live from the kgo tv broadcast center, this is abc 7 news. >> we're working on it, and we want to have a good -- we don't want to disrupt your service. >> tonight there are new signs of hope with barely a day to go before a walkout. good evening. we have team coverage tonight. just 25 hours before b.a.r.t. crews could walk off the job. we have a report from oakland with a look at how negotiations are going. >> reporter: for the last two nights, everyone involved in the negotiations have gone home before 8 p.m. today they have been inside the building more than 12 hours, and at this late hour those

negotiations are continuing. dinner time prompted the most activity. plenty of food was delivered for what union negotiators called a working meal break because they said information is now being exchanged. >> the problem is things have not been coming across that we need. we are getting some information that we need. we are looking and exchanging proposals. >> reporter: she wouldn't comment on the progress but the mood was lighter than on friday. b.a.r.t. lead negotiator thomas hawk, who is described as a stone cold operator by the unions said all sides are working to avoid a strike. >> i hope we are not wasting our time. that's our intent to get it done. no one wants a strike. >> reporter: commuters around the bay are bracing for the possibility of b.a.r.t. trains grinding to a halt and the inconvenience it would bring. rochelle franklin commutes from san francisco to oakland on b.a.r.t. >> b.a.r.t. for me is 20, 30

minutes. and a bus ride, that's like an hour and a half, almost two hours. so i have to leave my home a whole two hours early. >> reporter: she said she used some b.a.r.t. alternatives during the last strike. >> i have tried the bus. i have done the muni and the ferry. >> reporter: this evening, we had hoped for an update from some of the unions before 11:00. i have been exchanging messages with one of the spokesperson s from that union. she tells me she is not sure when she will give us further information because everyone is still at the negotiating table. of course we will monitor this throughout this newscast and we should have an update if anything changes. live in oakland, abc 7 news. san francisco mayor ed lee sides in the b.a.r.t. negotiations, work out a deal or else. >> if they can't get it together on i think a privilege to negotiation agreements between

the two, then i think that privilege might have to be it i. if it is, it's a sorry state. it's a failure. >> reporter: lee says if b.a.r.t. workers resume their strike, he will consider asking the governor to step in. he called the last b.a.r.t. strike a hardship on commuters. the vast majority of people are cringing at the thought of a strike. one industry expects a financial boost. we are joined live from san francisco to explain. lisa? >> reporter: if workers strike, the trains will stop on monday, but those who have to come in to the city say they will to want stay off the train tracks and off of the late afternoon traffic and head to area b.a.r.t. to kill some time. at otis lounge on maiden lane, the looming b.a.r.t. strike could mean big business here during july's four-day b.a.r.t. strike, happy hour was twice as busy. >> people just decided i will stick it out at the watering

hole instead of trying to wait to get to the east bay or wherever they are going. >> reporter: the average commuter stayed two hours longer than usual. this bartender is looking forward to working on monday. >> it was good for us service industry workers. >> reporter: the b.a.r.t. strike could mean the for others. >> i'm dreading it personally. >> reporter: this bar relies on the financial district crowd for the bulk of their sales. >> if people aren't going to come to work we will miss out on the lunch and retail sales. >> reporter: dozens of independently owned downtown businesses depend on the people that use the montgomery street b.a.r.t. station. 70% of the staff at this salon lives outside of san francisco and the majority uses b.a.r.t. to get to work. >> who's going to open? are you going to open then. >> no, kelly will be here. >> kelly will do monday. >> yeah. >> they are working on backup staffing schedules for next week and customers that usually come in for a hair cut after work are

cans sgllg if they need to get home or to a car pool situation they will not have that availability after work. >> reporter: many business owners admit they don't need to wait until the trains stop running to know. just declaring a strike has already affected their business. abc 7 news. sf bay ferry will run extra ferries. there will be 13 vessels instead of eight. golden gate transit will have no additional service but two of their boats will be used by bay ferr b.a.r.t. b.a.r.t. will offer free charter bus service and commuters can park in any lot with no fee if this is a strike. ac transit will run more buses. there will be a shuttle service from the daly city to san francisco. call trains said it may add additional service as crew and availability permits. and for people driving the chp will keep car pool lanes open

