>> good sunday morning to you. i'm kira klapper in for caroline tyler. let's start with a quick first look at the weather at 6 9:00. here's frances dinglasan, in for lisa argen. hi, francis. >> good morning, everyone. temperatures in the 50s root now. if you are heading to the dog walk later today at 8 9:00, it will be in the upper 50s, as well. gray skies to start out with, but we will see plenty of sunshine this afternoon. so it's cloudy, even some drizzle this morning. he ran into it in san francisco. some drizzle reported in oakland with temperatures in the 50s. this afternoon look for mild numbers. 60s near the coast so that's

near normal. then cooler inland in the mid-80s today. so a few degrees cooler compared to yesterday. this evening the patchy, low clouds will return once again around 7 9:00. we will drop down to the low 70s "before sunset." and then we have a cooling trend in store for us. i'll tell you more about that with our next forecast. kira. >> francis, thank you. bart's two largest unions and management return to the negotiating table today in a last minute bid to avoid a strike tomorrow morning. the two sides negotiated all day yesterday. key issues included wages, pension, worker safety and healthcare costs. both sides say they are working to avoid a strike. we are not at impasse. our team is prepared to negotiate and get a contract. we are not at impasse. >> we will go as long as as we need to go if we need to if it looks like we can get something done and get an agreement. >> both sides plan to return to

the bargaining table in just a few hours. bart's current contract expires at midnight tonight. san francisco mayor ed lee had strong words yesterday for both sides in the negotiations. work out a deal or else. >> if they can't get it together, i think a privilege to negotiate an agreement between the two, then i think that privilege might have to be removed. and if it is, it's a sorry state. it's a failure. >> mayor lee said if bart workers walk off the job again, he will consider asking the governor to step in. he called the last bart strike a hardship on commuters. a majority of people are cringing at the thought of another strike, but one industry actually expects a financial boost. lisa amin gulezian explains why. >> at otis lounge on maiden lane, the looming bart strike could mean big business here.

during july's four-day bart strike, happy hour was twice as busy. >> people decided i'm going to wait here and stick it out at the watering hole instead of trying to get back to the east bay or wherever they are going. >> the average commuter ended up staying two hours longer than usual. this bartender is looking forward to working monday. >> it was actually good for us service workers. >> the bart strike could mean just the opposite for many others. >> i'm dreading it personally. >> >> this business relies on the financial district crowd for the bulk of their sales. >> but if people aren't coming to sales, we will miss out on the lunch and retail sales. >> dozens of businesses depend on people that use the montgomery street bart station. 70% of the staff at this salon liches outside of san francisco, and the majority uses bart to get to work. >> who is going to hope then? you will do monday? >> no, kelly will be here. >> kelly will do monday?

>> yes. >> they are already work on staffing backup schedules and customers who come in for a haircut after work are cancelling. >> if they need to get home or to a carpool situation, they won't have that availability after work. >> many business owners admit they don't need to wait until the trains stop running to know just declaring a strike has already affected their business. in san francisco, lisa amin gulezian, abc7 news. >> s.f. bay berry will run extra ferries. there will be 13 vessels instead of the typical 8. golden gate transit will have no additional service, but two of its boats will be used by bay ferry. and bart will offer free charter bus service and computer can park in any bart station parking lot with no fee if there is a strike. and san francisco will provide a shuttle service to san francisco. caltrain said it may add some additional service as trains and

it took off with 342 people on board just before midnight last night. it was bound for sidney, but force it had to return to sfo just minutes into the flight after one of its four engines failed. no word yet on the cause. developing news from southern california. amarna has been booked into custody in connection with a hit-and-run that left one person dead and others injured. authorities say the dark-coloured sedan you see here drove on to the board walk and into the crowd just after 6 9:00 yesterday evening. witnesses said the driver seemed to be purposely aiming for them. >> he just drove and took that left turn down the center of the boardwalk and just started driving and bodies were scattering and bodies were flying in the air and people were screaming. it was absolute mayhem. >> when he swerved and starting gunning it down the boardwalk, you could tell he intentionally

continued to drive and speed up, that's when it became like jaw dropping like you just freeze and what is happening here? >> police say one person has been taken into custody for questioning. one man is in the hospital with life-threatening injuries this morning after he was shot in san francisco's bayview district. it happened just before 11:30 last night on harbor road. police say they are looking for two shooters, both described as black men wearing dark clothing. the shooting is the second in just twelve hours in the bay view. yesterday three people were injured in a shooting. it happened around 3:30. the victim was a man and two women. the suspect was seen leaving in a white car.

