panel hearing right now let me know that bart is presenting its case. once this information is presented to the panel it will be public information. wart notified this panel that they are offering a 9 percent pay increase over four years. the disparity is that the unions want a 20.5 percent increase over four years. that is the latest information we have from inside the panel right now. just to explain this panel was appointed by governor brown. they have a week to present their findings to governor brown. what actions led up to this point? why we have already gone through one strike and we are facing another? the seven daytime line started on sunday when the governor stepped in to block a strike. the board technically has until sunday to present the findings but the governor wants their report by friday. he has to go to a junk to

declare a 60-day cooling off period prohibiting bart workers from striking. you can imagine the sides are divided on what they want to happen tomorrow. >> they want to hear how the strike impacts the bay area not just the economy but safety. they want us to show it will impact the safety the bay area if there is another strike. is all about a cooling off period that allows for the trains to continue to run for the next 60 days while we negotiate. >> our hope is the board of inquiry will determine what we know to be true: this contract can be resolved. the negotiations should have been resolved june 30. there was no need to intervene. the district was slow and unking to bargain fully and fairly so here we we are. >> there could be a 60 day cooling off period by friday and bart management wants that and the unions do not.

>> a developing news in the east bay where a one-year-old baby boy and his father are dead after an early morning shooting in oakland. the family says that the shooting victims are 20-year-old andrew thomas and his son, drew, the two are from fresno. the shooting happened near east oakland at 2:45 this morning and police say someone fired through the rear of the house, hitting the father and son in a bedroom. 9 boy died at hospital and his father died at the scene. >> we cannot confirm if it was targeted but what we can share is we know the suspect enters the yard and went to the rear of the residence and shot through the residence striking the father who is 20 years old and a one-year-old little boy. >> when police have a description of shooter or shooters they will release it and they are asking for witnesses to come forward. >> in antioch, investigators are trying to determine the cause of a house fire that sent one

person to the hospital. it broke out after 10:30 last night weapon firefighters got there the garage was fully engulfed and was spreading to the home. a man was working on his car in the garage and was taken to the hospital with leg buns. throw kids and a woman were asleep in the home and they get out safely. >> san francisco officials will hold a gun guy back event in the mission district. they hope getting guns off the streets will reduce the potential for violence in the neighborhood. guns and working conditions can be turned in for $100 with no questions and assault rifles exchanged for $200. the exchange will be held tomorrow at 22nd from 6:00 to 8:00. >> right now recycling workers are protesting what they say is a rat infestation in their workplace. waste management employees in san lenadro say they are coming in close contact with rodents each day. they say at least one employee habitten by a rat and they have