purposely aiming for them. the suspect may have turned himself in. >> all i can tell you is he is with our investigators at this time in the city of santa monica. whether this is the same individual that allegedly walked in or turned himself in to the santa monica police department i don't know that for certain but it is possible it is one and the same. >> the suspect's car was recovered in santa monica. new details. police say a 19-year-old student was shot to death by a bullet meant for someone else. the passenger woman was a passenger in a car. someone outside of the car opened fire. the student died an hour later becoming the city's 30th homicide victim this year. the driver of the car is not considered a suspect. three gunshot victims managed to drive themselves to the hospital after being shot. it happened 3:30 this afternoon. the victims were a man and two women. a male suspect was seen leaving the scene in a white car. a gun buy back program in

contra kos sta county exchanged gift cards for weapons. the program was held in concord, antioch and richmond where 106 guns were turned in. people had the opportunity to bring in rifles, assault guns and handguns in exchange for a gift card. no questions asked. let's turn to abc 7 news with a check on the doppler. >> it is picking up low cloudiness and fog. reduced visibility as we take you closer. on the span of the golden gate bridge, visibility is down to about a quarter of a mile. mist and drizzle. definitely need the wipers there tonight and early tomorrow morning. wasn't a bad day. mild to warm temperatures and 87 degrees. half moon bay managed 64. we will see more cooling as we head in to next week.

we will look at the seven-day forecast coming up. more than 200 protesters were arrested by police during a loud protest at chevron's richmond refinery today. the protesters were cited and released for trespassing at the facility. it began by 2500 activists and richmond residents. they say kuz the company of hastening global climate change. >> this is a very good day to talk about chevron's local and global disregard for people. clearly, locally they could care lesds about their neighbors. they sent 15,000 of them to the hospital last year. >> reporter: today's protests are three days before the anniversary of the explosion and fire at the richmond refinery. chevron said when it comes to air quality, assertions that refinery emissions are cause of health conditions are not supported by data. a building demolition ended

>> reporter: security is tight at airport and train stations across the u.s. the department of homeland security says it is taking prec precautions following threats from overseas. >> it is an al qaeda affiliated threat. it is of the al qaeda branch. >> reporter: officials call the threat serious and credible. they intercepted electronic communications, messages exchanged between senior al qaeda leaders, in which they discussed attacks against u.s. embassies and consulates in the middle east and northern africa it. >> is more specific and we are taking it seriously, which i think you would expect us to do. yeah, there's a significant threat stream and we are reacting to it. >> reporter: that includes closing 22 embassies and consulates in the muslim world this weekend. an area that covers 7,000 miles and a global travel warning issued to americans. the first time that has happened since before the tenth anniversary of the september 11th attacks.

now back to our top story tonight. the b.a.r.t. strike threats. we should know in a little more than 24 hours if b.a.r.t. workers will resume their strike. we have a look at how the negotiations are going tonight. >> reporter: well, right now, at this second actually, they just wrapped up. a few seconds ago, we just talked with thomas hawk. you can see him walking around the corner there. he's the lead negotiator for the b.a.r.t. management. he basically said they decided to take a break this evening because they have a bunch of things that they are working on. they have been exchanging a lot of information. they are hoping to return to the negotiating table with the unions tomorrow morning probably around 10:00 or 11:00 or so. let's go ahead to the video we had prepared earlier. about 11:00 p.m. this evening, we also did see the lead