a gun buy back program in contra costa county exchanged gift cards for weapons yesterday. 106 guns were turn in at locations in concord, antioch and richmond. people had the opportunity to bring a rifle, handgun or assault weapons and get a gift card in return. no questions asked. stolen questions will be -- stolen weapons will be returned to their owners. the others will be melted down. police arrested more than 200 demonstrators during a loud protest at the richmond's refinery yesterday. people were cited and released for trespassing after staging a sit-in at the facility. it began with 2500 activists and richmond residents mooring through the city accuse the company of jeopardizing air quality and hastening global climate change. >> this is a very good day to talk about chevron's local and global disregard for people. clearly locally they can care less about their neighbors. they sent 15,000 of them to the hospital last year. >> yesterday's protest comes a couple of days before the first anniversary of last year's explosion and fire at the richmond refinery. in a statement to abc7 news, chevron said, quote, when it

comes to air quality, assertions that refinery emissions or the cause of health issues like as asthma and cancer in contra costa county are not supported by data. >> nearly two dozen u.s. embassies and consulates are closed to following threats intercepted by al-qaeda. but it's not the only warning issued. wendy has the developing story. >> security is tight at airports and train stations across the u.s. the department of homeland security says it's taking extra precautions following threats from overseas. >> it is an al-qaeda, an affiliated threat, yes. it is of the al-qaeda branch. >> u.s. officials called the threat of a terrorist attack serious and credible. they intercepted electronic communications. messages exchanged between senior al-qaeda leaders in which they discussed attacks against u.s. embassies and consulates in the middle east and northern africa. >> it is more specific. and we are taking it seriously.

which i think you would expect us to do. yeah, there is a significant threat stream and we are reacting to it. >> that reaction includes closing down 22 u.s. embassies and consulates in the muslim world this weekend. an area that covers 7,000 miles. and a global travel warning issued to americans. the first time that's happened since before the tenth anniversary of the september 11th attacks. >> right now is not the best time to actually travel there because of the terrorist threats existing and the chance they actually will target major tourist sites. >> the alert extends through the entire month of august. >> abc news has learned the department of homeland security has also increased their scrutiny of visitors from overseas. abc news, new york. the state department also is advising travelers to sign up for alerts and register with the u.s. consulate if they are going overseas. the worldwide warning is broad, but they say the threat

>> a building demonstration ended tragically in bakersfield yesterday. pieces of shrapnel tore through a chain-link fence and ripped a man's leg off. his other leg was severely injured. he may lose this, as well. four other people suffered minor injuries. >> the russian consulate in san francisco was the site of a rally yesterday, protesting

russian anti-gay law. many demonstrators called for a boycott of the 2014 winter olympics in sochi. russia has assured them the law will not be enforced against olympic athletes. the obama administration has handed cupertino-based apple a victory by overturning a ban on the import and sale of older apple devices. the ban would have made selling imported apple i-phone 4s, 3gs and older models illegal. it was ordered in an ongoing feud between apple and it's chief rival, samsung. the overwhelming majority of responsible pet owners follow the recommendation of animal care experts and get their dogs

