>> live from the kgo-tv broadcast center this is abc7 news. >> a look at lanes of westbound interstate 80 still closed after a big rig caught fire in san francisco just off the bay bridge with the bart strike averted commuters thought the morning would be easy but it was a traffic nightmare. more on the fire and the blackup in a moment the. >> first, we have team coverage of bart labor talks and the strike that didn't happen. abc7 news has commuter reaction. we start with cornell in oakland on negotiations. cornell? >> bart trains are rolling on

now after the governor stepped in to stop a strike. both sides are preparing to give testimony to a board investigating the stalled negotiations. trains are stale rolling after the governor stepped this to block a strike hours before sunday's midnight deadline which was made by bart management after an agreement could not be reached. the move angered union members. >> there is no reason why we had to continue this drama, continue this stress on the public and on the workforce. >> the public board is an official review of events or actions. the governor is appointing three people to look at the contract dispute providing a written report to the governor in the next seven days which time the unions cannot strike. >> the board will take two positions of each side, prepare an analysis, and forward it to

the governor. the governor, then, will decide what is the next step. >> the governor's options: impose a 60-day cooling off period or not. transit union president says she is preparing her case. this board will vindicate everything we have been saying. we have all the corroboration we need to put forth. i don't know exactly what they will be looking for but we have the information to prove we have made request after request after request. >> bart officials say they have bargained in good faith. bart says the latest contract offer to the unions were generous and it remains to be seen if a deal can be reached in the next seven days and as far as the board of inquiry, when and where that will take place remains to be seen. both sides are awaiting details. hear more information about the three people appointed by governor brown to investigate this contract dispute.

investigative board chairman has been seen director advisor to the governor since 2011 and he sevens as director of the department of alcohol and beverage control. he is an attorney with the background in employment issues. board member callahan, a san francisco director of human resources was a state labor mediator and a union representative at the service employees international union from 1982 to 1994. >> and the president emeritus of state building and construction trade council of california was a commissioner of the california transportation commission from two too this will 2006. he has a long union history with the international brotherhood of electrical workers and the orange county building trade council. >> commuters are happy there was no strike but some dread what could happen next week. nick is at the west oakland bart station with more. >> happy would be an understatement. they are relieved.

everyone is breathing a deep sigh of relief but all that could change in seven days. i was going to drive at 6:00 so it helped me out a lot. >> she was among several early morning commuters with whom we spoke who got news last night that bart trains would continue running as normal although a deal was not struck. >> i am glad because it causes a lot unnecessary stress for commuters. >> it is not over. commuters could be back in seven days. the governor has appointed a board to investigate the stalled negotiations urging both sides to reach an agreement to avoid a strike in the strongest terms possible. >> they are a way apart but the delay put in by governor brown will help a little bit and three said something about an investigation so i don't know if that will have any results, or not. >> in a statement the governor said he felt a strike would "significantly disrupt public transportation services and will

problems. wayne? >> we expected a nightmares we did not expect the traffic to come in this form over here: this is what remains of the big rig and it will be here a while now they are saying it will be here, until, maybe, 3:00 this afternoon. this is the video we thought we would be showing you from the bay bridge, slowed track, stopped traffic, gridlock, but when the trains ran, commuters assumed they received a reprieve. assumed? >> now, this. the big rig caught fire at 5:45 and if you watch our news you saw live pictures of flames 30' tall from this inferno on 18 wheels. if you were commuting across the bay bridge this is what you shot with your cell phone. thank you, martin.

go home. >> as we look outside c.h.p. has all laneed blocked to move the big rig out of the way. we have one lane open until 3:0 p.m. we are looking at heavy backups coming from berkeley away from el cerrito and out of richmond we have bump bumper-to-bumper traffic that will take an hour and a half to get from a that area to this area into san francisco. use the richmond, san mateo bridge bridge. >> new this morning the private ambulance company that serves santa clara county is still rolling even after it finalled for chapter 11 bankruptcy. we are in san jose with that story. matt? >> we have seen ambulances coming and going all morning long and they say, don't expect to see any changes in services.

this is the nation's largest operator serving rural communities and it filed on bankruptcy protection in federal court yesterday. rural metro made a deal to cut the debt in half. santa clara county officials brought in the company c.e.o. to explain the financial problems after it missing a bond payment. we spoke with supervisor and he says rural metro has been performing well after failing to meet response time requirements. he says the county had several provisions in the contract that allowed them to take drastic action should rural metro not meet the obligation. he doesn't expect the chapter eleven filing to impact service in santa clara county. >> despite all of the background noise and despite the wall street issues, everything is going according to hoyle. if you call for an ambulance you get one. we have first responders such as fire and police in the county

what is going on, our break from summer continues. we will look at live doppler 7 hd, and you can see it picking up the cloud cover but the drizzle is dry. we have had some in the hills as much as two hours ago, but, now, that is even gone by the wayside. we will talk about sfo and you can see this are arrives delays so check out abc7news.com for the air traffic delays. now, what is going on as far as our surprise ill satellite. you can see the clouds are coming from the east bay and the south bay, and around the north bay and the bay itself it is taking a little bit longer and, now, we are seeing that accelerate. it is another hour or hour and a half when we will see the sunshine. we are still in the mid-to-upper 50's around half moon bay and san francisco, and oakland and hayward and everyone else is in the 60's but antioch first saw

the sunshine so they are in the mid-70's. you can see downtown is sunny in san jose, and that is what we are seeing with more cooling and cooler compared to yesterday. now, tonight, and the next several nights, we will get a thicker marine layer of juicy marine layer that will give us drizzle that could be measurable. we will watch the slick streets and health you know that will set coulds to fruition. below average temperatures and all the way through, at least friday, and more likely saturday, we will try to get back to summer on sunday. from mount tamalpais, we usually see the breaks in the cloud cover but it is not happening so temperatures stay from five to nine degrees cooler. we should be in the 70's and 80's and 50's and 60's is all we can get. look at that cool pool of air sitting on top of us and it seems like we have been stuck in this pattern for a while and we will be continuing in this

pattern. low-to-mid 70's in the south bay and possibly los gatos up to 82 and upper 70's in gilroy and santa cruz at 69 with cloud cover. 60's around millbrae and the rest of the peninsula will get sunshine, and a lost upper 50's along the coast. throw mid-60's downtown and south san francisco and sausalito and upper 60's to low 70's through the north bay valley and napa, all sunshine, and possibly 74 for you and we will head to the east bay shore where we get sunshine the quickest and it is breaking out in castro valley so you have the low 70's and everyone else in the upper 60's and low-to-mid 80's for air conditioning. and at at&t park, 59 degrees at 7:15 dropping down to 5. here is the seven-day outlook: tomorrow, a lot like today and then we will drop about two to four degrees on wednesday and the drizzle is more prevalent