negotiator for the unions antoinette bryant. she was walking back and forth. i had been exchanging information with her. asking if there was information she could pass along. at that time, she said they were still at the table exchanging information. earlier tonight, she said all sides have been exchanging information. >> the unions understand the gravity of the situation and we know it is august 3rd. that's a breakthrough to the district. they recognize today is august 3rd. we don't have a lot of time and we are trying to push them. >> reporter: negotiations started at 10:00 a.m. this morning. so today as been a marathon day at the table, going on more than 13 hours. that is much different than the last couple of days where everyone left before 8 p.m. and right now we are waiting for members of the negotiating team for the unions to come down probably to give us some updated

contra costa county held the first buy back program today. they received gift cards for turning in unwanted firearms. law enforcement says the buyback resources the number of weapons on the street. in richmond, police arrested 200 protesters during a rally at the chevron refinery. they were all cited and released. in all 2500 people joined in the protest marking the upcoming one-year anniversary of the august 6th refinery fire. authorities have identified the source of bad lettuce that caused stomach illnesses in diners in two states. it was a food processing plant in mexico. the concerns from the parasite from the food has not lessened. >> reporter: it is still a mystery. the source of the cyclospora outbreak in 14 states. the cdc has sent a team to texas one of the hardest-hit states but we know the source in nebraska and iowa. the fda linked the outbreak to a

a 7 on your side revealed a law in the toll collection system on the golden gate bridge. human toll takers were eliminated in april and thousands of driver are getting billed for their tolls. we have a startling finding. >> reporter: thanks to 7 on your side, a big thanks to 7 on your side. >> reporter: golden gate bridge spokesperson mary curry is thanking us for uncovering a serious problem with the new all-electronic toll system. >> this is a huge fine and save because we can fix this. >> reporter: we discovered some motorists crossed without paying a toll. there was no charge, no bill, no violation, no penalty. in fact, we have learned about 5,000 cars per month are crossing the bridge scot-free. that's about $30,000 per month

in unpaid tolls. >> any tolling system across the country has what we would call leakage where you are not going to capture every person but this is huge for us. >> reporter: it's not that drivers are doing anything wrong. in fact, they are unaware they are getting a free ride. instead it is buried in the computers of the electronic toll-collecting system. >> there's some codes that were going to the dmv from our system that were not read correctly. >> reporter: it happens when cars cross the bridge without fast track or prepaid toll. a camera snaps the license plate and they get an invoice in the mail. 200,000 motorists a month should get the bill. but then there are folks like shelly of palm desert. >> i e-mailed them and said i crossed the bridge on saturday. april 27th. >> reporter: shelly is among those that crossed the bridge and never paid. she kept e-mailing officials asking them to send her a bill for that $6 toll.

>> i got a response saying, you know, thank you for your inquiry. we'll check in to it and i never heard back. >> i crossed the bridge may 9th or 10th and was wondering i never got a bill. >> reporter: stephanie of menlo park 59 also went through without a charge. did they get a free ride or were they quietly racking up huge penalties? >> i wanted to share it with 7 on your side. >> we asked mary curry and she looked in to their cases. at first she said they didn't have shelly's complete address and shelly needed to correct it. as for stephanie, she said the dmv did not provide her street address either. however both showed the registrations with full address right there. we pointed this out and that's when officials realized something was very wrong. >> we weren't getting the addresses. and we didn't know we weren't getting the addresses. >> reporter: bridge officials realize their computers could

not capture addresses for some random licensing like shelly's. it could not read full addresses for many leased cars, like stephanie's. no address, no bill. no bill, no toll. curry said the bridge district would write off those tolls as a loss. she said 5,000 non-paying cars is a small fraction of the 1.7 million that cross the bridge every month. still, if it kept up that is $360,000 a year in lost revenues. >> thank you to 7 on your side. we now have this issue flushed out for us and we are fixing it. >> reporter: the bridge district is using our information to help to rebuild the system so it can send a bill to everyone who deserves one. that means drivers can stop worrying why they didn't get a bill. on the other hand, it also means no more free rides. 7 on your side.
