>> breaking news, fire breaks out in a san jose apartment complex. good morning, thanks for joining us. >> we start the morning with the bart strike averted. the governor brown stepped into the dispute making sure the trains are running this morning. we have abc7 news reporter cornell bernard in oakland. >> union members are not happy. many riders are happy. bart trains are rolling this morning and another week after the governor stepped in last night to temporarily block a strike hours before the midnight deadline. that move came as the request of bart management after contract talks stalled last night without an agreement. the governor told both sides in a let are he was stepping in because a strike would disrupt transportation and endanger public safety. union members are angry, and slamming bart management for posturing and refusing to

bargain in good faith. bart says it had no other choice. >> our wage offer is going up and up and we have been working with them on the pentagons and -- on the pensions to make a deal. >> the employer has bargained without good faith and created the first extreme and creating the second strike potential. >> the governor appoint add three member board to look into the heats contract talks over the next seven days after the inquiry the governor could decide to impose a 60's-day cooling off per between bart and the unions. no new takes are scheduled at the caltran building. we will let you know when that happens. >> thanks. a public board of inquiry is an official review of events or actions, appointing a board of three investigators to look at

other side, the san francisco side, you can see traffic at a standstill and we saw lights flashing indicating the fire department moving westbound to put this out but for a tie we had at least all lanes blocked off and now i am looking at it and you can see the headlights are not moving. we do have at least all lanes blocked temporarily for this big-rig fire with more details coming up. for now, we will head over to eric and kristen. >> we will continue with our coverage of the bart strike averted and abc7 news reporter is at the west oakland bart station with how commuters are reacting. wayne? in the south bay, we have breaking news. matt has been covering a large fire at an apartment complex. tell us how it is affecting those would live there? >> work is being done at the apartment complex and you can see the ones were damageed from across from where the fire started because of the heat. can you see one window has been boarded up. this all started at 12:20 and the woman who lives in the apartment where the fire started says her boyfriend was cooking in the kitchen and flames started to spread. firefighters call thed a second alarm 15 minutes after arrivalling on the scene. a neighbor told us what he saw. >> i saw a lost smoke. i went to the other side of the alley and i saw this was a fire and smoke coming from the house. the firefighters tried to get in the house and break a window and got in and trying to see if there were people in there.

>> red cross workers say they are helping out 17 people and one apartment was destroyed and two had serious water and smoke damage. the same area saw a recent tragic fire when they were killed to a fire a block away in a similar apartment building back in december. >> thank you, matt. the san mateo county is searching if a 16-year-old who left a youth detention facility last night, a minimum security facility and described as black wearing a burgundy shirt and tan pants. the private ambulance company that serves santa clara county filed for chapter 11 bankruptcy protection. rural metro filed for bankruptcy protection in federal court yesterday after striking a deal with lenders to cut the debt in half. arizona based rural met tremendous is the largest ambulance operators serving rural communities.

but they want a permanent solution. in westever for abc7 news. >> thank you, wayne. leyla gulen has the sig-alert on the bay bridge. how long will it take to open that up? >>guest: it will at least two hours to clean this up we have two lanes blocked, westbound side of 80 at 5th there was a big-rig fire and the traffic is severely backed up from the maze and we are going to take a look at the drive from the bay bridge away from the toll plaza and from emeryville camera i can show you exactly what that looks like and you can see how the tail lights are making the push in the westbound direction to treasure island and they are moving at a very slow pace at 20 to 25 minutes away from the maze into san francisco so, again, that closing will be in place if two hours with two lanes blocked and a big-rig fire.

big problems out there. you can use the richmond and san rafael bridge and take the round about way through the north way into san francisco or the san mateo which is move along fine but, again, this will an ream problem -- real problem and we are look at fire department trucks on the other side of treasure island but can you not see that from here but we are looking at a serious problem on the bay bridge this morning. now, we will hope that our weather is not too much of a problem. mike nicco? >> it is a problem for a few weeks but those folks are trying to get into sfo with flight arrival delays of an hour and 15 minutes. you can see we have mist and drizzle but no rain coming down. we have a good thick and moist marine layer. mid-50's at the bay and partly cloudy by noon and 64 and sunny at 4:00 and 70 and grab the

westbound 80, this is a big-rig fire that is blocking two lanes, the fire department is on the scene and flames were shooting from that big rig engine moments ago and we can still sigh the flames burning there, the fire department is trying to put that out and this is going to be a sig-alert for the next two hours, causing major backups coming right out of oakland into san francisco, and we will have more details on this coming up in my next report. >> breaking news from japan, united states military helicopter has crashed at a marine base on the southern island of oak now cause and here is the latest, one of the four crew members were killed. reports are an hh60 rescue helicopter crashed while on maneuvers at a training area near the camp. oak now -- okinawa host about half of all military in japan.

libertarian party $217,000 after his passing. >> leyla gulen showed us pictures of the big-rig fire off the west end of the bay bridge a few moments ago. >> flames are shooting out with fire trucks putting water on it. what is going on now? >> we are looking at it from a camera here and you can see the westbound side of 80 at the turn off is where we had the big-rig fire and flames are still shooting out of it and carrying some time of food product. we are looking at the fire department on the scene blocking off two lanes and that is causing major backups along the bay bridge. we are looking at solid traffic coming from the maze and into san francisco and this is in effect for another two hours, and you can see the flames still shooting up on this big rig, so, very active scene right now, very dangerous for the drivers as they make the driver beyond the scene, so, we do not know how long it will take for the fire, but we will look at that and you can see what is going on, that is unbelievable, flames

shooting out of this big rig that started in theing -- in the engine. they are still allowing traffic to pass by which may stop because this looks like a dangerous scene. we could see traffic completely stopped along the bay bridge. that will stall traffic more if you making it out of the maze and into san francisco. to get around this, use the richmond san rafael bridge or the san mateo bridge but this is an active scene if quite some time. hopefully, they. get the fire uncriminal but you saw the flames shooting into the air and that is a dangerous scene as we look at it. >> say odd morning to mike nicco and see if the weather could help this fire out?