spayed or newtered. but new research is raising questions about the best time for having it done. abc7 news health and science reporter carolyn johnson explains. it's okay. >> for two-year-old caleb this visit to the hospital is just routine. these healthy, happy and like a majority of dogs who visit, fit. >> she's spayed. she's two years old. according to the humane society, nearly 80 percent of dogs with owners are spade or neutered. the result of tireless campaigning by animal shelters who are forced to euthanize millions of animals every year. >> it's important to spay or neuter our pets. due to overpopulation. >> this is lymphoma. this is surprising here. >> but against that backdrop, an ongoing study at uc davis is raising questions about potential side effects from the procedures. professor benjamin heart and his team crunched records from the school of veterinarian medicine's massive database, focusing specifically on golden retrievers. >> we know different breeds of dogs have different susceptibilities to cancers and different susceptibilities to joint problems. >> among the findings, more than double the rate of hip problems

in male golden retrievers who were neutered in their first year, and more than triple rate of canine cancer in male and females that underwent first year surgeries. >> they were caused or brought on by neutering, increased in frequency. >> while acknowledges the findings will be controversy, he believes they can argue for alternative methods of sterilization that will most likely alter canine hormone records. -- or levels. a potential cause of the bone both ask cancer issues. >> you could do a vasectomy or a tubal ligation in a female if you wanted to for less money and less trauma. >> fellow uc davis veterinarian said she's interested in the findings, but she points out spaying has been found to lower the rates of other diseases, such as mammary cancers, and as well as producing other benefits. >> neutering your animal can decrease some of the problems

that occur, such as aggression. >> they admitted findings may vary dramatically breed by breed. their research was limited to the 759 golden retrievers in the study. leaving veterinarians and ultimately pet owners to weigh the pros and cons. >> i think it's something all pet owners would want to be aware of because we love our pets. because we love our pets. we want our pets to be with us forever. so i think we want to do the right thing. >> carolyn tells us the uc davis team is now planning to study labs and then move on to other popular breeze. they hope to study the difference between the effects of spaying and neutering. it appears alex rodriguez will be suspended tomorrow, likely through the end of the 2014 season. that's according to our sister network espn. the report says deliberations between a-rod and commissioner bud selig broke down completely yesterday, with selig telling

shot, kira. sunrise just happened a few minutes ago. 6:16. we are looking from mt. tam toward a beautiful sunrise and most of us under those low clouds. it looks-like a beautiful picture. kira is going to take a picture right now too. okay. and i want to tell you about temperatures. we are in the 50s. 54 in san francisco. a 56 in oakland. 57 in san jose. here's what a looks like for most of us. gray. we are looking from the exploratorium out toward the bay bridge right now. but we will get to that sunshine later on today. 52 in santa rosa. 54 novato. and its also cool in watt tonville will fog has been reported this morning. look from emeryville toward the bay bridge and treasure island. you see the low clouds keeping the skies gray over the bay. we have the morning clouds and even drizzle to deal with.

and slightlyth interior locatio. you will notice it will come down a few degrees. in fact there's a cooling trend that will stick around through midweek. here's why we have this cool air mass with the air circulation counter clockwise. that will bring us a steady onshore flow. as the cooler air moves closer we will see numbers come down a few degrees every day into wednesday and thursday. then we will start to see it climb back up toward the end of the week and closer to near normal numbers. but for today it's still going to be very mild and comfortable. in the south bay look for 75 in santa clara, 9 in morgan hill, and 72 in milpitas. also if you are headed to milbrae, 67 there. there's also the tour depeninsula today at 7 9:00. so it will start off in the upper 50s but we will see very nice numbers, upper 60s later on today. along the coast, still cloudy. 60 in the sunset district. partly cloudy dimension san francisco at 62. 75 your high for novato. plenty of sunshine as well in

calistoga. east bay very pleasant. upper 60s for the most part to near 70 in union city and castro valley. look for temperatures to be cooler than average in the interior valleys with 84 in livermore. 82 in concord. 81 in san ramon. and if you are headed to the a's game today, it will be very pleasant with temperatures in the upper 60s for most of the game. 1:05, 66 to 68 degrees at around 4 9:00 this afternoon. here's the accuweather seven-day forecast. look for numbers to come down a few degrees. a little cooler in the inland areas and then a cooler tomorrow and into tuesday. you will notice we will be coming down into wednesday, as well. where temperatures will be about ten trees cooler than average for the inland areas around the bay. though still comfortable in the low 70s and also along the coast all week holding steady, upper 50s to low 60s. then we climb back up toward the end of next weekend. >> it really is something for everyone. and if you don't like the

