleasant today and notice very little change right on through the worka little bumd

of the work week. we will warm it up around the bay, elsewhere, too, into the middle and latter part of the week. 75 in san jose with 83 in morgan hill. santa clara coming in at 74. look for low 70s redwood city. cloudy skies pacifica. and in daly city upper 50s for you. hard-pressed to see sunshine today in san francisco. again, low 60s. 73 in petaluma. the drag races, very pleasant in the mid-70s with just 65 in richmond. low 70s for castro valley burks you head inland, not only will it be warmer, but on the mild side with 78 in san ramon, 83 livermore. and another day of more garlic. never enough garlic. temperatures in the lower 70s at 1:00. upper 70s 4:00. we are looking at the temperatures still cooler than average monday, tuesday. and a slight recovery wednesday and mild to warm on thursday. return to some 90s inland.

meteorologist lisa argen. >> hi there, carolyn. good morning to you. here's our visible picture. you see the marine layer at 2,000 feet. because of that it has reached far into our east bay valleys. but it is beginning to peel back and we are looking at sunshine in livermore and san jose. the forecast for the rest of the bay area calling for cooler than average temperatures around the bay. low 60s, even some mid-and upper 60s with sunshine on the way for you. staying cloudy at our beaches. upper 50s to low 60s for half moon bay in stinson, as well as pacifica. no surprise there. inland, temperatures may be a few degrees cooler. a bat of a breeze, but very pleasant. even though your below normal temperatures will put you in the mid-80s. it changes here in the seven day outlook. >> thank you, carolyn. >> knew this morning, pope francis is wrapping up his visit to brazil by celebrating mass on

copa cabana beach where there are 3 million people to see him. he's been there for world youth celebrations the past week. many of the people camped on the beach overnight, ahead of today's mass. the pope has been in brazil for the past week. this is his first international trip since his inauguration. it is the culmination of the emotional homecoming for the first latin-american hope. in other world news, at least 72 people have been killed so far in clashes in egypt this weekend. it's the highest death toll in a single incident in the country since the military ousted president muhammad morsi earlier this month. the clashes yesterday were between police and supporters of morsi. that's in a country that is an important ally for america in the middle east. abc's jeffrey kauffman has the latest from cairo. >> in the blazing summer heat of cairo, they are waiting. this is camp morrisey. tens of thousands of men ready to fight again to see mow humid

morsi restored in the presidency. but supporters of egypt's deposed president are outnumbered and certainly outgunned by the military and it's many supporters. this weekend's clashes left close to 100 morsi fighters dead. the military-backed government insists it did not aim at anyone. >> we have never directed live fire at the chest of any protester. but today we spoke with this doctor who treated many of the combined dying. he said the shots were clearly intended to kill. >> the shots were mostly in the head and upper chest. >> that view confirmed independently by human rights watch. it's investigators say many of the dead were shot intentionally by government security forces. >> we hold the coupe leaders responsible for the massacre and the bloodshed. there is huge support for the military's overthrow of morsi earlier this month. although elected democratically,

many believe he was intent on undermining democracy and imposing religion law. >> we support our freedom against the people of the muslim brotherhood. >> that was abc's jeffrey kauffman reporting. now in response to the deadly clashes in cairo, california senator dianne feinstein said she's concerned about what type of egypt will emerge. she says though the country's new president was installed by the military, it's now up to the egyptian government to take control. >> i think the ball is in egypt's court, and it's in the court of the president monsour and. vice president and they have to step up and they have to take over. >> feinstein said if egypt's president and vice president fail to make a move to control the military, the u.s. may have to consider whether to cut off aid to that country. here in the bay area a rally will be held today in the south

bay to protest the military action in egypt. the rally is one of many being held worldwide, supporting the pro democracy protesters there. it will be from two to five this afternoon in san jose. kaiser permanente is the biggest healthcare provider in california. now some of the oakland-based company's biggest customers are complaining about the increase in premiums. abc 7 nannette miranda has the story. >> reporter: kaiser permanente may be starting to lose their reputation of a high quality care at low prices. or affordable prices. the rates are rising. at the nation's third largest healthcare buyer, family coverage at kaiser in 2007 was the most affordable insurance option for workers. three years later it cost more than the plans offered by others and blue cross.

