negotiations. they are going to tackle the tough subject of wages. we asked a union spokesman her thoughts as she headed into negotiations. >> can you tell us what you expect snowed. >> very important, we expect on get some work done. reach an agreement. >> can you give us a sense of some of the riders? >> we are doing this for the riders. you at the to sides are fall apart on wages, and offering 8 percent raise for four years and the union is asking for a 23 percent raise over three years and the contract that is in place is set to expire on monday, and bart spokesman said they are hopeful it will be resolved by then but today they are going to start planning for a possible strike. we are working with a huge regional conference call today and trying to get more happens on buses for the stations and we will add an extra location for

pickup and we want more direct service to the city with the bus services. last time we had some buses go straight to san francisco. we learned from the last time ought last strike was during the holiday week, the week of july 4 but commuters told stories of long lines for buses, clogged freeways and taking twice or three times as long to get to work. officials say they will try to improve the process of how they move people around without trains. they hope it won't come to that and we expecting another briefing on how the negotiations are going later this afternoon. >> bradley manning charged with giving u.s. government secrets to wikileaks organization has been found not guilty on the most serious charge of aiding the enemy. he has been convicted of five espionage counts, five theft charges and a computer fraud charge. this is video of manning

native san francisco man home. the journey for army sergeant first-class joseph steinberg finally reached the bay area after he was missing in action for more than 62 years, a plane carrying his remains arrived this morning at san jose international airport. tineburg -- steinberg was captured during the korean war in 1961 and presumed died or killed in captivity. >> i'm kind mixed emotion. it has been 62 years. we grieved for 62 years. i'm elated. it is great we are bringing his remains home. >> a procession of venezuela on motorcycles and san jose police officers led the way on 880 to 17 ending in los gatos where the casket was brought out in silence. family members were then taken need and in private were able to see the remains of joseph steinberg. outside, we witnessed a special

>> new this morning, police are trying to figure out who is behind a pot growing operation inside a burned out home in visitation valley if san francisco. fire broke out at the home on tucker before 1:00 o'clock this morning and no one was home at the time. investigators found pot growing equipment in most rooms. happening now, voters in district two of santa clara county are casting ballots for supervisor with a special run off election. the winner will fill the seat vacated by george shirakawa who is expected to face sentencing in the fall for illegal spending public money. >> happening now in the east bay, funeral services are underway for an 8-year-old girl slot to death during a friend's sleepover after opening the front door at a friend's house two weeks ago. two other children and their grandmother were wounded in the shooting in the diamond district.

a $25,000 reward is offered for information leading to an arrest. >> today the oakland city council is expected to approve plans to set up an expanded surveillance video program using $2 million in federal funding and consolidate hundreds of camera fees away the city to a command post that is monitored by police and firefighters. the project is designed to help first responders find and deal with emergencies while in progress but privacy advocates worry about the abuse of the collection. >> a vandal caused the collapse of a radio communication tower in the east bay. we show you what is left of the tower at the park. police say it appears someone cut six support lines to the tower yesterday morning causing it to crash to the ground. officials say it is not affecting radio communications because other towers are used. the damage is estimated at more than $1 million. >> richmond is launching a ground-breaking plan to help

homeowners who owe more on their homes than they are worth. the city will buy certain upside down loans and will use the imminent domain authority if necessary to buy the loans. leaders will help the homeowner refinance their old loan into a new loan for the home's current value and that action could dramatically reduce the amount that is owed. city lowers say 46 percent of all homeowners in richmond are upside down in their mortgages. >> a report out this morning shows the real estate market in the bay area is hot. friend home prices have subjected nearly 25 percent in the past year. the biggest increase is in seven years more than double the nation-wide average of major cities which went up 12.2 percent. the s&p 500 index ranked metropolitan cities with san francisco seeing 24.5 percent jump from a year ago. las vegas reported the next biggest jump at 23 percent. followed by phoenix at 21

area and spilling into the central valley. here is the fire, west of medicine for southwest corner of oregon prevailing wind from the northwest sliding it down the coast and we make the left turn into the bay area and that is where the smoke went and it vented into the foothills to round its way back to northern california yesterday. no advisories today. we will turn our answer to the hawaiian islands with doppler rotating there and picking up a few showers although flossie has moved off the last island and is now down to 30-mile-per-hour wind. you can see the fastest wins there at 23 miles per hour in honolulu, only at eight miles per hour and at hilo at five miles per hour. it was more of a rain event. there were some power out averages but they are back

weekend. from emeryville this morning, our highs are from four to eight degrees below average. we will start in the south by where san jose is having 78, and that will be good gauge on how below average everyone will be if we still spree the area of cool air stuck on top of us through thursday and we will get to the 80's around los gatos and morgan hill and mid-60's around mill bay and san mateo and low-to-mid 70's for the rest of the peninsula and mid-60's in downtown and south san francisco and low-to-mid 60's through the north bay and low-to-mid 70's for the rest of bay shore and free air conditioning in the east bay valley up to the low 80's. the a's and blue jays, it will be cool start at 61 and ending at 57. clouds tonight and drizzle along the coast. temperatures are back in the 50's. temperatures fluctuate a couple of degrees on wednesday and thursday. you will probably not notice it. you may notice it friday,