>>. >> welcome back. just shy of 6:30 on this sunday morning. thanks so much for joining us. we are starting with a quick first look at the weather. here's frances dinglasan, in for lisa argen. hi, francis. >> good more than, everyone. i just want to start off with this beautiful view once again but you won't be able to see outside your window. this is from mt. tam. we saw the sunrise at 6:16 and you are still under a lot of those gray skies right now. but lots of sunshine in store for us later on this afternoon. so temperatures in the 50s. 54 in san francisco. cloudy in hayward, as well as 55 degrees. but later on today we will warm up nicely. around the bay it will be very pleasant. we will see mid-60s to low 70s. along the coast, that's where the clouds might stick around all day. temperatures on the cool side, upper 50s to low 60s. but inland numbers will be mild to warm. upper 70s to mid-80s. a few degrees cooler compared to

yesterday. and then we will see temperatures drop even a little bit more in the next few days. i'll tell but that with the accuweather seven-day forecast. kira. >> francis, thanks. just hours to go before bart's current contract is set to expire and the transit agencies two largest unions and management will resume negotiations this morning. it's all in an effort to avoid a strike that could cripple the commute for thousands of people in the bay area as soon as tomorrow morning. key issues on the table include wages, pension, worker safety and healthcare costs. both bart and union negotiators are saying all sides are working to keep the trains running. >> we are working diligently to get an agreement. we do not, we don't want a service disruption in the bay area. we want the district to bargain as hard as we are and to recognize the 400,000 people that we carry, as well as members of the community, have a vested interest in what's going

on, and they need to act responsibly to ensure they are taking this into account. >> we have no problem working on a day-to-day basis as long as we continue to meet and there's a chance of something happening. >> bart management said they remain hopeful that they can reach an agreement with the union before the current contract expires at midnight tonight. about 400,000 people ride bart each day. many of them were forced to drive during the strike in july. that was a holiday week so there were fewer people on the roads at the time. if a strike happens tomorrow, metro transportation officials expect 10% more traffic on the roads. if bart workers do walk off the job, bay area transit agencies say they will try to add additional service to accommodate all the stranded commuters. ac transit will supplement transbay lines with adation 3458 buses to and from san francisco to the best of their ability.

they carried a bulk of riders a month ago during that strike. san francisco bay ferry will add additional boats. and there will be shuttle service from daly city and other places to muni's 14 lines. they are asking commutetories please carpool in and out of the city. and as the threat of a bart strike looms, a lot of people are wondering how they are going to get to work. well, it turns out there is an app for that. there is an app for everything. they are even offering incentives for people willing to step up and drive carpools this week. abc7 news reporter johnathan bloom has that story and the information you may need. cars backed up for miles as workers picketed in front of bart station as few weeks ago. it is a mess laura remembers all too well. >> it was ridiculous. they were backed up so far back, it was unbelievable how many people were still driving into san francisco that week. >> commuters load up on buses and ferries and lined up on street corners tore casual

carpools. laura did something she's never done before, to drive a carpool. >> laura found passengers on a mobile app called carma. it's like carpooling without the mess at the curb. >> you can check out their profile and look at their photos and you can choose somebody and say they are going to my building. >> it was around for a while. it used to be used to plan carpools from neighborhoods to bart stations but during the strike all of it changed. >> our usage went up 9,000 percent and we maintained about 30 percent of that usage. >> it may be because they raffled off helicopter rides to a few lucky users. they posted this video on youtube. this time they are running a more practical promotion. >> pick people up and carry them into the city and we will give them $25 toward parking in the city. that happens every day next week, strike or no strike. >> to qualify you have to pick them up at one of their stations. there will be other transportation app running