next year they will be the most next year they will be the most expensive plan, surpassing even blue shield. >> i am surprised by that. >> david is very happy with kaiser, but rising prices might make even good consumers think twice if employers want a bigger contribution from the paycheck. >> like everything, you weigh price. you always think about that. so it's another thing to consider. >> we tracked down the healthcare giant's former ceo, who was in charge during the price hikes. as a lured big employers, look for bargains. but he says we have to buy his books for answers. >> i really recommend you read the books. they are really good. they are very clear. they explain all the issues, they explain the entire agenda. >> a proposal at the capital would force kaiser to reveal how rates are being calculated and show what the rates are being spent on. but the hmo thinks it's an attack on its business model. in a statement they said that kaiser permanente is

committed to resolving employer concerns behind this i will bill. we share the concern of wanting to make healthcare more affordable. meanwhile employers feel trapped. with 40% of the business in the state, they may feel they don't have to negotiate rates. and removing kaiser from a benefits plan may not be realistic because they are popular with workers like this woman, who has been enrolled for 50 years. >> i love them, the pharmacy, everything. everyone knows me. >> in sacramento, abc7 news. happening today, ucsf will offer free dental screenings for kids during the city's sunday streets celebration in the mission. university dentistry residents street residents will perform the screenings and provide education for children and their parents. no appointment is necessary for the screenings that will take place from 11:30 to 3:30 this afternoon on 24th and harrison streets. this is all part of the fifth sunday streets event of the

a tightly-packed downtown san francisco neighborhood is getting a little green space. the new park is located near the bay bridge on-ramp at harrison and first streets. johnathan bloom explains it's a totally new kind of park that won't cost taxpayers a cent. with the high-rises springing up in san francisco's rinkon hill neighborhood, there's one patch of green space. it's meticulously manicured. in the sunlight. the green grass glows in the sunlight. for months it's been empty. private property. >> there's no public open space within nearly a half-mile of where we stand today. that is about to change. >> at a public gathering the san francisco park alliance explained this half acre was always supposed to be public. it was part of the deal when the real estate developers built these apartments. but when it came time to hand it over to the city, the city couldn't maintain it. >> how do you maintain a gift? how do you look the gift horse in the mouth and say, well, we can't accept it because we can't

maintain it. >> neighbors were upset. hundreds signed a petition begging them to find another way. after weeks of negotiating, they did. >> emerald park will be open to the public every day of the year, and importantly it will cost the city nothing. >> emerald park is named after emerald fund, the real estate developers who will continue to own and maintain it at about a cost of $45,000 a year. along with a nonprofit parks alliance, they filed a conservation easement, meaning nobody, not even them, will be ever allowed to build on the land and make it private. in essence, they are donating it to the public. >> we feel so fortunate to be able to give something back to the city where, indeed, we left our heart. >> the mayor hinted he wouldn't mind similar donations from other developers in this fast-growing neighborhood. the neighbor who started it, couldn't be happier. >> just total generosity. its totally unexpected and uncalled for for them to commit to such an agreement. it could be costly. >> there is one thing left to be put in place.

and san francisco on the cool side. in fact, the fog has to clear first. we are looking at live doppler 7hd, where we see the clouds banked up along the shoreline, splitting locally inland. some clearing just on the fringes. the east bay, the south bay. mt. tam, you can see the view from above and all the cloud cover below. it's still very cool in parts of the north bay and along the coast. we are looking at 55 half moon bay. mountain view 64, 61 oakland and 54 in the city. it's been sunny just about all morning long here in san jose. here are the cooler north bay numbers. in the mid-50s with 61 and a breezy wind out toward the delta. some sunshine in livermore. low 60s with another 20 degrees of warming, going for a high in the low 80s today. here is all that cloud cover from our emeryville camera. you can see that it's really hanging pretty low there. so a little bit of drizzle here and there. a cool day today. temperatures will drop a

couple degrees inland tomorrow. and some folks will have very little change. then we begin the slow recovery come tuesday and wednesday when the cloud cover begins to peel back a little sooner. but as for today, the southwest winds, 10 to 20 miles an hour, keeping the sea breeze steady. that cooler marine air, thanks to one system that's dissipated, and another one in the pacific northwest will take it's place, and that keeps the cooler marine air on the way. but they are liking it in sacramento with a high of just 89. 96 in yosemite. still triple digit heat toward fresno. upper 70s los angeles and afternoon sun for parts of santa cruz and monterey. temperatures around the bay will range from the upper 50s to low 60s coastside. daly city, half moon bay, 62 in the city. all of these temperatures shy of the average for late july. 71 in palo alto, with 75 in san jose. 83 morgan hill with temperatures close to 80 for the garlic