>> it is going to help the fact that it is only 55 degree but the water is not doing any help and maybe the foam could help out. as far as our weather, will we stick with this shot or go to weather? >> we can see the flames are playering -- flaring up. if you look in front of the fire trucks you can see the sprays of water on the flames in hopes of putting the fire out. it looks like it is stubborn. >> we do have a crew on the way to get some closer shots of what is happening but if folks hope for an easy commute as a result of the bart strike not happening, well, the commute is ruined on the bay bridge because the backup extends beyond the

oakland maze and the san mateo bridge is an option and look at the flames. it is interesting they are still letting the cars pass through...we have a couple of lanes still going next to the scene which will take a couple of hours to get put out and the tow truck out there and get it all removed. >> you would have to put a traffic break somewhere in there to keep the cars from going through. it is stubborn. you can see the flames are shooting well in the air maybe 10 or 15' and i don't know if that is something else burning but they are having trouble getting it out. folk could be the -- foam could be the answer. they are trying to get this contained and as long as the traffic is moving it is getting through okay. two lines are out because hoses are being sprayed on the fire.

you can see the flames are lower that you can see flaring up occasionally. >> mike has information for you the >> if the smoke blows from west to east it could blow back into the cars trying to get through and they are blowing at 10 or 15 miles per hour so you could have a traffic hazard because of reduced visibility on that part of the bridge with the smoke that will not rise very high in the air because of the boundary layers and it will stay in the lower layers of the atmosphere and it could blanket that area coming off the bay bridge so reduced visibility could be an issue and hazardous smoke so the air quality could be bad if that area since we don't know what is burning but we know it is putting out a darker color which is not a good sign. >> and the mist and drizzle? >> that will help the

firefighters stay cool, pole, but not enough to help put out the fire. maybe it will help the vegetation but not much vegetation around that area at 9th street exit but it is more of a help for the firefighters so they do not overheat. >> lot of smoke is generated. that could affect traffic. a sig-alert involves with stubborn fires and the flames are moving back up again. don't know to that is the tires the secret is out. hydration is in. backup. it is a significant backup westbound on the bridge. >> can you talk about what the big rig may have been hauling. whatever the contents are, obviously, if you let cars drive past it, what do you see as far as the danger? >> clearly when you have a vehicle on fire there will be some danger. it is affecting the traffic flow in the area so we do not want motorists to interfere with the firefighters and other law enforcement personally managing the scene and we are asking motorists to have an alternate route in place so you may not be able to take that 5th street exit so you have to take another exit. >> what was the big rig haul increasing. >> i don't know the contents. >> what advice do you have for

motorists? >> obviously, you wants to keep your windows up and turn your climate control systems to "recycle" air from the car particularly if you have breathing or health issues. if you can avoid the area, obviously that is the best, taking an alternate route from point a to point b and do not interfere with the personnel.

>> abc7 news starts with breaking news. >> good morning, on monday, you are looking at a picture of a very slow crawl getting into san francisco by the bay bridge at the 5 the street off-ramp where you can see smoke rising from a big rig that has been burning shooting flames and fire engines responding with two lanes closed at the moment as a result of the fire. right now the good news is there are no reported injuries. we do not have detail on the driver. it is a nightmare getting into

san francisco. it is recommended that if you have to go through the area you may want to turn the climate control to "recycle" of the inside air. this will be a big problem with those with breathing issues. the fire was burning and flames were shooting from the big rig and this happened for quite a long time, a sig-alert with delays of hours before they re-open the two lanes and certainly you are back up from the metering lights and beyond that to the bay bridge toll plaza it will be very difficult westbound on 80 this morning. >> leyla gulen has been following this, this morning, and the impact it is having? >> it is making a huge impact if you are coming from the east bay. the video shows furious flames are shooting from the engine and

the fire department has a handle on this. we have seen the white smoke which is a good indication the fire has been put out but the c.h.p. north boundly had a traffic break but they have allowed the cars to move through in the left two lanes. traffic is still slowing 50 of of -- slowing 50 of the bay bridge and causing massive delays. the bay bridge toll plaza you can see how the traffic is at a standstill and we do have a couple of lanes open for the car pool and on other side but everything in the middle is not going anyone and this particular travel time is going to last in excess of 40 minutes. the sig-alert will be lasting for two hours at least. have an alternate route and you do not want to get on the bay bridge. it is too late for these folks. if you are traveling on the roads, take the richmond and san

turn off a big rig caught fire and we saw flames shooting from the engine. the fire department has been trying to put the fire out. it has been stubborn. they are still pouring water on it. there was a traffic break. here is early footage of the flames pouring from the big rig. a nasty fire. we have a serious backup because of this. in wore as to the cause for the big-rig fire. no word on injuries, either. it is blocking two lanes which continue to get by but that is enough to cause backup coming right out of the maze and as you can see the traffic is starting to backup into berkeley so the toll is at a standstill and this is the backup developing before you get there at least an hour