that was richard besser reporting. in all, more than 400 people in 16 states have been sickened by the cyclosporia infection. >> police in santa cruz are searching for a robbery suspect who didn't use the drawtition natural ski mask and instead had a more fashionable disguise. they say this woman in her late 40s robbed a bank of the west on pacifica avenue jed just before noon. police say she never showed a weapon but demanded money and ran off. she was wearing, as you see here, a beige sweat we're a blue blouse, beige hat, sunglasses and was using a straw handbag. >> people behind the effort to recall san diego mayor bob filner are facing long lines. the mayor refuses to resign and instead will begin three weeks of expensive therapy tomorrow.

welcome back. most people associate climate change with dramatic events like big storms, drought or large chunks of ice disappearing from the arctic. but in most cases the effects are more subtle. here's abc7 news reporter wayne freedman with the researcher who has been looking on a much smaller scale.

>> when we hear about the world's naturally changing climate, it's natural to assume they are talking about someplace else. we never look for evidence in our own backyard. if we do, would we know where? >> i am looking for a snail. >> they call her the limpit lady. >> you get used to it. people identify you with the species you are working with. >> it might feel like a stretch to connect sea snails with climate change, but not if you spend time with her along san francisco bay shore lines. they are fragile creatures that survive in hot sun and cold water, which makes them unique, especially in the changing times. >> they are found where land meets the sea. so these animals, on a daily basis, are exposed to both conditions on the rocks that you and i may see, as well as under water. two environments. >> two extreme environments. the question about these creatures that live in both air and water is how much change can

gate bridge, gray skies. it looks gray out there right now, but it will be sunny and blue later on this afternoon. currently 54 in san francisco. mountain view 59. half moon bay at 54. san jose is also at 57 right now with also cloudy conditions, as we look live near downtown san jose. it's usually the first to clear out or one of the first, but today we are all under cloudy skies right now. 52 in santa rosa. 54 in novato. and 58 in livermore. another beautiful shot from mt. tam. hope you joined us earlier and got to see the sunrise. it was gorgeous and we will get to see that sunshine this afternoon. but we are starting off with morning clouds and even some drizzle this morning. some reported very early in oakland and i ran into some here in san francisco. mostly sunny this afternoon with slightly cooler numbers, as well. then the cooling trend sticks around through midweek. we will show you what's going on

upstairs. it's radar satellite image showing you the cool air mass. air circumplates counter clockwise, bringing us the steady onshore flow. it's moving toward the bay area, bringing us numbers cooler every day into wednesday. thursday it starts to move away. by the end of the week we will start to see numbers climb back up again, but expect numbers to drop the next few days. a look at the highs today in the south bay. 79 in morgan hill. 75 in santa clara. and 76 san jose. on the peninsula, very comfortable. 69 in san mateo. 75 in redwood city, but if you like it cool, head to the coast. that's where temperatures are going to stay in the upper 50s to near 60 degrees all week with a high of 62 in downtown san francisco. so quite a range of temperatures in the north bay from 59 in stinson beach up to 90 in ukiah, and mid-70s in napa. sunny skies in castro valley,

near 70 degrees for you. 65 richmond, 71 in union city. look for temperatures to come down also a few degrees in the interior valleys, but still very warm. in fact, probably a little more comfortable than norm 58. your high today is 82 pittsburgh, 81 in san ramon. if you are look at the week ahead, this is when i want you to expect. we will show you the trend in livermore. basically temperatures will be coming down a few degrees into wednesday, thursday. after that they start to climb back up. so eats like a little roller coaster ride. then we will be closer to normal by the end of next week. you can see the pattern here with the accuweather seven-day forecast. a little cooler today. if you check out the inland numbers, that's where we drop down tuesday and wednesday. then we start to climb back up into next weekend. around the bay we will also see temperatures drop, as well, midweek but not as severe. then climbing back up again. if you like it cool, it's going to stay in the upper 50s to low 60s along the coast all week. >> great.
